I'M VERY HONORED TO INTRODUCE TO YOU A FEW STUDENTS AND STAFF CONNECTED TO PANTHER PRIDE.

PANTHER PRIDE IS A SPECIAL NEEDS ATHLETIC PROGRAM FOR PLANO EAST SENIOR HIGH SCHOOL, AS WELL AS IS OPEN TO OTHER SCHOOLS THROUGHOUT THE DISTRICT.

THROUGH THIS PROGRAM, SPECIAL NEEDS STUDENTS THROUGHOUT THE DISTRICT ARE ABLE TO SHOWCASE THEIR ATHLETIC ABILITIES ON THE COURT VIA THE GAME OF BASKETBALL AND HOPEFULLY IN THE NEAR FUTURE VIA OTHER INCLUSIVE SPORTS.

THEY ARE CONNECTED TO UNIFIED CHAMPION SCHOOLS AND SPECIAL OLYMPICS OF TEXAS.

PANTHER PRIDE AIMS TO PROMOTE SOCIAL INCLUSION THROUGH INTENTIONALLY PLANNED AND IMPLEMENTED ACTIVITIES.

THEY ARE ALSO ABLE TO GIVE STUDENTS IN PLANO OTHER OPPORTUNITIES TO ENJOY EXTRACURRICULAR ACTIVITIES SUCH AS SPORTS, SENSORY PROMS, SPECIAL NEEDS, FIELD DAY ACTIVITIES AND MORE.

FOUR OF THE STUDENTS HERE RECENTLY COMPETED IN THE STATE SPECIAL OLYMPICS COMPETITION FOR MEN'S AND WOMEN'S INDIVIDUAL BASKETBALL SKILLS AND WALKED AWAY WITH GOLD AND SILVER MEDALS. I'M GOING TO LET EACH OF THESE ATHLETES INTRODUCE THEMSELVES AND SHOW THEIR MEDALS.

WE'D ALSO LIKE TO INTRODUCE AND THANK THEIR UNIFIED PEERS AS WELL AS THEIR COACHES, AND WE ARE SO PROUD OF THIS GROUP OF ATHLETES AND THEIR SUPPORT TEAM [APPLAUSE].

LIKE, NOT ONLY IS THAT THAT PTSA PAGE THEIR VIGOROUS POSTERS TO BEGIN WITH, BUT IT'S BEEN AMAZING SEEING ALL OF Y'ALL AS Y'ALL WERE COMPETING.

YOU KNOW, YOUR PTSA PUTTING THAT OUT FOR THE WORLD SO THAT ALL OF US AT HOME COULD SEE Y'ALL WINNING THESE MEDALS AND DOING GREAT.

SO EVEN IF THERE'S, YOU KNOW, WE'RE NOT WE'RE HERE IN PLANO RATHER THAN WHEREVER YOU'RE COMPETING WE'RE ALL CHEERING YOU ON ALL THE TIME.

AND WE'RE GRATEFUL FOR THIS PROGRAM AND GRATEFUL FOR Y'ALL'S ABILITY TO OR Y'ALL'S OPPORTUNITY TO HAVE SOMETHING YOU'RE INTERESTED IN AND, AND ACHIEVE AT THE HIGHEST LEVELS.

I KNOW YOU WEREN'T COMPLAINING WHEN YOU SAID THAT THE PTSA IS POSTING A BUNCH, BUT THEY'VE BEEN BUSY OVER AT PLANO EAST.

ALL RIGHT, SO RICE MIDDLE SCHOOL SIXTH GRADER FAIZAN ZAKI WAS ONE OF TWO STUDENTS TO WIN THE 66TH ANNUAL DALLAS REGIONAL SPELLING BEE, HELD ON MARCH 9TH AT THE WFAA CHANNEL EIGHT STUDIO IN DALLAS.

PRESENTED BY THE DALLAS SPORTS COMMISSION.

HE WILL REPRESENT RICE AND PLANO ISD AT THE NATIONAL SCRIPPS SPELLING BEE IN WASHINGTON, DC ON MAY 28TH THROUGH THE 30TH.

THIS WILL BE HIS THIRD CONSECUTIVE APPEARANCE AT THE NATIONAL BEE SINCE HIS DEBUT IN 2019, AT THE AGE OF SEVEN.

BEST OF LUCK, FAIZAN [APPLAUSE].

