ON SLIDE 1, MATTHEW KUO AND CURRENT NINTH GRADER AT JASPER HIGH SCHOOL, FORMER RENNER MUSTANG, HAS BEEN NAMED A TOP 30 FINALIST OF THE 2025 THERMOFISHER SCIENTIFIC JUNIOR INNOVATOR CHALLENGE, THE NATION'S PREMIER STEM COMPETITION FROM MIDDLE SCHOOL STUDENTS.
FROM 1,890 APPLICANTS ACROSS 34 STATES IN PUERTO RICO, 300 STUDENTS WERE NAMED SEMI-FINALISTS AND ONLY 30 WERE SELECTED AS NATIONAL FINALISTS.
MATTHEW WILL RECEIVE A $500 AWARD FROM THE DEPARTMENT OF DEFENSE STEM EDUCATION CONSORTIUM, AND WILL COMPETE FOR MORE THAN $100,000 IN PRIZES DURING FINALS WEEK IN WASHINGTON, DC, OCTOBER 24TH-29TH.
CONGRATULATIONS TO AN ALREADY VERY HARD EARNED ACHIEVEMENT AND BEST OF LUCK TO MATTHEW IN WASHINGTON, DC.

THIS EVENING, I'M HONORED TO ONCE AGAIN RECOGNIZE OUR PLAN ISD BOARD OF TRUSTEES FOR THEIR RECENT ACHIEVEMENT THAT REFLECTS THE CONTINUED DEDICATION AND COMMITMENT TO OUR STUDENTS, STAFF, AND COMMUNITY.
OUR BOARD LAST YEAR RECEIVED THE HEB EXCELLENCE AND EDUCATION AWARD AND WAS NAMED THE REGION 10 2025 OUTSTANDING BOARD FOR OUR REGION.
LAST MONTH, OUR BOARD WAS SELECTED AND RECOGNIZED AS ONE OF THE TOP FIVE HONOR BOARDS IN THE STATE BY THE TEXAS ASSOCIATION OF SCHOOL ADMINISTRATORS.
THESE HONORS SPEAK FAR MORE THAN RECOGNITION.
THEY REFLECT THIS BOARD'S PERSISTENT ADVOCACY FOR OUR STUDENTS, OUR TEACHERS, AND THE DEEP COMMITMENT TO SERVING PLAN ISD FAMILIES WITH INTEGRITY, COMPASSION, AND PURPOSE.
THROUGH THEIR THOUGHTFUL LEADERSHIP, COLLABORATION, AND CLEAR FOCUS ON STUDENT SUCCESS, THIS BOARD CONTINUES TO ELEVATE AND PUSH FOR EXCELLENCE IN PLANO ISD AND SERVES AS A MODEL SCHOOL BOARD ACROSS OUR STATE.

WE HAVE, BY FAR, ONE OF THE BEST PTAS I HAVE EVER SEEN, AND THE FACT THAT IT HAS CONTINUED YEAR TO YEAR TO YEAR IS A TESTAMENT TO SO MANY OF THE HARD WORKING PEOPLE THAT HAVE BEEN THERE.
I KNOW JENNA WOULD HAVE GIVEN A SPEECH IF SHE COULD HAVE.
BUT THE AMOUNT OF THINGS THAT ARE HAPPENING AT HUFFMAN, HUFFMAN IS A REALLY INTERESTING SCHOOL BECAUSE IT HAS SOME REALLY WEALTHY FAMILIES, AND IT HAS REALLY FAMILIES THAT HAVE SOME HEAVY NEEDS.
THE PTA HAS DONE SUCH A GOOD JOB BRIDGING THE GAP SO THAT EVERY ACTIVITY IS FULLY SUPPORTED AND FULLY PARTICIPATED BY REALLY HUNDREDS OF STUDENTS AND PARENTS.
I AM JUST SO PLEASED THAT OUR NEW-ISH PRINCIPAL, WHO HAS BEEN THERE, HAS REALLY DONE A GREAT JOB, I THINK, WORKING WITH THE PTA TO CREATE AN ENVIRONMENT THAT HAS BEEN JUST TREMENDOUSLY GREAT FOR KIDS.
JUST THANK YOU GUYS ALL FOR WHAT YOU DO.
I REALLY APPRECIATE EACH AND EVERY ONE OF YOU GUYS, AND YOU GUYS PUT ON LITERALLY THE BEST PROGRAM.

