WELL YOU MAY HAVE HEARD THAT WE ARE LOOKING AT LONG RANGE FACILITY PLANNING IN THE SCHOOL DISTRICT, AND I WANTED TO TAKE JUST A FEW MINUTES TO GO THROUGH, KIND OF GIVE YOU AN UPDATE ON ON WHAT THAT LOOKS LIKE, WHERE WE'RE AT IN THE PROCESS AND WHERE WE'RE HEADED FROM HERE.

SO I HOPE YOU WILL, BE PATIENT AS I GO THROUGH SOME OF THESE SLIDES.

OBVIOUSLY THE FIRST ONE I START AT THE BEGINNING OF THIS LAST SPRING, WE HAD CONDUCTED A STRATEGIC STUDY IN OUR SCHOOL DISTRICT.

WE CALL IT OUR STRATEGIC ROADMAP.

AND THERE WERE CERTAIN RECOMMENDATIONS THAT CAME OUT OF THAT STUDY.

THERE WERE CERTAIN PILLARS.

THERE WERE FIVE PILLARS THAT WE INTRODUCED.

AND WE'RE GOING TO DIRECT OUR WORK FOR THE NEXT FIVE YEARS.

PILLAR FIVE WAS THE ONE THAT SPECIFICALLY TALKED ABOUT BUSINESS, OUR BUSINESS STRATEGIES.

AND IN THE PILLAR FIVE SAYS THAT PLANO ISD, WE WILL MAXIMIZE RESOURCES IN COMMUNITY PARTNERSHIPS TO ACHIEVE DISTRICT GOALS THAT MEET THE NEEDS OF BOTH STUDENTS AND OUR STAFF. AND ONE OF THE OBJECTIVES UNDER PILLAR FIVE, SO THAT WE NEEDED TO IMPLEMENT AND DEVELOP PLANS TO EFFICIENTLY USE OUR DISTRICT FACILITIES, THAT WE COULD EXPAND OUR OPPORTUNITIES FOR OUR STUDENTS.

AND AS A RESULT OF THOSE STUDIES OF THAT STUDY, WE OF COURSE, STARTED WITH THE LONG RANGE FACILITY PLANNING.

WHAT WE HOPE TO GAIN WITH THIS STUDY IS WE WANTED TO LOOK AT ACCESS FOR ALL OF OUR SCHOOLS.

WE WANTED TO ANALYZE STUDENT ENROLLMENT AT EACH ONE OF OUR OF OUR SCHOOLS.

WE WANTED TO EVALUATE HOW PROGRAMING, HIGH QUALITY PROGRAMING.

WE WANTED TO CONSIDER IF OUR IF OUR BUILDINGS WERE BEING USED EFFICIENTLY.

AND THEN WE WANTED TO DETERMINE WHETHER THE RESOURCES WERE BEING FAIRLY ALLOCATED AMONGST OUR STUDENTS.

ANOTHER RESULTS OF THIS STUDY.

WHAT COULD OR WOULD LEAD TO, HOPEFULLY, BETTER SERVING OUR STUDENTS.

IT MAY LEAD TO RESTRUCTURING OF SOME OF OUR CAMPUSES OR EVEN CONSOLIDATION OF SOME OF OUR CAMPUSES.

ULTIMATELY, THOUGH, THE STUDY OF THE SCHOOL BUILDINGS CAPACITIES WILL BE FOR THE PURPOSE OF SUPPORTING OUR OUR THRIVING SCHOOLS, CLASSROOMS, STUDENTS, TEACHERS, AND SCHOOL LEADERS.

NOW, ALL OF THIS SHOULD POINT TO OR SHOULD HAVE A POSITIVE IMPACT ON OUR STUDENTS.

AND SO THE MAIN REASON WE'RE DOING THIS, OF COURSE, IS TO HAVE A POSITIVE IMPACT ON OUR STUDENTS.

AND SOME OF THE DIRECT IMPACTS THAT WE HOPE TO ACCOMPLISH WITH THIS IS TO PROVIDE HIGHER QUALITY FACILITIES AND PROGRAMING FOR OUR STUDENTS AND STAFF.

WE WANT TO MAKE SURE THAT ALL OF OUR RESOURCES ARE BEING EQUITABLY DISTRIBUTED.

WE WANT TO MAKE SURE THAT WE PROVIDE EQUITABLE ACCESS FOR ALL OF OUR STUDENTS AND PROGRAMS. AND THEN WE WANT TO MAKE SURE THAT WE OPEN ACCESS TO A BROADER RANGE OF STUDENTS AND PEER INTERACTIONS.

AND IN ORDER TO STUDY, OF COURSE, YOU'VE GOT TO BE ABLE TO EVALUATE YOUR CAMPUSES.

AND ONE OF THE WAYS THAT WE WANTED TO DO THIS IS TO HAVE AN OBJECTIVE, OBJECTIVE FRAMEWORK IN ORDER TO TAKE ALL OF OUR CAMPUSES THROUGH.

AND SO THE DATA THAT WENT INTO THAT EVALUATION OR THAT IS GOING INTO THAT EVALUATION, EVALUATION, OF COURSE, IS STUDENT ENROLLMENT NUMBER ONE.

BUILDING CAPACITIES AND EFFICIENCIES, NUMBER TWO.

FACILITY ASSESSMENT SCORES NUMBER THREE.

NOW FACILITY ASSESSMENT SCORES.

OF COURSE, THERE'S ALL KINDS OF WAYS YOU CAN ACTUALLY LOOK AT FACILITY ASSESSMENTS.

WE LOOKED AT, OF COURSE, THE AGE AND THE USEFUL LIFE OF A BUILDING.

WE LOOKED AT HOW MUCH WORK WAS GOING IN TO UP KEEPING THOSE BUILDINGS.

AND THEN, OF COURSE, JUST A PHYSICAL INSPECTION FROM OUR FROM OUR STAFF OF HOW, YOU KNOW, HOW THE BUILDINGS WERE WEATHERING.

