SHE'S ALSO TAUGHT ELEMENTARY AND MIDDLE SCHOOL MUSIC, INCLUDING BOTH CHOIR AND BAND.
MULTI-TALENTED. SHE HOLDS A BACHELOR OF MUSIC EDUCATION FROM HARDIN-SIMMONS UNIVERSITY, A MASTER'S OF MUSIC FROM THE UNIVERSITY OF NORTH TEXAS AND A DOCTOR OF EDUCATION IN EDUCATIONAL LEADERSHIP FROM THE UNIVERSITY OF NORTH TEXAS.

KIMBERLY BELIEVES WHOLEHEARTEDLY THAT EVERY STUDENT DESERVES A QUALITY EDUCATION AND THIS CAN BE ACCOMPLISHED WHEN THE SCHOOL AND THE FAMILIES WORK TOGETHER FOR THE BEST INTERESTS OF OUR CHILDREN. TONIGHT IN SUPPORT OF KIMBERLY [INAUDIBLE] HE DIDN'T MAKE IT, BUT HE IS ON HIS WAY.
MOTHER MARGARET SCHRADER DUNCAN AND HER HUSBAND, PRINCE ALBERT DUNCAN.
TRAVIS RAGSDALE WILL BE THE NEW PRINCIPAL AT CARPENTER MIDDLE SCHOOL.
IT HAS BEEN QUITE A JOURNEY FOR MR. RAGSDALE, WHERE HE BEGAN WORKING FOR PLANO ISD AS A PHYSICAL EDUCATION AIDE RIGHT OUT OF HIGH SCHOOL.
KNOWING THAT PISD IS WHERE HE WANTED TO BE AFTER COMPLETING HIS BACHELOR'S DEGREE, HE ACCEPTED HIS FIRST TEACHING POSITION AS A HEALTH TEACHER AND COACH AT MURPHY MIDDLE SCHOOL. HE SERVED THE COMMUNITY AT MURPHY AS AN ATHLETIC DIRECTOR, COACH AND TEACHER FOR 12 YEARS AND UPON COMPLETING HIS MASTER'S DEGREE IN ADMINISTRATION AND LEADERSHIP, BEGAN HIS ADMINISTRATIVE CAREER AS AN ASSISTANT PRINCIPAL AT RENNER MIDDLE SCHOOL.
HE ALSO SERVED AS AN ASSISTANT PRINCIPAL THIS PAST YEAR AT SHEPTON, AND WHERE HE LEARNED TO HOW HE CAN BEST PREPARE HIS STUDENTS AT THE HIGH SCHOOL, AT THE MIDDLE SCHOOL LEVEL TO GET READY FOR HIGH SCHOOL.
MR. RAGSDALE KNOWS THAT CARPENTER HAS BUILT A STRONG COMMUNITY BASED ON A COLLABORATIVE CULTURE FROM ALL STAKEHOLDERS, AND HE LOOKS FORWARD TO CONTINUING IN THE TRADITIONS THAT ARE CELEBRATED HERE IN THE CARPENTER COMMUNITY.

BERROUET GREW UP IN LATVIA IN NORTHERN EUROPE AND RECEIVED AN ATHLETIC SCHOLARSHIP THAT BROUGHT HER TO THE STATES WHERE SHE ATTENDED FLORIDA INTERNATIONAL UNIVERSITY IN MIAMI, FLORIDA.
IT WAS THERE WHERE SHE PURSUED HER UNDERGRADUATE DEGREE.
IN ADDITION, SHE EARNED A MASTER'S DEGREE IN MATHEMATICS FROM TEXAS A&M UNIVERSITY.
MRS. BERROUET ALWAYS STRONGLY BELIEVES THAT THE SCHOOL'S SUCCESS DEPENDS ON MAINTAINING A SHARED VISION FOR THE STUDENTS THAT WE SERVE AND IS COMMITTED TO FOCUSING ON THE RIGHT WORK AND ALWAYS DOING WHAT IS BEST FOR STUDENTS SO THEY CAN GROW AND MAXIMIZE THEIR POTENTIAL.

EACH YEAR, PTAS AND PTSAS AT ALL LEVELS ENCOURAGE STUDENTS OF ALL AGES TO CREATE AND SUBMIT ORIGINAL WORKS OF ART IN THE MEDIUM OF THEIR CHOICE THAT REFLECT ON THE ANNUAL THEME.

IN PLANO, ALMOST 250 REFLECTIONS ENTRIES WERE SUBMITTED TO THE PLANO ISD COUNCIL OF PTA FOR JUDGING, AND OF THOSE ENTRIES, 20 RECEIVED AN OVERALL AWARD OF EXCELLENCE AND WERE ADVANCED TO TEXAS PTA.
ULTIMATELY, 18 OF THESE 20 ENTRIES RECEIVED AWARDS FROM TEXAS PTA.
IN TOTAL, THOUGH, TEXAS PTA RECEIVED OVER 800 ENTRIES FOR STATE LEVEL JUDGING.
TWO OF THOSE ENTRIES WERE FROM PLANO ISD PTAS JIN LEE HUGO FROM WYATT ELEMENTARY PTA AND ANUSHKA SRIDHAR FROM PLANO EAST HIGH SCHOOL PTSA.

