I APPRECIATE THE OPPORTUNITY TO SPEAK ABOUT ROAD CONSTRUCTION IN PLANO.
I AM ABBY OWENS, THE DIRECTOR OF PUBLIC WORKS.
JUST AS A HIGH-LEVEL OVERVIEW, AS YOU ALL KNOW, WITH THE CITY OF PLANO, WE HAD QUITE A BOOM IN THE 80S AND 90S, AND SO OUR ROADS ACTUALLY REFLECT MUCH OF THAT AS WELL.
SO ABOUT 50% OF THE ROADS IN THE CITY OF PLANO WERE CONSTRUCTED OVER 30 YEARS AGO, AND THE AVERAGE LIFE OF A CONCRETE STREET IS ABOUT 30 TO 40 YEARS.
AND SO WE'VE TRIED TO DO EVERYTHING WE CAN TO MAINTAIN THOSE ROADS AND KEEP THEM IN GOOD WORKING CONDITION.
SO JUST AS A QUICK KIND OF OVERVIEW WHAT THAT MEANS IS SO THE BLACK LINE IS A DETERIORATION OF AN AVERAGE CONCRETE STREET AND OUR GOAL IS TO PROVIDE TREATMENTS TO EXTEND THE LIFE OF THAT ROAD AND THAT WOULD BE THE GREEN LINE THAT'S SHOWN AND EVERY TIME WE PROVIDE SOME SORT OF TREATMENT IT EXTENDS THE LIFE OF THE ROAD BEYOND THAT EXPECTED 30 TO 40 YEAR LIFETIME.
WHEN IT FALLS INTO A LITTLE BIT MORE DISREPAIR THAT'S GOING TO BE THE ORANGE LINE WHICH WE CONSIDER REHAB.
IF YOU'VE DRIVEN ON ANY OF OUR ARTERIAL ROADS, YOU KNOW THAT WE WILL DO PANEL REPLACEMENTS, AND THAT'S HOW WE CONTINUE TO EXTEND THE LIFE.
WHAT WE DON'T WANT TO HAVE HAPPEN IS THE RED, WHICH BASICALLY MEANS THAT WE DON'T DO ANY TREATMENT TO THE ROADS, AND THEY FALL INTO DISREPAIR AND NEED FULL REPLACEMENT.
WHAT THAT WOULD MEAN IS COMPLETE REMOVAL OF THE ROAD, CLOSING DOWN ONE HALF OF IT, AND THAT WOULD TAKE MANY, MANY, MANY MONTHS IN ORDER TO COMPLETE THAT REPAIR.
THIS IS MY LITTLE ANIMATION TO TRY TO EXPLAIN WHENEVER I TELL PEOPLE WHAT IT MEANS WHEN WE DO PANEL REPLACEMENT.
SO WE GO IN, WE IDENTIFY DEFECTS IN THE CONCRETE, WE REMOVE THOSE CONCRETE PANELS, WE PUT BACK NEW CONCRETE, WHICH DOESN'T MATCH, AND THEN WE COME BEHIND IT WITH THE ASPHALT OVERLAY, WHICH IS AN ULTRA-THIN OVERLAY.
AND SO ESSENTIALLY WHAT THIS OVERLAY DOES IS IT PROTECTS THE LIFE OF THE STREET A LITTLE BIT LONGER.
ON INDEPENDENCE, FROM 15TH STREET TO PARKER, IS WHERE WE DID OUR FIRST PILOT PROJECT.
AT THIS POINT, WE'VE NOW MOVED BEYOND AND DONE MANY MORE MILES.
SO THIS IS KIND OF WHERE WE ARE CURRENTLY.
EVERYTHING THAT IS IN GREEN HAS ALREADY BEEN COMPLETED.
WE HAVE 136 MILES OF MAJOR ROADWAY, AND OF THAT 136 MILES, WE'VE COMPLETED JUST OVER 50 MILES OF THAT.
SO ABOUT A LITTLE OVER A THIRD OF THE CITY HAS BEEN OVERLAID AFTER THE CONCRETE'S BEEN REPAIRED.
THE ORANGE LOCATIONS ARE PLACES THAT WE WILL START ASPHALT OVERLAY HERE AS SOON AS NIGHTTIME TEMPERATURES GET ABOVE 55 DEGREES, SO LATER IN MAY.
AND THEN THE BLUE AREAS ARE THE PLACES THAT WE'RE CURRENTLY DOING CONCRETE REPAIR AND PREPARING FOR THE NEXT YEAR.
TYPICALLY, WHAT HAPPENS IS ABOUT 18 MONTHS TO TWO YEARS WHEN WE DO THE CONCRETE REPAIRS AND THEN COME BEHIND THAT WITH THE OVERLAY TO EXTEND THE LIFE OF IT.
OUR GOAL AT THIS POINT IS ONCE A ROAD'S BEEN OVERLAID, WE SHOULD NOT HAVE TO GO BACK AND DO ANY SORT OF REPAIRS OR MAINTENANCE TO IT UNTIL ABOUT 15 YEARS LATER.
JUST AS WHEN YOU START LOOKING AT MORE IN THE NEIGHBORHOOD AREAS, WHAT DOES IT LOOK LIKE WHEN WE DO STREET AND ALLEY REPAIRS? AND SO OUR FIRST THING IS WHENEVER SOMEONE CALLS IN, WE OPERATE ON A CALL BASIS.
WHEN A PHONE CALL COMES IN, WE WILL GO OUT AND WE WILL TEMPORARILY REPAIR THAT WITH ASPHALT.
AND WE WILL CONTINUE TO MAINTAIN IT WITH ASPHALT UNTIL OUR IN-HOUSE CREWS OR CONTRACTORS CAN GET OUT THERE FOR PERMANENT REPAYMENT.
SO OUR OPTIONS ARE IF IT'S A SMALL ONE TO TWO, THREE LOCATIONS, MAYBE IN A STREET OR AN ALLEY, THAT'S WHEN OUR STAFF WILL GO OUT AND FIX IT.
ONCE IT HITS ABOUT 300 SQUARE YARDS, THAT'S WHEN WE'LL HAVE A CONTRACTOR GO OUT AND JUST WORK ON THAT STREET OR THAT ALLEY.
AND THEN THE RESIDENTIAL ZONES ARE OUR LARGER ONES.
PUBLIC WORKS MANAGES THE MAJORITY OF THE ASPHALT AND THE CONCRETE PAVEMENT REPAIRS AND MAINTENANCE.
WE ONLY HAVE IT GO TO ENGINEERING FOR FULL REPLACEMENT AND DESIGN IF THERE'S A SUBGRADE ISSUE, DRAINAGE PROBLEMS, OR SIGNIFICANT DETERIORATION THAT HASN'T BEEN MAINTAINED.
FOR MOST OF THE SCHOOLS FOR PLANO ISD AND RESIDENTS, A LOT OF THE AREAS THAT THEY KIND OF LOOK AT IS THEIR NEIGHBORHOODS.
AND SO THIS IS OUR AREA THAT WE'VE BEEN FOR RESIDENTIAL PROJECTS.
THESE ARE WHAT HAS BEEN VOTED ON THROUGH BOND PROGRAMS. WE WILL GO INTO A NEIGHBORHOOD, AND WE ARE USUALLY THERE FIXING ALL THE STREETS.
THE ALLEYS AND THE SIDEWALKS FOR ABOUT A TWO TO THREE YEAR PERIOD.
AND OVERALL, WE TRY TO GET TO EACH NEIGHBORHOOD ZONE ABOUT EVERY 25 TO 30 YEARS.
THE AREAS THAT ARE IN GRAY WITH HASH MARKS ARE CURRENTLY LOCATIONS THAT WE'RE WORKING, SAME WITH THE ORANGE OR THE YELLOW THAT HAVE HASH MARKS ON THEM.
THE OTHER ONES JUST REPRESENT PLACES THAT WE HAVEN'T BEEN YET OR WE HAVEN'T BEEN IN THE LAST HOWEVER MANY YEARS COLOR-CODED THERE.
I ALWAYS LET PEOPLE KNOW THAT MAYBE IT WILL MOVE.