AND THEN FINALLY JUST LOOKING AT COST, OPERATING COSTS PER STUDENT, PER BUILDING.

AND THEN OBVIOUSLY, YOU MIGHT HAVE HEARD THAT, WHEN WE HAVE BOND ELECTIONS, BOND ELECTIONS ARE GETTING MORE AND MORE EXPENSIVE.

SO WE NEED TO LOOK AT THE CAPITAL COST OF OF REPAIRING, RENOVATING OR REPLACING BUILDINGS AND THEN ACTUALLY EVEN BREAKING IT DOWN TO A PER STUDENT COST.

PUSHING THE BUTTON. THERE WE GO.

ALL RIGHT. YOU FOLLOW ALL THAT? ALL RIGHT, SO THIS IS A BUSY SLIDE, BUT I THINK IT'S SUPER IMPORTANT THAT YOU START OFF WITH A STUDENT ENROLLMENT.

THIS IS JUST A HISTORY OVER THE LAST 20 YEARS OF OUR STUDENT ENROLLMENT.

IT'S A BAR GRAPH.

YOU CAN LOOK ALL THE WAY TO THE LEFT, UP AT THE TOP.

DO YOU SEE IN RED THE 55,659? THAT IS THE LARGEST NUMBER OF STUDENT ENROLLMENTS THAT WE'VE HAD IN THE HISTORY OF PLANO ISD.

THAT HAPPENED IN 2011, 2012.

THE ONE THING THAT'S IMPORTANT HERE TO NOTE THAT EVERY YEAR SINCE THEN, WE HAVE BEEN GOING DOWN IN STUDENT ENROLLMENT.

SO FOR THE LAST 12 YEARS, WE HAVE WE HAVE DECREASED IN ENROLLMENT THROUGH THE COVID YEARS.

WE TOOK A PRETTY GOOD AN ADDITIONAL DECREASE IN ENROLLMENT.

SO YOU CAN ACTUALLY SEE THAT, WHAT YOU SEE IN THE BLUE GRAPH IS ACTUAL YEARS.

AND THEN IF YOU LOOK AT THE GOLD BARS THE FIVE YEARS OUT, THOSE ARE PROJECTIONS.

WE WORK WITH THE DEMOGRAPHER TO MAKE SURE THAT, YOU KNOW, THAT WE STAY ON TOP OF WHAT OUR GROWTH IS DOING.

I WILL SAY THAT THE DEMOGRAPHER GIVES YOU A TEN YEAR OUTLOOK, A TEN YEAR LOOK.

WE ACTUALLY LOOK AT THE FIRST FIVE YEARS BECAUSE AFTER THAT WE CALL IT A LITTLE FUZZY MATH.

BUT I CAN TELL YOU THAT THEY'RE VERY ACCURATE FOR THE FIRST FEW YEARS OUT.

YOU CAN SEE THAT THEY PROJECT US TO CONTINUE TO GO DOWN.

SO IF YOU LOOK AT SINCE OUR HIGH POINT IN 2011, 2012 TILL NOW, WE'VE LOST ABOUT 7700 STUDENTS AND WE'RE PROJECTED OVER THE NEXT FIVE YEARS TO LOSE ABOUT 3500 MORE.

SO 11,000 STUDENTS OVER THAT THAT 1617 YEAR PERIOD.

AND SO THE QUESTION CAN COME UP, WELL, HOW ACCURATE IS THE DEMOGRAPHER.

HOW ACCURATE IS THE NUMBERS YOU'RE USING? I CAN SAY THAT EACH ONE OF THOSE YEARS THAT WERE REPRESENTED BY A BAR GRAPH EACH YEAR, EACH COLUMN IS A YEAR OVER YEAR COMPARISON.

IT'S THE LAST FRIDAY IN OCTOBER OF EACH YEAR IS WHEN THAT WHEN YOU SEE THAT ENROLLMENT NUMBER, IT IS AUDITED BY THE STATE EACH YEAR.

AND WE CALL THAT OUR SNAPSHOT DATE.

THAT WAY WE CAN ACTUALLY DO A TRUE A YEAR OVER YEAR COMPARISON SINCE LAST FRIDAY IN OCTOBER OF EVERY YEAR.

YOU CAN SAY THAT FOR THIS FALL, WE HAD AN ENROLLMENT OF 47909.

THE DEMOGRAPHER PROJECTED US TO BE AT A LITTLE OVER 48,000.

THAT'S ABOUT 174 KIDS OFF.

BUT OUT OF 48,000, THAT'S PRETTY ACCURATE.

IT'S LESS THAN, YOU KNOW, LESS THAN ONE HALF OF 1%.

SO WE FEEL WE HAVE A HIGH LEVEL OF CONFIDENCE.

THE DEMOGRAPHER IS ON TOP OF OUR NUMBERS.

A QUESTION THAT DOES COME UP QUITE OFTEN AND THAT IS, WELL, IF YOU'RE LOSING KIDS, YOU KNOW, WHY ARE YOU LOSING KIDS? WHAT? YOU KNOW, WHAT'S THE REASON BEHIND THAT? AND OBVIOUSLY IT'S, THERE'S MULTIPLE REASONS FOR THAT.

I'VE LISTED A JUST A FEW OF THEM HERE.

AND OF COURSE, IT'S NOT AN ALL INCLUSIVE LIST.

THERE'S OTHER REASONS AS WELL.

BUT IF YOU LOOK AT JUST WHAT WHAT NORMALLY CAUSES A SCHOOL DISTRICT TO GROW, YOU CAN LOOK AT, THE FACT OF THE LAND THAT'S AVAILABLE TO BE BUILT OUT.

WE'RE PREDOMINANTLY BUILT OUT IN OUR SCHOOL DISTRICT.

