APPROXIMATELY 700 DISTINGUISHED HIGH SCHOOL SENIORS EARNED CORPORATE-SPONSORED NATIONAL MERIT SCHOLARSHIP AWARDS.
SCHOLARS WERE SELECTED FROM STUDENTS WHO ADVANCED TO THE FINAL LEVEL IN THE NATIONAL MERIT SCHOLARSHIP COMPETITION AND MET CRITERIA ESTABLISHED BY THOSE SCHOLARSHIP SPONSORS.
MOST OF THESE AWARDS RANGE FROM $1,000 TO $10,000 AND CAN BE USED IN ANY REGIONALLY ACCREDITED U.S.
COLLEGE OR UNIVERSITY OF THEIR CHOICE.

FOR MORE THAN 50 YEARS, THE NATIONAL PTA REFLECTIONS PROGRAM HAS BEEN INSPIRING STUDENTS ACROSS THE COUNTRY TO EXPLORE THEIR CREATIVITY AND EXPRESS THEMSELVES THROUGH THE ARTS.
WHAT BEGAN AS A SMALL LOCAL PROGRAM IN COLORADO HAS GROWN INTO ONE OF THE NATION'S LARGEST STUDENT ART PROGRAMS WITH MORE THAN 200,000 STUDENTS PARTICIPATING EACH YEAR.
WHAT MAKES THE REFLECTIONS PROGRAM SO SPECIAL IS THAT IT IS CENTERED ON POSITIVE RECOGNITION RATHER THAN COMPETITION.
STUDENTS OF ALL AGES AND ABILITIES ARE ENCOURAGED TO PARTICIPATE, NOT SIMPLY TO WIN AWARDS, BUT TO SHARE THEIR STORIES, EXPRESS THEIR IDENTITIES, AND DISCOVER THEIR VOICES THROUGH ARTISTIC EXPRESSION.
STUDENTS CREATE ORIGINAL WORKS INSPIRED BY AN ANNUAL THEME IN ONE OF SIX CATEGORIES.
DANCE CHOREOGRAPHY, FILM PRODUCTION, LITERATURE, PHOTOGRAPHY, AND VISUAL ARTS.
THIS YEAR'S THEME WAS I BELONG.
VOLUNTEERS AT 37 PLANO PTAS COLLECTED AND REVIEWED STUDENT ENTRIES AND 212 ENTRIES ADVANCED TO THE COUNCIL LEVEL FOR JUDGING.
FROM THERE, 25 OUTSTANDING ENTRIES FROM PLANO MOVED ON TO THE STATE LEVEL AT TEXAS PTA, WHERE AN INCREDIBLE 21 EARNED AWARDS.
THIS YEAR, TEXAS PTA RECEIVED A TOTAL OF MORE THAN 900 ENTRIES FOR STATE JUDGING AND ONLY 36 ENTRIES ADVANCED TO THE FINAL ROUND OF JUDGING AT NATIONAL PTA.
WE ARE ESPECIALLY PROUD THAT ONE OF THOSE NATIONAL FINALISTS CAME FROM PLANO ISD.
SAM VARTH SIGAHALLI, A 10TH GRADE STUDENT FROM JASPER HIGH SCHOOL PTSA, ADVANCED TO THE NATIONAL LEVEL WITH HIS MUSIC COMPOSITION TITLED ECHOES OF HOME.
WE ARE INCREDIBLY PROUD OF SAM VARTH FOR REPRESENTING PLANO ISD ON THE NATIONAL STAGE.
HIS ACCOMPLISHMENT REFLECTS NOT ONLY HIS TALENT AND DEDICATION, BUT ALSO THE POWER OF ART EDUCATION AND CREATIVE EXPRESSION.

THE RECORDS REQUEST SHOW THREE WORK ORDERS FOR AIR QUALITY TESTS IN AUGUST AND SEPTEMBER AND HAS PURCHASED ORDERS FOR MORE THAN JUST ONE INITIAL TEST.
IT ALSO INCLUDES ORDERS FOR MULTIPLE CLEANINGS IN THAT TIME.

