A RESOLUTION OF THE PLANO INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES DECLARING OCTOBER AS PRINCIPALS MONTH.

YAY! WE'RE GOING TO HAVE A LOT OF THAT.

OCTOBER MARKS A NATIONAL CELEBRATION OF PRINCIPALS, AND THE BOARD IS VERY HONORED TO RECOGNIZE AND THANK OUR PRINCIPALS FOR THEIR EXCEPTIONAL LEADERSHIP.

IN JUST A FEW MINUTES, THE BOARD WILL CONSIDER THE APPROVAL OF A RESOLUTION DECLARING OCTOBER AS PRINCIPALS MONTH.

HOWEVER, FOR RIGHT NOW, I'D LIKE TO TURN IT OVER TO DOCTOR FREEMAN.

SO I AM JUST SO PROUD AND SO GRATEFUL FOR THE WONDERFUL PRINCIPALS THAT WE HAVE AND THIS OPPORTUNITY TO CELEBRATE OUR NATIONAL PRINCIPAL MONTH AND TO HONOR EACH OF EACH OF YOU, BEING IN THIS PROFESSION FOR THE LAST 30 YEARS, I CERTAINLY UNDERSTAND THE MANY, MANY CHALLENGES AND THE MANY, MANY REWARDS THAT COME WITH THIS ROLE THAT YOU ALL PLAY IN OUR DISTRICT AND ALSO TO OUR TEACHERS AND EDUCATORS AND OUR PROFESSION. THIS YEAR'S THEME IS LEVEL UP, AND THAT PERFECTLY DESCRIBES OUR PRINCIPALS IN THEIR ROLE OF HONORING OUR RICH HISTORY, LIVING OUR LEGACY EVERY DAY, AND ELEVATING OUR STUDENTS FOR THE FUTURE.

AND IT'S THROUGH THEIR UNWAVERING DEDICATION TO CARING, TO THEIR COMMITMENT OF EXCELLENCE AND THE WAY THEY SET THE TONE AS INSTRUCTIONAL LEADERS ON THEIR CAMPUSES AND THE WAY THEY LEVEL UP LEARNING FOR ALL OF OUR STUDENTS AND OUR STAFF WITH ALL THE LOVE AND CARE.

NOT SURPRISINGLY, PRINCIPALS ARE AMONG THE HARDEST WORKING INDIVIDUALS IN EDUCATION.

PRINCIPALS SET THE ACADEMIC TONE FOR THEIR SCHOOLS, AND IT IS THEIR VISION, DEDICATION, AND DETERMINATION THAT PROVIDE THE MOBILIZING FORCE FOR ACHIEVING STUDENT SUCCESS. WE SINCERELY HOPE THAT YOU ENJOY THIS VIDEO TRIBUTE AND ARE REMINDED OF THE DIFFERENCE YOU MAKE IN HOW MUCH YOU MEAN TO US.

YOU KNOW, IT IT HOURS THAT I DON'T EVEN KNOW HOW YOU'RE DOING IT SOMETIMES YOU KNOW AND I JUST SINCERELY THANK YOU, ALL OF YOU. AND THE WORK THAT YOU DO IS AMAZING FOR OUR KIDS.

A FEW YEARS AGO, I ADDRESSED THE PRINCIPALS AS THE COUNCIL OF PTAS PRESIDENT, AND I USED THE WORDS THAT OUR PRINCIPALS ARE OUR CULTURE CREATORS, AND I LOVE THAT ALL OF YOU DO THAT ON YOUR CAMPUSES. YOU SET THE TONE AS THE TOP LEADER ON YOUR ON YOUR CAMPUS, AND ONE THAT IS WELCOMING OF ALL STUDENTS, WELCOMING OF ALL FAMILIES, SETTING HIGH EXPECTATIONS AND RIGOROUS STANDARDS FOR OUR STUDENTS, BUT ALSO DOING THAT IN A LOVING WAY.

MEETING KIDS WHERE THEY'RE AT, REALLY WORKING WITH YOUR STAFF AND CREATING INVITING PLACES SO THAT OUR FAMILIES FEEL WELCOME IN THE SCHOOLS AS WELL AS OUR STUDENTS.

AND SO AS JOHNNY WAS SAYING, THIS IS ACTUALLY THE 20TH YEAR.

SO IN 2002, 2003 WAS THE ACTUAL FIRST FIRST.

AND THEN THAT WAS BASED ON THE FINANCIAL DATA FROM 2001-2002.

SO AGAIN, IT'S OUR 20TH YEAR FOR SCHOOL FIRST.

FROM THERE, NEW COURSES ARE BROUGHT TO THE BOARD OF TRUSTEES FOR APPROVAL.

AND SO THAT STARTS DOWN WITH SIX YEAR PLANNING AND REALLY STARTS AT THAT MIDDLE SCHOOL LEVEL WHERE WE WANT THEM TO HAVE THE OPPORTUNITY TO EXPLORE AND SEE REALLY WHAT THEY'RE INTERESTED IN, AND THEN OFFERING COURSES THAT POTENTIALLY ARE NEW PATHWAYS THAT CAN BE OFFERED AT THE NEW CTE CENTER.

AND THEN WE ALSO NEEDED TO LOOK AT WITH SOME CHANGES FROM TO, AND JUST TO MAKE SURE THAT WE WERE PROVIDING EQUITY AND OPPORTUNITIES FOR STUDENTS IS THAT WE WERE HAVING WE HAD TO RELEVEL SOME OF OUR COURSES, AND SO SOME OF OUR COURSES THAT MAYBE WE HAD AT THE SENIOR HIGH LEVEL ARE GOING TO BE BETTER SERVING STUDENTS AT THE 9-10 GRADE LEVEL AS WELL.

AND SO ANIMATION IS GOING TO BE A NEW PATH IN OUR GRAPHIC DESIGN.

BUSINESS INFORMATION MANAGEMENT.

IF YOU REMEMBER LAST TIME WE TALKED ABOUT INDUSTRY BASED CERTIFICATIONS AND HOW THE CERTIFICATION WAS NOT TIED TO A LEVEL TWO COURSE ANYMORE, ADDING THIS COURSE IN AT THE SENIOR HIGH WILL ALLOW US TO ADD THAT CERTIFICATION IN TO SERVE OUR STUDENTS AND MEET THAT CCMA INDICATOR FOR THAT CTE COMPLETER AND GETTING AN INDUSTRY BASED CERTIFICATION. AND THEN A COUPLE OTHER OF THOSE KNOW WE'RE ADDING COUNSELING AND MENTAL HEALTH TO REPLACE OUR INTERPERSONAL STUDIES COURSE.

OUR SECOND YEAR, NEXT YEAR OF COSMETOLOGY AT TONI AND GUY WILL BE OFFERED.

AND THEN LOOKING AT VIDEO GAME PROGRAMING.

BOARD OF TRUSTEES, SUPERINTENDENT WILLIAMS, IN AN EFFORT TO EXPEDITE THIS JUST A LITTLE BIT, INSTEAD OF HAVING EVERY SINGLE COMMITTEE COME UP AND PRESENT THEIR GOALS THIS EVENING, I'M GOING TO PRESENT THEM ON BEHALF OF EVERYONE ELSE.

SO THIS IS THE WORK OF A LOT OF PEOPLE.

I JUST GET THE PLEASURE OF SHARING THOSE WITH YOU.

SO THANK YOU FOR LETTING ME DO THAT.

EACH YEAR WE HAVE SEVERAL BOARD ADVISORY COMMITTEES, AND OF COURSE, WE HAVE SOME MEMBERS THAT SOME TRUSTEES WHO SERVE ON THAT SUBCOMMITTEE WHO HELP US TO VET THESE GOALS BEFORE WE BRING THEM FORWARD TO YOU.

AND WE MET RECENTLY AND LOOKED AT THE CAREER AND TECHNICAL EDUCATION COMMITTEE, THAT IS THE GROUP THAT KAREN RUNS.