RIGHT. WE HAVE A CELEBRATION MCMILLEN HIGH SCHOOL TEACHER AND VOLLEYBALL AND GIRLS TRACK, FIELD AND COACH ALLISON COMPASS HAS BEEN SELECTED TO BE PART OF THE 2024 RARE, OUTSTANDING, COMPELLED AND KNOWLEDGEABLE, OTHERWISE KNOWN AS ROCK MENTORING PROGRAM, A STATEWIDE PROGRAM BETWEEN THE TEXAS HIGH SCHOOL COACHES EDUCATION FOUNDATION AND TEXAS A&M THORNTON MCFERRIN COACHING ACADEMY.

THIS PRESTIGIOUS PROGRAM WAS CREATED TO MEET THE NEEDS OF HIGH SCHOOL AND MIDDLE SCHOOL TEACHER COACHES TO HELP RETAIN THEM.

CONGRATULATIONS, COACH CAMPUS [APPLAUSE].

I SAID HER NAME WRONG COMPASS, I APOLOGIZE.

AND THEN WE ALSO, THE BOARD IS VERY EXCITED TO HAVE AN OPPORTUNITY TO RECOGNIZE SOME OF OUR DISTRICT SUCCESSES IN PERSON THIS EVENING.

MEMBERS OF THE BOARD AND DISTRICT LEADERSHIP AND THOSE OF YOU PRESENT ON THURSDAY, MARCH 21ST, PLANO EAST SENIOR HIGH SCHOOL AND JASPER HIGH SCHOOL PARTICIPATED IN UIL 6A STATE ROBOTICS CHAMPIONSHIP IN BELTON, TEXAS, 24 TEAMS FROM ACROSS TEXAS ARE INVITED EACH YEAR TO COMPETE, AND THIS YEAR, PLANO EAST AND JASPER HIGH SCHOOL WON IT ALL AND ARE OUR STATE CHAMPS. THE STATE TOURNAMENT STARTS WITH QUALIFYING ROUNDS, FIVE MATCHES WHERE THE TEAMS COMPETE WITH AN ALLIANCE PARTNER AND COMPETE AGAINST TWO OTHER ROBOTS. AFTER THE QUALIFICATION ROUNDS, PLANO EAST WAS UNDEFEATED, RANKED NUMBER ONE AND WAS FIRST SEED CAPTAIN.

AFTER QUALIFICATIONS THE TEAMS ARE RANKED BASED ON POINTS AND WINS AND LOSSES, SO BEING THE FIRST SEAT WAS SEED WAS QUITE AN ACCOMPLISHMENT IN AND OF ITSELF.

PLANO EAST AND JASPER HIGH SCHOOL HAD THE OPPORTUNITY EARLIER DURING THE QUALIFICATION ROUNDS TO COMPETE AS ALLIANCE PARTNERS, AND ACTUALLY ACHIEVED THE HIGHEST SCORES AT THE UIL TOURNAMENT.

AFTER QUALIFICATIONS, THE TOP SEED ALLIANCE CAPTAINS THERE ARE FOUR GET TO PICK FROM THE REMAINING TEAMS AND TRY TO PUT TOGETHER THE BEST ALLIANCE THEY CAN BY CHOOSING TWO ADDITIONAL TEAMS TO JOIN THEIR TEAM.

PLANO EAST, AS THE FIRST SEED ALLIANCE CAPTAIN, CHOSE JASPER HIGH SCHOOL AND FLOWER MOUND HIGH SCHOOL TO JOIN ITS ALLIANCE.

THE THREE SCHOOLS ROBOTICS TEAMS WERE CONSISTENTLY THE HIGHEST SCORING ROBOTS THROUGHOUT THE QUALIFICATION ROUNDS.

PLANO EAST ROBOT AND JASPER ROBOT COMPLIMENT EACH OTHER WELL, AND THE TEAMS WERE IN COMMUNICATION ALL TOURNAMENT LONG IN THE HOPES THAT THEY WOULD HAVE AN OPPORTUNITY TO CREATE AN ALLIANCE AT THE END OF THE QUALIFICATIONS.

AS IT TURNS OUT, THEY DID, AND IT WAS A FRUITFUL ALLIANCE.

THE ALLIANCE OF PLANO, EAST JASPER HIGH SCHOOL AND FLOWER MOUND HIGH SCHOOL WON THEIR THEIR SEMIFINAL MATCHES.