AND IN JULY WE TALKED ALL ABOUT SYSTEMS. WE TALKED ABOUT LEVELING UP OUR SYSTEMS, MAKING SURE SYSTEMS WERE IN PROCESS OR IN PLACE FOR ALL OF THE THINGS THAT WE'RE DOING.

BECAUSE NOW THEY'RE OPENING THEIR CLASSROOM DOOR AND EXPOSING MORE MORE STUDENTS TO POTENTIAL DANGER.
IF WE DID THAT, IT WOULD BE A SUBSTANTIAL COST SAVINGS BECAUSE WE'RE ALREADY PAYING THOSE PEOPLE.
BUT I DON'T THINK THAT SHOULD BE THE DECIDING FACTOR.
THE DILIGENCE IN WHICH YOU GUYS WORK WITH OUR MUNICIPALITIES AND OUR COMMUNITY PARTNERS.

AND SO WE WOULD DEFINITELY WANT TO DO MULTIPLE STAGES.

WHEREAS THE DISTRICT RECOGNIZES SAFETY AND SECURITY OF ALL STUDENTS AND STAFF MEMBERS IS PARAMOUNT.
WHEREAS THE TEXAS LEGISLATURE ENROLLED HOUSE BILL 3, HB 3, WHICH REQUIRES A MINIMUM OF ONE ARMED SECURITY OFFICER DURING SCHOOL HOURS AT EACH DISTRICT CAMPUS, INCLUDING A SCHOOL DISTRICT PEACE OFFICER, A SCHOOL RESOURCE OFFICER OR SRO, OR AN ARMED COMMISSIONED PEACE OFFICER EMPLOYED SECURITY PERSONNEL UNDER SECTION 37.081 OF THE TEXAS EDUCATION CODE, INDIVIDUALLY OR COLLECTIVELY SECURITY OFFICER.
WHEREAS HB 3 OUTLINING THE REQUIREMENTS OF SECTION 37.0814 OF THE TEXAS EDUCATION CODE ALLOWS THE DISTRICT TO DECLARE A GOOD CAUSE EXCEPTION IF THE DISTRICT IS NOT ABLE TO COMPLY WITH THE REQUIREMENT FOR A SECURITY OFFICER TO THE AVAILABILITY OF FUNDING OR PERSONNEL WHO QUALIFY TO SERVE AS A SECURITY OFFICER.

WHEREAS THE DISTRICT CURRENTLY HAS 27 SROS AT THE SECONDARY LEVEL AND NEEDS 55 ARMED SECURITY POSITIONS TO COMPLY WITH HB 3. WHEREAS THE APPROXIMATE COST OF HAVING A SECURITY OFFICER WOULD BE $65,000 TO $90,000 PER SECURITY

AS A PARENT, I WANT TO REASSURE OTHER PARENTS OUT THERE THAT THIS IS SOMETHING I HAVE A FOURTH GRADER AND I HAVE A KID GOING INTO HIGH SCHOOL, SO HE'LL ALREADY BE UNDER THE CARE OF AN SRO. HE WAS AT MIDDLE SCHOOL.
WE HAVE THAT LAYER OF SECURITY AT ALL OF OUR SECONDARY SCHOOLS.
BUT HAVING AN ARMED MARSHAL AT OUR ELEMENTARY SCHOOLS IS SOMETHING NEW FOR OUR COMMUNITY.
AND TO JUST SPEAK TO THE PARENTS OUT THERE, THAT THIS IS SOMETHING THAT THEY MAY BE CONCERNED ABOUT.
WE HAVE PUT FORTH A TON OF QUESTIONS, AND I AM I AM VERY CONFIDENT AS SOMEBODY WHO WAS.
VERY HESITANT TO ACCEPT THAT WE HAD TO DO THIS.
I'M TRYING TO BE VERY PC HOW I SAY THIS.
THE SCHOOL DISTRICT'S HANDS ARE VERY TIED AS TO WHAT WE CAN DO.
SO I SECONDED THIS AS A MEASURE TO REASSURE OTHER PARENTS OUT THERE THAT LAUREN SPOKE AS A PARENT OF THE DISTRICT, WE HAVE OTHER PARENTS THAT HAVE HAD KIDS IN THE DISTRICT OR OUR CURRENT PARENTS, AND THAT THIS IS SOMETHING THAT I BELIEVE THAT IS GOING TO WORK.

I THINK WE'RE HEARING AND SEEING AND WE KNOW THAT WE HAVE SPENT MANY, MANY HOURS DELIBERATING THIS.