AND THIS YEAR, OF COURSE, THEY WOULD LIKE TO WORK ON EXTENDING THOSE MARKETING PLANS.

I KNOW DR. ABER MENTIONED THOSE JUST A MINUTE AGO, BUT REALLY HELPING OUR FAMILIES UNDERSTAND THOSE THAT THAT WAS SOMETHING THAT CAME OUT OF OUR STRATEGIC ROADMAP WORK LAST YEAR AND SOMETHING WE HEARD FROM OUR COMMUNITY.

SECOND, THEY WANT THIS GROUP TO BE INSTRUMENTAL IN PROVIDING INPUT ON THE DEVELOPMENT OF EACH OF THOSE PROGRAMS DESIGNATED FOR THE CTE CENTER.

SO, SHE'LL BE WORKING WITH THEM TO CONNECT WITH EXPERTS.

SO THOSE ARE THE TWO GOALS FOR THE CAREER AND TECHNICAL EDUCATION COMMITTEE.

THE GIFTED AND TALENTED TALENTED COMMITTEE HAS SHIFTED THEIR FOCUS THIS YEAR TO REALLY LOOKING AT SUMMER PROGRAMING.

SO THEY WOULD LIKE TO LOOK BACK AT THE FEEDBACK FROM THIS CURRENT YEAR, AND THEY WOULD LIKE TO RECOMMEND ADDITIONAL OPPORTUNITIES FOR THE 2024 YEAR.

SO THEIR FOCUS THIS THIS YEAR, KEVIN MOORE AND HIS TEAM IS REALLY ON SUMMER ENRICHMENT.

THE SPECIAL EDUCATION COMMITTEE IS FOCUSED.

I THINK YOU MAY REMEMBER WE JUST DID A SPED HERO EXPO NOT TOO LONG AGO WITH OUR PARENTS THAT WAS BORN OUT OF THIS PARTICULAR COMMITTEE A FEW YEARS AGO, AND NOW THEY WOULD LIKE TO TURN THEIR ATTENTION TO LOOKING AT EXPANDING OPPORTUNITIES FOR MORE INCLUSIVE ACTIVITIES FOR STUDENTS AND FAMILIES, MAYBE LOOKING AT SOME TYPES OF ATHLETIC EVENTS AND THINGS LIKE THAT, THAT SOME OF OUR STUDENTS WITH DISABILITIES MIGHT BE ABLE TO PARTICIPATE IN.

SO, THEY'LL BE EXPLORING THAT THIS YEAR.

AND THE DIVERSITY COMMITTEE REALLY WANTS TO LOOK AT CAMPUS ENGAGEMENT, REALLY MAKING SURE THAT WE ARE CLOSING ACHIEVEMENT AND OPPORTUNITY GAPS.

SO THEY WOULD LIKE TO DEVELOP NOT ONLY AN AUDIT THAT EACH CAMPUS COULD USE AS KIND OF A PERSONAL OR A SELF REFLECTION, AND THEN APPOINT A CAMPUS ENGAGEMENT TEAM TO REALLY WORK ON THAT CAMPUS, TO LOOK AT OPPORTUNITIES TO FOCUS ON STUDENT ENGAGEMENT.

AND OUR SHACK COMMITTEE, ALTHOUGH THEY DO HAVE KIND OF A TEXAS EDUCATION CODE RELATED GOAL, WHICH IS IN NUMBER ONE HERE.

SO AS UPDATES ARE REQUIRED FOR ANY CHANGES TO CURRICULUM THAT IS GOVERNED BY SHACK, OF COURSE THEY WOULD HAVE TO KICK INTO HIGH GEAR AND WORK ON THAT. THEY ALSO WILL ANALYZE CURRENT HEALTH AND WELLNESS INITIATIVES TO IMPROVE THOSE, AND THEY WANT TO TAKE A LOOK AT STAFF WELLNESS INITIATIVES AS WELL. THAT'S SOMETHING THAT THEY WOULD LIKE TO EXPLORE MORE THIS YEAR.

SO THOSE ARE THE GOALS.

SO, OUR PRE-K PROGRAM, AS YOU KNOW, THERE ARE ELIGIBILITY REQUIREMENTS.

WE ALSO HAVE A TUITION PROGRAM.

WE HAVE THREE EARLY CHILDHOOD SCHOOLS, ONE HEAD START CAMPUS.

THIS YEAR WE HAVE 17 ELEMENTARY SCHOOLS WITH PRE-K CLASSROOMS, AND WE HAVE ONE WAY AND TWO WAY DUAL LANGUAGE OFFERINGS.

AND THAT TWO WAY I'LL TALK ABOUT A LITTLE BIT MORE IN JUST A MOMENT, BUT IS A NEW PROGRAM OFFERING THAT WE HAVE AT OUR PRE-K LEVEL.

IT'S NOT NECESSARILY A NEW PROGRAM, BUT WE HAVE MOVED THE PRE K REGIONAL DAY SCHOOL PROGRAM FOR THE DEAF FROM PEARSON TO DAVIS ELEMENTARY THIS SCHOOL YEAR. ALL RIGHT.

WELL, MANY TIMES WE ARE TALKING ABOUT A DECLINE IN ENROLLMENT LATELY, BUT WE ARE NOT HAVING THAT SAME DISCUSSION AT PRE K.

WE CONTINUE TO HAVE AN INCREASE IN OUR PRE K ENROLLMENT.

AND SO AS YOU CAN SEE RIGHT NOW OUR NUMBERS ARE A LITTLE HIGHER THAN LAST YEAR.

BUT WE CONTINUE TO GROW EVERY DAY.

IF YOU STOP BY THE ENROLLMENT CENTER OR OUR TESTING CENTER YOU WILL SEE THAT WE CONTINUE TO ADD STUDENTS DAILY.

SO THIS NUMBER WILL CONTINUE TO INCREASE AS WE GO THROUGH THIS SCHOOL YEAR.

WE ARE ABLE TO THEN USE THAT ASSESSMENT DATA TO REALLY TARGET SMALL GROUP INSTRUCTION.

AND WE HAVE ALREADY BEGUN THOSE MEETINGS WITH OUR CAMPUS TEACHERS AND ADMINISTRATORS, SO THAT THEY ARE REALLY LOOKING CRITICALLY AT THAT DATA AND LOOKING AT HOW THEY CAN FORM SMALL GROUPS TO TARGET INSTRUCTION AND MAKE SURE WE KEEP PUSHING OUR STUDENTS WHEN THEY ARE READY TO CONTINUE.

SO AS THEY GO TO KINDERGARTEN, FIRST GRADE AND MOVE UP EACH YEAR, DO WE HAVE PLANS TO HAVE A DUAL LANGUAGE PROGRAM IN PLACE FOR THEM? ABSOLUTELY, YES.

SO THIS IS JUST THE BEGINNING OF THAT, AND I THINK I WILL HAVE THE OPPORTUNITY TO SHARE MORE ABOUT THE EXPANSION OF THE PROGRAM IN THE FUTURE.

BUT ABSOLUTELY, THAT WILL BE SOMETHING THAT AS THE STUDENTS MOVE FROM ONE GRADE LEVEL TO ANOTHER, THAT WE WILL KEEP THEM IN THE PROGRAM, AND THEN WE WILL ALSO HAVE OFFERINGS AT SECONDARY THAT WILL HELP SUPPORT THAT CONTINUED LITERACY AND LANGUAGE DEVELOPMENT AS AS WELL AS SOME GOALS FOR THE SEAL OF BILITERACY.

WOULD THAT BE OPEN TO ANY PARENT IN THE DISTRICT, OR IS IT JUST FOR THOSE AT THE DAFFRON? WE WILL HAVE A LOTTERY TYPE SYSTEM FOR STUDENTS IN THE FUTURE TO BE ABLE TO FILL SEATS FOR THE PROGRAM AND POSSIBLE EXPANSION.