SO YOU CAN SEE DAVIS ELEMENTARY IS LOCATED ON THE MAP ON THE SCREEN.
FOR ANYONE THAT MIGHT BE UNFAMILIAR, DAVIS ELEMENTARY IS LOCATED BETWEEN PARK BOULEVARD AND PARKER ROAD AND CUSTER AND INDEPENDENCE ON THE EAST AND WEST SIDES.
AND THEN FOREMAN ELEMENTARY AND ARMSTRONG MIDDLE SCHOOL.
ARE REALLY LOCATED IN THE SAME NEIGHBORHOOD AND THAT'S BETWEEN SHILOH ON THE EAST, LOS RIOS ON THE WEST, AND 14TH STREET AND PARK BOULEVARD.
SO THERE WERE DEED RESTRICTIONS ATTACHED TO THE LAND SALE AND THE CITY AND DISTRICT AGREED AT THE TIME THAT THE USES OF THE PROPERTY WOULD BE CONSISTENT WITH THE USES ALLOWED UNDER THE ZONING THAT EXISTED AT THE TIME.
THAT THAT WAS WRITTEN AND THAT WAS AS OF SEPTEMBER 1ST, 2025.
SO WHAT DOES THE COMPREHENSIVE PLAN GUIDANCE SAY ABOUT THESE PROPERTIES WHEN WE'RE LOOKING AT WHAT USES MIGHT BE APPROPRIATE HERE? THESE ARE BOTH IN THE NEIGHBORHOODS FUTURE LAND USE CATEGORY.
THE NEIGHBORHOODS FUTURE LAND USE CATEGORY IS GUIDED BY THIS TYPICAL NEIGHBORHOOD DESIGN THAT YOU SEE ON THE SCREEN.
THAT SHOWS PRIMARILY SINGLE-FAMILY HOUSING WITH CENTRALIZED SCHOOLS AND OPEN SPACE.
IT IS KIND OF ANCHORED ON THE CORNERS BY INSTITUTIONAL SERVICE, RETAIL OFFICE USES ALONG THE MAJOR ROADWAYS.
IT'S BOUNDED BY MAJOR ROADWAYS.
AND THEN THERE'S HIGHER-INTENSITY HOUSING THAT PROVIDES TRANSITIONS BETWEEN THE LOWER-DENSITY HOUSING AND THE COMMERCIAL USES.
SO YOU SEE THESE NEIGHBORHOODS THAT THESE SCHOOLS ARE DEVELOPED IN REALLY REFLECT THAT TYPICAL NEIGHBORHOOD DESIGN.
DAVIS BEING CENTRALLY LOCATED WITH AN ADJACENT PARK.
ARMSTRONG AND FOREMAN ALSO WITH A PARK RUNNING THROUGH THE CENTRAL PART OF THAT NEIGHBORHOOD.
AND THE SCHOOLS BEING CENTRALLY LOCATED.
SO NEIGHBORHOOD PRIORITIES FOR THE CITY INCLUDE PRESERVING NEIGHBORHOOD CHARACTER AND QUALITY OF LIFE FOR OUR NEIGHBORHOODS, ESPECIALLY AS HOUSING AGES.
WE WANT TO UPKEEP THE EXISTING HOUSING STOCK.
THE CITY PROVIDES MANY PROGRAMS THROUGH OUR NEIGHBORHOOD SERVICES DEPARTMENT TO HELP UPKEEP THAT EXISTING HOUSING.
WE ARE LOOKING AT ENSURING THAT THE ADJACENT USES PROVIDE ADEQUATE TRANSITIONS AS THOSE DEVELOP AND REDEVELOP.
AND THEN ENSURING THAT THERE'S A VARIETY OF HOUSING THROUGHOUT THE COMMUNITY TO HAVE A FULL LIFE CYCLE COMMUNITY FOR PEOPLE THAT WANT TO LIVE HERE AND WANT TO STAY IN PLANO OR MOVE TO PLANO.
SO THE ZONING ON THESE PROPERTIES TODAY AND AS OF THE DATE THAT SEPTEMBER 1ST, 2025 DATE THAT I MENTIONED EARLIER WAS SINGLE FAMILY RESIDENCE SEVEN FOR THE ARMSTRONG AND FOREMAN PROPERTIES.
THE ZONING ORDINANCE DESCRIBES THAT DISTRICT AS URBAN SINGLE-FAMILY DEVELOPMENT ON MODERATE-SIZED LOTS.
THOSE ARE A MINIMUM OF 7,000 SQUARE FOOT LOT AREAS.
AND DAVIS WAS SINGLE-FAMILY RESIDENCE 9, AND THAT'S URBAN