IT'S THE BEST OF TWO OUT OF THREE MATCHES, 2-0 AND SO THEY WEREN'T THEY WEREN'T EVEN CLOSE.

PLANO, EAST JASPER AND FLOWER MOUND THEN MOVED ON TO CHAMPIONSHIP ROUND BEST TWO OUT OF THREE AND SIMILARLY WON 2-0.

AS A RESULT, PLANO EAST SENIOR HIGH SCHOOL AND JASPER HIGH SCHOOL ARE UIL 6A STATE CHAMPIONS [APPLAUSE].

THESE TEAMS. THESE TEAMS HAVE WORKED TIRELESSLY SINCE AUGUST TO DESIGN, BUILD AND PROGRAM THE ROBOTS FOR COMPETITION.

THEY HAVE ALSO REACHED OUT TO THE COMMUNITY BY VISITING ELEMENTARY SCHOOLS AND HOLDING WORKSHOPS TO BRING ROBOTS TO OTHERS WHO MIGHT BE INTERESTED.

ON THIS TRIP, THEY REPRESENTED THEIR SCHOOLS IN THE DISTRICT WITH INTEGRITY AND HONOR.

BOTH TEAMS ARE A GREAT EXAMPLE OF WHAT YOU CAN ACCOMPLISH WHEN YOU WORK WELL AS A TEAM.

WE'RE GOING TO START BY RECOGNIZING THE PLANO EAST ROBOTICS TEAMS FIRST, AS YOUR NAME IS CALLED PLEASE COME TO THE FRONT OF THE ROOM TO BE RECOGNIZED.

AND SO GRATEFUL TO YOUR FAMILY BEING HERE, TO THE KIDDOS AND THE SPOUSES THAT ARE HERE SUPPORTING YOUR FOLKS.

IT'S REALLY IMPORTANT.

AND THEN ALSO, WHAT A GREAT TRIBUTE TO YOU ALL TO HAVE SUCH GREAT COLLEAGUES COMING TO REPRESENT YOU THAT JUST SPEAKS TO SO MANY THINGS THAT WE CAN BE ALL VERY PROUD OF.

I'D LIKE TO MAKE THAT A LITTLE BIT MORE CONCISE FOR YOU AND TALK ABOUT THE POINTS THAT WE WE MADE.

SO THE RECOMMENDATION INCLUDES A 3% RAISE A NEW TEACHER STARTING SALARY AT $61,000, WHICH HELPS US TO REMAIN COMPETITIVE.

AND THAT STANDPOINT, AND THEN ALSO LOOKING AT HOW WE CAN DECOMPRESS OUR CURRENT SALARY SCHEDULE.

RIGHT NOW, WE HAVE ABOUT $350 BETWEEN EACH STEP.

AND THE RECOMMENDATION IS TO GO TO $400 BETWEEN EACH STEP, WHICH HELPS US TO HONOR AND RECOGNIZE THE TENURE AND EXPERIENCE OF OUR STAFF.

ALSO, LOOKING AT MARKET RATE ADJUSTMENTS MAKING SURE THAT WE'RE STAYING IN ALIGNMENT WITH THE MARKET AND PARTICULARLY COHORT AROUND US, WE WANT TO MAKE SURE THAT WE REMAIN COMPETITIVE.

AND THEN THE LAST THING IS STRATEGIC PAY ADJUSTMENTS.

AND WHAT WE'VE DONE TODAY IS TRY TO IDENTIFY SOME REPRESENTATIONS OF WHAT THAT WOULD LOOK LIKE.

SOME OF THE COMMON AREAS THAT WE ROUTINELY FIND DIFFICULT TO FILL INCLUDE OUR BUS DRIVERS.

AND SO BEING ABLE TO MOVE THEM FROM $22 TO $24 AN HOUR ALLOWS US AGAIN TO REMAIN VERY COMPETITIVE IN THAT AREA.

BUS DRIVER ASSISTANCE, RIGHT ALONG WITH THAT VERY DIFFICULT POSITION TO FILL.

AND THEN, OF COURSE, OUR SELF-CONTAINED PARAPROFESSIONALS GETTING THEM UP TO OUR MINIMUM.

SO GETTING THEM TO $17 AN HOUR WOULD ALSO BE A GREAT FIT FOR THEM.