SO, AS USUAL, WE OBSERVE SOME VERY STANDARD GUIDING PRINCIPLES WHEN WE'RE LOOKING AT THE CALENDAR, STARTING WITH THOSE MINUTES THAT ARE REQUIRED FROM THE STATE 75,600 MINUTES.

WE ALWAYS WANT OUR CALENDAR TO BE STUDENT FOCUSED.

WE WANT TO BALANCE OUR SEMESTERS AS MUCH AS POSSIBLE, BUT WE ARE ALWAYS THINKING ABOUT THE SPRING SEMESTER BEING FILLED WITH TESTING SUCH AS STAR, AP AND IB, AS WELL AS THE DISTRICT EXAM TESTING CALENDAR.

WE ALSO WANT TO LOOK AT EXTENDED PLANNING OR PROFESSIONAL LEARNING TIME FOR STAFF AND OF COURSE, GRADUATION OCCURRING THERE AS THE CULMINATION OF ALL THIS WORK FOR THE YEAR.

OTHER PLANNING CONSIDERATIONS ARE STUDENT ACTIVITIES OVERALL COMMUNITY PREFERENCES.

THAT INCLUDES HISTORICAL DATA WITH PAST SURVEYS.

AND FOCUSING ON THAT COLLABORATION WITH NEIGHBORING DISTRICTS.

WE STARTED LAST YEAR WORKING TOGETHER WITH FRISCO, ALLEN AND MCKINNEY, AND PROSPER JOINED IN THIS YEAR AND ALL THE FUN.

AND SO WE ARE MEETING TO TOGETHER, KEEPING EACH OTHER UPDATED ON WHAT WE'RE DOING IN OUR PROGRESS.

THIS YEAR YOU WILL SEE THE CALENDAR THAT WE ARE IN RIGHT NOW THAT WE ARE ALL OBSERVING SIMILAR WINTER BREAK, START AND STOP, START AND END DATES ALIGNMENT ALIGNING OUR SPRING BREAK WITH COLLIN COLLEGE.

COLLIN COLLEGE MOVED TO A LATER WEEK STARTING THIS YEAR, AND SO WE'RE FOLLOWING COLLIN COLLEGE STILL WITH SPRING BREAK DUE TO THAT DUAL CREDIT.

AND FOR STUDENTS, TIME OFF IN THE FALL WAS A CONSIDERATION FOR THIS YEAR.

THE AMOUNT OF TIME VARIES ACROSS DISTRICTS, SO OTHER DISTRICTS ARE TALKING ABOUT THEIR FALL TIME OFF AS WELL.

SCHOOL START AND END DATES.

EVERYBODY HAS A PREFERENCE TO END BY MEMORIAL DAY.

THE START DATE FOR TEACHERS.

IF WE WERE TO PICK UP THIS YEAR'S CALENDAR AND PLACE IT DOWN, OUR TEACHERS WOULD HAVE TO COME BACK IN JULY.

AND SO ALL THE DISTRICTS ARE REALLY CONCERNED ABOUT A JULY START TIME FOR TEACHERS.

THE NUMBER OF INSTRUCTIONAL DAYS DOES VARY ACROSS DISTRICTS, SO PLANO AND ALLEN CURRENTLY HAVE 174 INSTRUCTIONAL DAYS.

AND MCKINNEY IS AT 173 AND FRISCO'S AT 172.

AND THEN WE WERE LOOKING AT WHEN WE'RE GOING TO APPROVE OUR CALENDAR, WE ARE ON TRACK TO HAVE IT DONE BY DECEMBER.

WE'RE TRYING TO GET IT DONE MAYBE IN NOVEMBER, AT THE WORK SESSION IN NOVEMBER, BUT NOVEMBER, EARLY DECEMBER, AND EVERYBODY'S ON A SIMILAR TRACK.

AND THEN THE POSSIBILITY OF APPROVING CALENDARS FOR THE NEXT TWO SCHOOL YEARS IS SOMETHING THAT DISTRICTS ARE TALKING ABOUT AS WELL.

SO LOOKING AT FLEXIBILITY OF INSTRUCTIONAL MINUTES LAST YEAR WE DID INCREASE OUR SCHOOL INSTRUCTIONAL DAY OR SCHOOL DAY BY TEN MINUTES.

AND WE WERE LOOKING AT SOME POSSIBILITIES FOR THIS YEAR, WHICH INCLUDE AN ADDITIONAL INCREASE OF FIVE MINUTES TO MAXIMIZE OUR INSTRUCTIONAL DAY.

IF WE WERE TO DO THAT, THERE WOULD BE NO CHANGE TO THE TEACHER WORKDAY.

THERE WOULD BE ADDITIONAL TIME WITH STUDENTS, BUT NOT A LONGER WORKDAY.

NO CHANGE IN THE BREAKFAST AND LUNCH SERVICES TO STUDENTS.

AND OF COURSE, WE'D HAVE TO DO SOME ADJUSTMENT WITH TRANSPORTATION.

THE BENEFITS TO EXTENDING MINUTES WOULD BE ADDING TWO DEDICATED DAYS FOR PROFESSIONAL LEARNING COMMUNITIES, OR THAT THAT PLANNING TIME THAT TEACHERS NEED, KEEPING TEACHERS IN THE CLASSROOM WITH STUDENTS AND ELIMINATING THE NEED AND COST FOR SUBSTITUTE TEACHERS DURING INSTRUCTIONAL TIME.

FLEXIBILITY TO REDUCE THE LENGTH OF THE SCHOOL CALENDAR FOR STUDENTS WHILE STAYING WITHIN THAT 75,600 INSTRUCTIONAL MINUTES.

SO WE WOULD BE LOOKING AT 172 DAYS COMPARED TO 174.

AND THEN WE WOULD CONTINUE TO BE ABLE TO BANK MINUTES FOR EMERGENCY CLOSURES.

LOOKING BACK AT LAST YEAR'S SURVEY, WE DID ASK OUR COMMUNITY THEIR THOUGHTS ON ADDING INSTRUCTIONAL MINUTES BEFORE WE INCREASE THE INSTRUCTIONAL DAY.

AND BASED ON LAST YEAR'S SURVEY, WE FOUND THAT A MAJORITY OF STAKEHOLDERS SURVEYED WERE IN FAVOR OF ADDING INSTRUCTIONAL MINUTES TO GAIN BANK TIME FOR BAD WEATHER DAYS.

PROFESSIONAL LEARNING TIME, STAFF PLANNING, STUDENT INTERVENTION, AND STUDENT ENRICHMENT.

SO, WHILE WE WERE ABLE TO ACHIEVE THE BANK EMERGENCY CLOSURE DAYS AS WELL AS TIME FOR INTERVENTION AND ENRICHMENT, THERE IS MORE OPPORTUNITY THAT REMAINS FOR PROVIDING TIME FOR TEACHER PLANNING.

SO, LOOKING AT WHAT AN EXTENDED DAY MIGHT LOOK LIKE WITH THE EXTRA FIVE MINUTES, OUR CURRENT SCHEDULE IS OVER ON

AND THAT ALIGNS A LITTLE MORE CLOSELY WITH SOME OF OUR NEIGHBORS.

RIGHT NOW. THIS IS WHAT OUR CURRENT INSTRUCTIONAL MINUTES LOOKS LIKE.

WE DON'T HAVE TO GO INTO ALL OF THAT.

IF WE WERE TO ADD OUR FIVE MINUTES, IT WOULD BE A SIMILAR MINUTES.

SPENDING TIME PLANNING WITHOUT HAVING TO GET SUBSTITUTES, WITHOUT HAVING TO DISRUPT THE LEARNING OF STUDENTS AND SPENDING THAT EXTRA COST THE STAFF DEVELOPMENT WAIVER DAYS WOULD JUST GO FROM 5 TO 7, AND SO WE HAVE TO PARCEL OUT THOSE 2100 MINUTES.

SO, THOSE ARE THE THINGS THAT WE'RE CONSIDERING.

AND THE MINUTE WE BROUGHT UP CALENDAR, THE FIRST THING THEY SAID WAS WE LOVE FALL BREAK.