JUMPING INTO SOME OF THAT REQUIRED INFORMATION ON OUR NOTICE IS OUR PROPOSED TAX RATE.
FOR THE PROPOSED TAX RATE FOR 2026-2027, WE ARE PROJECTING A SLIGHT DECREASE FROM OUR CURRENT 2025-2026 RATE.
THE DISTRICT'S TOTAL TAX RATE IS EXPECTED TO DECREASE FROM $1.03955 TO $1.03275, REFLECTING A MODEST OVERALL REDUCTION.
OF COURSE, AS THE BOARD IS AWARE, HOUSE BILL 3 INTRODUCED TAX RATE COMPRESSION.
FOR MAINTENANCE OPERATION, OUR M&O PORTION OF THE TAX RATE, WHILE PROPERTY VALUE GROWTH EXCEEDS THAT 2.5% YEAR OVER YEAR.
IN LATE APRIL, WE RECEIVED OUR CERTIFIED ESTIMATE ON OUR LOCAL PROPERTY VALUES FROM OUR CHIEF APPRAISER, FROM OUR COLLINS CENTRAL APPRAISAL DISTRICT, WHICH REFLECTED A GROWTH OF APPROXIMATELY 1.15%.
BECAUSE LOCAL GROWTH DIDN'T EXCEED THAT THRESHOLD, IT DID NOT INDEPENDENTLY TRIGGER ADDITIONAL COMPRESSION.
HOWEVER, THE STATEWIDE PROPERTY VALUE GROWTH IS CURRENTLY PROJECTED AT APPROXIMATELY 3.6%, WHICH EXCEEDED THAT STATUTORY THRESHOLD OF THAT 2.5%, AND SO THAT RESULTED IN A MODEST COMPRESSION IN OUR M&O TAX RATE.
SO AS A RESULT, THE DISTRICT'S M&O TAX RATE IS PROJECTED TO DECREASE SLIGHTLY FROM .80220 TO .79540, AND OUR INTEREST IN SINKING REMAINS UNCHANGED.
AND AGAIN, THAT NET EFFECT OF A SLIGHT REDUCTION TO THE DISTRICT'S OVERALL TAX RATE FOR 26-27.
THIS SLIDE ACTUALLY PRESENTS REQUIRED COMPARISONS OF OUR CURRENT AND UPCOMING TAX YEAR PROPERTY VALUES.
SPECIFICALLY, IT PROVIDES A COMPARISON OF OUR APPRAISED AND TAXABLE VALUES FOR THE CURRENT YEAR ALONGSIDE OUR PROJECTED VALUES FOR THE UPCOMING YEAR.
AS HIGHLIGHTED, THE CERTIFIED ESTIMATE RECEIVED BY OUR CHIEF APPRAISER IS APPROXIMATELY 1.15% INCREASE TO OUR TOTAL TAXABLE VALUE.
AGAIN, THAT 25 TAX YEAR WAS FROM OUR CERTIFIED VALUES FROM LAST JULY.
YOU'LL ALSO NOTICE THERE'S A LITTLE BIT LARGER VARIANCE BETWEEN OUR APPRAISED VALUE AND OUR TAXABLE VALUE FOR 2026.
I ALWAYS LIKE TO HIGHLIGHT BECAUSE IT LOOKS A LITTLE WONKY.
THIS IS PRIMARILY ATTRIBUTED TO THE TIMING OF THE APPRAISAL PROCESS.
AS THE APPRAISAL DISTRICT IS CURRENTLY WORKING THROUGH A SIGNIFICANT VOLUME OF PROPERTY VALUE PROTESTS, APPEALS.
EXEMPTION ADJUSTMENTS AND AS THOSE PROTESTS ARE FINALIZED OBVIOUSLY THAT GAP WILL CLOSE AND THE DISTRICT WILL ACTUALLY RECEIVE OUR CERTIFIED PROPERTY VALUES IN LATE JULY WHICH WILL PROVIDE US THE INFORMATION TO ADOPT OUR TAX RATE IN AUGUST I KNOW THAT THIS SLIDE IS A LITTLE A LITTLE BUSY BUT I'D LOVE TO JUST KIND OF WALK YOU THROUGH IT THE BAR CHART ILLUSTRATES A YEAR-OVER-YEAR CHANGE CHANGES IN OUR DISTRICT CERTIFIED TAXABLE VALUES FROM FISCAL YEAR 2020 THROUGH OUR MOST RECENT ESTIMATE IN 2027.
AS YOU CAN SEE, THE DISTRICT HAS EXPERIENCED OVERALL GROWTH IN ITS TAXABLE PROPERTY BASE DURING THIS PERIOD, WITH THOSE TAXABLE VALUES INCREASING APPROXIMATELY 28% SINCE FISCAL YEAR 2020.
FOR ADDITIONAL CONTEXT, WE'VE GOT A COUPLE OF LINES.
WE HAVE THAT RED LINE, WHICH ACTUALLY REFLECTS THE YEAR-OVER-YEAR PERCENTAGE CHANGE IN THE DISTRICT'S CERTIFIED VALUES.
OUR STRONGEST YEAR OF GROWTH ACTUALLY OCCURRED IN FISCAL YEAR 2023.
AND THEN, OF COURSE, YOU SEE IN 2026 THAT ACTUALLY REFLECTS ONE OF OUR LOWEST WITH THE DECREASE, PRIMARILY DUE TO THE IMPACT OF SENATE BILL 4 FROM OUR 89TH LEGISLATURE, WHICH IS THAT INCREASE.
Y'ALL REMEMBER OUR HOMESTEAD EXEMPTION WAS INCREASED FROM $100,000 TO $140,000, WHICH REDUCED OUR TAXABLE VALUES.

SO THAT YELLOW LINE ACTUALLY REPRESENTS THE STATE'S T2 OR CPTD VALUES,

WHICH IS DETERMINED BY THE COMPTROLLER, AND IT'S USED IN OUR SCHOOL FINANCE CALCULATIONS.AND JUST SOMETHING TO NOTE, THAT IF YOU LOOK AT FISCAL YEAR 21 THROUGH FISCAL YEAR 23, YOU'LL SEE THAT THE STATE T2 VALUES CLOSELY TRACK WITH THE DISTRICT CERTIFIED TAXABLE VALUE.
HOWEVER, BEGINNING IN FY, OUR FISCAL YEAR 2024, AND FOLLOWING THAT INITIAL INCREASE WITH THAT FIRST YEAR THAT WE ACTUALLY WENT FROM $40,000 TO $100,000 FOR OUR HOMESTEAD EXEMPTION, YOU'LL SEE FROM THAT POINT ON THERE'S A LITTLE BIT OF A DIVERGENCE EMERGED BETWEEN THE DISTRICT'S LOCAL CERTIFIED VALUES AND THE STATE'S T2 VALUES.
SO I THINK IT'S NOTEWORTHY TO SEE THAT IN THE FISCAL YEAR 2026, THIS IS THE ONLY RECENT YEAR THAT THE STATE'S T2 VALUE GROWTH SIGNIFICANTLY EXCEEDED THE DISTRICT CERTIFIED TAXABLE VALUE CHANGE.
THE TWO YEARS PRIOR, ACTUALLY THE OPPOSITE WAS TRUE, WITH THE DISTRICT'S LOCAL VALUE GROWTH OUTPACING THE STATE'S T2 VALUE GROWTH.
SO OF COURSE THIS IS IMPORTANT WHILE THE DISTRICT USES THE CERTIFIED VALUES TO DETERMINE OUR ACTUAL LOCAL TAX BASE.
THE STATE'S T2 VALUES ARE USED IN OUR SCHOOL FINANCE FORMULAS, OF COURSE, WHICH IMPACTS OUR FUNDING.
SO I THINK WE'RE HOPEFUL THAT THESE TWO MEASURES WILL START TO ALIGN.
AGAIN, OF COURSE, CREATING SOME GREATER CONSISTENCY.

I THINK IT'S JUST, AGAIN, NOTABLE TO JUST, OF COURSE, YOU CAN SEE THOSE MAJOR DIPS.
FROM FISCAL YEAR 19 TO FISCAL YEAR 2020.