IN CLOSE PARTNERSHIP WITH OUR LOCAL POLICE DEPARTMENTS PLANO ISD HAS BEEN ACTIVELY WORKING WITH SOLUTIONS TO MEET THE REQUIREMENTS OF THE NEW LAW SINCE ITS ENACTMENT ENACTMENT.HOUSE BILL 3 WAS SIGNED INTO LAW ON JUNE 14TH, AND IN ORDER TO ENSURE TRANSPARENCY AND COLLABORATION, WE HOSTED A SPECIAL CALLED MEETING LAST MONTH IN JULY, AND DURING THAT MEETING WE HAD IN-DEPTH CONVERSATIONS AS YOU MENTIONED, WITH PLANO PD, AS WE WORK TO EVALUATE THE MOST EFFECTIVE WAY TO MEET THE REQUIREMENT OF THIS NEW LEGISLATION.
AND WE HAVE ALSO MET AND COLLABORATED WITH RICHARDSON, MURPHY, ALLEN, DALLAS AND PLANO TO DISCUSS AND PLAN OUR IMPLEMENTATION.
THE RESOLUTION THAT WE ARE CONSIDERING TONIGHT WILL ENABLE PLANO ISD TO DEVELOP AND IMPLEMENT AN ALTERNATIVE PROGRAM ON THESE CAMPUSES THAT DO NOT CURRENTLY HAVE SCHOOL RESOURCE OFFICERS.
FOR OUR DISTRICT AND OUR LOCAL POLICE DEPARTMENTS THE MOST PRESSING CHALLENGE IS TIMING FOR THE IMPLEMENTATION IN REGARD TO THE AVAILABILITY OF POLICE OFFICERS, AS WELL AS THE TIME IT WOULD TAKE TO TRAIN NEW OFFICERS TO FULFILL THIS REQUIREMENT WITH AN EXPANDED SRO PROGRAM.
SO THAT'S JUST NOT A POSSIBILITY.
THE HIRING AND TRAINING CYCLE FOR EACH NEW OFFICER IS APPROXIMATELY 18 MONTHS TO FULFILL OR TO FILL THE ESTIMATED 50 REQUIRED POSITIONS WITH SROS COULD TAKE UP TO 2 TO 4 YEARS.
WE ANTICIPATE THE IMPLEMENTATION OF THE MARSHAL PROGRAM BEING CONSIDERED TONIGHT WILL ALLOW US TO MEET THE REQUIREMENTS OF THE NEW LAW IN A MORE TIMELY MANNER AS WE WORK TOWARD FULLY IMPLEMENTING AND STAFFING THE SCHOOL MARSHAL PROGRAM.
WE WANT TO ASSURE THE COMMUNITY THAT WE WILL CONTINUE TO PROVIDE SAFETY AND SECURITY SERVICES IN PARTNERSHIP WITH OUR MUNICIPALITIES AND IN ACCORDANCE WITH EXISTING SHARED AGREEMENTS.
OUR DISTRICT IS FORTUNATE TO HAVE CLOSE WORKING RELATIONSHIP WITH THE POLICE DEPARTMENTS THAT PROTECT AND SERVE OUR 73 SCHOOLS ACROSS FIVE CITIES PLANO, RICHARDSON, MURPHY, DALLAS AND ALLEN.
THESE DEPARTMENTS HAVE ALWAYS BEEN AND WILL CONTINUE TO BE OUR PARTNERS IN SCHOOL SAFETY.
SORRY MY FINGERS ARE DRY REGARDING FUNDING.
HOUSE BILL THREE WILL PROVIDE AN ADDITIONAL $15,000 PER CAMPUS AND AN INCREASE IN THE SAFETY ALLOTMENT OF ONLY $0.28 PER AVERAGE DAILY ATTENDANCE. AND THAT WILL RESULT IN AN ESTIMATED $1.1 MILLION GAIN FOR PLANO ISD.
HOWEVER, THE COST OF HIRING, AS WE HEARD EARLIER AND MAINTAINING THE SECURITY OFFICERS WILL BE AN ADDITIONAL EXPENSE OF APPROXIMATELY $4.1 MILLION TO PLANO ISD, WHICH WAS APPROVED AS A CONTINGENCY IN TONIGHT'S CONSENT AGENDA.
DESPITE THE POLICE WORKFORCE SHORTAGES AND BUDGETARY CHALLENGES, PLANO ISD AND OUR LOCAL MUNICIPALITIES REMAIN COMMITTED TO COLLECTIVELY PROVIDING A SAFE AND SECURE LEARNING ENVIRONMENT FOR ALL OF OUR STUDENTS AND STAFF.
AND I ECHO ALL OF THE COMMENTS THAT HAVE BEEN SAID HERE AT THE TABLE THANKING OUR ADMINISTRATION FOR THIS INCREDIBLE WORK THAT YOU'VE DONE TO TO GET US WHERE WE ARE SINCE THIS LAW WAS SIGNED INTO ACTION ON JUNE 14TH.
AND SO WE WILL AWAIT MORE GUIDANCE FROM THE STATE.
