[2. PUBLIC HEARING ON THE APPLICATION OF TEXAS INSTRUMENTS INCORPORATED FOR A LIMITATION ON APPRAISED VALUE ON QUALIFIED PROPERTY PURSUANT TO CHAPTER 313 OF THE TEXAS TAX CODE]

6 ON THE APPLICATION OF TEXAS INSTRUMENTS INC.

7 FOR A LIMITATION ON APPRAISED VALUE ON QUALIFIED PROPERTY PURSUANT TO 8 CHAPTER 313 OF THE TEXAS TAX CODE.

9 AT THIS TIME RANDY MCDOWELL CHIEF FINANCIAL OFFICER WILL PRESENT INFORMATION 10 REGARDING THE APPLICATION OF TEXAS INSTRUMENTS INC FOR LIMITATION ON APPRAISED 11 VALUE ON QUALIFIED PROPERTY PURSUANT TO CHAPTER 313 OF TEXAS TAX CODE.

12 AFTER HIS PRESENTATION THE BOARD OF TRUSTEES WILL CONDUCT A PUBLIC HEARING 13 REGARDING THIS TOPIC.

19 SO WE DID HAVE TEXAS INSTRUMENTS APPLIED FOR CHAPTER 313 AGREEMENT WITH 20 PLANO ISD AND WE RECEIVED THAT APPLICATION BACK IN AUGUST.

21 SINCE THAT POINT IN TIME WE DID HIRE CONSULTANTS AND SO WE'VE GOT OUR LAW FIRM HERE 22 UNDERWOOD LAW FIRM AND ALSO OUR FINANCE CONSULTANT [INAUDIBLE] CASEY AND 23 ASSOCIATES.

24 AND SO THEY'VE BEEN WORKING WITH THE DISTRICT ANALYZING THE APPLICATION ANALYZING 25 THE FINANCIAL IMPACT ON THE SCHOOL DISTRICT.

26 AT THE SAME TIME WE'VE BEEN WORKING WITH TEXAS INSTRUMENTS WE HAVE 27 VIRGINIA HERE AS WELL.

28 AND SO WE'VE BEEN WORKING WITH THEM AND THEIR STAFF AS FAR AS NEGOTIATING THE 29 TERMS OF WHAT THAT POTENTIAL AGREEMENT WOULD BE.

30 AT THE SAME TIME THE APPLICATION WENT TO THE CONTROL WHERE IT WENT UNDER 31 REVIEW.

32 THEY PERFORMED A 25 YEAR TEST.

33 AND SO THERE'S MANY STEPS IN THIS PROCESS AS YOU CAN SEE AND IT'S A LONG 34 PROCESS.

35 BUT TONIGHT IT IS BACK ON THE AGENDA FOR FINAL CONSIDERATION ON AN 36 AGREEMENT AND THAT WILL BE IN THE REGULAR MEETING BUT NOW IS THE PUBLIC HEARING.

37 AND SO IT WOULD BE OPENED UP FOR ANYONE THAT HAS PUBLIC COMMENTS ON THE POTENTIAL 38 IMPACT OF THIS AGREEMENT ON PLANO ISD.

155 TEACHERS WHO REALLY LOVE THEIR STUDENTS AND WE WERE FORTUNATE TO HAVE QUITE A 156 FEW OF THOSE TEACHERS WITH BOTH MY DAUGHTERS THAT FROM KINDERGARTEN ALL THE WAY TO 157 GRADUATION TEACHERS WHO STAY IN TOUCH CONSTANTLY WITH PARENTS TO LET THEM KNOW 158 HOW THEIR KIDS ARE DOING.

159 TEACHERS WHO CRY AT THE END OF THE SCHOOL YEAR WHEN THE HAVE TO LET GO OF THEIR 160 STUDENTS AS THEIR STUDENTS GO TO THE NEXT GRADE.

161 WE HAVE PRINCIPALS THAT GREET STUDENTS AND PARENTS EVERY MORNING.

162 WE HAVE PRINCIPALS THAT TAKE A PERSONAL INTEREST IN THEIR IN EVERY STUDENT IN 163 THEIR SCHOOL EVEN IF THEIR SCHOOL HAS CLOSE TO 3000 STUDENTS.

164 PARENTS THAT WORK REALLY HARD.

165 SOME PARENTS WE KNOW THAT WORK REALLY REALLY HARD IN TWO OR THREE JOBS JUST TO 166 MAKE SURE THAT THEIR KIDS GET THE EDUCATION THAT THEY NEED.

167 WE HAVE TEACHERS PARENTS WHO ARE INVOLVED IN THE PTA AND CONTRIBUTE TO THIS 168 STUDENTS.

174 BUS DRIVERS WHO GIVE THE FIRST SMILE IN THE MORNING TO STUDENTS THAT JUST LEFT 175 HOME THE NUTRITIONAL SERVICES ADMINISTRATORS THA ARE ALL PASSION ABOUT WHAT 176 THEY DO AND I WANT TO APPRECIATE TWO LAST PEOPLE ONE OF THEM IS OUR 177 SUPERINTENDENT.

178 AND YOU KNOW WHEN I RAN ALMOST FOUR YEARS AGO I VOWED ONE OF MY VOWS WAS TO 179 LEAVE THE DISTRICT IN A BETTER SHAPE THAN THE DAY THAT I GOT ON THE BOARD AND 180 WITH JUST ONE ACTION AND THAT IS TO HIRE THE NEW SUPERINTENDENT I THINK AT 181 LEAST FROM MY PERSPECTIVE I'M DONE.