ADDITIONALLY, OUR COST PER HOUSE THIS LAST YEAR, AVERAGE COST WAS ABOUT 584,000.

THAT IS GOING UP EACH YEAR.

AND THEN ALSO I LOOKED AT THE NUMBERS JUST, LAST YESTERDAY, THIS YEAR, WE WERE EXPECTED TO GRADUATE ABOUT 3900 SENIORS.

AND OUR KINDERGARTEN CLASS THIS YEAR WAS RIGHT, JUST RIGHT, A FEW KIDS OVER 3000.

SO YOU CAN SEE THAT EACH YEAR WE'RE LOSING ABOUT 900 STUDENTS A YEAR AS THEY GRADUATE.

AND INCOMING CLASSES ARE ABOUT 900 KIDS LESS.

YOU CAN SEE AS THAT GOES THROUGH YOUR SYSTEM.

YOU CAN SEE WHERE THAT THAT'S HAPPENING.

WE'RE ACTUALLY STILL HAVE FAMILIES MOVING INTO OUR SCHOOL DISTRICT.

BUT UNFORTUNATELY, WE HAVE SOME THAT ARE MOVING OUT.

AND THEN ALSO WE HAVE THIS NATURAL JUST AGING OUT OF OUR SCHOOL DISTRICT.

IT'S IT'S NORMAL.

I THINK IF YOU LOOK AROUND US AND LOOK AT OTHER SCHOOL DISTRICTS AROUND US, YOU CAN SEE THAT THEY'RE HAVING THE SAME CONVERSATIONS THAT WE ARE.

DALLAS, RICHARDSON, EVEN ALLEN ARE FACING THESE SAME CONVERSATIONS.

WE ALSO KNOW THAT THERE ARE SOME DECREASES IN BIRTH RATES.

AND THEN IF YOU LOOK AT THE HOUSES THAT ARE A LITTLE A LITTLE LESS EXPENSIVE, I'VE GOT TWO GROWN KIDS.

THEY'RE STARTING FAMILIES.

AND I CAN TELL YOU THAT MY SON HAD ACTUALLY BOUGHT A HOUSE OUT NORTH OF 75 IN HOWELL, TEXAS, BECAUSE THAT'S WHERE THEY COULD AFFORD TO BUY A HOUSE.

SO YOU SEE A LOT OF YOUNGER FAMILIES, IF YOU LOOK THROUGH MELISSA AND ANNA, A LOT OF HOUSING DEVELOPMENTS GOING UP, UP NORTH.

SO I DO WANT TO RUN THROUGH, I APOLOGIZE FOR THIS BEING A LOT OF NUMBERS ON HERE, BUT I DO WANT TO JUST POINT OUT A COUPLE OF THINGS.

THIS IS WHEN YOU LOOK AT A CAPACITY, HOW MUCH CAPACITY YOU HAVE IN THE FACILITIES THAT WE CURRENTLY HAVE.

THIS IS A CHART OF THAT.

WHAT I WOULD ASK YOU TO LOOK AT IS THE LAST ROW WHERE IT'S WHERE YOU'VE GOT THE BOLD FACED IN RED, JUST TO POINT OUT.

AND OUR SCHOOL DISTRICT, WE HAVE FUNCTIONAL CAPACITY SEATS IN OUR SCHOOLS OF 65,730, AND WE COULD TALK A LONG TIME ABOUT PROGRAM CAPACITY AND FUNCTIONAL CAPACITY.

BUT BOTTOM LINE IS THAT IS WHAT WE CAN COMFORTABLY SIT IN OUR OVERALL SCHOOLS.

THOSE ARE SEATS IN OUR SCHOOLS.

YOU CAN SEE AS OF THE LAST DAY OF THE OF THE YEAR, WE HAD 48,759, WHICH IS 74%.

BUT IF YOU TAKE THAT ONE MORE YEAR OVER, IT'S, 47, 907 OR I'M SORRY, 47 909.

THAT'S A LITTLE OVER 92%.

AND IF YOU WALK THAT OUT JUST A FEW YEARS, EVEN THREE YEARS OUT, YOU'RE HITTING 70%.

IF YOU WALK THAT OUT, EVEN A FEW YEARS MORE THAN THAT, YOU'RE HITTING LESS THAN 70%.

SO OBVIOUSLY THIS IS A TREND THAT WE NEED TO PAY ATTENTION TO IN ORDER TO, CONTINUE TO OPERATE OUR SCHOOL DISTRICTS AS EFFICIENTLY AS WE CAN.

SO, A LOT OF FEEDBACK THAT WE'VE RECEIVED OVER THIS LAST YEAR, YEAR AND A HALF OF, YOU KNOW, WHAT DO WE NEED TO TARGET? OBVIOUSLY YOU DON'T WANT TO YOU DON'T WANT TO HIT AND TRY TO BE AS 100% EFFICIENCY BECAUSE, MAYOR MUNS MADE A POINT THIS MORNING.

YOU YOU HAVE YOU CAN HAVE REGENERATION.

YOU NEED TO MAKE SURE THAT YOU HAVE CAPACITIES THAT TO HANDLE SOME OF THAT.

BUT THE FEEDBACK THAT WE'VE RECEIVED IS THERE IS A TARGET, TO BE AS EFFICIENT AS YOU CAN BETWEEN 80 AND 85% AND STILL ALLOW SOME EFFICIENCY FOR SOME KIND OF REGENERATION.

AND SO THAT WOULD BE THE I GUESS THE ULTIMATE POINT THAT YOU'D LIKE TO HIT IF YOU LOOK BACK IN 2011, 2012, WE WERE AT 84.68%, AND THAT WAS AT OUR VERY, VERY HIGHEST POINT.

THAT STILL LEFT US WITH OVER 10,000 OPEN SEATS, EVEN AT THAT POINT.

OKAY. I WILL SAY THAT, YOU SAW THAT, THAT PEAK.

