THE BOARD WILL NOW RECONVENE IN OPEN SESSION. TODAY IS TUESDAY MARCH 5TH 2019 AND

[3. RECONVENE OPEN SESSION: 7:00 P.M.]

THE TIME IS JUST A LITTLE LATER THAN 7:00 P.M. IT'S 8:00 P.M. I'M YORAM SOLOMON. I'M THE VICE PRESIDENT OF THE PLANO ISD BOARD OF TRUSTEES. ON THE BOARD'S BEHALF I WISH TO EXTEND A WARM WELCOME TO ALL WHO ARE PRESENT HERE AND OUR WEB AND VIDEO VIEWERS. THIS MEETING IS STREAMING LIVE ON THE DISTRICT'S WEBSITE PISD.EDU BUT IF YOU'RE HERE YOU'RE ALREADY SEEING US. WE WILL CONDUCT OUR MEETING  FOCUSING ON THE DISTRICT'S TWO MAJOR ONGOING GOALS: ENSURE CONTINUED IMPROVEMENT IN STUDENT LEARNING AND ENSURE EFFICIENT USE OF FINANCIAL RESOURCES IN BUDGETING. LET ME INTRODUCE MY FELLOW TRUSTEES AND STAFF. SITTING TO MY LEFT ARE SARA BONSER BEST SUPERINTENDENT OF SCHOOLS EVER, DR. THERESA WILLIAMS, CHIEF OPERATING OFFICER NANCY HUMPHREY, BOARD SECRETARY TRUSTEE JERI CHAMBERS, TRUSTEE TAMMY RICHARDS AND TRUSTEE ANGELA POWELL. UNLIKE THE SCRIPT SITTING TO MY RIGHT ARE TRUSTEE DAVID STOLLE, DAN ARMSTRONG ASSISTANT SUPERINTENDENT FOR TECHNOLOGY SERVICES, DR. KATRINA HASLEY ASSISTANT SUPERINTENDENT FOR ACADEMIC SERVICES, MS. SUSAN MODISETTE ASSISTANT SUPERINTENDENT FOR CAMPUS SERVICES, DR.

KARY COOPER ASSISTANT SUPERINTENDENT FOR DISTRICT SERVICES, DR. BETH BROCKMAN ASSISTANT SUPERINTENDENT FOR EMPLOYEE SERVICES, MS KARLA OLIVER ASSISTANT SUPERINTENDENT FOR GOVERNMENT COMMUNITY AND PLANNING INITIATIVES AND MS SHARON NOWAK EXECUTIVE ASSISTANT TO THE SUPERINTENDENT AND BOARD OF TRUSTEES.

SUPERINTENDENT BONSER WILL YOU VERIFY THAT WE ARE IN COMPLIANCE WITH THE PROVISIONS OF THE TEXAS OPEN MEETING ACT REGARDING THE NOTICE FOR THIS MEETING? THANK YOU DR. SOLOMON. YES. THIS MEETING HAS BEEN POSTED IN COMPLIANCE WITH THE TEXAS OPEN MEETINGS ACT. IN THIS CASE TONIGHT'S INSPIRATIONAL MESSAGE WILL BE DELIVERED BY BOARD SECRETARY NANCY HUMPHREY. THANK YOU. TONIGHT I'D LIKE YOU TO THINK ABOUT EDUCATION. EDUCATION IS THE KEY TO EVERYTHING THAT IS GOOD IN OUR WORLD TODAY. ADVANCES IN COMPUTERS INFORMATION TECHNOLOGY MATH MEDICINE PSYCHOLOGY ENGINEERING THE ARTS AND EVERY OTHER DISCIPLINE WOULD BE IMPOSSIBLE IF EDUCATION DID NOT LET US BUILD ON THE ADVANCES OF THE GREAT MINDS THAT CAME BEFORE US. EDUCATION NOT ONLY TEACHES OUR CHILDREN FACTS BUT ALSO TEACHES THEM HOW TO THINK AND HOW TO LEARN ON THEIR OWN. SO AS WE GO THROUGH TONIGHT'S MEETING WITH ALL THE COMPLEX ISSUES WE HAVE TO CONSIDER FROM APPROVING CONTRACTS TO CONSIDERING ECONOMIC DEVELOPMENT OPPORTUNITIES TO APPROVING BOND DOLLARS FOR REFURBISHING SCHOOLS OR CONSIDERING BUDGETS I'D LIKE TO BRING IT BACK TO A SIMPLE QUOTE FROM A FAMED PHILOSOPHER THAT REMINDS US OF A FUNDAMENTAL LESSON ABOUT EDUCATION. QUOTE THE MORE YOU READ THE MORE THINGS YOU WILL KNOW; THE MORE THAT YOU LEARN THE MORE PLACES YOU WILL GO. DR. SEUSS THANK YOU MS. HUMPHREY IN THIS TIME. PLEASE STAND AND JOIN ME IN THE PLEDGE OF ALLEGIANCE.  ALL RIGHT. THANK YOU. PLEASE BE  SEATED. AND WE'LL MOVE TO THE

[6. RECOGNITIONS]

RECOGNITION PART. WE HAVE A SPECIAL RECOGNITION THIS EVENING OF AN ALUMN OF PLANO EAST SENIOR HIGH SCHOOL JUDGE JOHN PAYTON. SUPERINTENDENT SARA BONSER WILL MAKE AN INTRODUCTION AND THE BOARD SECRETARY NANCY HUMPHREY WILL MAKE THE PRESENTATION IN HONOR OF HIS RETIREMENT. WOULD JUDGE PAYTON PLEASE COME TO THE DAIS.

SO JUDGE PAYTON THERE ARE SO MANY THINGS THAT WE WOULD LIKE TO SAY TO YOU THIS EVENING. THERE HAVE BEEN THREE DECADES OF SERVICE THAT YOU HAVE GIVEN TO COLLIN COUNTY AS THE JUSTICE OF THE PEACE. BUT I'LL TRY TO KEEP THIS BRIEF SO THAT OTHERS CAN SPEAK AS WELL. YOU KNOW I'VE KNOWN YOU FOR A LONG TIME. I THINK ALMOST ALL THREE DECADES FROM THE FIRST TIME I WALKED INTO YOUR COURT WHEN I WAS AT HENDRICK MIDDLE SCHOOL. I WAS NOT TRUANT. I WAS ACTUALLY WORKING. ON TIME. I WAS ON TIME YES AND I WAS ON TIME BECAUSE I WAS AFRAID TO NOT BE ON TIME IN THE JUDGE'S COURTROOM. MANY OF US KNOW HIS STORY. BUT IN CASE YOU DON'T I'D LIKE TO SHARE A LITTLE BIT OF THAT WITH YOU. AS JUDGE PAYTON WAS ELECTED AS A COLLIN COUNTY JUSTICE OF THE PEACE WHEN HE WAS 18 YEARS OLD CAMPAIGNING AS A HIGH SCHOOL SENIOR AT PLANO EAST. IT'S SAFE TO SAY THAT NO ONE EXCEPT HIS MOM WHO WAS DRIVING HIM AROUND BACK THEN UNDERSTOOD

[00:05:01]

HIS COMMITMENT TO HIS JUDGESHIP THAT WOULD CONTINUE AND GROW FOR NEARLY 30 YEARS. WE ARE THE BENEFICIARY OF ALL OF THAT TIME. HE RECEIVED 52 PERCENT OF THE VOTES IN 1990 IN THE REPUBLICAN PRIMARY WINNING THE GENERAL ELECTION AND HAS BEEN REELECTED FOUR TIMES BUT THAT IS NOT THE MOST MEMORABLE PART OF JUDGE PAYTON'S ACCOMPLISHMENTS. HE IS WELL-KNOWN. WELL HE'S ALSO IN THE GUINNESS BOOK OF WORLD RECORDS WHICH IS PRETTY COOL AS THE YOUNGEST ELECTED JUSTICE OF THE PEACE.