PART OF THE ARGUED BENEFIT FOR CLOSING CAMPUSES IS THAT UNSPENT BOND MONEY ALLOCATED FOR THE CLOSED SCHOOLS ON SYSTEMS AND COMPLIANCE OR SNC WOULD BE SPENT ON REMAINING SCHOOLS.
CLOSED MIDDLE SCHOOL MONEY WOULD BE SPENT ON OTHER MIDDLE SCHOOLS, ELEMENTARY SCHOOL MONEY TO OTHER ELEMENTARY SCHOOLS.
ARMSTRONG HAD 4.4 MILLION LEFT.
THIS MEANS THE DISTRICT SHOULD HAVE A SLUSH FUND OF NEARLY 10 MILLION THAT SHOULD BE ABLE TO BE SPENT ON MIDDLE SCHOOL NEEDS AT REMAINING MIDDLE SCHOOL CAMPUSES.
WHY IS PLANO NOT PROPERLY MAINTAINING ITS CAMPUSES? WHAT DOES IT TAKE TO SECURE THE SAFETY AND WELL-BEING OF STUDENTS AND FACULTY IN PLANO ISD, OTHER THAN GOING TO THE NEWS? I HAVE CONCERNS ABOUT MURPHY MIDDLE SCHOOL.
IT HAS FELT DIFFICULT TO GET ANSWERS AND REPORTS FROM THE DISTRICT.
I READ THE FULL 44-PAGE ERC REPORT AFTER FINALLY OBTAINING IT.
IT CLEARLY INDICATES HIGH HUMIDITY IN CAMPUS CLASSROOMS, ALONG WITH VISIBLE MOLD ON AC VENTS.
HIGH HUMIDITY LIKE THIS CAN LEAD TO RAPID MOLD GROWTH.
I THINK THIS HUMIDITY IS CONCERNING WHEN MOLD GROWTH IS ALREADY VISIBLE.
A REPORT IN RESPONSE TO THE ERC REPORT POINTS OUT PROBLEMS WITH THE INITIAL TESTING AND MAKES SUGGESTIONS ABOUT HOW TO REDO THE TESTING FOR MORE ACCURATE RESULTS.
AS A PARENT, I WANT PROPER TESTING COMPLETED.
THE HVAC MIGHT BE THE CAUSE OF POSSIBLE ISSUES.
PARENTS HAVE BEEN TOLD MURPHY'S HVAC IS SUPPOSED TO BE REPLACED IN JUNE OF 2026.
THERE SEEMS TO BE CONFUSION AS TO WHY THIS HASN'T BEEN DONE BEFORE NOW, DESPITE HAVING ENOUGH CAPITAL TO TAKE CARE OF THIS.
I WOULD ADD THAT HVAC ISSUES GENERALLY SEEM TO BE A CONCERN ON OTHER CAMPUSES AS WELL.
THERE'S $10 MILLION ON HAND TO ADDRESS CAMPUS NEEDS.
BUT THE BOARD NEEDS TO APPROVE THE EXPENDITURE.

I'VE BEEN INTIMIDATED FOR TRYING TO INSPECT THE CAMPUS.
I SPOKE WITH THE CITY OF MURPHY TODAY, THEY'RE STILL TRYING TO GET RECORDS.
THEY HAVE AN OPEN RECORDS REQUEST RIGHT NOW THAT HASN'T BEEN ANSWERED.

BUT AGAIN, YOU'VE AUTHORIZED BASICALLY A BILLION FOUR, YOU HAD ALMOST 500 MILLION OUTSTANDING THEN AND YOU'RE ALREADY BACK DOWN TO A BILLION FOUR JUST IN THREE YEARS, AND I THINK THAT'S NOTEWORTHY.

THE OTHER THING I WANTED TO NOTE IS THAT THOSE THREE BOND ISSUES, SO THE 2023 BONDS WAS THE FIRST SERIES THAT WE SOLD OF THAT AUTHORIZATION AND THEN EARLIER IN JANUARY AND THEN WE CLOSED OUT SOME PRIOR AUTHORIZATION JUST AT THE END OF THE SUMMER, THE BLENDED BORROWING COST ON ALL OF THAT DEBT WAS 3.63% AND AN AVERAGE LIFE OF 8.8 YEARS.
IN THE AVERAGE LIFE, IF YOU SOLD 20 YEAR DEBT WITH A MORTGAGE STYLE AMORTIZATION, THAT WOULD HAVE ABOUT A 12 YEAR AVERAGE LIFE, AND THESE WERE UNDER NINE YEARS SO, AGAIN, WE'RE STILL IN THAT SPIRIT OF TRYING TO PAY DOWN DEBT FASTER AND HAVE LESS INTEREST.