IT DID REDUCE IN 24 WE SENT BACK JUST A LITTLE UNDER 24 PERCENT AND OF COURSE THAT WAS DUE TO OUR OUR FISCAL YEAR 2023 WE HAD AGAIN THIS LEGISLATIVE EFFORT WE HAD THAT SENATE BILL TWO WHICH REDUCED OUR MAXIMUM TAX RATE COMPRESSION BUT IT ALSO THAT'S WHEN WE WENT THE HOMESTEAD EXEMPTION INCREASED FROM FORTY THOUSAND TO A HUNDRED THOUSAND UH WE DID THEN INCREASE JUST A LITTLE BIT GOING BACK INTO 25 IT WAS JUST UNDER 25 OF THAT REVENUE WAS SENT BACK TO THE STATE IN FORM OF RECAPTURE WE DID REDUCE AGAIN IN 2026 TO JUST UNDER 22 OF THAT REVENUE BACK TO THE STATE AND AGAIN, THAT WAS DUE TO SENATE BILL 4 FROM THE 89TH LEGISLATURE THAT DID THAT INCREASE OF OUR HOMESTEAD EXEMPTION OF $100,000 TO $140,000.
AND THEN AGAIN, WE ARE INCREASING JUST A LITTLE BIT IN 27, PROJECTED ABOUT 24.4% OF THAT REVENUE BEING SENT BACK TO THE STATE IN THE FORM OF RECAPTURE.

I'M GLAD TO BE HERE THIS EVENING TO PRESENT A COUPLE UPDATES IN SPECIAL EDUCATION.
SO, THE FIRST IS WE RECENTLY HAD OUR CYCLICAL AUDIT DONE BY THE STATE.
THIS WAS SOMETHING THAT IS DONE FOR EVERY SINGLE SCHOOL DISTRICT AND CHARTER SCHOOL EVERY SIX YEARS.
WE'VE BEEN PREPARING IT FOR ABOUT A YEAR BEFORE IT TOOK PLACE IN JANUARY.
AND SO WE JUST GOT BACK THE RESULTS.
IT'S NOT EVEN POSTED PUBLICLY YET.
I'VE LOOKED AS OF YESTERDAY AND IT WAS NOT YET POSTED, BUT IT SHOULD BE ANY DAY NOW.
AND I'M REALLY EXCITED TO SHARE THAT WE REACHED 100% COMPLIANCE, WHICH WAS OUR GOAL.
AND SO WE WERE VERY PLEASED TO GET THERE.
THERE WERE TWO ITEMS IN PRE-FINDINGS DURING CLARIFICATIONS, VERY SMALL ERRORS THAT WE WERE ABLE TO FIX.
NOTHING THAT WAS SYSTEMIC, AND SO THEY GET NOTED, BUT THEY GIVE AN OVERALL COMPLIANCE RATING OF 100%.
SO WHEN THE STATE DID THE CYCLICAL MONITORING, THEY LOOK AT SEVERAL THINGS.
THEY DO A DESK REVIEW, AND WITHIN THAT IS A RANDOM FOLDER REVIEW THAT IS SPLIT EVENLY BETWEEN ELEMENTARY AND SECONDARY FOLDERS.
AND THEY SPECIFICALLY LOOK ALSO FOR SPECIFIC STUDENTS THAT ARE EITHER IN RESIDENTIAL FACILITIES, HAVE BEHAVIOR INTERVENTION PLANS, HAVE HAD A RESTRAINT, OR THEN THE OTHER STUDENTS ARE JUST RANDOM SAMPLING.
SO THEY LOOK AT ALL OF THOSE PIECES AND HAVE A LONG LIST OF DOCUMENTS THAT THEY ASK US TO SUBMIT THAT THEY LOOK AT FOR COMPLIANCE.
THEY ALSO LOOK AT DISTRICT POLICY REVIEWS.
AND THEN THERE IS A STAKEHOLDER SURVEY.
THEY DID NOT DO INTERVIEWS, BUT THEY CAN INCLUDE INTERVIEWS.
SO IN THIS CASE, IT WAS JUST STAKEHOLDER SURVEYS THAT THEY LOOK AT TO DETERMINE THE FINDINGS FOR A DISTRICT.
AND WITHIN THAT, THEY HAVE SEVEN AREAS.
THEY LOOK AT CHILD FIND AND EVALUATION, IEP DEVELOPMENT, IEP CONTENT, IEP IMPLEMENTATION, PROPERLY CONSTITUTED ARTS, STATE ASSESSMENT, AND TRANSITION.
AND WE DID SCORE 100% IN ALL OF THESE AREAS.
AND SO AS WELL AS IN THE POLICY REVIEW, SO EVERYTHING THAT IS IN OUR BOARD POLICY ADDRESSES EVERYTHING THAT IT NEEDS TO FOR SPECIAL EDUCATION AND IT TIES TO OUR STUDENT FOLDER REVIEWS FOR BOTH ELEMENTARY AND SECONDARY CAMPUSES THAT WERE REVIEWED.
THEY ALSO MAKE A POINT TO POINT OUT THE THINGS THAT THEY THINK ARE REALLY STRENGTHS FOR THE DISTRICT AND THEY WILL ONLY DO A MAXIMUM OF THREE AND THEY DID THREE FOR PLANO ISD.
THOSE WERE CHILD FINDS, SPECIFICALLY NOTING OUR