HE'S WELL KNOWN AND RESPECTED IN THIS COMMUNITY AND BEYOND. HE HAS A STATEWIDE REPUTATION FOR HIS HANDLING OF TRUANCY CASES AND HIS CARE FOR CHILDREN. DURING HIS LONG CAREER HE HAS ENDEAVORED TO TREAT EACH STUDENT WHO APPEARED IN HIS COURT AS AN INDIVIDUAL WITH INDIVIDUAL NEEDS AND INDIVIDUAL SOLUTIONS. HE MADE EVERY EFFORT TO FIND THE CORE OF EACH PROBLEM AND TO ARRIVE AT THE BEST SOLUTION FOR EACH CHILD. AND I TRULY BELIEVE HE SAW THE GOOD IN EVERY CHILD WHO STOOD IN FRONT OF HIM AND EVERY FAMILY THAT STOOD BY THEIR SIDE. MANY THOUSANDS OF CHILDREN WHO HAVE GONE THROUGH HIS COURT HAVE BEEN FORTUNATE TO BE THE RECIPIENT OF HIS POSITIVE INFLUENCE HELPING TO ENSURE OUR STUDENTS' GRADUATION AND TRANSITION INTO PRODUCTIVE COMMUNITY MEMBERS. HE HAS MADE A REAL DIFFERENCE TO OUR COMMUNITY OF LEARNERS AND WE AS EDUCATORS WANT TO TAKE THIS OPPORTUNITY TO EXPRESS OUR SINCERE APPRECIATION FOR A JOB WELL DONE. JUDGE PAYTON WE CONGRATULATE YOU ON YOUR RETIREMENT. AS YOU STARTED YOUNG YOU SEEM TOO YOUNG TO RETIRE BUT YOU LEAVE A LEGACY THAT WILL BE DIFFICULT TO FOLLOW. AND WE HAVE A PLAQUE FOR YOU IN HONOR OF YOUR CONTRIBUTIONS AND BOARD SECRETARY  NANCY HUMPHREY WILL DO THE HONORS. AND PLEASE FEEL FREE TO MAKE ANY REMARKS THAT YOU WISH. YOU'VE EARNED IT.

THANK YOU. JUDGE PAYTON ON BEHALF OF THE BOARD IT GIVES ME PLEASURE TO GIVE YOU THIS WONDERFUL PLAQUE TO SHOW THE SIGNIFICANT WORK YOU DID FOR PLANO ISD FAMILIES  AND STUDENTS SO THANK YOU FOR YOUR SERVICE. THANK YOU. YOU'RE WELCOME. [APPLAUSE] FIRST OF ALL SARA THANK YOU. AND IT HAS BEEN NEARLY 30 YEARS THAT YOU AND I HAVE GOTTEN TO WORK TOGETHER AND THE FAMILIES THAT WE BOTH WERE ABLE TO HELP THROUGHOUT THIS PROCESS. YOU KNOW IT'S NOT ONE PERSON THAT GOT TO MAKE A DIFFERENCE AND I WOULD BE REMISS TO NOT. AND SHE'S AT HOME WATCHING HER HUSBAND JOINED US THIS EVENING JIM GURA. I WOULD BE REMISS IN NOT HONORING JOAN GURA. JOAN GURA TOOK THE TRUANCY PROGRAM AND TRIED HER DARNDEST TO GET OTHERS TO BUY INTO IT TO SAY HEY THIS IS IMPORTANT. THESE ARE OUR FAMILIES. AND SHE CAME TO ME AFTER I GOT ELECTED WHEN I WAS 18 AND SHE STORMED INTO MY OFFICE LIKE A TORNADO ALL FIVE FEET OF HER. AND THAT WAS THE MARINE CORPS IN HER SHE WOULD TELL YOU. AND SHE SAID WILL YOU DO THIS? YOU KNOW I NEED SOMEONE WHO WILL DO THIS. AND I SAID WELL YEAH IT'S MY JOB. OF COURSE I WILL DO IT. AND SHE GOES NO YOU NEED TO LOVE IT LIKE I LOVE IT AND UNDERSTAND THE IMPORTANCE OF IT. AND I SAID OF COURSE.

AND SHE SAID NOW THERE'S ONE CONDITION. I SAID WHAT'S THAT CONDITION? SHE GOES YOU KNOW YOU'RE ONLY 18. AND I SAID WELL YEAH I KNOW I'M ONLY 18. SHE GOES YOU CAN'T DATE THESE PEOPLE. SHE GOES YOU REALIZE THIS RIGHT? SHE SAYS I'M GOING TO BE BRINGING 17 YEAR OLDS AND 16. SHE GOES YOU KNOW YOU CAN'T DO IT.  I SAID YES MRS. GURA. I KNOW I CAN'T DO THAT. AND SHE WAS NEVER AFRAID TO TELL YOU WHAT SHE WAS THINKING AND HOW SHE FELT. AND SHE SPENT HOURS OF HER OWN TIME AT HOME DEVELOPING FORMS AND WANTING TO HELP FAMILIES AND SO I WANT TO THANK JOAN GURA FIRST AND FOREMOST FOR PUTTING ME IN A POSITION TO BE HERE THIS EVENING TO BE ABLE TO RECEIVE THIS HONOR BECAUSE WITHOUT HER THERE WOULDN'T HAVE BEEN A PLANO ISD PROGRAM WHERE WE COULD HELP FAMILIES FOR 30 YEARS. AND SO THAT'S MY FIRST, MY FIRST THANKFULNESS. MY SECOND IS GOING TO BE TO PEOPLE LIKE ANN JACKSON AND MARK. I DON'T KNOW WHERE MARK HAS GONE OFF TO AND PEOPLE LIKE CATHY GALLOWAY AND PEOPLE LIKE LARRY GUINN AND PEOPLE LIKE ARCHIE MCAFEE AND PEOPLE LIKE KAREN MCDONALD AND PEOPLE LIKE PHIL SAVIANO AND PEOPLE LIKE DEBBIE SAVIANO AND THE LIST CAN GO ON. THERE ISN'T A PISD MEMBER OF THIS FAMILY THAT HAS NOT IN SOME WAY OR FASHION AT THE SECONDARY LEVEL FOR SURE

[00:10:05]