OTHER THAN THE SHACK AND NOW THE SLACK, THAT, OF COURSE, WE'RE REQUIRED BY STATUTE TO HAVE, THIS WAS OUR ATTEMPT AS TRUSTEES TO MAKE SURE THAT WHEN WE'RE APPOINTING PEOPLE TO COMMITTEES, THEY'RE DOING RELEVANT WORK, THEY'RE DOING REAL DOING WORK THAT'S COMING BACK TO THE BOARD FOR APPROVAL.
I'M REALLY HAPPY TO HEAR THAT YOU FELT LIKE IT WAS A VERY PRODUCTIVE MEETING AND IT SOUNDS LIKE THAT GOAL OF WHEN WE BRING IN COMMUNITY MEMBERS AND PARENTS AS TRUSTEES TO APPOINT THEM TO COMMITTEES THAT THEY'RE DOING REAL AND RELEVANT WORK AND HAVING THOSE REAL DISCUSSIONS, AND THAT WAS EXACTLY THE REASON FOR THE CHANGE. WE REALLY MANY OF OUR CAMPUSES, AND IT'S ACTUALLY ONE OF OUR STRATEGIES IS TO DO GOAL SETTING.
WE WANT OUR KIDS TO LEARN TO DO THEIR OWN GOAL SETTING TO BUILD THEIR OWN SELF, THEIR OWN EFFICACY OF THEIR OWN WORK.

WE WANT TO IMPROVE OUR MATHEMATICS PERFORMANCE FOR ALL OF OUR STUDENTS TO REMOVE ANY BARRIERS TO ACCESS TO HIGH LEVELS OF LEARNING, WE WANT ALL OF OUR STUDENTS TO ACHIEVE AT HIGH LEVELS, WE WANT ALL STUDENTS TO HAVE ACCESS TO ADVANCED MATH, AND WE ALSO WANT TO ENSURE THAT THERE'S MATHEMATICAL RIGOR IN OUR CURRICULUM AND INSTRUCTION.
WE ARE COMMITTED TO CREATING A SYSTEM THAT PREPARES ALL OF OUR STUDENTS FOR RIGOROUS MATH PATHWAYS WHILE ELIMINATING BARRIERS TO HIGH LEVELS OF LEARNING.

OUR GOAL IS TO ENSURE ALL STUDENTS ARE PERFORMING AT THE 40TH PERCENTILE AND BELOW HAVE A TARGETED PLAN FOR CLOSING ACHIEVEMENT GAPS.
THE 40TH PERCENTILE AND MAP IS WHAT WE ARE USING TO DETERMINE ON GRADE LEVEL.
WE'RE USING THAT TO LOOK AT ANY STUDENTS WHO ARE BELOW THAT AND MAKING SURE WE KNOW WHAT IT IS THEY NEED TO BRING THEM UP TO THE 40TH PERCENTILE.

TEACHERS EXAMINED HOW BELIEFS ABOUT MATHEMATICS, AND THEIR OWN BELIEFS AND THEIR STUDENTS BELIEFS CAN SHAPE LEARNING.
THEY ALSO LEARNED STRATEGIES SUCH AS THE IMPORTANCE OF STRATEGIES, SUCH AS PRAISING EFFORT, VALUING MISTAKES, AND EMPHASIZING DEPTH OVER SPEED AND WHY THESE THINGS ARE SO IMPORTANT IN DEVELOPING MATHEMATICIANS.
THE TIME TEACHERS ALSO HAD TIME DURING THE LEARNING TO REVIEW THEIR CURRENT STUDENT DATA AND ALSO DEVELOP ACTION PLANS FOR TARGETED INSTRUCTION AND IDENTIFY PROGRESS MONITORING STRATEGIES USING THEIR CURRENT STUDENTS.