SINGLE-FAMILY DEVELOPMENT ON LARGE LOTS.NOW, SINGLE-FAMILY RESIDENCE 9 DOES HAVE SINGLE-FAMILY IN THE TITLE, BUT THERE ARE A VARIETY OF USES THAT ARE ALLOWED.
IN THE ZONING DISTRICT, THEY ARE PRIMARILY RESIDENTIAL.
BACKYARD COTTAGES ARE ALLOWED IN BOTH THOSE DISTRICTS.
YOU CAN DO HOME-BASED BUSINESSES WITHIN YOUR HOME, AS IS TYPICAL IN MOST HOUSING IN PLANO.
A HOUSEHOLD CARE FACILITY WOULD BE PERMITTED THERE.
PARKS AND PLAYGROUNDS ARE ALLOWED IN THOSE ZONING DISTRICTS, AS WELL AS PUBLIC SAFETY BUILDINGS, RELIGIOUS FACILITIES, OF COURSE.
PERHAPS OBVIOUSLY PUBLIC AND PAROCHIAL SCHOOLS ARE ALLOWED IN THESE LOCATIONS.
ALSO VETERINARY CLINICS AND UTILITIES.
SPECIFIC USE PERMITS ALSO ALLOW A NUMBER OF USES ALTHOUGH THIS WOULD REQUIRE A ZONING CHANGE AND SO WE PROBABLY NEED TO LOOK CLOSELY AT THE LANGUAGE AND THOSE DEED RESTRICTIONS TO SEE IF THAT WAS THESE OTHER USES LISTED WERE A POSSIBILITY.
SO DAVIS ELEMENTARY, THE OUTREACH WE DID THERE WAS EXTREMELY WELL ATTENDED.
THERE WERE THREE MEETINGS WITH 282 ATTENDEES.
THERE WAS STRONG RESIDENT OPPOSITION TO REDEVELOPING THAT PROPERTY AS HOUSING.
THE RESIDENTS FELT STRONGLY THAT THE PROPERTY SHOULD BE USED TO EXPAND THE ADJACENT CATO PARK, AND THEY REALLY WANTED IT TO BE A COMMUNITY-FOCUSED REDEVELOPMENT.
THE ARMSTRONG AND FOREMAN PROPERTIES WERE HELD, THE PUBLIC OUTREACH WAS HELD SIMULTANEOUSLY.
YOU CAN SEE THE ATTENDANCE WAS A LITTLE DIFFERENT THERE, 72 ATTENDEES.
AND THE RESIDENTS ALSO SIMILAR KIND OF EXPRESSION OF OPPOSITION TO REDEVELOPMENT AS HOUSING.
THEY ALSO LIKED THE IDEA OF...
PARK AND GREEN SPACE, ESPECIALLY THE FOOTBALL FIELD ON THE NORTHERN PART OF THE ARMSTRONG PROPERTY.
THEY'D LIKE TO SEE THAT BE PRESERVED SO THAT IT CAN CONTINUE TO BE USED IN THAT SAME KIND OF GREEN SPACE CAPACITY THAT EXISTS TODAY.
THERE WAS CONVERSATION ABOUT RELOCATING FIRE STATION 3 TO THE FOREMAN PROPERTY, AND THERE WAS SUPPORT GENERALLY FOR THAT, BUT THEY WOULD LIKE COMMUNITY OUTREACH FOR THE BALANCE OF THE PROPERTY ON HOW THAT WOULD BE UTILIZED.