PUT A FINGER ON THIS AND WITHOUT THEM THIS DOESN'T HAPPEN. WE DON'T HAVE A 98.8% SUCCESS RATE OVER 28 YEARS OF GETTING KIDS BACK INTO SCHOOL, GETTING THEM GRADUATED, GETTING THEM OFF DRUGS, GETTING THEM BACK IN THEIR FAMILY HOMES. AND IT'S THOSE KIND OF PEOPLE THAT HAVE DEDICATED THEIR LIFE AND THEIR SERVICE. IT'S EVEN DOWN TO THE CAMPUS LEVEL RIGHT, BECAUSE I REQUIRE THEM TO DO DAILY HOMEWORK SHEETS. SO THE TEACHERS LOVE THE FACT I WAS RETIRING. THEY WERE LIKE OH NO MORE DAILY SHEETS. I WON'T HAVE TO SIGN THOSE ANYMORE. BUT PEOPLE LIKE DAWN NIETHAMMER YOU KNOW WHO GOES AND FACES DRUGS WITH WITH KIDS EVERY DAY AND FAMILIES WHO ARE STRUGGLING EVERY DAY AND THEY DON'T WALK AWAY FROM THEIR JOBS. AND SO WITHOUT THIS TEAM THAT COMES TOGETHER AND BEING ABLE TO TALK WITH THESE FAMILIES AND THESE PARENTS TO HELP THEM UNDERSTAND THE NEED NONE OF THIS HAPPENS. AND OUR SUCCESS IS BECAUSE OF THAT BECAUSE WE FORMED A TRIANGLE OF LOVE AROUND THESE KIDS BETWEEN SCHOOL COURT AND FAMILY AND THAT'S WHAT IT TAKES. AND WE WERE ABLE TO DO THAT HERE AND AS A RESULT A GREAT DEAL OF SUCCESS. AND SO MY HAT'S OFF TO ALL OF THOSE WHO HAVE BEEN IN THE COURTROOM WHO HAD TO SIT THERE LATE NIGHTS BECAUSE WE WERE HEARING 40 CASES WHEN WE SHOULD ONLY HAVE BEEN HEARING 15 CASES BUT EVERY KID FOR ME WAS AN EMERGENCY BECAUSE WE COULDN'T ALLOW AN AT RISK KID TO SLIP THROUGH THE CRACKS. WE JUST COULDN'T ALLOW IT TO HAPPEN AND SO WE FOUGHT EVERY DAY.

AND SO I THANK THOSE PEOPLE FOR DOING THAT. SARA THANK YOU AND THE BOARD THANK YOU FOR YOUR ACKNOWLEDGEMENT. AND I WANT TO THANK MY WIFE WHO'S HAD TO PUT UP WITH ME DEALING WITH LATE COURT NIGHTS AND  STUDENTS ON SERVICE ON SATURDAYS AND BEING GONE TILL NOON OR 2 O'CLOCK WORKING WITH KIDS BECAUSE IT'S HARD ON THE HOME LIFE AS WELL WHEN YOU SPEND AND DEDICATE THAT MUCH TIME. SO MY HAT'S OFF TO ALL THE PEOPLE THAT HAVE HAD A PART IN THIS AND I THANK YOU. THIS AWARD IS NOT JUST FOR ME, IT'S FOR ALL OF THOSE PEOPLE. AND SO THANK YOU SO VERY MUCH. KEEP THE FIGHT IS WHAT I CAN SAY AND I'M NOT GONE. I'M NOT RETIRED JUST YET SARA, NOT JUST YET. OKAY. WE'VE GOT SOME SOLUTIONS AND WE'RE GOING TO BE SHARING THOSE. SO GOD BLESS AND THANK YOU SO VERY MUCH. THANK YOU ALL. [APPLAUSE]  TRUSTEES ANY COMMENTS? YEAH I'VE GOT A JUST A BRIEF COMMENT. JUDGE PAYTON I DON'T KNOW THAT YOU KNOW THIS. YOU CAN SIT WHEREVER YOU LIKE. YEAH. WE'RE ABOUT THE SAME AGE. I WAS A FRESHMAN I BELIEVE IN COLLEGE WHEN I SAW WHAT MADE NATIONAL NEWS ABOUT AN 18 YEAR OLD KID WHO BECAME A JUSTICE OF THE PEACE IN PLANO AND I KNEW OF ALL PLACES IN THE WORLD WHERE THAT COULD HAPPEN THE ONLY PLACE REALLY IS IT COULD HAPPEN IN PLANO. BUT YOU'VE  GOT AN UNDENIABLE LEGACY HERE OF 30 YEARS. AND HE'S A GREAT FOLLOW ON FACEBOOK. IF YOU DON'T FOLLOW HIM, FOLLOW HIM BECAUSE I'M GOING TO CONTINUE TO FOLLOW YOU AS  WHAT I'M LOOKING FORWARD TO IN RETIREMENT. I JUST HOPE IT DOESN'T TAKE ME 30 MORE YEARS TO GET THERE. BUT I APPRECIATE EVERYTHING THAT YOU'VE DONE AND WHAT YOU'VE DONE FOR THIS DISTRICT AND FOR THE PEOPLE OF THIS DISTRICT AND SOMETIMES THE MOST VULNERABLE PEOPLE IN THIS DISTRICT IS A LEGACY THAT YOU SHOULD VERY MUCH BE PROUD OF. ANYONE ELSE? I.

FOR ALL YOU HAVE DONE FOR OUR STUDENTS. AND THE THING IS THAT NOW SOME OF THE STUDENTS THAT YOU'VE HELPED HAVE BECOME SUCCESSFUL AND WE'RE VERY GRATEFUL FOR WHAT YOU'VE DONE. THANK YOU. SO I WANT TO TELL YOU A STORY. SARA YOU SAID THAT HE WON WITH 52% BUT THAT WAS NOT HOW THE RESULTS FIRST CAME OUT BECAUSE WHEN THE RESULTS FIRST CAME OUT HE LOST AND HE WAS COUNTING THE VOTES. AND THE REASON I KNOW THIS STORY IS. YOU WILL APPRECIATE THAT JOHN IN TWO DAYS I'M GOING TO GO TO PLANO YOUTH LEADERSHIP AND GIVE THE SAME SPEECH THAT I GAVE THAT DAY IN YOUR COURT. SO THIS IS I THINK ABOUT TWO YEARS AGO OR MAYBE THREE YEARS AGO JOHN HOSTED US JUDGE PAYTON HOSTED US IN HIS COURT AN ORGANIZATION CALLED PLANO YOUTH LEADERSHIP. WE HAD 35 KIDS AND JOHN WENT FIRST AND HE TOLD HIS STORY.

THERE WASN'T A SINGLE PERSON THAT DID NOT CRY AT THAT TIME. AND I REMEMBER WE HAD THE ORDER FOR THE NIGHT AND JOHN WENT FIRST AND THEN CHIEF ED DRAIN WAS SUPPOSED

[00:15:02]

TO GO NEXT AND THEN I WAS GOING THIRD. AND WHEN JOHN WAS DONE ALL THE EYES WERE TEARY AND I REMEMBER CHIEF DRAIN LOOKING AT ME GOING I'M NOT GOING AFTER THIS. SO THERE'S A VERY INTERESTING STORY HERE. AND JOHN I REALLY APPRECIATE EVERYTHING THAT YOU'VE DONE. YOU'RE ALL HEART IN EVERYTHING THAT YOU DO, NOT JUST THIS I THINK. ARE WE GOING TO TAKE A FEW PICTURES WITH THE BOARD? WE ARE. LET'S TAKE PICTURES WITH THE BOARD.