THAT WAS WHAT WE HEARD AND IT WASN'T.

YOU KNOW, WE LOVE FALL BREAK BECAUSE I NEEDED TO REST.

IT WAS WE LOVE FALL BREAK BECAUSE I GOT TO GO VISIT COLLEGES.

I GOT TO WORK ON MY COLLEGE APPLICATIONS.

THEY WERE REALLY EXCITED ABOUT HAVING THAT EXTRA TIME.

THEY ALSO TALKED ABOUT THE EXTRA TEN MINUTES WITHOUT EVEN BEING PROMPTED, AND THEY SAID THEY REALLY DIDN'T LIKE THOSE EXTRA TEN MINUTES.

YOU KNOW, THAT'S GIVING US TIME TO DO HOMEWORK, TO GET TO KIND OF HAVE A BREATHER.

IT FELT LIKE THEIR DAYS FELT LESS RUSHED.

YOU KNOW, THESE ARE 11TH AND 12TH GRADERS, SO THEY'RE EXPERIENCING SCHOOL A LITTLE DIFFERENTLY THAN EVERYBODY ELSE.

BUT THEY TALKED ABOUT HAVING JUST A LITTLE MORE TIME IN THEIR CLASSES, A LITTLE MORE TIME WITH THEIR TEACHERS AND TIME TO START.

AND IT SOUNDED LIKE EVEN, YOU KNOW, GET SOME HOMEWORK KNOCKED OUT BEFORE THEY HAD TO GO HOME AND WORK ON IT.

SO THEY WERE VERY EXCITED ABOUT THAT.

SO CABINET HAS DISCUSSED THE CALENDAR AT OUR OCTOBER 2ND AND 16TH MEETINGS, AND WE'RE GOING TO CONTINUE TALKING ABOUT IT.

WE MET WITH THE STUDENTS ON THE 16TH AND ON THE 13TH.

I'D LOVE TO VISIT WITH THEM AGAIN.

WE HAVE THAT ON THE SCHEDULE WHERE WE'RE LOOKING AT ACTUAL SAMPLE CALENDARS.

SO, IT'S VOUCHERS FOR ALL TEXAS SCHOOL CHILDREN MAKING ILLEGAL IMMIGRATION, A STATE CRIME, INCREASING PENALTIES FOR HUMAN SMUGGLING, INCREASED FUNDING FOR BORDER BARRIERS, LEGISLATION RELATED TO THE COLONY RIDGE DEVELOPMENT, AND PROHIBITING PRIVATE EMPLOYERS FROM REQUIRING COVID 19 VACCINATION.

SO THAT'S WHAT'S ON THE CALL.

THOSE ARE THE ITEMS THAT THE LEGISLATURE IS ALLOWED TO CONSIDER, NOT ON THE CALL, WHICH YOU'LL SEE ON THE RIGHT-HAND SIDE ARE INCREASES TO SCHOOL FUNDING TO COVER INFLATION, TEACHER PAY RAISES, ADDITIONAL SCHOOL SAFETY FUNDING AND ADDITIONAL SPECIAL EDUCATION FUNDING.

SO RIGHT NOW, THERE'S A LOT OF DISCUSSION ABOUT WHAT THE LEGISLATURE IS DOING RELATED TO EDUCATION.

THERE'S A LOT OF DISCUSSION ABOUT INCREASED FUNDING AND THAT BEING TRADED FOR VOUCHERS AND THOSE KINDS OF THINGS.

BUT UNTIL THE GOVERNOR CHANGES HIS MIND ABOUT WHAT'S BEEN ON THE CALL AND HE CAN ADD ITEMS THROUGHOUT THE SESSION, RIGHT NOW, SCHOOL FUNDING IS NOT AN OPTION.

THAT'S ON THE TABLE FOR THE CALL.

SO WE ARE TODAY'S THE 17TH.

SO WE'RE EIGHT DAYS INTO THIS PARTICULAR SPECIAL SESSION.

OUT OF THE 30 WE GOT 22 LEFT.

THE HOUSE HAS YET TO FILE A BILL.

AND WE'RE GOING TO TALK MORE ABOUT THAT IN A SECOND.

ON ON EDUCATION.

SO ON THE SENATE SIDE, WE HAVE TWO BILLS ON EDUCATION THAT HAVE BOTH BEEN PASSED OUT OF THE SENATE AND REFERRED TO A COMMITTEE IN THE IN THE HOUSE.

THE FIRST ONE IS SENATE BILL ONE, WHICH WAS THE SENATE'S VOUCHER LEGISLATION.

THIS WOULD PROVIDE AN $8,000 VOUCHER FOR STUDENTS ELIGIBLE TO ATTEND PUBLIC SCHOOL, INCLUDING THOSE CURRENTLY IN PRIVATE SCHOOL OR HOME SCHOOL, SO THAT ELIGIBILITY TO ATTEND PRIVATE OR PUBLIC SCHOOL IS REALLY BASED ON AGE AND LIVING IN TEXAS.

IT'S PRETTY MINIMAL ELIGIBILITY REQUIREMENTS TO ATTEND PUBLIC SCHOOL IN TEXAS.

SO THOSE STUDENTS, INCLUDING THOSE CURRENTLY IN PRIVATE SCHOOL OR HOME SCHOOL, WOULD WOULD BE ELIGIBLE TO RECEIVE AN $8,000 VOUCHER TO USE ON PRIVATE SCHOOL OR OTHER EDUCATIONAL MATERIALS AND SERVICES.

THE WAY THAT'S WORDED, IT COULD BE USED BY A HOME SCHOOLED STUDENT FOR CURRICULUM OR OTHER THINGS.

IT WOULDN'T HAVE TO. THAT HOMESCHOOLED STUDENT WOULDN'T HAVE TO ENROLL IN A PRIVATE SCHOOL TO USE THE VOUCHER.

AND THERE IS A LOTTERY SYSTEM BASED ON THE AMOUNT OF FUNDING THAT IS PROVIDED.

AND THAT LOTTERY SYSTEM WOULD HAVE TO PRIORITIZE LOW INCOME STUDENTS AND STUDENTS WITH DISABILITIES.

ONE THING I WANT TO NOTE ABOUT THAT THERE'S CURRENTLY $500 MILLION SET ASIDE IN THE BUDGET FOR THIS PROGRAM, WHICH WOULD FUND SOMEWHERE IN THE NEIGHBORHOOD OF 57,000 STUDENTS.

AND WE HAVE ABOUT A MILLION STUDENTS WHO ARE CURRENTLY NOT IN PUBLIC SCHOOLS.

AND THEN WE HAVE ABOUT 5.5 MILLION WHO ARE IN PUBLIC SCHOOLS THROUGHOUT THE STATE.

AND THAT'S THE FUNDING THAT WAS APPROPRIATED.

HOWEVER, THE BILL, SENATE BILL ONE, DOES ALLOW THE GOVERNOR TO USE HIS GENERAL GENERAL FUND TRANSFER AUTHORITY, WHICH MEANS THAT HE COULD PULL MONEY FROM OTHER SOURCES AND PUT IT INTO THIS PROGRAM.

IF THIS BILL WERE TO PASS, AND INCLUDING FROM OTHER SURPLUS MONEY THAT TIA HAS AT THIS POINT, OTHER AREAS AS WELL, HE'S USED THAT TRANSFER AUTHORITY MULTIPLE TIMES, MOST RECENTLY RELATED TO BORDER SECURITY, AND ALSO ACTUALLY RELATED TO PROVIDING ADDITIONAL SCHOOL SAFETY FUNDING FOR SCHOOLS DURING THE INTERIM BETWEEN THESE LAST TWO SESSIONS.

SO THAT IS THAT IS THERE IS THAT $500 MILLION THAT'S ALLOWED RIGHT NOW UNDER THE BUDGET.

BUT THAT DOESN'T MEAN THAT IT WOULD BE LIMITED TO THAT, YOU KNOW, GOING FORWARD.