MY CONCERN WITH THAT IS THAT IF WE'RE ONLY SAYING STUDENTS WHO ARE GOING TO MATH ROCKS ARE GIFTED IN MATH, I HAVE TWO CONCERNS.
ONE IS THAT THAT IS REALLY THE TOP 2% OF STUDENTS AND MORE THAN THE TOP 2% ARE GIFTED IN MATH I THINK.
WHEN YOU THINK ABOUT READING AND YOU LOOK AT A TOOL LIKE A LEXILE LEVEL, IT GIVES YOU A MUCH WIDER SPREAD, SO IT'S VERY UNDERSTANDABLE AS A PARENT TO INTERPRET WHERE MY CHILD IS AT IN THAT REGARD, WE'RE INTERPRETING BASED ON MAP AND IT MAY BE LESS APPARENT.
BUT WHEN YOU SAY ON THE TOP 2% WERE SAYING GIFTED MATH ROCKS TOP 2%, I THINK WE'RE CREATING A PROBLEM THAT WE ARE NOT LABELING GIFTED KIDS THAT WE SHOULD BE, JUST BECAUSE WE'RE NOT THE TOP 2%.
THE OTHER ISSUE WE HAVE IS BECAUSE THERE IS SUCH TREMENDOUS PRESSURE IN A LOT OF OUR COMMUNITY, FOR THE KIDS TO BE GIFTED IN ALL THINGS AND BE IN THAT TOP 2% AND MAKE THAT MATH ROCKS CUT OFF, THERE ARE CHILDREN GETTING INTO MATH ROCKS AFTER FOUR YEARS OF TUTORING AFTER SCHOOL, AND BEING CALLED GIFTED IN MATH WHEN THEY'VE HAD ADDITIONAL EXTRA PAID TUTORING AND THERE ARE CHILDREN THAT MAYBE ARE 96%, 97% THAT ARE ACTUALLY INNATELY GIFTED IN MATH THAT ARE NOT BEING IDENTIFIED FOR MATH ROCKS BECAUSE THEIR PARENTS ARE NOT DOING THAT TUTORING.
I THINK ABOUT THIS A LITTLE BIT IN THE SAME WAY AS I THINK ABOUT THE PRE ATHLETICS COURSE, IN SIXTH GRADE IN TERMS OF MAKING SURE THAT WE ARE PROVIDING ALL STUDENTS WITH THOSE RIGHT OPPORTUNITIES.
BUT IN THIS CASE, I WANT TO EXPRESS SOME CONCERN ABOUT ONLY APPLYING THAT GIFTED LABEL TO MATH ROCKS STUDENTS BECAUSE NATIONWIDE, AND OVERALL, A STUDENT TAKING ALGEBRA 1 IN EIGHTH GRADE, WHILE WE WANT THAT TO BE OUR BENCHMARK MANY OF NATIONWIDE, MANY DISTRICTS, THOSE KIDS WOULD BE CONSIDERED GIFTED IN MATH.
I'M WORRIED ABOUT HOW WE'RE LABELING KIDS AND HOW KIDS AND FAMILIES ARE INTERPRETING THAT, AND THEN HOW THEY'RE REACTING TO THE INTERPRETATION OF THAT.
I DON'T KNOW THAT I EXPECT A RESPONSE.