YOU ON YOUR RETIREMENT. WE APPLAUD YOU FOR YOUR SERVICE TO PLANO ISD CHILDREN AND AS OUR PARTNER IN EDUCATION. [APPLAUSE] WITH THAT MS. OLIVER ARE THERE ANY SCOUTS PRESENT THIS EVENING? NO SIR THERE AREN'T. I WAS NOT READY FOR THAT. [LAUGHTER] WE NOW MOVE TO THE

[7. PUBLIC COMMENT SESSION]

PUBLIC COMMENTS SECTION OF OUR AGENDA. THE BOARD WELCOMES COMMENTS FROM CITIZENS OF THE DISTRICT WHO HAVE COMPLETED PUBLIC COMMENT CARDS. CARDS ARE ACCEPTED FROM 6:00 TO 7:00 P.M. AND ARE NOT TRANSFERABLE TO OTHER SPEAKERS. BY POLICY 30 MINUTES HAVE BEEN ALLOTTED FOR PUBLIC COMMENTS. MS. OLIVER DO WE HAVE ANY SPEAKERS FOR THE PUBLIC COMMENTS SECTION THIS EVENING? YES SIR WE DO. WE HAVE 10 CARDS ALL MARKED WITH THE EXCEPTION OF ONE AS NON AGENDA TOPICS. OKAY. SO IN THIS CASE I'LL READ THE FOLLOWING: NO PRESENTATION SHALL EXCEED 3 MINUTES. A TIMER IS DISPLAYED ON THE SCREEN.

WILL BE DISPLAYED ON THE SCREEN AND IF YOU ARE NOT FINISHED SPEAKING AT THE END OF YOUR TIME I WILL INTERRUPT YOU SO WE CAN MOVE TO THE NEXT PERSON. REMEMBER THAT DUE TO THE REQUIREMENTS OF THE OPEN MEETINGS ACT THE BOARD IS NOT AUTHORIZED TO DISCUSS A SUBJECT THAT IS NOT ON THE AGENDA. THE BOARD MAY ONLY MAKE A STATEMENT OF FACTUAL INFORMATION OR ASK THE SUPERINTENDENT TO CORRECT ANY MISINFORMATION THAT HAS BEEN PRESENTED AS FACT. WE CAN RECITE EXISTING POLICY OR WE CAN REFER  THE SPEAKER TO A STAFF MEMBER IN AUTHORITY OVER THE ISSUE. THE BOARD WILL NOT ALLOW PERSONALLY IDENTIFIABLE INFORMATION REGARDING A STUDENT AND WILL NOT HEAR A COMPLAINT AGAINST THE PUBLIC OFFICER OR EMPLOYEE. THESE ISSUES MUST BE ADDRESSED THROUGH LOCAL GRIEVANCE POLICIES. MS. OLIVER PLEASE CALL OUR FIRST SPEAKER TO THE PODIUM. THANK YOU. SONIA GALCERAN PLEASE COME FORWARD.

LEFT. OKAY. I'LL START OVER. I AM SONIA  GALCERAN. I AM THE CO-TEAM LEADER FOR THE FULL DAY PRE-K PROGRAM FOR PISD. I'VE BEEN AN EDUCATOR HERE FOR OVER 20 YEARS, 14 OF THAT IN PLANO ISD. TEACHERS LIKE MYSELF PRE-K TEACHERS ARE THE FIRST RESPONDERS IN TAKING DISADVANTAGED CHILDREN AND HELPING THEM ACHIEVE ACADEMIC SUCCESS. I'M JOINED HERE TONIGHT BY MY CO-TEAM LEADER. PRE-K TEACHERS IF YOU'LL STAND UP PLEASE TO BE RECOGNIZED. THANK YOU. AS WELL AS KRISTEN FISLAR PRINCIPAL AT BEATY EARLY CHILDHOOD SCHOOL AND WE'RE HERE TO ASK FOR YOUR HELP IN MAKING OUR PRE-K FULL DAY SUCCESSFUL AS IT CAN BE. THE DECISION TO INCREASE OUR

[00:20:01]