COMPREHENSIVE SYSTEMS FOR LOCATING, IDENTIFYING, AND EVALUATING STUDENTS.THAT STANDS FOR PRESENT LEVELS OF ACADEMIC ACHIEVEMENT AND FUNCTIONAL PERFORMANCE.
WHERE IS THE STUDENT NOW? HOW ARE THEY FUNCTIONING? SO THEY MADE NOTES THAT NOT ONLY WAS IT REALLY ROBUST AND VERY DATA-DRIVEN, BUT THERE WAS A STRONG ALIGNMENT BETWEEN THE PLAAF AND THE STUDENTS' GOALS AND THE SERVICES THAT THEY WERE GETTING, WHICH IS AN AREA WE'VE SEEN IN OTHER AUDITS IN OTHER DISTRICTS THAT HAS BEEN A CHALLENGE AND SOMETHING THAT WE REALLY EMPHASIZE AS WE'RE PREPARING FOR THIS.
AND THEN THE THIRD ONE WAS, THEY CALLED IT ART INVOLVEMENT, BUT I WOULD SAY PROPERLY CONSTITUTED ARTS, MAKING SURE WE HAVE THE RIGHT PEOPLE AT THE TABLE AND THE RIGHT PEOPLE INVOLVED IN MAKING OUR DECISIONS FOR OUR STUDENTS.
THEY ALSO DO THE STAKEHOLDER SURVEY, AND WE HAD REALLY HIGH RATINGS FOR THAT, WHICH I WAS REALLY PLEASED TO SEE.
WE HAD 135 OF OUR FAMILIES RESPOND TO THIS.
AS WELL AS 301 SPECIAL ED PROVIDERS, 96 GENERAL EDUCATORS, AND 49 CAMPUS ADMINISTRATORS.
OUR LOWEST AREA WAS WITH OUR GENERAL ED TEACHERS WITH COMMUNICATION INVOLVEMENT, WHICH WAS AT 58.29.
I DON'T THINK THAT WASN'T SURPRISING TO ME.
THAT'S AN AREA ALWAYS WORKING ON GETTING OUR GENERAL EDUCATORS TO UNDERSTAND SPECIAL ED MORE IS ALWAYS A CHALLENGE, BUT SOMETHING WE WANT TO STRIVE FOR.
TO OUR HIGHEST AREAS WITH OUR CAMPUS ADMINISTRATORS AND OUR SPECIAL ED STAFF ON INFORMATION AND UNDERSTANDING OF SPECIAL ED, WHICH WAS WELL ABOVE 96%.
SO OVERALL, REALLY GOOD RESULTS ON THE STAKEHOLDER SURVEYS.
AND SO OVERALL FOR THIS, THAT BRINGS IN COMPLIANCE WITH BOTH POLICY AND THE FOLDER VALIDATION, STRONG ALIGNMENT AND EVIDENCE-BASED PRACTICES THAT IS IN PLACE FOR OUR STUDENTS, AND COMMUNITY PARTNERSHIP AS SHOWN THROUGH THE STAKEHOLDER SURVEYS.
SECOND PART OF MY PRESENTATION IS I WANT TO DO AN UPDATE ON SPECIAL ED FUNDING.
AND SO WE KNEW THIS PASSED IN THE LEGISLATION LAST SUMMER, AND WE'VE BEEN WAITING ANXIOUSLY FOR WHAT IS THIS GOING TO LOOK LIKE IN ACTION.
AND SO WE'VE STARTED TO GET SOME OF THAT INFORMATION FROM THE STATE.
THIS WAS IN HOUSE BILL 2 AND SENATE BILL 568 TO TRANSITION FROM AN INSTRUCTIONAL ARRANGEMENT MODEL, WHICH IS WHAT HAS BEEN IN SPECIAL EDUCATION FOR...
AS LONG AS I CAN REMEMBER, TO THIS NEW MODEL OF INTENSITY OF SERVICES.
SO IN THE PAST, WE'VE ALWAYS LOOKED AT HOW MUCH TIME IS A STUDENT IN A SPECIAL EDUCATION SETTING, AND NOW WE'RE GOING TO LOOK AT WHAT SERVICES DOES A STUDENT REALLY NEED, REGARDLESS OF IF THAT'S IN GENERAL EDUCATION OR IF THAT'S IN THE SPECIAL EDUCATION SETTING, IN ORDER TO DETERMINE THAT FUNDING.
AND SO THERE IS EIGHT INTENSITY TIERS.
AND FIVE DOMAINS THAT WE'RE GOING TO BE LOOKING AT UNDER THOSE INTENSITY TIERS.
AND THEN THERE ARE SERVICE GROUPS AS WELL THAT ADD TOGETHER TO DETERMINE THE FUNDING FOR OUR STUDENTS AND ULTIMATELY WHAT WE BRING INTO THE DISTRICT.
THOSE FIVE DOMAINS ARE CURRICULUM AND INSTRUCTION, BEHAVIOR, COMMUNICATION, INDEPENDENT FUNCTIONING, AND PERSONAL CARE AND HEALTH.
SO WE HAVE MANY KIDS IN SPECIAL EDUCATION THAT MAY HAVE HIGH NEEDS IN ONE OF THESE AREAS.
BUT MAYBE NOT IN ANOTHER, MAY HAVE IT IN MULTIPLE AREAS.
AND SO WE LOOK AT ALL FIVE DOMAINS, AND WITHIN THOSE FOUR DIFFERENT AREAS WITHIN EACH DOMAIN IN ORDER TO GIVE A SCORE FOR THE STUDENTS.
SO WITHIN THOSE DOMAINS, WE'RE LOOKING AT THE TYPE, NATURE, AND FREQUENCY OF SERVICES, NECESSITY OF A SPECIFIC STAFF-TO-STUDENT RATIO, REQUIREMENTS FOR A SPECIALIZED PROVIDER, AND A NEED FOR SPECIALIZED EQUIPMENT OR TECHNOLOGY.
SO THE STATE HAS CREATED ESSENTIALLY A RUBRIC.
THAT HAS THOSE FIVE DOMAINS AND THESE FOUR AREAS UNDER EACH DOMAIN AND COMMITTEES OR SPECIAL EDUCATORS ARE GOING TO BE LOOKING AT THE STUDENT'S IEP AND RATING THESE ON A SCALE OF ZERO, MEANING IT'S NOT IN THE IEP AND THERE'S NOT NEEDED FOR THE STUDENT, TO A THREE OF PRETTY SIGNIFICANT NEEDS FOR THAT STUDENT.
AND THEY WILL TAKE THE HIGHEST OF THESE AREAS PER DOMAIN TO CALCULATE THE INTENSITY TIER.
SO OF THOSE EIGHT PILLARS AND THE WAY IT WAS PASSED IN LEGISLATION, THE PIECE THAT WAS SPECIFIED IN LEGISLATION IS THAT TIER ONE IS ALWAYS GOING TO BE THE LOWEST FUNDED, AND THAT IS OUR STUDENTS THAT ARE SPEECH ONLY WITH NO OTHER SERVICES.
THEY DON'T NEED ANYTHING ELSE, AND THEY ARE A TIER ONE.
TO OUR HIGHEST AREA, WHICH IS A TIER EIGHT, WHICH IS STUDENTS IN A RESIDENTIAL FACILITY, AND THEN THE OTHER ONE, TIER SEVEN, IS FOR KIDS THAT ARE IN NON-PUBLIC DAY TREATMENT.
THE OTHER TIERS, TWO THROUGH FIVE, OR TWO THROUGH SIX, I DON'T KNOW WHY SIX ISN'T ON THERE, TWO THROUGH SIX IS GOING TO BE BASED ON THAT DOMAINS AND GOING THROUGH THAT RUBRIC FOR EACH STUDENT.