SO THESE ARE THE COMPENSATION RECOMMENDATIONS FOR YOUR CONSIDERATION.

AND AT THE END OF LAST YEAR, YOU HEARD A LITTLE BIT ABOUT OUR RECOMMENDATIONS FOR THE 23-24 SCHOOL YEAR THAT INCLUDED SOME MASTER SCHEDULE CHANGES AND SOME ITEMS THAT WE WERE GOING TO CONTINUE TO ROLL OUT WITH THIS CURRENT YEAR'S COURSE CATALOG FOR THAT TO BEGIN THE 24-25 SCHOOL YEAR AND ALL KINDS OF THINGS STUDENT RELATED.

BUT WE ALSO TALKED ABOUT ADDITIONAL SUPPORT SYSTEMS WE WERE GOING TO PUT IN PLACE.

AND AS WE STARTED TALKING ABOUT UPDATING YOU, IT SEEMED THAT THE REPORT WAS GETTING RATHER LONG, SO WE THOUGHT WE WOULD BREAK IT INTO TWO PARTS.

SO TONIGHT YOU'RE GOING TO HEAR UPDATE NUMBER ONE, WHICH REALLY IS AROUND THE RESEARCH THAT WE POINTED OUT LAST TIME NUMBER TWO ON THE SLIDE.

I KNOW YOU'VE SEEN THIS SLIDE BEFORE, BUT WE WERE TALKING ABOUT DEDICATING TIME FOR PROFESSIONAL FOR [INAUDIBLE] PROFESSIONAL STAFF TO REALLY BEGIN PLANNING FOR HIGH LEVELS OF LEARNING AND DIFFERENTIATING FOR STUDENTS.

AND OUR ADMINISTRATORS, EVERY MIDDLE SCHOOL ADMINISTRATOR WAS ON THE MIDDLE SCHOOL RESEARCH TEAM, AND THEY ALL WORKED TOGETHER TO ESTABLISH A SET OF EXPECTATIONS FOR WHAT THAT TIME WOULD LOOK LIKE AND HOW THAT WOULD BE USED.

SO I AM VERY EXCITED THIS EVENING TO INTRODUCE DR.

THIS WORK IS IMPORTANT BECAUSE NOT ONLY DOES IT BUILD CAPACITY IN OUR TEACHERS AND OUR LEADERS, BUT IT ALSO SERVES AS PIPELINE WORK FOR FUTURE LEADERS IN OUR DISTRICT.

BUT IT ALSO IS IS A FANTASTIC RECRUITMENT AND RETAINMENT TOOL FOR TEACHERS AND LEADERS THAT REALLY ARE ABOUT CONTINUOUS IMPROVEMENT AND GROWTH IN THIS FIELD.

SO WHY? WELL, AS EDUCATORS, WE HAVE A MORAL IMPERATIVE IN THIS PROFESSION TO ENSURE THAT ALL STUDENTS EVERY DAY ARE AFFORDED A HIGH QUALITY EDUCATIONAL EXPERIENCE.

AND IN ORDER TO DO THAT, WE HAVE TO HAVE TEACHERS WHO ARE PLANNING FOR VERY INTENTIONAL LEARNING TO HAPPEN SO THAT WE ARE PREPARING STUDENTS FOR THEIR PREFERRED FUTURES.

WE HAVE ALSO EXPERIENCED A SEISMIC SHIFT IN EDUCATION IN THE LAST SEVERAL YEARS, AND DEVELOPING A CULTURE OF PROFESSIONAL LEARNING COMMUNITIES WITHIN OUR LEARNING ORGANIZATION IS ONE OF THE MOST FOOLPROOF WAYS THAT WE CAN ENSURE HIGH QUALITY LEARNING EXPERIENCES HAPPEN FOR ALL STUDENTS AT ALL LEVELS.

HOW? WELL, THIS IS PROBABLY ONE OF THE PARTS OF PROFESSIONAL LEARNING COMMUNITIES THAT I AM AM MOST EXCITED ABOUT.

WE HAVE HAD TREMENDOUS SUPPORT FROM OUR LEADERSHIP LAURIE TAYLOR, LISA WILSON, DR.

WILLIAMS, AND JUST A BEAUTIFUL PARTNERSHIP WITH OUR SCHOOL LEADERSHIP AND INNOVATION TEAM TO MAKE THIS HAPPEN.