FULL DAY PRE-K CLASS NUMBERS HAS HAD NEGATIVE CONSEQUENCES FOR BOTH TEACHERS AND STUDENTS. OUR CLASSES ARE MADE UP EXCLUSIVELY OF LOW INCOME HOMELESS AND FOSTER CHILDREN. MANY OF OUR STUDENTS HAVE COME TO US EXPERIENCING TRAUMA INSTABILITY FAMILY VIOLENCE AND MORE RECENTLY WE'RE SEEING CHILDREN OF REFUGEES THAT ARE FLEEING VIOLENCE AND HUNGER. THIS KIND OF INSTABILITY HAS LED TO MASSIVE TRAUMA FROM OUR CHILDREN WHICH TRANSLATES INTO SIGNIFICANT BEHAVIORAL AND ACADEMIC PROBLEMS. COMBINING THESE PROBLEMS WITH THE YOUNG AGE OF THESE STUDENTS THAT THIS IS THEIR FIRST SCHOOL EXPERIENCE HAS LED TO CLASSES THAT ARE DISRUPTIVE AND SOMETIMES UNSAFE. FURTHERING THE STRUGGLE FOR OUR FULL DAY CLASSES IS THAT OUR EARLY CHILDHOOD SCHOOLS WILL SOON BE ADDING STUDENTS RECEIVING SPECIAL EDUCATION SERVICES IN OUR THREE YEAR OLD PROGRAMS. IF THESE CHILDRENS' FAMILIES CHOOSE TO ACCESS THE FULL DAY FOR NEXT YEAR WE'RE GONNA BE ADDING THESE STUDENTS TO OUR ALREADY STRUGGLING CLASSES. RESEARCH SHOWS THAT THESE STUDENTS EXPERIENCE STRESS AT A MUCH HIGHER RATE THAN THEIR AFFLUENT COUNTERPARTS. THE STRESS AND THE TRAUMA THAT OUR STUDENTS ARE EXPOSED TO ON A DAILY BASIS REQUIRES US AS TEACHERS TO SPEND A CONSIDERABLE AMOUNT OF TIME FIRST DEVELOPING THEM SOCIALLY AND EMOTIONALLY BEFORE THEY ARE READY TO LEARN. ONE MINUTE. STUDENTS WHO ARE DISREGULATED CANNOT LEARN TO THEIR POTENTIAL. I HAVE SEEN FIRSTHAND THE EFFECTS THAT THIS HAS HAD BY VISITING [INAUDIBLE] CAMPUSES TEACHERS SUPPORTING TEACHERS AND SADLY LISTENING TO A NUMBER OF DEFEATED MASTER TEACHERS THAT ARE NOT RETURNING TO PRE-K NEXT YEAR. THE MAXIMUM NUMBER OF STUDENTS IN OUR FULL DAY  CLASSES SHOULD NOT EXCEED 15. TO ADD MORE STUDENTS TO OUR ALREADY CROWDED CLASSROOMS AT THIS YOUNG FORMIDABLE AGE HAMPERS THE LEARNING AND PROGRESS OF ALL THE STUDENTS IN IT. I ATTENDED YOUR FEBRUARY SCHOOL BOARD WORK SESSION AND AM AWARE OF THE DISTRICT'S PROJECTED BUDGET SHORTFALL. THAT NIGHT I SAID THERE'S NOTHING THAT CAN BE DONE BUT I KNOW THAT NOT MAKING YOU AWARE OF THE STATE OF OUR PROGRAM AT THIS TIME ONLY DEFEATS THE MISSION THAT THIS DISTRICT HAS BOUGHT INTO. IT'S SITTING RIGHT OVER THERE AND WE'RE NOT PROVIDING EXCELLENCE. SO HELP US TO MAKE YOU MAKE DECISIONS THAT WILL HELP US BE SUCCESSFUL AS TEACHERS AND ITS STUDENTS. THANK YOU VERY MUCH. THANK YOU. [APPLAUSE] NEXT WE HAVE [INAUDIBLE]. GOOD EVENING EVERYONE. I'M HERE JUST TO FURTHER ADDRESS MY CONCERNS ON A RECENT POLICY ABOUT THE ELIMINATION OF THE HONORS MUSIC COURSES FROM OUR HIGH SCHOOL STUDENTS STARTING FROM THE CURRENT 8TH GRADE. I'M A MOM OF AN 8TH GRADER AND THIS IS MY SECOND TIME TO BE HERE TALKING ABOUT SAME TOPICS BUT DEFINITELY I WON'T TALK ABOUT THE SAME THING. BECAUSE DURING THIS ONE MONTH AND WHEN OUR PARENTS KIND OF YOU KNOWS TALK ABOUT ALL THOSE INFORMATIONS WE GOT FROM THE [INAUDIBLE] AND WE FEEL LIKE ONE MORE WORRIED ABOUT IT. IN THE [INAUDIBLE] REGARDING THE SACKING OF THE HONOR COURSES ABOUT MUSIC IN PISD WE HEARD A LOT OF VOICES. THERE IS ONE EXAMPLE SOMEBODY MAY THINK THOSE MUSIC KIDS THEY KIND OF KNOW TAKE ALL THE PRACTICE PRIVATE LESSONS AFTER SCHOOL, NOT AT THE SCHOOL. BUT YOU KNOW THIS IS NOT THE TRUTH BECAUSE OUR KIDS THEY WENT TO THE SCHOOL AND THEY JOINED DIFFERENT CHOIR BANDS AND ORCHESTRA. WHY THEY NEED TO BE THERE? DEFINITELY THOSE MUSIC PROGRAMS ASK FOR NOT ONLY THE TECHNICAL COMPETENCE ON SPECIFIC INSTRUMENT OR VOCAL SKILLS THEY ALSO ASK FOR SOMETHING YOU KNOW WE CAN'T SEE AND WE CAN'T IMAGINE. AND AS A PARENT WHAT I CAN SEE IS THEY ASK FOR COOPERATION. THEY ASK FOR UNDERSTANDING OF THE MUSIC.

THEY ASK FOR KNOWLEDGE OF THE MUSIC AND THEY ALSO ASK FOR THE EXPERIENCE PLAYING IN THE GROUP. THIS TOTALLY ARE PERFORMANCE ABOUT TEAMWORK. IT SOUNDS LIKE VERY DIFFERENT FROM LIKE OTHER  ARTS COURSES LIKE THE DRAWING PAINTING BUT THE ESSENTIAL POINT IS THE SAME BECAUSE THEY ASK FOR EXCELLENCE AND THEY ALSO ASK FOR THE PERFORMANCE IN OUR GROUP. AND THOSE KIDS NEED TO LEARN. THEY NEED TO LEARN HOW TO CONTRIBUTE TO THE GROUP. THEY ALSO NEED TO LEARN HOW TO COMPROMISE RIGHT? SO A LOT OF THOSE THINGS THEY CAN NOT LEARN FROM AFTER SCHOOL PROGRAM. THIS EXACTLY. ONE MINUTE.  OUR MUSIC PROGRAM IS TEACHING AND IT'S THROUGH THE MUSIC DIRECTORS AND THE TEACHERS THEY WORK SO HARD OVER THERE. AND ALSO THOSE HONOR MUSIC STUDENTS THEY ARE THE  ROLE MODEL OF THEIR PEER AND OF THEIR YOUNGER PEERS AS WELL AND THEY BRING ALL THE GREAT REPUTATIONS AND EXCELLENCE TO

[00:25:04]

OUR PISD MUSIC PROGRAMS. WE DON'T WANT THAT TO STOP. WE CAN'T SAY WE ARE SATISFIED WITH EVERYTHING. WE NEED HONOR PEOPLE TO WIN ALL THOSE COMPETITIONS. ALL THOSE REPUTATIONS RIGHT. SO AS A PARENT I THINK EVERYBODY LIKE PARENTS WE WISH OUR KIDS THE BEST. WE WANT THEIR DREAMS COME TRUE. WE DO WHATEVER WE CAN TO SUPPORT THEM. BUT AT THE END WHAT I WANT TO SAY IS HONORS ARE HONORS. IT'S NOT ONLY ABOUT THE CREDIT. IT'S 4.0 OR 4.5. AND WE ASK FOR MORE. SO PLEASE DON'T TAKE HONORS AWAY FROM OUR MUSIC STUDENTS IN PISD, LET'S WORK TOGETHER TO MAKE IT BETTER. THANK YOU. THANK YOU. [APPLAUSE] NEXT WE HAVE OLIVER [INAUDIBLE]. ON BEHALF OF OVER 1,000 CONCERNED PLANO TEACHERS PARENTS AND STUDENTS WE CONDUCTED A SURVEY OF HONORS MUSIC STUDENTS CURRENTLY ENROLLED AT PLANO WEST WHICH CAN BE FOUND ON FACEBOOK.COM/BRINGHONORSBACK. OF 65 STUDENTS SURVEYED 60% ARE RANKED IN THE TOP 10% FOR CUMULATIVE GPA. 25% SAID IT WAS NOT LIKELY THEY WOULD LEAVE THE MUSIC PROGRAM WITHOUT HONORS. 35% SAID THEY WERE SOMEWHAT LIKELY TO LEAVE AND 40% SAID THEY WOULD VERY LIKELY HAVE LEFT MUSIC WITHOUT HONORS. THIS CONFIRMS OUR WORST FEARS WITH REGARD TO PROTECTING OUR SUPERIOR MUSIC PROGRAM IN PISD. AT LAST MONTH'S MEETING DR. HASLEY CAUTIONED THE BOARD THAT HONORS CREDIT SHOULD NOT BE GIVEN AS A REWARD FOR HARD WORK BUT INSTEAD BE SPECIALLY DESIGNED FOR ADVANCED LEARNING EXPERIENCES WHICH REALLY GO BEYOND THE STANDARDS WITH DEPTH AND COMPLEXITY. I THINK SHE'S ABSOLUTELY RIGHT. BUT THE SECOND MISCONCEPTION IS THE IDEA THAT STUDYING MUSIC AT THE HIGHEST LEVEL IN TEXAS ISN'T SOMEHOW AN ADVANCED LEARNING EXPERIENCE WHICH GOES BEYOND THE STANDARDS WITH DEPTH AND COMPLEXITY. IT WAS MUSIC THAT TAUGHT ME THE MOST IMPORTANT LESSONS FOR TRUE SUCCESS IN LIFE HOWEVER YOU MAY DEFINE IT. GOAL SETTING VISION CREATIVITY CRITICAL THINKING CRITICAL LISTENING ACCOUNTABILITY LEADERSHIP RESPONSIBILITY RESOURCEFULNESS COMPASSION EMPATHY HUMILITY RESPECT COLLABORATION COOPERATION POSITIVE ATTITUDE SELF BELIEF PERSISTENCE AND ABOVE ALL THE IMPORTANCE OF FOREVER STRIVING FOR EXCELLENCE. WHEN I WAS IN SCHOOL EXCELLENCE WAS NOT SOMETHING THAT WAS TAUGHT IN CALCULUS PHYSICS OR ANY OTHER ACADEMIC CLASS BECAUSE IN THOSE CLASSES IT WAS POSSIBLE TO SCRAPE BY WITH A 90% AN 80% OR EVEN A 70%.  THAT WOULD BE IMPOSSIBLE IN MUSIC. IMAGINE MUSICIANS PLAYING 70% OF THE NOTES OF A BEETHOVEN SYMPHONY OR 70% OF THE MUSICIANS FINISHING THE PIECE AT THE SAME TIME.