CURRENTLY TODAY WE ARE AT 384 OFFICERS SO WE'RE DOWN A BIT.
WE'VE GOT THE LARGEST ACADEMY CLASS THAT WE'RE GOING TO BE STARTING SINCE I'VE BEEN CHIEF.
AND WE'LL BE HIRING THOSE OFFICERS NEXT MONTH IN MAY.

SO WE LOOK AT FOUR VIOLENT CRIMES AND THREE PROPERTY CRIMES.
AND SO IN 2020, IN 2024, ACTUALLY, WE HAD THE LOWEST CRIME RATE.
THAT WE'VE HAD SINCE WE'VE BEEN MEASURING CRIME, WHICH IS USING A COMPUTERIZED SYSTEM, WHICH IS ABOUT A LITTLE OVER 30 YEARS, 35 YEARS OR SO, EARLY 90S, LATE 80S, I THINK IS WHEN THE DEPARTMENT STARTED DOING THAT.
AND THEN IN 2025, OUR CRIME RATE DROPPED EVEN LOWER.
SO WE'RE AT SOME OF THE LOWEST CRIME THAT WE HAVE.
IN PARTICULAR WITH PROPERTY CRIME, THAT IS SOMETHING THAT CAN CHANGE VERY QUICKLY.
IN PARTICULAR, ONE OF THE REASONS PROPERTY CRIME WAS UP FOR SO MANY AGENCIES WAS CATALYTIC CONVERTERS.
WHAT DETERMINES THAT IS THE PRICES OF THE METALS THAT ARE IN THOSE ITEMS, AND RIGHT NOW THOSE PRICES ARE DOWN.
BUT IF THOSE GO UP, WE'RE GOING TO SEE PROPERTY CRIME GO UP FOR SURE.
AND THEN WE'RE WORKING ON SOME THINGS TO TRY TO COMBAT THAT BECAUSE THOSE GUYS ARE FAST, BUT WE'RE GOING TO TRY TO BE EVEN FASTER.
SO CRIME RATE, AS YOU CAN SEE, VERY, VERY LOW.
AND SO EVEN AT, SAY, 20 OFFENSES PER 1,000 RESIDENTS, THAT IS AN EXCEPTIONALLY LOW CRIME RATE FOR A CITY OF ALMOST 300,000 PEOPLE.
AND SO TO GET IT DOWN BELOW 15 OFFENSES PER 1,000 RESIDENTS IS EVEN MORE DRAMATIC.
TRAFFIC SAFETY, WE'RE NOT THERE QUITE AS MUCH AS WE ARE WITH CRIME, BUT WE'RE NOT DOING TOO BAD.
THAT'S ALSO ANOTHER ONE OF OUR PERFORMANCE MEASURES.
AND WE LOOK AT ALL OF THE CRASHES THAT WE HAVE.
WE LOOK AT THE ONES THAT HAVE INJURIES.
AND, OF COURSE, WE LOOK AT THE TRAFFIC CRASHES THAT CAUSES FATALITIES.
AND THEN SO, AND WHAT WE ACTUALLY GO BACK AND LOOK AT, BECAUSE WHETHER WE'RE TALKING ABOUT CRASHES OR WHETHER WE'RE TALKING ABOUT CRIME, THOSE THINGS CAN'T GO DOWN EVERY YEAR.
SO WE ACTUALLY DO A FIVE-YEAR LOOK BACK, AND IF WE'RE WITHIN THAT MEDIAN, THEN WE HAVE MET OUR OBJECTIVE.

AND THEN FIRE STATION 14, WHICH WILL BE LOCATED ON THE HOMICIDE POLICE HEADQUARTERS, AND 911 WILL SHARE A SITE RIGHT ACROSS FROM YOUR CTE.
WE'RE CURRENTLY IN FINISHING UP CONCEPTUAL DESIGN AND SITE PLANNING, AND WE'LL BE SHOWING THE EXECUTIVE TEAM AT THE END OF MAY OUR WORK WE'VE DONE SO FAR.