ALSO THAT 500 MILLION WAS ORIGINALLY INTENDED FOR TWO YEARS, SO IT WOULD HAVE BEEN 250 MILLION PER YEAR.

BUT NOW, BECAUSE OF THE FACT THAT WE'RE SO FAR INTO THIS CURRENT FISCAL YEAR, THAT 500 MILLION WOULD ACTUALLY ONLY BE FOR NEXT YEAR.

SO IT ACTUALLY ESSENTIALLY DOUBLES THE AMOUNT OF STUDENTS THAT IT COULD COVER.

AND ONCE YOU HAVE STUDENTS IN THE PROGRAM.

SO, THAT WOULD PROBABLY BE A MINIMUM OF $1 BILLION IN THE NEXT BIENNIUM FOR THIS PROGRAM WERE IT TO PASS.

IT ALSO PROVIDES A $10,000 SORT OF HOLD HARMLESS ALLOTMENT TO DISTRICTS WITH 5000 OR 5000 OR FEWER STUDENTS.

FOR UP TO THREE YEARS FOR EACH STUDENT WHO LEAVES A DISTRICT USING A VOUCHER.

SENATE BILL TWO IS A SCHOOL FUNDING BILL THAT THE SENATE PASSED.

AS I MENTIONED, THIS IS NOT ON THE CALL.

AND THE SENATE TENDS TO BOTH CHAMBERS HAVE RULES.

THE SENATE REGULARLY SUSPENDS THEIR RULES.

THE HOUSE GENERALLY DOESN'T.

AND SO THE SENATE JUST PASSED THIS BILL.

AND NOBODY CALLED OUT THAT IT WAS NOT GERMANE TO THE GOVERNOR'S CALL, WHICH IS NOT UNUSUAL.

THAT HAPPENED IN SOME EARLIER SPECIAL SESSIONS AS WELL.

SO ON THIS BILL, WE'VE GOT AN INCREASE, AN EXPANSION OF THE TEACHER INCENTIVE ALLOTMENT, WHICH INCREASES THE AMOUNT OF THOSE ALLOTMENTS AND ALSO ADDS AN ADDITIONAL DESIGNATION FOR TEACHERS.

THIS IS AN OPTIONAL PROGRAM THAT TEACHERS THAT DISTRICTS CAN DO, WHERE WE CREATE A LOCAL DESIGNATION SYSTEM TO PROVIDE THESE ALLOTMENTS.

IT IS AN EXTREMELY COMPLICATED AND LONG TERM PROGRAM.

NEIGHBORING OR OTHER DISTRICTS THAT HAVE ENGAGED IN THIS WORK, IT'S TAKEN THEM MANY YEARS TO SET UP.

AND THEN ONCE YOU SET UP, IT'S A VERY ONEROUS APPLICATION AND APPROVAL PROCESS FROM THE POINT THAT YOU'VE GOT YOUR SYSTEM IN PLACE AND READY TO GO, TO THE POINT THAT YOU ACTUALLY GET MONEY BECAUSE OF HOW LONG IT TAKES TO GET APPROVED AND IS ACTUALLY TWO YEARS.

SO, IT'S A VERY CUMBERSOME PROGRAM.

SO BUT THEY DID EXPAND THAT HERE.

AND THEY PROVIDED SOME GRANTS TO HELP DISTRICTS GET THOSE SET UP.

NUMBER TWO IS IT INCREASED THE BASIC ALLOTMENT BY $75.

WE WOULD NEED ABOUT $1,000 INCREASE TO THE BASIC ALLOTMENT TO OFFSET INFLATION SINCE 2019, WHICH IS THE LAST TIME THE BASIC ALLOTMENT WAS INCREASED.

IT PROVIDES A $3,000 RAISE FOR TEACHERS IN DISTRICTS WITH MORE THAN 5000 STUDENTS LIKE PLANO ISD, AND A $10,000 RAISE FOR TEACHERS IN DISTRICTS WITH

5000 STUDENTS OR LESS.

THAT IS A IT'S A ONE TIME BONUS FOR THE CURRENT YEAR, AND THEN IT'S AN ONGOING RAISE FOR THE FUTURE.

AND SO IT DOES FUND THAT AMOUNT OF MONEY TO SCHOOL DISTRICTS.

AND THEN IT CREATES A ONE YEAR TRANSITION ALLOTMENT FOR DISTRICTS WHOSE ENROLLMENT GROWS ABOVE 5000 STUDENTS.

SO, AS AN EXAMPLE, IF YOUR DISTRICT HAS 4995 STUDENTS, YOU HAVE TO YOU HAVE TO GIVE $10,000 TO ALL OF YOUR TEACHERS.

AND THE STATE'S GOING TO GIVE YOU $10,000 TO DO THAT PER TEACHER.

BUT THEN THE NEXT YEAR YOU ADD SIX STUDENTS.

YOU STILL HAVE TO GIVE UNLESS YOU'RE GOING TO CUT EVERYBODY'S PAY BY $7,000.

YOU KNOW, YOU'RE LOOKING AT NOW ONLY GETTING $3,000 FROM THE STATE TO COVER THAT $10,000 RAISE YOU JUST GAVE.

SO, THEY COVER THAT FOR ONE YEAR, BUT THEN IN TWO YEARS, IF YOU'RE STILL IN THAT SITUATION, YOU'RE TRYING TO FIGURE OUT WHAT YOU DO WITH THE $7,000 PER TEACHER.

SO, THAT'S A TRANSITION PROVISION THEY PUT IN THERE.

SO, AS I MENTIONED A MINUTE AGO, THE HOUSE HAS NOT YET FILED ITS EDUCATION BILL, THE KIND OF WHAT EVERYBODY HAS BEEN HEARING, THE KIND OF THE RUMOR MILL, IF YOU WILL, IS THAT THE HOUSE IS PLANNING TO FILE A SINGLE PIECE OF EDUCATION LEGISLATION THAT WILL AND BY THE HOUSE I MEAN THE BILL THAT IS SUPPORTED BY HOUSE LEADERSHIP. THERE ARE SEVERAL BILLS THAT HAVE BEEN FILED BY MEMBERS THAT WILL NOT MOVE FORWARD IN THE PROCESS.

SO THE BILL THAT WILL BE MOVING FORWARD IN THE PROCESS, WHICH WILL BE FILED BY CHAIRMAN BUCKLEY, WHO'S THE CHAIRMAN OF THE HOUSE PUBLIC EDUCATION COMMITTEE, IS EXPECTED TO COVER SCHOOL FUNDING AND VOUCHERS.

I'M ALSO HEARING THAT IT MAY COVER SOME OTHER THINGS.

IT MAY INCLUDE AN ACCOUNTABILITY COMMISSION AND POTENTIALLY SOME CHANGES TO ACTIVE CARE.

SO THAT BILL HAS NOT YET BEEN FILED.

THE LATEST NEWS IS THAT IT WILL BE FILED TOMORROW.

SO IF THAT HAPPENS, OBVIOUSLY WE'LL TAKE A LOOK AT THAT.

IF IT DOES INCLUDE ALL OF THOSE THINGS, IT WILL BE SUBJECT TO A POINT OF ORDER ON THE HOUSE FLOOR, UNLESS THE GOVERNOR ADDS SOME OF THOSE OTHER ITEMS TO THE CALL, BECAUSE THOSE PIECES OF THE BILL WILL BE CONSIDERED NOT GERMANE TO THE GOVERNOR'S CALL.

AND IN THE HOUSE, GENERALLY SPEAKING, THEY STICK TO THEIR RULES.

AND SO, IF A POINT OF ORDER IS CALLED ON IT, IT WOULD LIKELY KILL THE BILL.

OUR UNDERSTANDING IS THAT IF THAT THE VOUCHER PROGRAM IN THAT BILL WOULD BE CONSIDERABLY MORE LIMITED THAN THE THAN THE SENATE VERSION OF THE BILL, IT MAY EVEN INCLUDE A TOTAL STUDENT CAP.