THE LEARNING HAS BEEN VERY THOUGHTFUL.

IT'S BEEN VERY LAYERED.

AND THE CAPACITY BUILDING PLAN THAT HAS BEEN PUT TOGETHER INCLUDES THREE AUDIENCES, WHERE IN MANY CASES, PROFESSIONAL LEARNING IS ONLY AIMED AT ONE PARTICULAR AUDIENCE BUT NOT THIS.

IT IS UNDERGIRDED WITH EVIDENCE BASED RESEARCH FOR ADULT LEARNING PRACTICES THAT WE KNOW ARE DESIGNED TO CHANGE BEHAVIOR TO BE BETTER FOR KIDS.

WE ALSO KNOW THAT THAT IT TAKES TIME FOR THAT TO HAPPEN.

SO THIS LEARNING HAS BEEN CHUNKED AND CHEWED INTENTIONALLY THROUGHOUT YEAR ONE, SO THAT TEACHERS AND LEADERS HAVE HAD AN OPPORTUNITY TO COME AND LEARN THE WORK AND THEN GO BACK TO THEIR CAMPUSES AND ACTUALLY IMPLEMENT THE WORK.

WE'RE GOING TO LOOK AT THAT A LITTLE BIT MORE HERE IN JUST A FEW SLIDES.

FORGIVE ME. SO, LIKE I SAID, THIS, THIS LEARNING WAS DESIGNED AROUND THREE SPECIFIC AUDIENCES CENTRAL OFFICE, CAMPUS PRINCIPALS, ASSISTANT PRINCIPALS, AND CAMPUS PLC LEADERS.

YES, PRINCIPALS ARE LEAD LEARNERS ON THEIR CAMPUSES, BUT THEY MUST HAVE THE ASSISTANCE OF A CAPACITY BUILDING TEAM THAT ARE WILLING AND READY TO DISCIPLE FOR THIS WORK AND CARRY OUT THE WORK ON A DAILY BASIS.

ALL AUDIENCES IN THAT YOU CAN SEE HERE ARE AND HAVE BEEN A PART OF FOUR THREE HOUR CAPACITY BUILDING SESSIONS.

THESE HAVE BEEN SPREAD OVER YEAR ONE.

AND THIS LEARNING AGAIN LIKE I SAID, IS CHUNKED AND CHEWED SO THAT THEY CAN TAKE IT BACK.

THEY CAN EXPERIENCE IT.

BUT ALSO ONE OF THE OTHER COMPONENTS THAT WE KNOW IS VERY HELPFUL WITH ADULT LEARNING IS ON THE JOB COACHING.

AND WE HAVE BEEN VERY FORTUNATE IN THAT ALL OF OUR THREE, OUR 13 MIDDLE SCHOOLS HAVE HAD THE EXPERIENCE OF HAVING AN ON SITE DAY IN THE FALL AND IN THE SPRING WITH JOB EMBEDDED COACHING.

THIS DAY IS SPECIFICALLY TAILORED FOR WHAT THEY NEED ON THEIR CAMPUSES.

AND I'M GOING TO SHOW YOU IN A LITTLE BIT WHAT WHAT THE END PRODUCT OF THAT LOOKS LIKE AND WHAT THE NEXT STEPS ARE THAT THAT CAMPUS HAS IN THEIR HANDS TO TRULY PUT THAT WORK AND THOSE CHANGES INTO ACTION.

AND THIS WAS A LIST OF ATTRIBUTES THAT WE REALLY ASKED PRINCIPALS TO CONSIDER AND THOUGHTFULLY SELECT INDIVIDUALS TO COME ALONGSIDE THEM AND LEAD THIS WORK.

IT IS CHANGE MANAGEMENT AT ITS BEST, BUT IT ALSO IS IT'S CULTURE WORK.

AND WE KNOW THAT THAT IS SOME OF THE HARDEST WORK THAT WE HAVE TO DO.

SO JUST TO GIVE YOU AN IDEA THERE OF THE CHANGE IN NUMBER.

I DO WANT TO NOTE THAT BACK IN JANUARY THE MID-YEAR MAP RESULTS DID HIGHLIGHT THAT OUR MIDDLE SCHOOL STUDENTS ARE ON TRACK TO MEET AND EVEN EXCEED, IN MOST CASES, THE DISTRICT IMPROVEMENT GOALS.