ALL RIGHT, THIS PARTICULAR PROPOSAL UPDATES THAT WE'RE GOING TO BE GIVEN, THESE ARE GOING TO FOCUS PRIMARILY ON THE INFRASTRUCTURE PIECES OF THE BOND.
WE'LL COME BACK AT A LATER TIME AND PROVIDE UPDATES ON INSTRUCTIONAL TECHNOLOGY AS WELL AS THE SAFETY AND SECURITY TECHNOLOGIES.
SO FIRST UP, FOR THE PAST TWO AND A HALF YEARS, YOU KNOW, WE'VE BEEN WORKING ON OUR SKYWARD ERP AND STUDENT INFORMATION SYSTEMS IMPLEMENTATION.
OUR PROPOSAL FOR THE BOND WAS THAT WE'RE GOING TO UPDATE THOSE AND ACTUALLY MOVE THOSE TO A HOSTED ENVIRONMENT.
WE HAVE BEGUN TO MIGRATE ALL OF OUR CORE BUSINESS SYSTEMS OVER.
WE WERE PREVIOUSLY USING A SOLUTION CALLED FRONTLINE, AND NOW WE'VE MOVED THAT OVER ENTIRELY TO THE SKYWARD ERP.
OUR ESTIMATED COMPLETION FOR THIS PARTICULAR PROJECT, WE'RE COMPLETING UP PHASE TWO OF THIS PROJECT AS WE SPEAK.
AND WE SHOULD HAVE THIS COMPLETED BY THE END OF THE SUMMER.
THROUGHOUT JUST SOME STATISTICS HERE, AS YOU CAN SEE FROM THIS PROJECT, THIS WAS PRIMARILY FROM PHASE ONE.
THERE WERE A LOT OF PROGRAMMING AND ENHANCEMENTS THAT WE WORKED WITH SKYWARD ON TO IMPROVE THE SOFTWARE PACKAGE, TO CUSTOMIZE IT FOR PLANO ISD, AND A LOT OF THAT WORK THAT WE PUT INTO THAT.
PAID OFF AS FAR AS THE WORK THAT WE DID AND WE RECEIVED THE LEADER IN EXCELLENCE AWARD FOR OUR DISTRICT THIS YEAR.
AND SO THAT JUST BASICALLY ENTAILS THAT WE WORKED WITH THESE PRODUCT DEVELOPERS TO IMPROVE THEIR PRODUCT, NOT ONLY FOR PLANO ISD, BUT FOR OTHER LARGE DISTRICTS THROUGHOUT THE STATE OF TEXAS.
PHASE TWO OF THE PROJECT, WE REALLY WENT LIVE WITH OUR LAST SYSTEM.
A YEAR AGO, AND THEN PHASE TWO WAS TO GO BACK AND REVISIT ALL OF THE MODULES THAT WE DID.
OF COURSE, WHEN WE WENT LIVE, NOT EVERY MODULE WENT LIVE ON DAY ONE.
SO WE SPENT THIS PAST YEAR GOING THROUGH AND EVALUATING AND WORKING WITH OUR CUSTOMERS TO SEE HOW WE CAN INCORPORATE THE REMAINING MODULES TO GET THE FULL FEATURE SET.
WE'VE ALREADY MADE A PRELIMINARY PRESENTATION TO THE CABINET, AND THEN WE'LL PROVIDE UPDATES TO THE BOARD IN THE COMING MONTHS.
THE MODULES THAT WERE IDENTIFIED THAT COULD GO LIVE, WE'VE ALREADY GOT THOSE SCHEDULED.
SOME HAVE ALREADY BEEN IMPLEMENTED.
THE REMAINING WILL BE DONE BY THE END OF THE SUMMER.
THE NEXT PORTION IS LOOKING AT INFRASTRUCTURE UPGRADES THAT WE'RE MAKING THROUGHOUT THE CAMPUSES IN PLANO ISD.
FIRST AND FOREMOST WERE DATA CENTER UPGRADES.
ONE OF THE THINGS THAT WE NOTED WITH BOTH OF OUR DATA CENTERS AT THE TIME WAS THAT THEY LACKED OR WE WERE IN AGE.
THERE WERE NO GENERATOR POWER THAT WAS ASSOCIATED WITH THESE DATA CENTERS, AND SO WE WANTED TO MAKE SURE THAT WE SHORT UP OUR DISASTER RECOVERY EFFORTS AND OUR BUSINESS CONTINUITY.
AND SO THIS PORTION OF THE BOND WAS IDENTIFIED TO DO JUST THAT.
WE COMPLETED RENOVATIONS ON OUR PRIMARY DATA CENTER BACK IN THE FALL OF 2025.
WE HAD A SECONDARY DATA CENTER THAT WAS IN THE ADMIN BUILDING.
WE REDUCED THAT FOOTPRINT, MOVED IT OFFSITE.
WE'RE IN PROCESS NOW OF CREATING A NEW SECONDARY DATA CENTER THAT WILL BE PART OF OUR CTE CENTER, AND THAT SHOULD BE AVAILABLE BY THE FALL OF 26.
THIS IS ON THE LEFT WHAT THE PREVIOUS PRIMARY DATA CENTER WAS LOOKING LIKE AFTER A FULL RENOVATION OF THAT FACILITY AND OUR DATA CENTER.
THAT'S WHAT YOU SEE HERE ON THE RIGHT.
ALSO AT THE SPRING CREEK DATA CENTER, WE'VE ADDED ADDITIONAL FILL-OVER BACKUP POWER.