THE OTHER BILL DOESN'T INCLUDE A CAP ON THE NUMBER OF STUDENTS.

IT'S ONLY CAP IS AVAILABLE FUNDING, WHICH, LIKE I SAID, CAN CHANGE BASED ON THE GOVERNOR'S WILLINGNESS TO USE TRANSFER AUTHORITY OR ADDITIONAL APPROPRIATIONS.

THERE MAY THERE MAY ALSO BE A SUNSET PROVISION IF ON THAT VOUCHER.

THESE ARE JUST THE THINGS THAT WE'RE HEARING.

OBVIOUSLY, WE'LL KNOW MORE ONCE THE BILL IS ACTUALLY FILED.

SO, LOOKING AHEAD, LIKE I SAID, ANY BILL ON FUNDING WOULD BE SUBJECT TO A POINT OF ORDER ON THE HOUSE FLOOR.

LIKELY SENATE BILL TWO WILL NOT BE ADVANCED TO THE HOUSE FLOOR.

AND SO THAT'S BUT IF IT WAS IT WOULD LIKELY BE KILLED WITH A POINT OF ORDER.

THE GOVERNOR, JUST A COUPLE OF DAYS AGO, SAID EXPLICITLY THAT HE WAS NOT PLANNING TO ADD SCHOOL FUNDING TO THE CALL UNTIL A VOUCHER BILL WAS ON HIS DESK.

SO THAT IS UNLIKELY TO HAPPEN IN THAT ORDER, BECAUSE THE HOUSE IS NOT GOING TO PASS A VOUCHER BILL THAT DOES NOT INCLUDE SCHOOL FUNDING INCREASES.

AND GRIFFIOEN HAS BEEN PRETTY CLEAR ABOUT THAT.

SO, I ALREADY MENTIONED THAT HOUSE LEADERSHIP IS PREPARED TO FILE THIS BILL, THE BILL THAT WE EXPECT TO BE FILED.

IT'S NOT ACTUALLY CLEAR AT THIS POINT WHETHER THAT HAS THE VOTES TO PASS OUT OF THE HOUSE ANYWAY, EVEN IF IT WASN'T BEING KILLED BY A POINT OF ORDER.

SO THAT WILL CONTINUE TO BE SOMETHING THAT THAT WE'LL HAVE TO WATCH TO SEE.

AND SO, AT THIS POINT, I WOULD SAY PROBABLY THE MOST LIKELY OUTCOME OF THIS SPECIAL SESSION IS THAT THERE ARE NO BILLS PASSED THAT RELATE TO PUBLIC EDUCATION.

AND THE GOVERNOR HAS SAID THAT HE WILL CALL A SECOND SPECIAL SESSION IN NOVEMBER TO TRY AGAIN.

AND SO I THINK THAT'S WHERE WE ARE HEADED MOST LIKELY AT THIS POINT.

SO WITH THAT, I WILL TAKE ANY QUESTIONS.

I HAVE A COUPLE THINGS YOU SAID ABOUT A MILLION KIDS IN PRIVATE SCHOOL OR HOME SCHOOL IN THE STATE OF TEXAS, AND I KNOW THOSE NUMBERS CAN BE FUZZY.

RIGHT. WE DON'T NECESSARILY QUANTIFY HOME SCHOOL STUDENTS IN THE STATE, BUT WE GO WITH 1 MILLION.

WE GO WITH 5.5 MILLION PUBLIC SCHOOL STUDENTS.

THAT'S 6.5 MILLION TOTAL.

IF YOU GO WITH SENATOR CRICHTON SAYING THEY CAN SERVE ABOUT 57,050 7500 STUDENTS, THAT'S LESS THAN 1% OF ALL STUDENTS IN THE STATE OF TEXAS.

AND I GUESS THAT HARDLY SEEMS TRANSVERSAL TO ME OR FOR ALL SCHOOLCHILDREN, IS THE GOVERNOR'S CALL.

AND I'M CURIOUS, BECAUSE ONE OF THE THINGS WHEN YOU READ ABOUT THIS IS THAT DOING A UNIVERSAL VOUCHER PROGRAM IN THE STATE OF TEXAS IS GOING TO BE MUCH MORE EXPENSIVE THAN A LOT OF STATES THAT HAVE ALREADY PASSED THIS.

AND I'M JUST CURIOUS IF YOU'RE HEARING ANY DISCUSSION OF THAT, THAT AND IN REGARD TO THE SORT OF TRANSFER SPENDING ALSO.

ABSOLUTELY. SO, YOU KNOW, THE REASON WHY IT WOULD BE MORE EXPENSIVE HERE THAN IN OTHER STATES IS BECAUSE WE WOULD BE THE LARGEST STATE TO HAVE ONE.

AND SO, WELL, THAT CALIFORNIA MIGHT HAVE ONE.

I'M NOT ACTUALLY SURE IF CALIFORNIA DOES, BUT WE WOULD BE ONE OF THE LARGEST STATES, OBVIOUSLY, A SIGNIFICANTLY HIGHER NUMBER OF STUDENTS THAT WOULD BE ELIGIBLE FOR A VOUCHER.

THERE IS NO ELIGIBILITY CRITERIA REALLY IN SENATE BILL ONE.

SO THE ONLY LIMITATION IS THE AMOUNT OF FUNDING THE STATE IS WILLING TO PUT INTO IT.

AND SO THAT IS ONE OF THE CONCERNS IS THAT DOES THE STATE IN FUTURE SESSIONS OR WITH TRANSFER AUTHORITY PRIORITIZE FUNDING TO THAT PROGRAM OVER FUNDING TO TO PUBLIC EDUCATION? BECAUSE EVEN IF NOT ONE SINGLE STUDENT LEFT A PUBLIC SCHOOL FOR THIS PROGRAM, YOU HAVE A MILLION ELIGIBLE STUDENTS WHO ARE ALREADY NOT IN PUBLIC SCHOOL.

AND JUST FUNDING THOSE 1 MILLION STUDENTS WOULD COST THE STATE $8 A YEAR, WHICH IS $8 MILLION LESS FOR PROPERTY TAX RELIEF AND FOR FUNDING THE REMAINING STUDENTS THAT ARE THAT ARE CURRENTLY IN PUBLIC SCHOOLS.

SO I THINK THAT'S ONE OF THE BIGGEST QUESTION MARKS WITH ANY BILL THAT DOESN'T HAVE SOME SORT OF ELIGIBILITY CRITERIA ON IT, IS WHAT'S THE FUTURE OF THAT PROGRAM GOING TO LOOK LIKE? ARE WE GETTING.

AND TO YOUR POINT, THE GOVERNOR'S CALL SAID A VOUCHER PROGRAM FOR ALL TEXAS SCHOOLCHILDREN.

AND SO IF THAT'S IF THAT'S THE INTENT IS TO ALLOW ALL TEXAS SCHOOLCHILDREN TO DO THIS.

AND WE KNOW WE ALREADY HAVE A MILLION THAT ARE OUTSIDE OF SCHOOL BEFORE WE PUBLIC SCHOOLS, BEFORE WE EVEN REALLY GET TO TALKING ABOUT THE IMPACT OF STUDENTS LEAVING.

WE'RE TALKING ABOUT THE STATE HAVING LIMITED RESOURCES AS MUCH AS WE, YOU KNOW, $33 BILLION PLUS ALL THESE OTHER THINGS.

MONEY. THE MONEY IS NOT ENDLESS.

AND SO EVEN THOUGH IT FEELS THAT WAY SOMETIMES, AND SO IF WE'RE GOING TO START TRYING TO FUND THOSE 1 MILLION KIDS, THAT'S THE CONCERN, IS HOW DO WE MAKE SURE THAT THAT PUBLIC SCHOOLS ARE TAKING CARE OF AS WELL? SO 1 MILLION KIDS TIMES $8,000 PER VOUCHER IS WHERE YOU CAME UP WITH THE $8 MILLION, HOWEVER, BILLION, 8 BILLION, $8 BILLION.