SO I'M GOING TO GO AHEAD AND MOVE INTO SOME OF THAT ADMINISTRATOR FEEDBACK AND PLC LEADER FEEDBACK.

BUT I ALSO JUST WANT TO OFFER THIS WE KNOW THAT WORK WE'RE DOING IS WORK THAT TAKES TIME TO DO, AND IT ALSO TAKES PERSISTENCE AND A HIGH LEVEL OF COMMITMENT.

AND SO SOMETIMES THAT CHANGE DOESN'T HAPPEN OVERNIGHT OR EVEN WITHIN THE FIRST YEAR OF IMPLEMENTATION.

EARLIER I MENTIONED THAT EACH CAMPUS RECEIVES A, A AN ON SITE VISIT IN THE FALL AND IN THE SPRING.

AND WE WANT TO CHANGE THAT, BECAUSE WHEN THERE IS A MISS WITH LEARNING, WE WANT TO KNOW ABOUT THAT A LITTLE BIT SOONER SO THAT WE CAN ADJUST FOR THOSE LEARNING NEEDS. ALL RIGHT, SO WHERE ARE WE HEADED? WELL, AS WE HEAD INTO YEAR TWO THAT WE HAVE THOUGHTFULLY VISIONED AND DESIGNED FOR THE NEEDS THAT WERE EVIDENCED IN YEAR ONE.

SO WE KNOW THAT THAT IS SOMETHING WE WANT TO EMBODY.

WE ALSO TOOK A FIELD TRIP TO THE WHOLE TEAM, WENT TO ONE OF OUR ELEMENTARY CAMPUSES THAT IS DEEPLY ENGAGED IN THIS WORK, AND IT WAS VERY INSPIRING FOR OUR PRINCIPALS TO SEE THE THE SMALL GROUP WORK, THE DIFFERENTIATED WORK, THE WORK THAT THAT THEY WENT TO TO LOOK AT THE DATA, TO DESIGN THEIR COMMON FORMATIVE ASSESSMENTS AROUND THE HIGH PRIORITY KNOWLEDGE AND SKILLS, REALLY PINPOINTING WHAT IT IS OUR KIDS NEED TODAY AND HOW WE'RE RESPONDING IMMEDIATELY TO THOSE NEEDS.

SO WE CERTAINLY HAVE HAVE SEEN IT WORK.

AND I DON'T KNOW THAT PLC IS IS DESIGNED TO EVALUATE THE CURRICULUM PER SE.

THAT'S A CURRICULUM ISSUE.

SO WE GO BACK AND WE TAKE A LOOK AT THAT.

IF WE HAVE A NEW ADOPTION COMING IN, WHICH WE HAVE SCIENCE COMING IN THIS YEAR, THAT'LL BE THAT'LL BE A BIG LOOK.

WE'LL SPEND A LOT OF TIME ON SCIENCE THIS YEAR, NOT NOT JUST LOOKING AT DATA AND RESPONDING, BUT HOW CAN WE IMPLEMENT THE TOOLS FROM THE NEW ADOPTION IN THE EASIEST WAY POSSIBLE FOR TEACHERS TO REALLY BE ABLE TO TAKE THOSE RESOURCES AND MOVE WITH PLANNING GREAT EXPERIENCES FOR TEACHERS.

AND SO AS A RESULT, WE HAD 4400 OF OUR OVER 65 FROZEN LEVIES THAT WENT ALL THE WAY DOWN TO ZERO.

I THINK THAT'S GOOD FOR, FOR SOME OF OUR MOST NEEDY FOLKS THAT ARE ON FIXED INCOME.

SO THESE ARE THESE ARE THINGS THAT WE'RE ACTUALLY STEPPING TO DO.

I WILL SAY THAT IT IS DEFINITELY GETTING MORE I MEAN, THIS IS MY 31ST YEAR TO ACTUALLY BUILD A BUDGET.

REALLY AMAZING WORK.

IN OUR ENROLLMENT NUMBERS ARE HIGHER HERE THAN JUST ABOUT ANYWHERE ELSE, BUT THEY STILL HAVE GONE DOWN SINCE PRE-COVID NUMBERS.

AND SO THEY WERE DOING GOOD WORK THERE.

BUT THAT'S HURT.