MUSIC WAS THE ONLY CLASS WHERE THE STANDARD WAS CRYSTAL CLEAR. IT WAS EITHER PERFECT OR IT WASN'T. PERFECTION IS NOT AN EASY STANDARD TO LIVE BY. ONE MINUTE. MOST OF  THE TIME A MUSICIAN IS KEENLY AWARE OF HOW MUCH MORE THERE IS STILL TO DO BEFORE THEY CONSIDER THEMSELVES PREPARED. LASTLY THERE'S ONE THING THAT DEEPLY TROUBLES ME A PHRASE I HEARD USED SEVERAL TIMES AT LAST MONTH'S MEETING WHICH IS APPARENTLY THE MAIN REASON WE'RE HAVING THIS DISCUSSION TODAY. THE PHRASE SOUNDS LIKE THIS: WE MUST DISCOURAGE STUDENTS FROM GAMING THE SYSTEM TO CHASE GPA POINTS. SITTING BEHIND ME NOW ARE MANY OF THE HARDEST WORKING MUSIC STUDENTS IN THE STATE OF TEXAS AND PROBABLY IN THE NATION. AND ARE THERE ANY BOARD MEMBERS OR PISD ADMINISTRATORS HERE WHO'D LIKE TO TAKE THE OPPORTUNITY NOW TO ADMONISH THESE STUDENTS FOR TRYING TO GAME THE SYSTEM OR CHASE GPA POINTS? IF NOT THEN PERHAPS I WOULD SUGGEST THAT WE INSTEAD TAKE THIS OPPORTUNITY TO JOIN IN CELEBRATING THESE KIDS FOR THEIR TENACITY AND THEIR CARING TO PUSH THEMSELVES TO BE THE VERY BEST THEY CAN BE ESPECIALLY IN A WORLD WHERE THE DESIRE TO ACHIEVE EXCELLENCE IS BECOMING HARDER AND HARDER TO FIND. THESE ARE THE FUTURE ALL STATE MUSICIANS. THESE ARE THE FUTURE TOP 10%. THESE ARE THE FUTURE LEADERS OF VARIOUS INDUSTRIES AND I FEEL THAT OUR TIME WOULD BE BETTER SPENT BEING INSPIRED BY THESE KIDS AND SUPPORTING THEM THAN IT WOULD BE PLOTTING HOW TO DISCOURAGE THEM. THANK YOU FOR YOUR TIME. [APPLAUSE] THANK YOU. AMANDA PALIN. AMANDA PALIN. MY NAME IS AMANDA PALIN AND I'M HERE TO SHARE WITH YOU MY EXPERIENCES OUR EXPERIENCES WHY WE NEED TO KEEP BRINGING HONORS BACK. YEARS AGO WHEN I ATTENDED MY DAUGHTER'S MIDDLE SCHOOL ORCHESTRA BEGINNER CONCERT THE [INAUDIBLE]  ADVISED US TO ENCOURAGE OUR KIDS TO CONTINUE MAKING MUSIC EVEN WHEN THEY ADVANCE TO THEIR JUNIOR OR SENIOR YEARS BECAUSE AT THE SAME TIME THEY WILL BE OVERWHELMED WITH MANY AP COURSES. I

[00:30:05]

SMILED WHEN I HEARD IT AND THOUGHT WHAT A SALES TACTIC. TODAY I REALIZED THAT SHE'S RIGHT. MY KIDS PLAY INSTRUMENTS WHEN THEY ARE STRESSED OR OR TIRED OF DOING AP HOMEWORK OR PREPARING AP TESTS TO RELAX. CAN YOU IMAGINE THAT? I NEVER KNEW THAT PLAYING INSTRUMENTS IN AN ORCHESTRA CAN LEAD TO A VARIETY OF ABILITIES LIKE MULTITASKING. UNTIL I WAS TOLD BY A CONDUCTOR. AS YOU CAN IMAGINE OUR HARD WORKING MUSICIANS HAVE TO PLAY THE INSTRUMENTS WHILE USING BOTH THEIR HANDS READING NOTES LISTENING TO THEIR SOUND AND THE SOUNDS FROM THE MUSICIANS SURROUNDING THEM AND LOOKING AT THE CONDUCTOR AT THE SAME TIME SIMULTANEOUS.

THIS MUST BE WHY STUDENTS WHO PARTICIPATE IN MUSIC ACTIVITIES ARE SO CAPABLE OF NOT ONLY COMPLETING A TASK BUT ALSO EXCELLING AT IT. ORCHESTRA ALSO INVOLVE A GREAT DEAL OF TEAMWORK WHEN REHEARSING OR PERFORMING. AS PARENTS WE HAVE GOTTEN USED TO THE GOOD TEAMWORK THAT OUR MUSICIANS MAKE. I DIDN'T REALIZE THAT UNTIL I WAS ASKED BY MY FRIENDS HOW MANY MUSICIANS ARE IN THE ORCHESTRA? ABOUT 100 I REPLIED. 100 SHE EXCLAIMED. 100  MUSICIANS TO PLAY SO WELL AT THE SAME TIME? YOU SEE YOU HAVE TO LISTEN IN ORDER TO KNOW HOW. ONE MINUTE. WELL MUSICIAN WORKS TOGETHER. IT IS NOT ONLY VISUAL. PARENTS FROM OTHER DISTRICTS ASKED ME HOW I MAKE MY KIDS PRACTICE INSTRUMENTS. GRANTED I LOOK LIKE A TIGER MOM BUT TRUST ME I'M NOT. I STRUGGLE FOR A LONG TIME AND FINALLY I FIGURE OUT WHAT THE ANSWER IS.