AND THEN, OF COURSE, IF YOU LOOK AT THE DEMOGRAPHER AND GOING OUT 2829, THE DEMOGRAPHER HAS THIS AT 44 OR 1 151 I BELIEVE THAT'S ABOUT 67% CAPACITY. OKAY.

SO THAT'S SOME THAT'S WHY WE NEED A BE LOOKING AT THIS IN EARNEST.

IF YOU LOOK AT OUR CAPACITIES BY BY BUILDING, YOU MAY OR MAY NOT KNOW, BUT WE HAVE 44 ELEMENTARY CAMPUSES.

OUT OF THOSE 44, WE HAVE 12 THAT ACTUALLY HAVE CAPACITIES OF LESS THAN 65%.

WE HAVE 13 MIDDLE SCHOOLS.

WE HAVE FIVE OF THOSE 13 THAT HAVE CAPACITY OF LESS THAN 65%.

WE HAVE FIVE OF THE SEVEN HIGH SCHOOLS, LESS THAN 65%, ALL OF OUR HIGH.

OUR SENIOR HIGHS ARE OVER THE 65%.

SO AS FAR AS AGE OF THE BUILDING, YOU GUYS, I KNOW SOME OF YOU GUYS HAVE BEEN HERE A LONG TIME, WITH CITY OF PLANO.

AND, ONE THING THAT I THINK IS IMPORTANT, WHEN WE HAD VERY, VERY FAST GROWTH, JUST LIKE YOUR HOUSE, IF YOU HAVE A HOUSE THAT YOU'VE HAD FOR 20, 25 YEARS, YOU NEED TO POUR MONEY INTO IT AFTER ABOUT 20, 25 YEARS BECAUSE YOUR STUFF INSIDE YOUR HOUSE STARTS BREAKING DOWN.

WELL, OBVIOUSLY WE'RE AT THAT POINT IN A LOT OF OUR FACILITIES.

WE HAVE 13 OF OUR 44, OF OUR ELEMENTARIES ARE OVER 45 YEARS OF AGE.

OBVIOUSLY, I THINK OUR STAFF HAVE DONE A REALLY GOOD JOB OF ACTUALLY ASSESSING, EACH OF OUR BUILDINGS, NOT ONLY OUR ALL OF OUR INSTRUCTIONAL BUILDINGS, BUT ALL OF OUR WE HAVE 19 AUXILIARY BUILDINGS AS WELL.

THEY'VE GONE THROUGH AND THEY'VE LOOKED AT ALL THE COMPONENTS THAT MAKE UP THE BUILDINGS THAT HAVE TO BE REPAIRED, REPLACED OR RENOVATED.

AND SO, THEY ACTUALLY ASSESSED AT A SCORE, THE SCORE, IF YOU REMEMBER EARLIER, USEFUL LIFE.

THE MAINTENANCE, REPAIRS AND THEN THE VISUAL INSPECTION.

BUT THE SCORES, THEY ACTUALLY ASSIGN A 0 TO 100.

OBVIOUSLY, THE LOWER THE SCORE, THE WORSE SHAPE IT'S IN.

22 OF THE 44 ELEMENTARIES HAD A HAD AN ASSESSMENT SCORE OF UNDER A 60.

TEN OF THE 13 MIDDLE SCHOOLS HAD AN ASSESSMENT SCORE OF UNDER 60.

THREE OF THE SEVEN HIGH SCHOOLS HAD AN ASSESSMENT SCORE OF UNDER 60, AND EVERY ONE OF OUR SENIOR HIGH'S HAD AN ASSESSMENT SCORE UNDER UNDER 60.

OKAY. SO OPERATING SAVINGS, AND I'M NOT TALKING ABOUT THE INSTRUCTIONAL STAFF THAT GOES INTO THE BUILDING.

I'M TALKING ABOUT JUST THE ACTUAL FIXED COST OF ACTUALLY OPERATING A BUILDING.

EACH ONE OF OUR ELEMENTARIES, WE POUR 450 TO $750,000 A YEAR INTO MAINTAINING THOSE FACILITIES.

AND OF COURSE, WHEN ON A HIGH SCHOOL, WE'RE VERY FAMILIAR WITH THAT BECAUSE WE'RE ACTUALLY RENOVATING ONE OF OUR SENIOR HIGH'S RIGHT NOW, AND IT'S RIGHT AT $200 MILLION.

OKAY. SO WHEN WE TALK ABOUT TRYING TO BE AS EFFICIENT AS WE CAN, YOU CAN I CAN GET UP TO $1 BILLION REALLY QUICK.

THE DIFFERENCE THERE IS IN, OF COURSE, IS YOU CAN SEE IS THE DIFFERENCES BETWEEN 753 STUDENTS AND 364.

SO IT'S BASICALLY JUST ECONOMIES OF SCALE.

YOU CAN ACTUALLY LOOK AT MIDDLE SCHOOLS.

BUT YOU CAN LOOK AT THE DIFFERENCES IN THOSE SCHOOLS AS WELL.

SO, YOU KNOW, HAVING A CAMPUS THAT IS FULLER OR HAS CLOSER TO FULL CAPACITY, YOU CAN SEE ACTUALLY MAKES A IT MAKES A BIG DIFFERENCE.

AND OF COURSE, YOU CAN WALK IT ALL THE WAY UP TO YOUR HIGH SCHOOLS AND YOUR SENIOR HIGHS.

IT'S A LOT CLOSER BECAUSE THOSE CAMPUSES ARE A LOT, A LOT FULLER AS FAR AS CAPACITY GOES.

I DEBATED WHETHER EVEN TO PUT THIS ON THERE.

SO OBVIOUSLY, IN OUR SCHOOL DISTRICT, WE HAVE OVER $1 BILLION IN OUTSTANDING DEBT.

AND I WILL SAY OUR BOARD OF TRUSTEES ARE VERY AGGRESSIVE WITH HOW WE MANAGE OUR DEBT PORTFOLIO.