ANOTHER PORTION OF THE INFRASTRUCTURE BOND WAS TO GO THROUGH AND LOOK AT ALL OF OUR TECHNOLOGY CLOSETS AT THE CAMPUSES AND THROUGHOUT OUR FACILITIES IN THE DISTRICT.
A LOT OF THAT WAS TO GO THROUGH AND UPGRADE POWER, TO UPGRADE THE HVAC SYSTEMS THAT WERE IN THESE ROOMS TO KEEP THOSE COOLED, TO PROVIDE ACCESS CONTROL, TO REPLACE UPSS AND BACKUP POWER

WE'RE USING THOSE TO ENSURE THAT WE KEEP THOSE ROOMS COOL THROUGHOUT THE SUMMER WHEN WE HAVE NO WIND THERE AND THE AC IS TURNED OFF IN THE BUILDINGS.
WE STILL NEED AC TO OPERATE IN THESE ROOMS TO PROTECT OUR INVESTMENT OF THE EQUIPMENT.
ANOTHER PRIMARY AREA WAS STRUCTURED DATA CABLING THAT NEEDED TO TAKE PLACE.
A BIG PORTION OF THIS WAS ADDING DATA FOR SOME OF THE INSTRUCTIONAL TECHNOLOGIES AND THINGS THAT WE'RE DOING IN THE CLASSROOM.
OTHER PORTIONS OF IT WAS THAT MANY OF THE BUILDINGS WHERE OUR DATA IS TODAY, DATA CABLING, WAS INSTALLED, LIKE WHEN THOSE FACILITIES WERE ORIGINALLY CONSTRUCTED.
A USEFUL LIFESPAN OF A CABLING PLAN IS ABOUT 20 TO 25 YEARS, AND SO OBVIOUSLY A LOT OF THOSE ARE NEEDING TO BE UPDATED.
AS WE LOOK AT IT NOW, WE'VE BEEN GOING AHEAD AND WE'VE PROBABLY, BY THE END OF THE SUMMER, WE'LL HAVE HAD TOTALLY RECABLED APPROXIMATELY 35 OF THE BUILDINGS IN THE DISTRICT.
WE ANTICIPATE THAT WE'LL COMPLETE ANY REMAINING CABLING REQUIREMENTS BY THE FALL OF 28.
AND THIS IS JUST KIND OF A BEFORE AND AFTER OF WHAT YOU CAN SEE IN SOME OF THOSE TECHNOLOGY CLOSETS, JUST THE TRANSFORMATION.
AND LEFT IS WHAT YOU GET WHEN YOU'VE GOT AN INFRASTRUCTURE THAT HAS NOT BEEN PROPERLY MAINTAINED.
AND ON THE RIGHT IS WHAT YOU SEE AFTER WE GO IN AND WE ACTUALLY COMPLETE THE CABLING PROJECTS AT EACH FACILITY.
ANOTHER BIG IMPROVEMENT THAT WE'RE MAKING IS WE'RE TOTALLY GOING IN AND CHANGING ALL OF THE NETWORK INFRASTRUCTURE FOR CONNECTIVITY THROUGHOUT OUR FACILITIES.
THIS PROJECT WILL ENTAIL REPLACING ABOUT 1,600 SWITCHES THAT PROVIDE CONNECTIVITY IN OUR CAMPUSES, PROBABLY ANOTHER 200 OR 300 ROUTERS THAT ARE OUT THERE AS WELL.
WE'VE ALREADY COMPLETED, BY THE END OF THE SUMMER, WE'LL HAVE COMPLETED THE UPGRADES AT ABOUT 45 OF OUR BUILDINGS, AND WE ANTICIPATE THAT WE'LL COMPLETE THE REMAINING ONES BY THE SUMMER OF 27.
WORKING HAND IN HAND WITH THAT INFRASTRUCTURE UPGRADE IS ALSO OUR WIRELESS NETWORK SYSTEM.
THE MAIN UPGRADE THAT NEEDED TO HAPPEN HERE IS THAT WE REALLY HAD A DESIGN THAT WAS BASED AROUND COVERAGE AND NOT DENSITY.
THAT DESIGN WAS PUT IN PLACE AT A TIME WHEN WE DID NOT HAVE A DISTRICT ONE-TO-ONE PROGRAM.
NOW THAT WE'VE MOVED TO A ONE-TO-ONE PROGRAM FOR STAFF AND STUDENTS, IT REQUIRED US TO GO BACK AND REVISIT THAT DESIGN.
ADD ADDITIONAL ACCESS POINTS, MAKING SURE WE HAVE ONE IN EVERY CLASSROOM.
AGAIN, TO DATE, WE'VE DONE ABOUT 45 OF THE BUILDINGS WITH A FULL WI-FI DEPLOYMENT, AND WE ANTICIPATE THAT WE'LL GET THE REMAINING ONES BY SUMMER OF 27.
IF YOU TAKE A LOOK AT THESE MAPS, IT KIND OF GIVES YOU AN IDEA OF WHAT THE COVERAGE WAS.