YES. HOWEVER, THERE'S OVERHEAD COSTS THAT'S CONTEMPLATED IN THE SENATE BILL FOR THE ADMINISTRATION OF THIS PROGRAM.

AND SO I'M WONDERING IF YOU COULD KIND OF EXPLAIN THAT PIECE OF IT.

I HAVE NOT I HAVE NOT HAD AN OPPORTUNITY TO LOOK CLOSELY AT THE OVERHEAD PIECE OF IT, IN PART BECAUSE THAT'S COMPARED TO THE COST OF THE VOUCHER ITSELF.

IT WOULD BE RELATIVELY MINIMAL.

YOU KNOW, ANYTIME YOU TALK ABOUT MILLIONS OF DOLLARS, IT'S WEIRD TO SAY MINIMAL, BUT WHEN YOU'RE TALKING ABOUT OUT OF 500 MILLION OR $1 BILLION, THAT GETS TO BE MINIMAL, SO THAT THAT WOULDN'T BE THE MAIN COST DRIVER.

THE MAIN COST DRIVER IS GOING TO BE THE NUMBER OF STUDENTS, THOUGH CERTAINLY AS THE PROGRAM GROWS, THE ADMINISTRATIVE COSTS OF ADMINISTERING IT, ESPECIALLY IF YOU'RE TRYING TO PUT IN FRAUD PROTECTIONS OR ANY KIND OF ACCOUNTABILITY OR ANYTHING LIKE THAT, IT'S GOING TO TAKE MORE STAFF TO MANAGE THAT, WHICH WOULD CERTAINLY ALSO PUT AN INCREASED BURDEN ON THE STATE. GOT IT.

AND THE LAST QUESTION FOR ME IS THIS BONUS TO TEACHERS, BECAUSE YOU'RE TALKING ABOUT $3,000 FOR DISTRICTS OF OUR SIZE, WHICH TEND TO BE URBAN SUBURBAN DISTRICTS AND $10,000 FOR RURAL DISTRICTS.

AND THE JUSTIFICATION I SAW FOR THIS IS THAT TEACHERS IN RURAL DISTRICTS, TYPICALLY THEIR SALARIES ARE A LITTLE BIT LOWER THAN MAYBE THE URBAN SUBURBAN DISTRICTS.

SO THIS IS THIS IS SORT OF A SUBTLE UP EVENED UP BONUS.

WAS THERE ANY CONTEMPLATION FOR COST OF LIVING IN THIS? I MEAN, ONE COULD ARGUE, YES.

URBAN SUBURBAN DISTRICTS MAKE THOSE TEACHERS MAKE MORE MONEY.

BUT WHEN YOU'RE TALKING ABOUT AN AVERAGE HOUSE PRICE IN PLANO OF $580,000, JOHNNY'S NODDING AT ME.

THERE IS A SIGNIFICANT GAP IN TEACHER PAY BETWEEN RURAL DISTRICTS AND SUBURBAN AND URBAN PROBABLY THAT EXCEEDS COST OF LIVING, THOUGH NOT CERTAINLY BY $7,000 A YEAR.

AND THE OTHER THING I'D SAY, TOO, IS THAT THE SIZE OF THE DISTRICT IS PROBABLY ALSO NOT THE BEST BAROMETER OF THAT, BECAUSE THERE ARE SMALL DISTRICTS THAT ARE NOT THAT ARE NOT RURAL. AND SO ALTHOUGH THOSE DISTRICTS MAY BE MORE, THEY MAY NEED THIS MORE THAN THE RURAL DISTRICTS DO.

RIGHT? BECAUSE THEY THEY WOULD BE HAVING A HIGHER COST OF LIVING POTENTIALLY.

AND BECAUSE OF THE WAY THE SCHOOL FINANCE SYSTEM WORKS, IT'S HARDER TO TO, TO FUND THOSE, THOSE DISTRICTS.

SO, BUT THERE'S A LOT OF POLITICS AT PLAY IN WHY THAT PAYMENT AMOUNT IS WHAT IT IS.

AND I WILL PROBABLY JUST LEAVE IT AT THAT.

I THINK THAT IT HAS A LOT TO DO WITH ENCOURAGING, SORRY, ENCOURAGING RURAL REPUBLICANS TO VOTE IN FAVOR OF THE EDUCATION SAVINGS ACCOUNTS.

AND THAT IS WHAT VOUCHERS.

AND WELL, THAT'S THE LANGUAGE IN THE BILL.

BUT I THINK THAT.

IT'S AN INCENTIVE.

IT'S THAT CARROT THAT GOVERNOR ABBOTT MENTIONED DANGLING.

AND HE'S TRYING TO GET THE VOTES FOR SOMETHING THAT IF YOU LOOK AT THE NUMBER OF TEXANS THAT HAVE BEEN POLLED THAT SUPPORT THIS MEASURE, IT'S 73% OF PEOPLE POLLED IN THIS POLL THAT WAS DONE IN JUNE BY THE PERCEPTION INSIGHT. IT'S A TEXAS BASED OPINION RESEARCH FIRM.

73% OF INDIVIDUALS POLLED WANT TO SEE INCREASED TEACHER SALARIES, ADDITIONAL FUNDING FOR PUBLIC SCHOOLS, AND REDUCING SCHOOL PROPERTY TAXES.

AT THE VERY BOTTOM WAS ANY APPROVAL FOR VOUCHERS.

SO THE INCENTIVE TO PAY TEACHERS MORE AND THE SMALL UNDER 5000 ENROLLMENT.

AND IT'S TO GET THOSE.

VOTES. HE DESPERATELY NEEDS THE VOTES.

SO I JUMPED IN.

I'M SORRY, BUT THE CONTROLLER ALSO, I THINK HAS COST, AT LEAST IN THIS BILL.

IF I'M CORRECT ME IF I'M WRONG, I THINK THE ADMINISTRATIVE COST IS 8%.

JOHNNY, WHAT WAS OUR ADMINISTRATIVE COST? PERCENT. IN PLANO IT'S 4.6 OKAY.

PART OF MY CONCERN WAS THEY'RE TALKING ABOUT SOMETHING LIKE 40 MILLION OF THIS, $500 MILLION GOING TO OUTSIDE EDUCATION ORGANIZATIONS THAT ARE THAT ARE NOT STATE-RUN ORGANIZATIONS THAT ARE POTENTIALLY NOT ACCOUNTABLE TO THE STATE BOARD OF EDUCATION IN THE SAME WAY THAT THE TEA MAYBE ARE NOT ACCOUNTABLE TO AN ELECTED BODY.

THEY'RE SORT OF LIKE MORE OF THESE OUTSIDE VENDORS WHO STAND TO MAKE MONEY OFF OF ADMINISTERING THIS PROGRAM.

AND I'M JUST.

WILDLY CURIOUS.

YEAH. SO THAT THAT PROVISION IS REALLY RELATED TO CONCERNS ABOUT THAT HAVE BEEN EXPERIENCED IN OTHER STATES, WHICH IS WHEN YOU SET UP A VOUCHER PROGRAM THERE, THERE TENDS TO BE A SIGNIFICANT AMOUNT OF FRAUD AND WASTE IN THE USE OF THE FUNDS.

AND WE'VE SEEN THAT IN MULTIPLE OTHER STATES WHERE FUNDS WERE USED FOR, FOR EXAMPLE, IN FLORIDA FOR TICKETS TO DISNEY WORLD AND THINGS LIKE THAT.

AND SO, IN RESPONSE TO THOSE CONCERNS, THAT'S WHERE THIS KIND OF STRUCTURE OF THESE EDUCATION SERVICE ORGANIZATIONS THAT ARE MEANT TO HELP ADMINISTER THE PROGRAM AND HELP MONITOR HOW THE FUNDS ARE BEING USED AND THE FUNDS HAVE TO GO THROUGH THESE ORGANIZATIONS AND THOSE KINDS OF THINGS TO TRY TO ADDRESS SOME OF THAT.