WHENEVER WE USED THE TERM GIFTED, WHENEVER WE DID THE INTERNAL MATH ROCKS PROGRAM EVALUATION, 98% OF OUR MATH ROCKS STUDENTS ARE ALSO IN THE PACE PROGRAM, ONLY 2% OF THEM ARE NOT.
IT OPEN DOORS TO CONVERSATIONS OF HUMANITIES PACE VERSUS OTHER ROUTES TO BE IN PACE.
WE WOULD NEVER WANT TO GIVE THE IMPRESSION TO STUDENTS OR FAMILIES THAT IF YOUR CHILD IS NOT IN MATH ROCKS, THEY'RE NOT GIFTED IN MATH.
WE'RE USING MORE OF THE TECHNICAL TERM OF PACE AND MAKING SURE THAT WE ARE LOOKING AT OUR HIGHEST PERFORMING MATH STUDENTS AS POSSIBLY AN INDICATOR FOR PACE SERVICES.
BUT I APPRECIATE THAT AND I WROTE THAT DOWN SO THAT WE CAN BE MINDFUL.
LIKE ADVANCE IS A GREAT ACCOMPLISHMENT.
MATH ROCKS IS THIS IS ALSO A GREAT ACCOMPLISHMENT. THEY BOTH ARE.
WE'RE ALSO HAVING CONVERSATIONS OF THINGS WE CAN DO TO POSSIBLY ALLOW MORE STUDENTS INTO MATH ROCKS, BUT WE WANT TO BE CAREFUL OF SETTING THEM UP FOR SUCCESS AND IT'S MEETING THEIR FRUSTRATION LEVEL AND NOT GETTING STUDENTS TO NOT ENJOY MATH ANYMORE BECAUSE IT WAS TOO MUCH FOR THEM.
WE ARE THANKFUL THAT WE HAVE MULTIPLE OPPORTUNITIES.
WE HAVE THE ADVANCED PATHWAY OF TAKING ALGEBRA 1 IN EIGHTH GRADE, AND WE ALSO HAVE THE MATH ROCKS DOUBLE ACCELERATION, WHICH IS UNIQUE TO PLANO ISD.
>> WHAT IS THE CONVERSE STATISTIC? IF 98% OF STUDENTS THAT ARE IN MATH ROCKS ARE ALSO IN PACE, WHAT PERCENTAGE OF FOURTH THROUGH EIGHTH GRADERS ARE ON THE MATH ROCKS DOUBLE ACCELERATION TRACK, I WOULD BE INTERESTED TO KNOW AND UNDERSTAND THAT BECAUSE THIS IS A MEANINGFUL STATISTIC, I AGREE, BUT I KNOW SIMILAR TO UNDERSTANDING WHO'S DECLINING AND WHO'S ACCEPTING AND WHY, I THINK THE CONVERSE IS ALSO IMPORTANT TO UNDERSTAND.
>> WELL, I THINK ALSO TOO, FOR BRINGING THAT DATA FORWARD, WE ALSO NEED TO BRING FORWARD THE NUMBER OF STUDENTS THAT ALSO TAKE THAT TEST OUT OF CERTAIN LEVELS OF MATH BECAUSE THAT ALSO OCCURS AND THEY ACCELERATE SOMETIMES BEYOND.
WE HAVE KIDS AT DIFFERENT PLACES.
ONE THING I JUST WANT TO ADD TO OUR STUDENTS IS THAT IQ IS ALWAYS CHANGING AND EVER CHANGING TO, AND SO SOMETIMES THE IDENTIFICATION OF CHILDREN MAY COME LATER.
IT'S SOMETHING THAT ON AN ANNUAL BASIS, EVEN WHEN KIDS ARE IDENTIFIED, SOMETHING THAT ANNUALLY, WE ALSO NEED TO GO BACK AND EVALUATE BECAUSE THERE ARE KIDS THAT SOMETIMES BECOME READY AT A DIFFERENT POINT.
THERE ARE SOME KIDS THAT ARE READY AT ONE POINT, BUT THEN AS OTHER THINGS FACTOR IN, AND THEN NOW THAT LEVEL OF READINESS CHANGES, IT'S NOT A ONE AND DONE OR ONE IN FOREVER, TOO.
I THINK THAT'S A LITTLE BIT OF A MORE RECENT CHANGE IN HOW WE VIEW GIFTEDNESS VERSUS GOING BACK 30 YEARS AGO, IT WAS MORE OF A STATIC LIKE YOU'RE IDENTIFIED IN KINDERGARTEN AND THEN YOU'RE JUST THERE.
NOW ITS KIDS HAVE DIFFERENT JURY POINTS AND WHEN KIDS ENTER, THEN WE NEED TO MEET THEM APPROPRIATELY WHERE THEY ARE IN A FUTURE REPORT.
I'M THINKING BACK, MY PARENTS SAVED SO MANY THINGS THAT THEY HAVE BROUGHT TO ME AS AN ADULT, AND ONE OF THEM IS AN ELEMENTARY REPORT CARD THAT I WAS MAKING AN 85 IN ENGLISH LANGUAGE ARTS AND LIKE A 99 IN MATH.

ONE OF THE QUESTIONS THAT I ASKED OF THE DISTRICT PRIOR TO THIS MEETING WAS, HOW MANY ITEMS ARE WE TALKING ABOUT BEING IMPACTED BY THIS AND OVER THE LAST TWO YEARS, IT WAS 11.
THIS IS NOT NECESSARILY A SIGNIFICANT SHIFT IN THE AMOUNT THAT WE AS TRUSTEES, FIVE ITEMS A YEAR, ARE GOING TO BE LOOKING AT APPROVING.
BUT THIS IS REALLY A CHANGE IN STATE LAW FOR ALL MUNICIPALITIES, AND OTHER SCHOOL DISTRICTS AND THINGS, REALLY THAT JUST REFLECTS THE DIFFERENCE IN INFLATION AND PURCHASING POWER AND EVERYTHING ELSE.
I THINK IT'S IMPORTANT TO POINT OUT.