THAT DRASTICALLY IMPROVES THE CONNECTIVITY AND THE USER EXPERIENCE FOR STAFF AND STUDENTS AT THESE CAMPUSES.
ANOTHER MAJOR UPGRADE WAS TO TAKE A LOOK AT OUR AGING PHONE SYSTEM.
PRIOR TO THIS BOND, THE DISTRICT WAS UTILIZING AN OPEN SOURCE.
THIS PROJECT WAS SET TO MIGRATE TO A NEW CLOUD VERSION OF A VOICE OVER IP SYSTEM.
A YEAR AGO WE PHASED ONE OF THAT PROJECT IN CONJUNCTION WITH SOME SAFETY AND SECURITY THINGS THAT WE WERE DOING.
WE WENT AND REPLACED ABOUT A LITTLE OVER 7,000 HANDSETS TO ALL OF OUR CLASSROOMS AND CAMPUSES.
LATER THIS SUMMER WE WILL BEGIN THE PROJECT WHERE WE'RE GOING TO MIGRATE TO A CLOUD-BASED VOICE OVER IP SYSTEM.
WE ANTICIPATED THAT PROJECT WOULD TAKE ABOUT A YEAR TO CUT EVERY CAMPUS OVER TO THE NEW SYSTEM.
IN END-USER TECHNOLOGIES, THIS PORTION OF THE BOND WAS DESIGNED TO GO AND REPLACE ANY OTHER TECHNOLOGIES NOT ASSOCIATED WITH A STAFF OR STUDENT ONE-TO-ONE.
THIS WOULD BE ANY OF THOSE OTHER END-USER DEVICES SUCH AS PRINTERS, PROJECTION SYSTEMS THAT ARE IN LARGE MEETING SPACES, AND ANY OF THE DESKTOP PCS THAT WE'VE GOT IN OUR COMPUTER LABS FOR SPECIALIZED APPLICATIONS.

BUT ONE OF THE THINGS THAT WE WANTED TO TRY AND DO WITH THIS AS WELL WAS UPGRADE OUR FIBER RING, CURRENTLY SITTING AT ABOUT A 20-GIG MULTI-DIRECTION RING THAT WE'RE RUNNING ON.
AND WE'RE GOING TO UPGRADE THAT TO ABOUT 200 GIG.
THEN THERE WAS ALSO SOME REDESIGN EFFORTS THAT NEED TO TAKE PLACE WHERE WE INCREASE RESILIENCY.
HOPEFULLY ELIMINATE ANY SINGLE POINTS OF FAILURE ON THE NETWORK.
TO GIVE YOU AN IDEA OF WHAT WE'RE TALKING ABOUT, OUR FIBER NETWORK IS KIND OF A HUB AND SPOKE KIND OF DESIGN.
SEVERAL FACILITIES THAT ARE ON THE RING.
AND AS YOU CAN SEE AT THE TOP, MANY OF THOSE HUB SPOTS WILL HAVE ANYWHERE FROM 20 TO 25 CANVASES HANGING OFF OF A HUB SPOT.

THIS PHASE IS REALLY FINISHING OUT THE LONG-TERM MASTER PLAN FOR THE CAMPUS, WHICH IS BROKEN INTO TWO PHASES.
PHASE ONE WAS PART OF THE 2016 BOND WORK.
IT INCLUDED RELOCATING THE ADMIN SUITE AND REPURPOSING SPACE TO CREATE NEW ART LABS AND NEW SPED SUITE.
NOW IN PHASE TWO, UP ON THE SCREEN, WE'RE RENOVATING EVERYTHING ELSE.
CLASSROOMS, CT SPACES, SCIENCE LABS, ATHLETICS, FINE ARTS, CAFETERIA.
WE EVEN RAISED THE MAIN CORRIDOR CEILING AND ALSO THE NATATORIUM.
WHICH THE DISTRICT TOOK OWNERSHIP OF FROM THE CITY LAST JANUARY.
RIGHT NOW, CONSTRUCTION IS HAPPENING ACROSS MULTIPLE AREAS AT ONCE.

THE SITE ALLOWED US TO BUILD THE NEW SCHOOL RIGHT NEXT TO THE EXISTING CAMPUS WHILE IT STAYED FULLY OCCUPIED.
SO STUDENTS AND STAFF ARE GOING TO SCHOOL EVERY DAY RIGHT NEXT TO AN ACTIVE CONSTRUCTION SITE, WHICH TAKES A LOT OF COORDINATION, ACCESS, SAFETY, LOGISTICS, AND IS ONE OF THE REASONS WE PACKAGED THIS PROJECT TOGETHER WITH PLANO SENIOR HIGH UNDER A SINGLE CONTRACTOR.