WE PAY OFF DEBT AS EARLY AS WE CAN.

IN FACT, THE STATE SAYS WHEN YOU GO OUT FOR OUTSTANDING DEBT ON SCHOOL DISTRICT BONDS, YOU CAN DO THAT FOR UP TO 40 YEARS.

AND, OUR BOARD OF TRUSTEES FELT SO STRONGLY ABOUT THAT THAT WE ACTUALLY WROTE POLICY THAT SAYS WE CANNOT GO OUT OVER 20 YEARS, BASICALLY HALF OF WHAT THE, THE STATE ALLOWS.

SO THAT'S WHY YOU SEE IT ON THE ON THE SHORTER END OF THE SPECTRUM, OUR OUTSTANDING DEBT HERE IN THE AQUA IS EVERYTHING WE'VE GOT OUTSTANDING AS OF RIGHT NOW.

EVERYTHING THAT'S IN I GUESS YOU CALL THAT GRAY IS WHAT WE HAVE, HAVE AUTHORIZED, BUT HAVE UNISSUED.

AND WHY I THINK THIS IS SUPER IMPORTANT IS WE'RE ALREADY PLANNING THE NEXT BOND ELECTION, WHICH WE ANTICIPATE EVERYTHING BEING NORMAL TO HAPPEN IN 2029.

THIS LAST TIME, THIS WHICH WE DID IN 22, OUR LAST BOND ISSUE ELECTION, WE WERE ABLE TO GO OUT AND DO $1.35 BILLION, AND WE WENT DOWN $0.03 ON THE TAX RATE.

AND THEN THEY WANTED TO ENSURE THAT THERE WAS COMPARABILITY AND EQUITABLE FACILITIES ACROSS THE DISTRICT, MAKING SURE THAT THEY WERE ALL KIDS HAD AN OPPORTUNITY TO BE IN THE BEST SCHOOLS THAT WE COULD OFFER.

WE ACTUALLY LOOKED AT DIFFERENT SCENARIOS BEFORE WE GOT INTO INTO THE THAT THE LONG RANGE FACILITY PLANNING DISCUSSIONS AND WE IT WOULD NOT HAVE MADE A DIFFERENCE.

WE WERE NEEDED TO, WE WERE GOING TO HAVE TO, LOOK AT, RENOVATING OUR, OUR REPLACING MULTIPLE MIDDLE SCHOOLS IN, IN THAT CLUSTER ANYWAY, AND SO WE DID NOT WANT TO WAIT ANOTHER DECADE BEFORE WE HAD ANOTHER OPPORTUNITY.

SO WE WENT ON AND DID HAGGARD AT THAT TIME.

IT DOESN'T CHANGE THE, THE FACT THAT WE STILL, IF WE DIDN'T DO IT NOW, WE WOULD HAVE HAD TO ACTUALLY POUR IT INTO AT LEAST A THREE OR 2 OR 3 OTHER, MIDDLE SCHOOLS TO, AT THE, AT THAT SAME AMOUNT.

SO IF THAT MAKES SENSE.

ANOTHER ITEM AND THIS I THINK THIS WILL BE THE LAST ONE THAT COMES TO MY MIND, BUT THAT IS THE CTE BUILDING.

YOU KNOW, THE QUESTION CAME UP IS, WHY DO YOU WANT TO, INSTEAD OF BUYING LAND FOR A CTE BUILDING, WHY DON'T YOU USE AND REPURPOSE ONE OF THESE CAMPUSES? AND THE ANSWER FOR THAT WAS, FOR EACH YEAR, IT'S $100 MILLION PROJECT.

IF WE ACTUALLY WAIT UNTIL WE WERE ABLE TO REPURPOSE A CAMPUS, WE WOULD HAVE LOST 10 TO $12 MILLION OF PURCHASING POWER ON A $100 MILLION PROJECT BECAUSE OF THE COST OF INFLATION FOR BUILDING.

AND SO WE ACTUALLY FOUND A PIECE OF PROPERTY THAT WAS REALLY FANTASTIC LOCATION WE SPENT, I THINK, ABOUT $7.5 MILLION FOR THAT.

AND SO IT WAS NUMBER ONE.

IT WAS AN ECONOMICAL DECISION.

IT WAS THE MOST EFFICIENT WAY FOR US TO ACTUALLY DO THAT.

VOTERS APPROVED, AS YOU HEARD, THE PLANO'S ISD'S $1,346,426,000 BOND PROPOSAL IN NOVEMBER 8TH, 2022.

THIS BOND WAS DESIGNED TO IMPROVE FACILITIES, PROVIDE ACCESS AND EQUITY FOR ALL STUDENTS, AND BUILD ON THE PROGRESS ACHIEVED THROUGH THE 2016 BOND PROGRAM.

AND CONSTRUCTION IS SLATED TO BEGIN, FEBRUARY 10TH, WHERE THEY'LL CONTINUE THROUGH 11 PHASES OF CONSTRUCTION UNTIL COMPLETION JULY 2026.

SUPERINTENDENT WILLIAMS AND THE DISTRICT CTE DEPARTMENT ARE LEADING THE CHARGE TO CREATE A CUTTING EDGE AND FUTURE FOCUSED FACILITY WITH THE GOAL OF MAKING PLANO ISD STUDENTS WORKFORCE AND CAREER READY.

MULTIPLE PROGRAM MEETINGS HAVE BEEN CONDUCTED, WITH DISTRICT STAFF AND HUCKABEE, WHO'S OUR ARCHITECT FOR THIS PROJECT, TO DESIGN AN INITIAL LAYOUT AND DETERMINE THE PROGRAMS OF STUDY THAT WILL BE AVAILABLE AT THIS CAMPUS.

PLANO IS ALSO HOSTED AN EVENING, BACK IN EARLY NOVEMBER, ENGAGING WITH INDUSTRY EXPERTS TO GATHER THEIR INPUT AND DISCUSS THE DESIGN AS IT IS RELATED TO THEIR RESPECTIVE FIELDS.