THEN THEY'RE GOING TO LOOK AT THE SERVICE GROUP, WHICH IS REALLY CONNECTED PRIMARILY TO RELATED SERVICES AND WHAT THEY'RE NEEDING.SO ARE THEY NEEDING OCCUPATIONAL THERAPY, SPECIAL ED TRANSPORTATION, ANY OF THOSE SERVICES? THEY ALSO LOOK AT THE RATIOS FOR STUDENTS.
A HIGHER STAFF TO STUDENT RATIO ARE GOING TO GET A HIGHER LEVEL OF FUNDING ADDED ON TOP OF THE TIER.
AND SO THE BIG THING THEY'RE EMPHASIZING IS YOU DON'T WRITE YOUR IEPS BASED ON THIS SERVICE, THIS MODEL.
WE SCORED THIS MODEL BASED ON THE SERVICES THAT THEY NEED AND IT'S WHATEVER IS IN THE IEP.
IF IT'S NOT WRITTEN IN THE IEP, EVEN IF THAT IS WHAT WE DO FOR STUDENTS, WE'RE NOT GOING TO SCORE THAT IN THE INTENSITY TIER.
THEY PROVIDED US A FUNDING WORKBOOK, BASICALLY A TOOL, WHERE WE ARE GOING TO BE ABLE TO GO THROUGH IEPS, PROCESS IT THROUGH THE TOOL THAT THEY GAVE US.
AND THEN THAT HELPS TO CALCULATE THE INTENSITY TIER AND THE SUPER RISK GROUP FOR THE STUDENT, AND IT EXPORTS TO AN EXCEL SPREADSHEET.
WE'RE ACTUALLY CURRENTLY WORKING ON TAKING THAT TOOL THAT THE STATE MADE IT AND MAKE IT A LITTLE MORE USER-FRIENDLY THROUGH GOOGLE, AND SO FOR OUR STAFF TO BE ABLE TO DO IT IN A MORE EFFICIENT MANNER.
AND THEN FINANCIAL PROTECTION, THAT WAS A BIG QUESTION THAT HAS BEEN COMING UP, IS, IS THIS BRINGING MORE MONEY? FOR SPECIAL EDUCATION.
THAT WAS THE INTENT BEHIND THE LEGISLATION, BUT THEY'VE COME TO SAY, WE DON'T KNOW.
THERE'S GOING TO BE DISTRICTS THAT GET MORE MONEY WITH THIS FUNDING MODEL, AND THERE'S GOING TO BE DISTRICTS THAT GET LESS MONEY.
AND SO WE ARE UNSURE AT THIS TIME.
FOR 26-27, THEY ARE ASKING US TO REPORT BOTH INSTRUCTIONAL ARRANGEMENT, OUR OLD MODEL, AND THE INTENSITY TIERS, OUR NEW MODEL, AND THEY WILL GIVE US THE HIGHER OF THE TWO FOR 26-27.
INSTRUCTIONAL ARRANGEMENT GOES AWAY AND WHATEVER IT IS FOR THIS NEW MODEL IS WHAT IT IS.
SO HOPEFULLY THE INTENT OF THE LEGISLATION WAS TO BRING MORE MONEY INTO SCHOOLS FOR SPECIAL EDUCATION.
SO THERE IS THIS CARRYOVER THIS SUMMER.
WE ARE WORKING REALLY HARD THIS SUMMER TO START GOING THROUGH THIS FOR STUDENTS.
THEY HAVE ASKED THAT WE SUBMIT THESE INTENSITY TIERS AND SERVICE GROUPS FOR EVERY SINGLE STUDENT INTO THE PEIM SUBMISSION BY OCTOBER 8TH.
WE WERE REALLY HOPING THAT WE WOULD HAVE A FULL YEAR TO DO THIS AS WE WENT TO ANNUAL ARTS.
SO I ACTUALLY HAVE A GROUP THIS SUMMER THAT IS REALLY GOING TO BE WORKING TO GO THROUGH THIS AND DO IT INITIALLY FOR EACH STUDENT AND THEN WITH CAMPUSES COMING BACK AND VERIFYING THAT IN THE FALL.
SO WE HAVE TO SUBMIT THIS BY OCTOBER 8TH AND THEN MOVING FORWARD FOR EVERY ART MEETING THAT WE HAVE.
SO AGAIN, THE INSTRUCTIONAL ARRANGEMENT WILL BE REPORTED FOR 26-27, BUT IT WILL PHASE OUT AND WILL BE GONE FOR 27-28.
AND THE NEW REQUIRED ELEMENTS FOR PEMS ARE GOING TO BE TIER OF INTENSITY, THE SERVICE GROUP, MINUTES IN SPECIAL ED SETTING, AND THEN EDUCATIONAL ENVIRONMENT.
THEY ACTUALLY HAVE COME OUT SINCE IN FAQS, SINCE I'VE DEVELOPED THIS TO SAY FOR 26-27 THEY WILL NOT DO EDUCATIONAL ENVIRONMENT.
AND I THINK THAT'S BECAUSE IT'S ALMOST IDENTICAL TO INSTRUCTIONAL ARRANGEMENT.