IT IS BECAUSE OF THEIR ORCHESTRA COLLEAGUES CONSTANT ENCOURAGEMENT AND CHALLENGES TO EACH OTHER ON A DAILY BASIS. IT IS SOMEONE IN THE CLASS THEY CAN LOOK UP TO. IT IS THEIR MUSIC TEACHERS URGING THEM TO TELL THEMSELVES I CAN DO THAT OR THAT IS WHAT I'M GOING TO ACHIEVE NEXT. IT TAKES TIME AND A TREMENDOUS AMOUNT OF EFFORTS TO FOSTER THIS KIND OF ENVIRONMENT. PLEASE DO NOT TAKE THIS AWAY FROM OUR BRIGHT KIDS. WE WILL LOVE TO SEE THE SAME ENVIRONMENT OR MAYBE EVEN A BETTER ONE CONTINUE TO NURTURE KIDS IN THE FUTURE. THANK YOU. [APPLAUSE] THANK YOU.

DEREK [INAUDIBLE]. I WOULD FIRST LIKE TO THANK EVERYONE FOR ALLOWING ME THIS TIME TO SPEAK. MY NAME IS DEREK [INAUDIBLE] AND I'M CURRENTLY AN 8TH GRADER ATTENDING RICE MIDDLE SCHOOL. EVER SINCE I STARTED PLAYING THE CELLO FIVE YEARS AGO I'VE RELISHED EVERY MOMENT WITH IT. THROUGHOUT THIS TIME I'VE LEARNED THE AMOUNT OF COMMITMENT IT TAKES TO REACH A HIGHER LEVEL. I FEEL SO LUCKY TO HAVE SUCH AN EXCEPTIONAL MUSIC PROGRAM LIKE PLANO WHICH HAS FORCED ME TO PUSH TOWARDS HIGHER DEGREES AND HAS ENABLED ME TO WALK AWAY FIRST IN THE 2017 ALL REGION ORCHESTRA. I'M SO EXCITED AS FOR WHAT THE FUTURE WILL BE FOR ME AS I'M WILLING TO BE TAKING IT AS FAR AS I CAN GO ALL THE WAY TO THE ALL STATE LEVEL UNTIL PLAYING WITH THE TOP ORCHESTRA IN PLANO WEST. BUT WHEN I SAW THAT HONORS WAS NO LONGER AN OPTION I WAS QUITE SHOCKED. ALSO SURPRISED AS THIS FORCES ME TO CHOOSE BETWEEN EXCELLENCE IN ACADEMICS OR EXCELLENCE IN MUSIC. I WISH TO PURSUE THE HIGHEST EXCELLENCE  IN MUSIC AND ACADEMICS AT THE SAME TIME AND I WOULD REALLY APPRECIATE IT IF THE ADMINISTRATION COULD OFFER THIS SUPPORT. THANK YOU. [APPLAUSE] THANK YOU.

ERIC SHI. HELLO EVERYONE. MY NAME IS ERIC AND I'M ALSO AN 8TH GRADER  CURRENTLY ATTENDING RICE MIDDLE SCHOOL. I WOULD LIKE TO EXPRESS MY CONCERN OVER PISD GETTING RID OF HONORS FOR MUSIC. I'VE HEARD MANY PEOPLE SAY AT MY SCHOOL THAT THEY WANT TO DO  ORCHESTRA OR BAND OR CHOIR IN HIGH SCHOOL BUT NO LONGER CAN BECAUSE PISD HAS TAKEN HONORS AWAY FROM MUSIC AND AS A STUDENT I CAN TELL YOU THAT NO AMOUNT OF [INAUDIBLE] WILL CONVINCE THESE

[00:35:03]

PEOPLE THAT COLLEGES WILL NOT CARE IF IT'S 4.0 OR 4.5 BECAUSE EVEN A SMALL DIFFERENCE IS A HUGE ADVANTAGE. THIS TO ME IS VERY DISCOURAGING BECAUSE IT SEEMS TO ME THAT PISD NO LONGER CARES ABOUT MUSIC. WE HERE IN PLANO ARE BLESSED TO HAVE ONE OF THE BEST MUSIC PROGRAMS IN THE STATE OF TEXAS AND BY REMOVING HONORS NOT ONLY IS PISD IGNORING THE HOURS UPON HOURS OF PRACTICE HARD WORK AND DEDICATION OF US STUDENTS, THEY'RE  DISCOURAGING US FROM ENJOYING MUSIC THEREBY DESTROYING THE GREAT MUSIC PROGRAM THAT WE ARE SO WELL KNOWN FOR. PISD SAYS HONORS WAS STRIPPED AWAY FROM MUSIC BECAUSE THERE IS NO DIFFERENCE IN THE CLASSES BUT THEY DON'T REALIZE THAT MOST OF THE LEARNING IS NOT AT SCHOOL BUT AT HOME WHERE WE PRACTICE HOURS AND HOURS EVERY SINGLE DAY. NO CLASS IN PISD REQUIRES AS MUCH TIME AS MUCH PRECISION ENERGY AND ATTENTION TO DETAIL AS MUSIC. SO IF ANY CLASS DESERVES HONOR CREDIT IT IS BAND ORCHESTRA AND CHOIR.

THANK YOU FOR YOUR TIME. [APPLAUSE] THANK YOU. ANDREW WONG. GOOD EVENING. BOARD OF TRUSTEES AND PISD ADMINISTRATORS. MY NAME IS ANDREW WONG AND I'M CURRENTLY A SOPHOMORE AT JASPER HIGH SCHOOL. MUSIC HAS HAD A TREMENDOUS INFLUENCE OVER MY LIFE.