AT THE SAME TIME, WE'RE RENOVATING THE EXISTING LOCKER ROOM SPACES IN THREE SUBFACES, SO THE EXISTING ATHLETIC BUILDING IS ALSO BEING RENOVATED FOR LOCKER ROOM SPACE.
THE FIRST, THE WOMEN'S LOCKER ROOM, IS COMPLETE AND WAS TURNED OVER AT THE START OF THE YEAR.
CONSTRUCTION THEN MOVED INTO THE MEN'S LOCKER ROOM, AND IN MARCH, THEY BEGAN THE THIRD AND FINAL SUBFACE OF THE COMPETITION GYM IN THE CONCOURSE.
ALL OF THOSE ATHLETIC RENOVATIONS AND ADDITIONS ARE SCHEDULED TO TURN OVER IN OCTOBER OF 2026.
BEYOND THAT, PHASE CONSTRUCTION WILL CONTINUE ON THIS CAMPUS THROUGH FEBRUARY OF 2029.
WE'LL BE RELOCATING OUT OF BUILDING B, LOCATED HERE, OUT OF BUILDING B AND MOVING INTO EXISTING HAGGARD.
ONCE BUILDING B IS COMPLETELY RENOVATED, THEN WE'LL BE REPEATING THAT PROCESS WITH BUILDING A.

SO LONG STORY SHORT, OUR VIRTUAL ACADEMY PROGRAM WILL RUN OUT OF ALL OF OUR HIGH SCHOOLS STARTING NEXT SCHOOL YEAR.
WE OPENED UP REGISTRATION EARLY APRIL.
WE JUST CLOSED IT TODAY, AND YOU ARE SEEING NUMBERS HOT OFF THE PRESS.
AND WE'LL START GOING THROUGH THOSE APPLICATIONS STARTING TOMORROW AND THEN WE'LL SEE, I THINK WE'LL PROBABLY LAND ABOUT 100, 120 STUDENTS QUALIFYING FOR VIRTUAL ACADEMY.
VIRTUAL ACADEMY IS GOING TO BE DIFFERENT THAN WE'VE DONE IT IN THE PAST, REALLY FOR TWO MAIN REASONS.
ONE IS NOW YOU CAN TAKE VIRTUAL CLASSES IN TANGENT WITH YOUR IN-PERSON CLASSES.
THAT'S SOMETHING WE'VE NEVER DONE BEFORE.
AND THE SECOND THING THAT'S DIFFERENT IS...
THE SECOND THING THAT'S DIFFERENT IS YOU CAN BE A FULL-TIME VIRTUAL ACADEMY STUDENT AND STILL HOLD YOUR FULL MEMBERSHIP IN YOUR HIGH SCHOOL.

THROUGH OUR PARTNERSHIP WITH E6 A&M, WE OFFER ELECTRICAL ENGINEERING WHERE STUDENTS CAN EARN UP TO 60 COLLEGE CREDITS, INCLUDING IN COURSES RELATED TO THAT FIELD.
COLLIN COLLEGE PARTNERSHIP, WE OFFER OUR HEALTH SCIENCE ACADEMY.
STUDENTS HAVE THE OPTION TO EARN AN ASSOCIATE'S DEGREE IN SEVERAL DIFFERENT AREAS, INCLUDING EMT, CERTIFIED NURSE'S ASSISTANT, REHAB THERAPIES, AND OTHER OPPORTUNITIES.
THE IB PROGRAM HAS BEEN A LONGSTANDING ACADEMY HERE IN PLANO ISD.
AGAIN, STUDENTS EARN UP TO 60 COLLEGE CREDIT CREDITS THROUGH THIS PROGRAM, AND THIS ONE IS ACCEPTED WORLDWIDE.

WE'RE REALLY EXCITED ABOUT THAT.

WE WANTED TO TARGET SOMETHING THAT TAUGHT OUR STUDENTS, OUR STAFF, AND OUR COMMUNITY.
HOW TO INTERACT WITH EACH OTHER.
SO OUR GOAL WAS TO ENSURE THAT OUR SCHOOLS REMAIN A PLACE WHERE RESPECT IS THE DEFAULT NOT THE EXCEPTION.
SO AROUND OCTOBER WE MET WITH OUR TEACHER LEADERS, A GROUP THAT WE MEET JUST ABOUT EVERY MONTH, AND WE ASKED THEM WHAT ARE THE VALUES THAT WE WANT TO SEE IN OUR STUDENTS, IN OUR STAFF, IN OUR COMMUNITY.
WHAT THEY CAME UP WITH WAS WORKSHOPS THROUGHOUT THE SCHOOL YEAR.
WE WENT TO OTHER TEACHERS, WE WENT TO STUDENTS, TOOK IT BACK TO TEACHERS TOOK IT TO DEPARTMENTS TOOK IT TO PARENTS AND WHAT WE CAME UP WITH WAS TRUSTWORTHY, CARING, RESPONSIBLE, AND RESPECTFUL.
THIS YEAR WE HAVE LAUNCHED THIS PROGRAM AT OUR ELEMENTARY CAMPUSES.
THIS IS WHERE WE HAVE STRONG IMPLEMENTATION.

GOBER WAS ABLE TO DO THAT, BECAUSE WHEN I ASKED EARLIER IF I COULD UPDATE MY STATS, I WAS TOLD NO, IT'S ALREADY POSTED AND SHARED.
BUT WE HAD A MEETING TODAY AND THESE NUMBERS HAVE GROWN EVEN MORE SINCE THEN.