WE NEED OUR LEGISLATORS TO PAY OFF OF ENROLLMENT, ENROLLMENT, NOT AVERAGE DAILY ATTENDANCE.

AND THEN WE NEED TO HAVE SOME KIND OF INDEXATION FOR INFLATION.

IT'S NOT FAIR TO THE SCHOOL DISTRICTS OF TEXAS THAT WHENEVER INFLATION GOES UP 10% IN A YEAR.

AND YET OUR, OUR BUDGET STAYS THE ACTUALLY THE SAME THAT WE'RE LOSING PURCHASING POWER.

SO YOU CAN ONLY DO THAT FOR SO MANY YEARS BEFORE IT CATCHES UP WITH YOU.

MY NAME IS GREG PATTILLO.

I'VE LIVED IN PLANO FOR MORE THAN 30 YEARS.

IN FEBRUARY OF LAST YEAR, THE PISD BOARD OF TRUSTEES PUBLISHED A POSITION LETTER ON SCHOOL VOUCHERS.

THE LETTER PROVIDED FACTS AND DATA THAT PRESENTED A COMPELLING BUSINESS CASE AGAINST A VOUCHER PROGRAM FOR TEXAS EDUCATION, INCLUDING THE FINANCIAL IMPACT OF EACH LOST STUDENT.

WHILE I AGREE WITH THE DISTRICT'S POSITION AND ITS DECISION TO PUBLISH A POSITION, MY PROBLEM IS THAT THE DISTRICT HAS NOT LOST A SINGLE STUDENT OR DOLLAR DUE TO VOUCHERS.

YET THERE HAS BEEN AN ISSUE THAT HAS BEEN IN FRONT OF THE MAYOR AND CITY COUNCIL FOR MORE THAN TWO YEARS.

THAT CONTINUES TO TO CONTRIBUTE TO THE LOSS OF STUDENTS AND FUNDING.

WHERE HAVE BEEN THE LONE VOICE REPRESENTING PISD BOARD, TEACHERS AND PARENTS TODAY, THE 398 HOMES IN PLANO RESIDENTIAL NEIGHBORHOODS THAT HAVE BEEN CONVERTED TO ENTIRE ENTIRE HOME.

SHORT TERM RENTALS, LIKE THOSE OFFERED THROUGH AIRBNB AND VRBO, HAVE FORCED OUT AN ESTIMATED 180 STUDENTS FROM OUR NEIGHBORHOODS, USING THE APPROXIMATE COST PER STUDENT OF $9,800 CITED IN THE BOARD'S VOUCHER LETTER.

THAT'S AN ESTIMATED LOSS OF $1.8 MILLION THIS YEAR ALONE.

BETWEEN THE SCHOOL YEARS ENDING AND BEGINNING IN 2021, PISD REPORTED ENROLLMENT DROP OF 754 STUDENTS.

THE INCREASE IN THE NUMBER OF SHORT TERM RENTALS DURING THAT PERIOD ACCOUNTED FOR 133 STUDENTS, OR 17% OF THE REPORTED TOTAL REPORTED DROP.

I'M HERE TONIGHT REPRESENTING THE PLANO CHAPTER OF TEXAS NEIGHBORHOOD COALITION.

LAST YEAR, THE CITY COUNCIL PASSED A TEMPORARY CITYWIDE BAN OF ALL SHORT TERM RENTAL TYPES WHILE THE CITY STUDIED THIS IMPORTANT ISSUE.

THE LAST NIGHT, THE PLANNING AND ZONING COMMISSION ADOPTED OUR RECOMMENDATION OF HALTING ENTIRE HOME CONVERSIONS IN SINGLE FAMILY RESIDENTIAL NEIGHBORHOODS AND LIMITED HIM TO THE WHERE THEY ARE APPROPRIATELY ZONED.

UNFORTUNATELY, THEY THEN TURNED AROUND AND ADOPTED A PROPOSAL THAT WILL ALLOW WHAT ARE REFERRED TO LIVE IN MANAGEMENT STRS EVERYWHERE IN THE CITY, INCLUDING SINGLE FAMILY RESIDENTIAL NEIGHBORHOODS THAT WOULD ESSENTIALLY ALLOW ENTIRE HOME CONVERSIONS.

WITH A FEW MINOR WORKAROUNDS FOR INVESTORS.