BUT THE ALLOWABLE USE IS THE EDUCATIONAL SERVICES.

ALLOWABLE USES ARE STILL RELATIVELY BROAD.

SO, CAN YOU TALK ABOUT OTHER STATES THAT HAVE THE VOUCHER, LIKE ARIZONA FOR INSTANCE? THEIR COSTS HAVE GONE UP SIGNIFICANTLY.

AND WHAT ARE WHAT ARE THE OUTCOMES FOR THOSE PRIVATE SCHOOL PROGRAMS THAT THE STATE IS FUNDING? YEAH. SO, IT'S INTERESTING BECAUSE DEPENDING ON WHO YOU TALK TO, YOU'LL GET A DIFFERENT ANSWER TO THAT QUESTION.

BUT ACTUALLY, I WAS JUST LOOKING EARLIER TODAY AT A UNIVERSITY OF INDIANA BRIEF POLICY BRIEF THAT ADDRESSED SOME OF THE WAY THAT SOME OF THE STUDIES HAVE BEEN INTERPRETED.

AND THE MORE RECENT STUDIES HAVE SHOWN THAT JUST GENERALLY SPEAKING, IN OTHER STATES, VOUCHERS DO NOT HAVE A POSITIVE IMPACT ON STUDENT ACHIEVEMENT.

AND SO THERE'S MIXED RESULTS IN SOME PLACES.

AND THERE'S A LOT OF DIFFERENT WAYS YOU CAN LOOK AT THAT.

AND HOW ARE YOU HOW ARE YOU MEASURING IT.

BECAUSE PRIVATE SCHOOLS DON'T TAKE THE SAME ASSESSMENTS THAT PUBLIC SCHOOLS DO.

AND, YOU KNOW, ARE YOU CONTROLLING FOR A VARIETY OF DIFFERENT FACTORS WHICH STUDENTS ARE LEAVING, WHICH STUDENTS ARE STAYING? THERE'S A WHOLE HOST OF THINGS THAT GOES INTO ALL OF THIS.

IT'S NOT AN EASY THING TO STUDY.

BUT THERE IS A FAIR AMOUNT OF RESEARCH OVER THE PAST DECADE IN PARTICULAR THAT SHOWS THAT THAT THERE'S REALLY NOT A MEASURABLE BENEFIT TO STUDENTS AS A AS A WHOLE FROM VOUCHER PROGRAMS. WELL, AND SO YOU MENTIONED THAT IN OTHER STATES, STUDENTS ARE IN THE PROGRAM AND THEN THEY PERHAPS LEAVE.

I THINK STUDIES HAVE SHOWN WITHIN ABOUT TWO YEARS IN ARIZONA, STUDENTS LEAVE THE PROGRAM AND COME BACK TO THE PUBLIC SCHOOLS AND ARE NOT NECESSARILY UP ON GRADE LEVEL. SO, I JUST DON'T UNDERSTAND WHY WE HAVE A STATE THAT WANTS TO INVEST MONEY IN SOMETHING THAT HAS NO PROVEN

BENEFIT. DOESN'T MAKE SENSE.

AND THEN I HAVE ANOTHER QUESTION.

DOES THE SENATE BILL ONE PROVIDES PROTECTIONS FOR STUDENTS OR PARENTS IN UNDER THE IDEA RULES? NO. SO, IF A STUDENT WHO QUALIFIES FOR SPECIAL EDUCATION SERVICES TAKES THE VOUCHER AND GOES TO ANOTHER SCHOOL, IT GOES TO A PRIVATE SCHOOL.

THAT PRIVATE SCHOOL IS NOT SUBJECT TO IDEA.

OKAY. BUT AT THE SAME TIME, THOSE STUDENTS IN A PRIVATE SCHOOL, IF THEY NEED TO BE EVALUATED, WHERE DO THEY GET THEIR EVALUATION THROUGH THE SCHOOL DISTRICT THEY RESIDE IN OR THAT THE SCHOOL IS LOCATED IN? OKAY, SO THAT'S AN ADDITIONAL COST FOR THE PUBLIC SCHOOLS, FOR A PRIVATE SCHOOL STUDENT.

ARE PRIVATE SCHOOLS ALLOWED TO DENY ADMISSION? YES. PRIVATE SCHOOLS SET THEIR OWN ADMISSION CRITERIA.

OKAY. AND THEN WHAT ABOUT THE TRANSPARENCY? FISCAL TRANSPARENCY.

PRIVATE SCHOOLS. WHAT WHAT WHAT DOES SENATE BILL ONE REQUIRE PRIVATE SCHOOLS TO PROVIDE AS FAR AS DO THEY HAVE ANNUAL EXTERNAL AUDITS OR DO THEY HAVE TO REPORT THEIR FINANCES.

SO, SENATE BILL ONE WAS PRETTY CLEAR THAT THAT THE PRIVATE SCHOOLS WOULD REMAIN FREE FROM GOVERNMENT INTERFERENCE.

SO, ALL OF THE CONTROLS THAT WERE PLACED IN THE PROGRAM ARE REALLY PLACED KIND OF ON THE FRONT END, RATHER THAN ON THE SCHOOLS THEMSELVES THAT ARE RECEIVING THE FUNDING.

OKAY. SO, I'LL JUST MENTION THAT TOMORROW, TARRAH, WHO SITS ON THE LEGISLATIVE SUBCOMMITTEE, AND I WILL BE DRIVING DOWN TO AUSTIN, AND WE'RE GOING TO JOIN A GROUP OF OTHER TRUSTEES ACROSS THE STATE TO MAKE SURE THAT THE VOICES OF OUR COMMUNITY ARE HEARD, AND WE WILL TALK TO LEGISLATORS.

AND I THINK WE HAVE SOME TALKING POINTS.

WE I'VE TALKED TO SEVERAL LEGISLATORS RECENTLY ABOUT OUR LEGISLATIVE PRIORITIES THAT WE PASSED IN THE FALL OF 2022 AND KIND OF REITERATED TO THEM DURING THIS SPECIAL SESSION THAT WE'RE REALLY FOCUSED ON FUNDING FOR PUBLIC SCHOOLS, OPPOSING VOUCHERS, AND MAKING SURE WE HAVE A FAIR AND MEANINGFUL ACCOUNTABILITY SYSTEM.

I KNOW THAT'S NOT GOING TO BE ON THE CALL, BUT SOME OF THE POINTS THAT MS. LANCE AND I AND 40 OTHER TRUSTEES IN AUSTIN WILL MENTION THAT PRIVATE SCHOOLS DON'T COMPLY WITH THE STATE SAFETY STANDARDS, THAT OUR STUDENTS ARE PROVIDED IN PUBLIC SCHOOLS, AND THEY LACK THE FINANCIAL TRANSPARENCY, THE ACADEMIC TRANSPARENCY.

THEY'RE NOT TESTED THE SAME WAY PUBLIC SCHOOLS ARE.

THEY DON'T, YOU'VE ALREADY POINTED OUT, IMPROVE STUDENT OUTCOMES.

THEY DRAIN DOLLARS FROM LOCAL CLASSROOMS. THEY CHOOSE WHO IS ACCEPTED TO THEIR SCHOOL.

SO, THE CONVERSE TO THAT IS PUBLIC SCHOOLS ENROLL ALL STUDENTS AND THEY EXPOSE, APPARENTLY, LIKE YOU MENTIONED, THAT IN OTHER STATES THEY EXPOSE TAXPAYERS TO FRAUD AND ABUSE.

AND THEY WILL EVENTUALLY, BECAUSE THEY TAKE MONEY OUT OF THE PUBLIC SYSTEM, CAUSE IRREPARABLE HARM TO OUR FUTURE WORKFORCE AND THE TEXAS ECONOMY. SO THAT'S THE MESSAGE WE'RE GOING TO CARRY TOMORROW.

AND I INVITE ANY OTHER COMMENTARY.

SO, NANCY AND I ARE PRIVILEGED ENOUGH TO BE ABLE TO DRIVE DOWN TOMORROW.