SO WE'VE BEEN GATHERING A LOT OF INFORMATION.

THE ARCHITECT HAS BEEN DOING SOME MASSING STUDIES AS WELL.

YOU KNOW, ON THIS SITE WE'VE GOT KIND OF A KIND OF A FLOOR PLAN, A SCHEMATIC DESIGN IN PLACE.

AND SO THEY'VE BEEN DOING SOME MASSING STUDIES TO KIND OF SHOW, THREE DIMENSIONALLY VOLUMES AND WHAT IT COULD LOOK LIKE.

AND WE'RE CONTINUING TO REVIEW THOSE.

THE OBJECTIVE OF MY DEPARTMENT IS TO MAKE LIFE BETTER FOR THE RESIDENTS OF PLANO THROUGH QUALITY PARKS AND RECREATION OFFERINGS. WE ARE GUIDED BY OUR PARK MASTER PLAN AND THE CITY'S COMPREHENSIVE PLAN.

SO WHAT WE ARE STRIVING TO DO IS COMPLETE THE CITY'S PARK AND RECREATION, TO BUILD OUT AS FAR AS OUR SYSTEM IS CONCERNED. WE DO THIS THROUGH DEVELOPMENT OF NEW PROPERTY AND MORE AND MORE THE RENOVATION OF EXISTING PROPERTIES.

WE WANT TO MAKE SURE THAT OUR PARKS AND RECREATION AMENITIES ARE UP TO THE CITY OF PLANO AND OUR PLANO RESIDENT EXPECTATIONS, WHETHER IT'S PARKLAND, TRAILS, RECREATION FACILITIES OR OUR MAINTENANCE FACILITIES.

IT'S GETTING MORE AND MORE DIFFICULT TO MEET THESE.

OBJECTIVES. AS THE CITY NEARS ITS BUILD OUT, WE ONLY HAVE A SMALL FRACTION OF OUR GREENFIELD SPACE AVAILABLE, NOT LIKE IT WAS 25 YEARS AGO, OR 40 YEARS AGO OR 50 YEARS AGO WHEN WE STARTED.

BUT WE ARE, INVOLVED, AND WE'RE AT THE TABLE WHEN OUR ECONOMIC DEVELOPMENT DEPARTMENT OR OUR PLANNING DEPARTMENT, MEET WITH DEVELOPERS, EXAMPLES WOULD BE LIKE THE, COLLIN CREEK MALL.

WE'VE GOT SOME PARK PROPERTY THAT WE'VE IDENTIFIED THERE THAT WAS ON OUR MASTER PLAN, AS THE JC PENNEY CAMPUS, FOR EXAMPLE.

WE'RE IN THOSE DISCUSSIONS MAKING SURE THAT WE'RE MEETING THE NEEDS OF NOT ONLY OUR CURRENT RESIDENTS, BUT OUR FUTURE RESIDENTS.

MY GOAL IS TO MAKE SURE THAT THE KINDERGARTEN CLASS THAT WE'VE BEEN TALKING ABOUT.

WHEN THEY HAVE THEIR CHILDREN OR WHEN THEY'RE GOING THROUGH THEIR SCHOOL EXPERIENCE, THAT THEY HAVE THE SAME QUALITY PARK AND RECREATION EXPERIENCE THAT WE HAD AS OR THAT OUR CHILDREN ARE HAVING RIGHT NOW.

THAT'S OUR GOAL, IS TO MAKE SURE THAT TOMORROW'S OPPORTUNITIES ARE JUST AS GOOD AND THE SAME QUALITY AS TODAY.

GOES WITHOUT SAYING THAT OUR RELATIONSHIP WITH THE HPISD SPANS OVER 50 YEARS.

WE HAVE A REALLY GREAT TRACK RECORD AND RELATIONSHIP WITH THE SCHOOL DISTRICT.

MANY OF OUR PARKS ARE ADJOINING PROPERTY WITH HPISD, AND THAT HAS SERVED US VERY WELL.

WHEN I STARTED, IT WAS THE PLANO RECREATION CENTER AS THE ONLY, STANDALONE RECREATION CENTER.

NOW, CARPENTER PARK RECREATION CENTER, YOU MAY BE THINKING, BUT WAIT A SECOND.

THAT THING WAS JUST RENOVATED.

WELL, IT WAS IN 2011.

AND SO WHEN 2029 ROLLS AROUND, WE ANTICIPATE, HAVING THAT AS A, AS A BOND ITEM TO RENOVATE THAT FACILITY AS WELL. SO TWO EXAMPLES OF TWO OF OUR MAJOR RECREATION CENTERS AND HOW WE ARE COMMITTED TO MAKING SURE THAT OUR OLDEST ASSETS BECOME OUR NEWEST ASSETS.

WE'VE GOT VERY MANY ACTIVE SENIORS IN THIS COMMUNITY, AND THEY ARE REALLY LOOKING FORWARD TO ANOTHER LOCATION THAT WILL HAVE A LARGE EXERCISE OR CARDIO ROOM, AN INDOOR WALKING TRACK, BALLROOM, FLEXIBLE SPACE.

AND ONE THING THAT WE HAVE NOTED AT SAM JOHNSON, SOME OF OUR PATRONS THERE, THE REASON THAT THEY GET UP EVERY MORNING IS BECAUSE THEIR FRIENDS ARE WAITING FOR THEM AT THE SAM JOHNSON CAFE, AND THEY'RE NOT GOING TO LET THEM DOWN.

WE PUT THAT THIN OVERLAY ON TOP OF THE CONCRETE PAVEMENT AND IT DRIES MUCH SMOOTHER.

IT IS AN ACTUAL PROJECT GOING DOWN.

AND IT WAS INDEPENDENCE PARKWAY, ACTUALLY, THE FIRST ONE THAT WE DID.