I WOULD ASSUME SOME OF YOU HAVE USED AIRBNB AND VRBO RENTALS AND PERHAPS EVEN PREFER THEM TO HOTELS.

AND WHILE YOU AND YOUR FAMILY ARE PROBABLY GREAT GUESTS, I CAN TELL YOU FROM EXPERIENCE THAT ALL GUESTS ARE NOT YOU.

IN FACT, AIRBNB IS CLEAR IN THEIR TERMS THAT THEY DO NOT PERFORM A COMPLETE BACKGROUND CHECK OF GUESTS, AND THE CRIMINAL HISTORY, INCLUDING SEXUAL OFFENSES, MAY BE INCOMPLETE.

IN TEXAS, NOTIFICATION IS NOT REQUIRED BY SEX OFFENDERS UNLESS THEY ARE GOING TO BE STAYING AT A LOCATION MORE THAN SEVEN DAYS.

THE TEXAS NEIGHBORHOOD COALITION IS A STRONG SUPPORTER OF PROPERTY RIGHTS, AND BELIEVE OWNERS HAVE THE RIGHT TO LEASE ALL OR A PART OF THEIR PROPERTY FOR A PERIOD OF 30 DAYS OR MORE. BUT SHORT TERM RENTALS ARE A SOLUTION TO A PROBLEM THAT PLANO DOES NOT HAVE, AND COMES AT A COST TO THE SAFETY OF OUR NEIGHBORHOODS, ENROLLMENT OF OUR SCHOOLS, THE CUSTOMERS THAT SUPPORT OUR SMALL BUSINESSES, AND OUR TAX DOLLARS.

I'VE LEARNED IN MY TWO YEARS OF SPEAKING WITH RESIDENTS, MOST DO NOT RECOGNIZE SHORT TERM RENTALS AS A PROBLEM.

THAT IS, UNTIL IT'S THEIR PROBLEM.

THE REALITY, BASED ON WHAT PNC IS SENDING TO COUNCIL, IS THAT YOU WILL BE ONE FOR SALE.

SIGN AWAY FROM IT BEING YOUR PROBLEM.

AND IF YOU ARE A PARENT, A CHILD, AND CERTAINLY ONE THAT ATTENDS PLANO SCHOOLS, YOU SHOULD BE CONCERNED.

I HOPE YOU ARE AWARE OF WHAT YONDR POUCHES ARE.

THEY ARE MAGNETICALLY LOCKABLE AT THE SCHOOL ENTRANCE AND UNLOCKED ON EXIT.

THEY PHYSICALLY PREVENT STUDENTS FROM ACCESSING PHONES DURING THE ENTIRE SCHOOL DAY.

AFTER A YEAR, RICHARDSON SURVEYED STUDENTS, TEACHERS AND PARENTS ABOUT THE NEW DISTRICT WIDE POLICY AND ABOUT THE NEW POLICY PLUS YONDR POUCHES.

100% OF THE SURVEYED TEACHERS AT THE YONDER SCHOOL.

STATED THAT QUOTE, IT WAS NECESSARY TO IMPLEMENT THE YONDER SYSTEM.

85% SAID THEY REGAINED AT LEAST FIVE MINUTES OF EFFECTIVE CLASS TEACHING TIME PER DAY.

EXCUSE ME? PER CLASS, NOT PER DAY.

68% SAID THAT THEY REGAINED TEN MINUTES OR MORE.

THAT'S IN JUNIOR HIGH WITH MULTIPLE CLASSES PER DAY.

THINK OF ALL THAT VALUABLE TIME OVER A SINGLE DAY.

THINK OF ALL THAT TIME OVER A YEAR.

RIGHT NOW, PLANO ISD SCHOOLS ARE LOSING THAT QUALITY INSTRUCTION TIME ON SCHOOL.

ON PAPER, OUR SCHOOLS MAY PURPORT TO BAN PHONE USE DURING INSTRUCTIONAL TIME.

IN PRACTICE, HOWEVER, THEY DO NOT.

ACCORDING TO MY KIDS.

KIDS USE THEIR PHONES ALL THE TIME.

UNLIKE IN RISD, PLANO ISD.

PHONE POLICIES ARE ENFORCED BY TEACHERS, SO EACH PLANO ISD TEACHER HAS TO DECIDE WHETHER TO BE A HERO, LETTING THE KIDS USE THEIR PHONES.