AND I ALSO DON'T THINK AT THE BEGINNING OF THE SCHOOL YEAR TO GO THROUGH ALL OF THEIR STUDENTS THAT IT'S FAIR WHEN THEY HAVE NEW STUDENTS COMING IN AND WE NEED TO SERVE KIDS.
AND SO WE ARE ASKING FOR THEM TO GO THROUGH AND THEN IT WILL GO INTO A SPREADSHEET THAT WE WILL THEN GET OUT TO THE CAMPUSES AT THE BEGINNING OF THE YEAR.

HOPEFULLY GETTING THEM TO A SIX-FIGURE SALARY.
AS WE GO THROUGH THIS, YOU WILL SEE THAT THERE'S GREAT OPPORTUNITY FOR COMPENSATION TO BE SIGNIFICANTLY ENHANCED BY RECEIVING A DISTINCTION OR A DESIGNATION.

THERE IS FINANCIAL SUPPORT AND THERE IS COHORT SUPPORT.
THIS IS QUITE A BIT OF WORK AND EFFORT FOR TEACHERS WHO GO THE EXTRA MILE TO GET THIS CERTIFICATION.
IT IS RECOGNIZED ACROSS THE U.S.
AND WE REALIZE THAT THERE IS SOMETHING TO BE SAID ABOUT HAVING PARTNERS GO ALONG WITH YOU ON THAT JOURNEY AND HAVING SUPPORT AND TIME TO REALLY WORK ON IT.
AND SO THAT'S THE SUPPORT THAT OUR PROFESSIONAL LEARNING DEPARTMENT HAS BEEN GIVING LEADERSHIP TO.
IN ADDITION TO THAT, JUST MAKING SURE WE HAVE AN UNDERSTANDING THAT THE ALLOTMENTS ARE BASED ON CAMPUS.
SO EACH CAMPUS HAS A DIFFERENT CALCULATION, AND THAT CHANGES FROM YEAR TO YEAR.
IT'S BASED ON THE STUDENT MAKEUP, THE DYNAMICS OF THAT CAMPUS, THE DATA.
CERTAINLY RURAL SCHOOLS GET A LITTLE BIT MORE FUNDING THAN THOSE THAT ARE MORE IN THE, I GUESS, CITY AREA OR SUBURBAN AREAS.
AND SO THAT IS SOMETHING THAT WE ACKNOWLEDGE AS WELL AS A STATE, LOOKING TO MAKE SURE THAT TEACHERS ARE BEING SUCCESSFUL.
ACROSS THE BOARD, REALIZING IT MAY BE A LITTLE BIT MORE CHALLENGING IN THOSE RURAL AREAS TO GET TEACHERS TO STAY.
BUT ALSO IN OUR SUBURBAN AREAS, MAKING SURE THAT ONCE YOU ARE ABLE TO ACKNOWLEDGE THOSE TEACHERS FOR A DESIGNATION, THAT YOU'RE RETAINING THEM AS WELL.
KEEPING IN MIND, I DIDN'T SAY IT BEFORE, BUT THEY'D GET TO KEEP THAT DESIGNATION FOR FIVE YEARS, AND IT IS TRS ELIGIBLE, WHICH IS WONDERFUL.
AND THIS IS JUST GIVING A LITTLE BIT OF AN OVERVIEW OF THE BASE FOR EACH OF THOSE CURRENT AREAS.
AND THEN LOOKING AT OUR METRICS, IF YOU RECALL WHEN WE PRESENTED PREVIOUSLY, WE IDENTIFIED THE METRICS BY WHICH PLANO ISD WOULD IDENTIFY TEACHER DESIGNATIONS.
AND FOR US, AFTER LOOKING AT A NUMBER OF DISTRICTS SURROUNDING AND LARGER DISTRICTS ACROSS THE STATE, WE IDENTIFIED THAT 45% WOULD GO TOWARDS OUR APPRAISAL PROCESS, WHICH WE USE T-TESTS FOR OUR TEACHERS, 45% FOR STUDENT GROWTH, 5% FOR TEACHER ATTENDANCE.
WE DO WANT TO MAKE SURE THAT THEY ARE IN REGULAR ATTENDANCE TO RECEIVE THAT.
AND THEN ALSO LOOKING AT PROFESSIONAL LEARNING, BECAUSE A BIG PART OF THIS IS TEACHER GROWTH AS WELL.
WE'RE LOOKING AT STUDENT GROWTH, BUT WE WANT TO MAKE SURE THAT WHERE TEACHERS ARE STRUGGLING, THAT WE'RE COMING ALONGSIDE AND SUPPORTING THEM, AS WE ALWAYS HAVE, BUT REALLY HONING IN ON THAT SO THAT WE CAN SUPPORT THEM TOWARDS THOSE DESIGNATIONS.
AND OUR CURRENT STATUS, OF COURSE, WE RECOGNIZE OUR NATIONAL BOARD CERTIFIED.
NO MATTER WHERE THEY ARE, THEY ARE A PART OF THE RECOGNIZED LEVEL.
WE STARTED OUR IMPLEMENTATION WITH MEADOWS, MENDENHALL, AND SIGLER, AND WE'RE REALLY PROUD OF THE WORK THAT HAS HAPPENED AT THOSE CAMPUSES, THE FEEDBACK THAT HAS BEEN RECEIVED.
THERE'S ALWAYS OPPORTUNITY TO IMPROVE, AND NOW WE'RE READY TO STEP INTO THINGS A LITTLE BIT FURTHER.
WE'VE BEEN WORKING WITH ABOUT 30 TEACHERS, AND NEXT YEAR AS WE GO INTO 26-27, WE'RE PROJECTED TO INCREASE THAT TO JUST OVER 01,000.
SO THAT'S REALLY EXCITING BECAUSE WE'RE GOING TO EXPAND IT TO ALL OF OUR K-5 FOR OUR MATH, READING, AND SCIENCE.
AND WE'RE ALSO LOOKING AT OUR MIDDLE SCHOOLS FOR THE MATH AND READING FOR GRADE SIX.
SO THAT IS A BIG UNDERTAKING TO MAKE SURE THAT WE ARE ENGAGING IN THE DATA CAPTURE.
AND I DO WANT TO MAKE SURE THAT THAT'S VERY CLEAR, SO THERE'S NOT A DESIGNATION THAT COMES WITH THAT NEXT YEAR.
WE'RE HOPING THAT THE TEACHERS AT THE THREE SCHOOLS GET THEIR DESIGNATIONS GOING INTO NEXT YEAR, BUT NEXT YEAR WILL BE DATA CAPTURE FOR THE AREAS THAT ARE IDENTIFIED ON THIS SLIDE.
SO THEY WOULD BE GETTING THEIR INFORMATION, THEN THEY WOULD BE CONSIDERED FOR DESIGNATION 2728.