SO THE STREETS THAT YOU SEE IN GRAY ARE STREETS THAT WE'VE ALREADY OVERLAID.

SO ON THE WEST SIDE THERE, YOU'VE GOT THE WEST PORTION OF PARKER ROAD THAT WAS DONE THIS YEAR.

THAT GOES FROM OUR CITY LIMITS TO DNA.

WIND HAVEN WAS DONE AS WELL.

PLANO PARKWAY ON THE SOUTHWEST SIDE OF TOWN.

AND THEN THE SECTION OF PARKER ROAD BETWEEN PRESTON AND INDEPENDENCE WAS FINISHED A COUPLE YEARS AGO.

AND COIT ROAD AT JUPITER AS WELL.

THIS YEAR WE ARE DOING A LOT OF OVERLAYS.

ALL OF THE GREEN LINES YOU SEE HERE ARE PLANNED TO BE OVERLAID THROUGHOUT THE CITY, STARTING SOMETIME, PROBABLY IN THE APRIL MAY TIME FRAME, GOING THROUGH PROBABLY OCTOBER.

WHEN WE CAN, WHEN IT'S WARM ENOUGH, WE DO NIGHT WORK.

SO WE'RE NOT DISRUPTING TRAFFIC.

BUT SOMETIMES WHEN THE PAVEMENT TEMPERATURE IS MORE OR LESS THAN 60 DEGREES, WE HAVE TO DO IT DURING THE DAY.

SO THE WHOLE SECTION FROM THE WEST CITY LIMITS TO, INDEPENDENCE WILL BE FINISHED WITH AN OVERLAY.

WE'VE GOT HEDGE COKE'S IN THE NORTH SIDE, ALMA ROAD ON THE EAST.

MORE PARKER ROAD ON THE EAST SIDE AS WELL.

LOS RIOS AND PLANO PARKWAY.

SO, THE ROADS YOU SEE IN ORANGE ARE ROADS THAT WE'RE CURRENTLY WORKING ON THE CONCRETE.

SO THESE ARE AHEAD OF THE OVERLAYS.

SO, HOPEFULLY NEXT YEAR YOU'LL SEE GREEN IN THE AREAS THAT YOU SEE ORANGE AND SEE NEW ORANGE AREAS ELSEWHERE.

AND YOU KNOW, I HEARD RON SAY THAT HIS GOAL IS TO MAKE LIFE BETTER IN PLANO MINUS TWO.

IT'S JUST YOU HAVE TO KIND OF GO THROUGH SOME PAIN FIRST BEFORE WE GET TO THE GOOD STUFF, RIGHT? THE OTHER TYPE OF PROJECT THAT WE HAVE IS THE, THE RESIDENTIAL STREET IN ALLEY REHAB.

WE DO NEIGHBORHOOD ZONES.

SO THESE ARE ONE SQUARE MILE, TYPICALLY ZONES THAT GO THROUGH, LIKE THE MAJOR ARTERIALS THAT YOU SEE.

SO LIKE, I LIVE IN THIS NEIGHBORHOOD.

SO THAT WOULD BE BETWEEN INDEPENDENCE PARK AND PARKER.

WE GO THROUGH THESE AREAS AND WE REHAB ALL THE STREETS, THE SIDEWALKS AND THE ALLEYS BY REMOVING THE DAMAGED PAVEMENT, PUTTING NEW PAVEMENT DOWN.

AND THEN WE DO JOINT SEALING.

SO EVERY PIECE OF PAVEMENT NOW GETS A MAINTENANCE TREATMENT.

WE'RE NOT JUST FIXING WHAT WAS BROKEN.

AND THAT'S WORKING VERY WELL FOR US.

SO THESE PROJECTS, TYPICALLY TAKE ABOUT TWO YEARS OR SO TO GET THROUGH THE ENTIRE ZONE.

WE GO STREET BY STREET.

SO YOU COULD BE IN THAT ZONE AND NOT EVEN KNOW SOMETHING'S GOING ON.

BUT THEY WILL GET TO YOUR STREET EVENTUALLY.

WE COORDINATE WITH THE SCHOOLS AS WELL.

SO WE TRY TO DO ALL THE WORK AROUND THE SCHOOLS DURING THE SUMMER TIME, WHICH IS A PRETTY TIGHT WINDOW TO DO THAT.

BUT WE'VE DONE IT, I THINK, FAIRLY WELL WITH THAT.

THIS MAP HERE SHOWS YOU IN GREEN, WHERE OUR CURRENT PROJECTS ARE GOING ON IN THE CITY.

AND SO THEY'RE GOING STREET BY STREET, ALLEY BY ALLEY, REPAIRING THE CONCRETE.

AND THE AREAS THAT YOU SEE IN RED HERE ARE THE ONES THAT ARE COMING UP LATER ON THIS YEAR.

AND SO THE BOND PROGRAM THAT WE HAD, WAS $170 MILLION, $100 MILLION OF THAT WAS FOR OUR ARTERIAL OVERLAYS.

AND WE'RE GOING THROUGH THAT MONEY PRETTY QUICKLY RIGHT NOW.

AND THEN ON THE NEIGHBORHOOD SIDE, WE HAD ABOUT $72 MILLION TO DO NEIGHBORHOOD REHAB, AND WE EXPECT THAT PROBABLY TO CONTINUE FOR THE NEXT BOND PROGRAM AS WELL, BECAUSE WE WANT TO STAY AHEAD OF THE CURVE.

JUST LIKE YOU'VE SEEN WITH YOUR FACILITIES, WE'RE ALL KIND OF IN THE SAME BOAT RIGHT NOW.

ALL OF PLANO IS AGING AT THE SAME RATE.

WE WERE ALL BUILT AT THE SAME TIME.

A LOT OF TIMES THEY WERE ALL BUILT IN THE SAME LOCATION ALMOST.