AN APPROPRIATE INDICATOR OF STUDENT GROWTH? WHAT IS AN APPROPRIATE INDICATOR OF TEACHER PERFORMANCE AS WELL AS WE LOOK AT THEIR APPRAISALS? SO THOSE GROUPS ARE COMING TOGETHER TO WORK AND IT'S REALLY IMPORTANT THAT TEACHERS ARE AT THE TABLE AS WE HAVE THOSE DISCUSSIONS SO THAT THEY ARE GIVING THAT INPUT SINCE THEY ARE BOOTS ON THE GROUND.
AND SO THESE GROUPS HAVE KICKED OFF, THEY KICKED OFF ABOUT THREE WEEKS AGO AND THEY WILL CONTINUE TO WORK THROUGH NEXT YEAR AND HOPEFULLY WHEN WE COME BACK NEXT YEAR WE'LL BE READY TO ADD SOME ADDITIONAL LEVELS TO THIS.
WE DON'T WANT TO JUST GO ALL BLAST.

I WILL SAY PORTFOLIOS ARE REALLY HARD THOUGH BECAUSE THEY TAKE A LOT OF TIME TO GO THROUGH SO WE'RE REALLY CHALLENGING THOSE INDIVIDUALS THAT ARE A PART OF THOSE COMMITTEES TO WORK TOGETHER TO IDENTIFY SOMETHING THAT'S A LITTLE BIT MORE STABLE BECAUSE WHAT WE DON'T WANT IS FOR PEOPLE TO TIRE OUT IN LOOKING THROUGH THE PORTFOLIOS AND NOT GIVING THEIR THEIR DUE DILIGENCE AND MAKING SURE THAT THEY RATE THEM APPROPRIATELY.
BUT THAT'S WHERE THEY'RE REALLY GOING TO HAVE TO PUT THEIR HEADS TOGETHER AND AND FIGURE OUT.

BECAUSE THERE ARE STEPS THAT YOU HAVE TO TAKE TO MAINTAIN YOUR NATIONAL BOARD, AND WE DO SUPPORT THAT.

SO THAT DOESN'T EXPIRE AFTER FIVE YEARS? THAT JUST THEY CAN KEEP GOING? SO AT ANY POINT DURING THE FIVE YEARS, THEY COULD ELEVATE THEIR DESIGNATION, AND THAT'S TRUE FOR ANY TEACHER, RIGHT? YOU'RE JUST GUARANTEED THAT WITHIN FIVE, YOU WON'T LOSE THE MINIMUM DESIGNATION YOU HAVE, BUT YOU CAN ALWAYS ELEVATE IT UP.
SO WHAT HAPPENS IN YEAR SIX? DO YOU HAVE TO GO THROUGH THE PROGRAM AGAIN? YES.
EVERY YEAR, YOUR DATA IS APPRAISED.

THOSE OF US UP HERE HAVE TALKED WITH THE ADMINISTRATION TO FIND OUT ARE OUR KIDS GETTING THAT INFORMATION IN WAYS THAT ARE POSSIBLY NOT IN HEALTH CLASS IF WE WERE TO DO AWAY WITH THAT IN FAVOR OF PUTTING THESE OTHER ELECTIVES OUT THERE FOR THEM.
I CAN ONLY ADD A LITTLE BIT TO WHAT ALISA AND TARA HAVE ALREADY SAID.
ALL OF THAT, PLUS I THINK THE TURNING POINT FOR ME, I VERY MUCH APPRECIATED THE FEEDBACK THAT I GOT TOO.
THE IDEA THAT IN THE WAY IT WORKS RIGHT NOW WHERE OUR KIDS NEED MORE FLEXIBILITY TO TAKE THE ADDITIONAL CLASSES THAT THEY NEED TO BE READY FOR COLLEGE AND CAREERS, WE NEED TO LET SOME OF THOSE KIDS HAVE THAT FLEXIBILITY.
NOT EVERY KID CAN TAKE IT FOR CREDIT AND GET THROUGH.
THERE'S SOME KIDS WHO REALLY NEED EVERY CLASS PERIOD THAT THEY CAN.
SO THAT, FOR ME, IS THE TURNING POINT FOR ME WHERE I THINK WE NEED TO OFFER OUR KIDS THAT FLEXIBILITY RIGHT NOW.
I WAS GOING TO SAY SOMETHING SIMILAR, BUT I THINK THAT THIS POLICY, WE'RE ALIGNING IT TO THE HOURS AT THE STATE MINIMUM.
AND BY DOING THAT, WE REALLY NEED TO HAVE THOSE OPPORTUNITIES FOR KIDS.
I KNOW THAT K THROUGH EIGHT, AS YOU SAID, WE'RE TEACHING CHILDREN ABOUT HOW THEIR BODIES CHANGE AT THE TIME THAT THEY'RE PREPARING TO GO THROUGH THAT TIME.
AND SO WE'RE NOT IGNORING THAT.
AND WE ALSO HAVE MENTAL WELLNESS, PHYSICAL UNDERSTANDING OF HOW THINGS WORK.
AND ON THOSE, THE CLASSES THAT THEY TALK ABOUT HOW THINGS WORK, THE SCIENCE BEHIND REPRODUCTION AND STUFF, IS AN OPT-IN BY PARENTS.
SO PARENTS HAVE A CHOICE HERE.
BUT I THINK AT THE END OF THE DAY, WITH THE CHANGES TO THE CCMR SCORING AND THE REQUIREMENT TO HAVE A COMPLETER STATUS THAT TAKES FOUR YEARS FOR YOUR CCMR TO GET YOUR CREDIT, I REALLY THINK WE NEED

TO GIVE OPPORTUNITIES FOR KIDS TO HAVE IN THEIR SCHEDULE.AND I THINK THAT ALSO THE MORE WE CAN GIVE THEM OPPORTUNITIES FOR DUAL CREDIT, THEY'RE ABLE TO PUT THAT, IT'S BASICALLY MONEY IN THEIR BACK POCKET BECAUSE IT'S COLLEGE CREDIT.
I JUST I DO APPRECIATE THE INPUT WE GOT FROM THE SHAC PARTICIPANTS AND THAT IS WHY I DUG INTO IT AND I PUT TOGETHER A LOT OF POINTS.
I SPOKE TO MEMBERS OF THE ADMINISTRATIVE TEAM AND I LOOKED ON OUR WEBSITE AND SO I THOROUGHLY VETTED IT.

AND A FOURTH SOCIAL STUDIES, WHICH IN MY OWN INVESTIGATIONS, I'VE LEARNED I MUST BE A HUGE SOCIAL STUDIES NERD, BECAUSE I'M THE ONLY ONE THAT SEEMS TO CARE ABOUT NOT HAVING THAT FOURTH YEAR OF SOCIAL STUDIES REQUIRED.
BUT WE DO HAVE A ROBUST HEALTH PROGRAM IN K THROUGH EIGHT.
AND MY OTHER INDEPENDENT RESEARCH THAT WAS PARTICULARLY INFLUENTIAL WAS ASKING MY SOON-TO-BE 10TH GRADER, WHO'S TAKEN HIS HIGH SCHOOL HEALTH CLASS, IF HE LEARNED ANYTHING IN IT THAT HE DID NOT FEEL LIKE HE LEARNED IN HIS K-8 HEALTH LESSONS, AND HE DID NOT FEEL LIKE HE DID.
SO FOR ME THAT WAS INFORMATIVE WHEN COMBINED WITH WHAT WE KNOW ABOUT THE CCMR. REQUIREMENTS AND THE FACT THAT WE DO NEED TO MAKE SURE OUR STUDENTS HAVE THE ABILITY, IN ADDITION TO THEIR OTHER INTERESTS THAT THEY'RE PURSUING, TO STILL MEET THE CCMR REQUIREMENTS THAT ARE EXPECTED.
THERE'S SOME NUANCE, THERE'S SOME NOSTALGIA, I THINK, INVOLVED, AND I UNDERSTAND EVERYBODY'S FEELINGS ON IT.
FRANKLY, I'M GLAD OUR COMMUNITY APPRECIATES THE IMPORTANCE OF MAKING SURE OUR KIDS ALL HAVE PHYSICAL, NUTRITIONAL, MENTAL HEALTH EDUCATION.
AND I HOPE WE'RE DOING THAT AT HOME, JUST AS MUCH AS WE'RE CONCERNED THAT IT MAY NOT BE REQUIRED TO GRADUATE FROM SCHOOL ANYMORE.
BUT THE LAST THING I'LL SAY IS, I DON'T LOVE CHANGING A POLICY TO MEET THE MINIMUM.
I THINK PLANO ISD, WE ARE WHO WE ARE BECAUSE WE GO ABOVE AND BEYOND RATHER THAN MEETING THE MINIMUM.
BUT IT DOES SEEM THAT IN THIS INSTANCE, BY PULLING THESE AWAY WHERE WE ARE IN FACT ALLOWING OUR STUDENTS TO EXCEL ABOVE THE MINIMUM REQUIREMENTS EVEN THOUGH, YOU KNOW, THE GRADUATION CREDITS REQUIRED MAY NOT REFLECT THAT ON PAPER.
AND I THINK IT'S IMPORTANT TO NOTE WHEN YOU USE THE WORD MINIMUM, WE STILL HAVE THE FULL INTENTION OF COUNSELORS, OF COUNSELING, ACADEMIC ADVISING FOR STUDENTS TO GET THE ENDORSEMENT, WHICH IS THAT 26 HOURS OF GRADUATION CREDIT.
THIS JUST PROVIDES THE FLEXIBILITY AND THE CHOICE FOR PARENTS AND STUDENTS TO CHOOSE THAT AREA OF PASSION AND INTEREST THAT HELPS THEM HIT THAT LEVEL, THAT HIGHER LEVEL OF ENDORSEMENT.
WE ARE NOT EXPECTING THAT STUDENTS GO DOWN TO THE LOWEST, EASIEST WAY TO GET OUT OF HIGH SCHOOL BY ANY STRETCH OF THE IMAGINATION.
WE STILL HAVE A VERY HIGH BAR OF EXCELLENCE THAT WE'RE SETTING.
AND I WON'T GO INTO TOO MUCH DETAIL, BUT THIS WAS THE PART BACK IN TO THE 14-15 SCHOOL YEAR.
AND THAT GRADUATION PLAN SHIFTED TO STUDENTS REALLY CONSIDERING THEIR CCMR PATHWAYS AND THEN ALSO GRADUATION ENDORSEMENTS THAT ALIGN TO THOSE PATHWAYS.
AND SO TO YOUR POINT, SAM, YOU CAN THINK ABOUT IT ONE WAY AS A MINIMUM OR YOU CAN THINK ABOUT IT AS A WAY FOR NOW STUDENTS TO REALLY EXPAND. WHEN YOU LOOK AT OUR HEALTH COURSES, OUR PROFESSIONAL COMMUNICATION COURSES, THOSE ARE ACTUALLY PART OF SOME OF, OR BUILT INTO SOME OF THE GRADUATION PATHWAYS, OR THEIR CTE PATHWAYS AS WELL.
SO NOT ONLY DOES IT PROVIDE MORE CHOICE, BUT THOSE ARE COURSES THAT ARE ALSO

HEALTH COURSES THAT ARE PROVIDED. SO I JUST WANTED TO THROW THAT OUT THERE THAT IT'S NOT ELIMINATING, BUT IT'S CONSIDERING THE COURSES THEN BY... ALSO STUDENTS GRADUATION PATHWAY. SO JUST TO CONFIRM HEALTH WILL STILL BE AVAILABLE AS AN ELECTIVE AS WELL AS PROFCOM?