SO, YOU KNOW, FOR ME, PARK, PARKER, ALMA CUSTER, THOSE ARE ALL, YOU KNOW, 5 TO 10 YEARS APART.

SO THEY'RE ALL AGING AT THE SAME RATE, AND WE CAN'T FIX THEM ALL AT THE SAME TIME.

UNFORTUNATELY, I CAN'T DECOMMISSION A ROAD, BUT, ANYWAY, IT'S A IT'S A BIG TASK, BUT I'M REALLY PROUD OF THE WORK THAT WE'RE DOING HERE.

AND I THINK WITH THAT, THAT WAS MY LAST SLIDE.

SO MAKING SURE THAT WE DON'T, GO INTO DEEP ON ONE SPECIFIC INDUSTRY THAT WE HAVE A VERY DIVERSIFIED INDUSTRY, AND WE'VE DONE THAT VERY WELL WITH A LOT OF THE DIFFERENT AREAS OF THE CITY, AS YOU SEE, WITH OUR GRANITE PARK AND LEGACY, WITH OUR PROFESSIONAL POSITIONS AND PROFESSIONAL JOBS, BUT ALSO IN THE RESEARCH TECHNOLOGY CROSSROADS WITH A LOT OF OUR MANUFACTURING JOBS THAT ARE COMING ABOARD THAT ARE REALLY RIGHT NOW DRIVING A LOT OF THE ECONOMIC DEVELOPMENT EFFORTS THAT'S GOING ON HERE IN THE CITY OF PLANO AND INCREASING THE TAX BASE. AND THAT REALLY PROVIDES A LOT OF THESE SERVICES AND RESOURCES THAT WE PROVIDE TO OUR RESIDENTS.

SO WE WANT TO MAKE SURE WE'RE CONTINUING TO INCREASE THE TAX BASE.

WE SEE PROPERTIES THAT ARE STARTING TO DECLINE OR PROPERTIES THAT WE WANT TO SELL TO MAKE AN INVESTMENT IN.

WE NOW HAVE THE TOOLS AND THE TOOLBOX TO REALLY BE A PARTNER IN THAT REDEVELOPMENT EFFORTS.

YOU'RE GOING TO HEAR ABOUT SHORTLY.

SO IN 2023, WE HAD 19 EXPANSION PROJECTS IN 18 RELOCATION PROJECTS.

EXPANSION INCLUDES BOTH THE COMPANY EXPANDING INTO PLANO OR AN EXPANSION WITHIN THE CITY OF PLANO.

THEY ARE ALREADY IN PLANO AND THEY EXPANDED WITHIN THE SQUARE FOOTAGE OF THEIR OF THEIR SPACE, ONE POINT 6,000,000FT² OF SPACE THAT WAS LEASED THIS LAST YEAR.

ABOUT 1600 EMPLOYEES ADDED.

SO I'LL TELL YOU, THIS IS A LITTLE SLOWER YEAR FOR US BECAUSE OF THE PANDEMIC AND THE CHALLENGES WITH WORK FROM HOME AND WHAT THAT'S DOING TO THE WORKFORCE IN TERMS OF JOBS AND OFFICE SPACE.

THIS IS A REALLY GOOD YEAR FOR EVERY OTHER CITY AROUND US.

SO WE ARE AT A VERY GREAT COMPETITIVE ADVANTAGE FOR WHERE WE ARE AT.

BUT WE KNOW THERE'S A LOT OF WORK TO BE DONE ON SOME OF OUR OFFICE VACANCY.

BUT I WILL TELL YOU THIS NEXT PIECE HERE, THE NEW ECONOMIC DEVELOPMENT POLICY INCENTIVE TOOLKIT, OUR COUNCIL TOOK A VERY STRATEGIC AND REALLY CREATIVE APPROACH TO OUR ECONOMIC DEVELOPMENT PROGRAM THIS PAST NINE MONTHS.

YOU'RE SEEING ALL ACROSS THE REAL ESTATE WORLD WHAT LEASES REALLY QUICKLY RIGHT NOW IN OFFICE IS NEW PRODUCTS.

THOSE NEW PRODUCTS HAVE PICKLEBALL COURTS.

THEY HAVE DOG DAYCARES.

EVERY BUILDING I GO TO HAS A NEW AMENITY, AND IT'S KIND OF THE ONE UP OF WHO'S GOING TO HAVE THE NEXT NEW AMENITIES.

WE KNOW THAT'S SOMETHING WE GOTTA WE HAVE TO MAKE SURE OUR REAL ESTATE STAYS COMPETITIVE AS WE MOVE INTO THIS NEXT, ERA OF OFFICE.

SO THE REAL ESTATE HAS CHANGED DRAMATICALLY SINCE THE PANDEMIC.

ESSENTIALLY WHAT YOU KNEW IN TERMS OF OFFICE LEASING, PRE PANDEMIC IS COMPLETELY UPSIDE DOWN POST PANDEMIC.

OUR NEW TOOLKIT HAS REALLY HELPED US STAY STAY AHEAD OF THAT GAME.

I KNOW I TOLD OUR CITY MANAGER AND OUR MAYOR WE HAD OUR NEIGHBORING CITIES NOW COME TO US AND SAY WHAT YOU DID.

NOW. NOW WE HAVE TO GO BACK TO THE DRAWING BOARD.

AND SO IT PUT US TWO STEPS AHEAD OF OUR NEIGHBORING CITIES IN WHAT WE'RE DOING AND HOW CREATIVE WE'RE BEING ON SOME OF THESE, THESE REAL ESTATE DEALS.

THIS WILL LEAD TO A MUCH LARGER EFFORT OF LOOKING AT THE LEGACY BUSINESS PARK AS A WHOLE, AND WHERE WE WANT TO POSITION LEGACY BUSINESS PARK IN THE NEXT 10 TO 15 YEARS IN TERMS OF KEEPING THE COMPETITIVENESS OF IT.