I'VE BEEN A VIOLINIST FOR ABOUT 10 YEARS NOW AND WHEN I FIRST MOVED TO TEXAS ONE OF THE KEY DECIDING FACTORS OF WHERE I CHOSE TO ATTEND SCHOOL WAS THE PLANO ISD MUSIC PROGRAM. THE PLANO ISD MUSIC PROGRAM IS THE MOST REPUTABLE IN TEXAS DUE TO ITS HIGH STANDARD OF EXCELLENCE AND ACHIEVEMENT. FOR EXAMPLE THE PLANO WEST SENIOR HIGH SCHOOL HAS BEEN CONSISTENTLY RANKED NUMBER ONE AS THE STATE HONOR ORCHESTRA FOR TEXAS. I PROBABLY WOULDN'T HAVE EVEN COME TO PLANO IF IT WEREN'T FOR THEIR WONDERFUL AND PRESTIGIOUS PROGRAM AND I THINK DEPRIVING STUDENTS OF HONORS CREDIT FOR MUSIC WOULD BE EXTREMELY DISCOURAGING AS IT ONCE COULD HAVE BEEN FOR ME. THANK YOU. [APPLAUSE] THANK YOU. MIN [INAUDIBLE]. I'M A MOTHER OF A 9TH GRADE AND 11TH GRADE. BOTH OF MY KIDS STUDIES VIOLIN SINCE 6TH GRADE AND I SEE THE BENEFIT THAT MY KIDS LEARNED FROM THE VIOLIN SO I HOPE THE SCHOOL DISTRICT ENCOURAGE MORE KIDS TO BE INVOLVED IN THE MUSIC ORCHESTRA PROGRAM AS WELL AS THE BAND PROGRAM. I THINK THAT THEIR HARD WORK NEED TO BE REWARDED WITH HONOR GRADE. YES. THANKS. [APPLAUSE] THANK YOU. THERE'S SOMEONE NAMED SHAWN IF  YOU'D LIKE TO COME FORWARD AND PLEASE STATE YOUR LAST NAME FOR OUR RECORD. THANK YOU VERY MUCH FOR ALLOWING ME TO SPEAK TODAY. SO I HAVE TWO BOYS. ONE IS IN 10TH GRADE, THE OTHER IS IN 8TH GRADE. SO BOTH OF THEM HAVE BEEN IN BAND FOR QUITE A WHILE. SO I WANT TO START TALKING ABOUT THE PROCESS FIRST RIGHT. SO WHEN DID WE FIND OUT THIS CHANGE? WE FIND OUT THIS CHANGE WHEN WE ACTUALLY DOING THE COURSE SELECTION FOR THE 8TH GRADE. COME ON THINK ABOUT IT. WE FIND OUT THIS CHANGE DURING THE COURSE SELECTION FOR 8TH GRADE. THERE'S NO COMMUNICATION WHATSOEVER AND ALL OF A SUDDEN MY YOUNGER ONE WAS SAYING HEY IT'S NOT FAIR. I DON'T HAVE HONOR CLASS ANYMORE AS MY ELDER BROTHER RIGHT. SO THAT'S THE THING THAT I WANT TO TALK FIRST. WHERE'S THE PROCESS? WHERE IS THE COMMUNICATION? HOW CAN WE MAKE SUCH CHANGE WITHOUT EVEN TELLING PARENTS? WITHOUT EVEN TELLING THE STUDENTS? RIGHT. SO MY SECOND POINT IS LET'S TALK ABOUT HONOR CLASS ITSELF. SO WITHOUT QUESTION PISD HAS THE MOST SUCCESSFUL MUSIC PROGRAM IN THE TEXAS LOOKING AT HOW MANY KIDS MAKING OR REACHING MAKING ALL STATE. SO THEY NEED HONOR CLASS.

THERE'S A HUGE NEED FOR THEM TO ADVANCE. AND I KNOW THERE IS AN ARGUMENT SAYING HEY YOU KNOW IT'S NOT FAIR BECAUSE THE VARSITY AND THE SPORTS TEAM THEY DON'T HAVE HONOR CLASS. THEN FIX THAT. DON'T TAKE HONOR CLASS AWAY. DON'T DOWNGRADE HONOR CLASS FOR

[00:40:01]

MUSIC. RIGHT. I DO BELIEVE THAT SPORTS TEAM AND THOSE. I AM A VERY DIEHARD COLLEGE FOOTBALL FAN SO I MONITOR 4 STAR FOOTBALL PLAYERS 5 STAR FOOTBALL PLAYERS. RIGHT. SO I KNOW. ONE MINUTE. THEY DESERVE HONOR CLASS AS WELL. SO GO FIX THAT. DON'T TAKE AWAY HONOR CLASS FROM THE MUSIC STUDENTS. NOW MY CLOSING COMMENTS. IF YOU ARE CORPORATE AMERICA RIGHT YOU CAN'T SELL THIS TO YOUR CUSTOMER SAY HEY YOU KNOW DON'T WORRY EVERYTHING WILL BE GREAT. I'M GOING TO HELP YOU. I'M GONNA SOLVE EVERYTHING. BUT TRUST ME I DON'T HAVE A SOLID PLAN YET BUT I'M GOING TO FIX IT. NO THIS IS NOT HOW CORPORATE AMERICA WORK. YOU HAVE TO HAVE A SOLID PLAN. YOU HAVE TO HAVE THE PRODUCT IN PLACE BEFORE YOU CAN SELL IT TO THE CUSTOMER. AND WE ARE THE PAID CUSTOMER. WE PAY TAX TO SUPPORT PISD.

THANK YOU VERY MUCH FOR YOUR TIME. [APPLAUSE] THANK YOU. JEAN ZANG. GOOD EVENING. MY NAME IS JEAN. I'M A MOTHER OF TWO PLANO KIDS. I'VE BEEN HERE FOR MORE THAN 10 YEARS AND MANY OF YOU MAY PROBABLY SEE ME MANY TIMES. SO I HAVE TWO KIDS LOVE MUSIC AND I THINK WHEN PISD STARTED THIS RANKING REFORM A YEAR AGO YOU WANTED TO GIVE KIDS A MORE DIVERSIFIED A MORE [INAUDIBLE] A MORE FAIR ENVIRONMENT. HOWEVER I'M SEEING SOME OF THE CHANGES IS JUST DOING THE OPPOSITE. YOU WANT TO TELL THE KIDS TO BE MORE DIVERSIFIED YET MORE WEIGHT GPA IS GIVING TO SOME OF THE ENGINEER CLASS STEM CLASS WHY LOWER THE WEIGHT OF MUSIC. YOU WANT TO TELL KIDS NOT JUST TO FOCUS ON STUDIES YET YOU'RE PENALIZING THE KIDS WHO LOVE MUSIC AND PURSUE EXCELLENCE OF MUSIC. I UNDERSTAND EVERY DECISION MAKING IS HARD AND EVERY POSITION HAS PRO AND CON. IT'S NOT PERFECT. THE WAY TO MINIMIZE NEGATIVE IS ACTUALLY TO LISTEN TO PUBLIC.

THE REASON I KEEP COMING BACK IS TO DO THE SAME THING. WE ARE ASKING YOU TO MAKE THE DECISION MAKING MORE TRANSPARENT. WE STARTED OUR ONLINE PETITION JUST LESS THAN A WEEK AGO AND TODAY IT'S ALREADY COLLECTED MORE THAN 1100 SIGNATURES INCLUDING MUSIC EDUCATORS STUDENTS AND CONCERNING PARENTS. WE WANT TO ENCOURAGE EACH OF YOU BOARD MEMBERS AND PISD LEADERS TO LOOK AT WEBSITE  BRINGHONORSBACK.COM AND READ OUR INPUTS LISTEN TO OUR VOICE AND SUPPORT US WITH YOUR VOTE. WE'RE ASKING PISD LEADERSHIP AND BOARD OF TRUSTEE TO REVERT THE POSITION TO TAKING AWAY. ONE MINUTE. TAKING AWAY THE MUSIC HONOR CREDIT. WE WANT TO ENCOURAGE KIDS TO HAVE MUSIC AS PART OF LIFE AND TO ENJOY IT. WHEN YOU MAKE FUTURE DECISIONS AND LISTEN MORE TO THE STUDENTS AND PARENTS SO WE DON'T NEED TO EVER START ANOTHER PETITION. THAT'S STRESSFUL. THAT'S ACTUALLY IF YOU CAN LISTEN TO US THAT'S GOING TO HELP US AND GIVE US PEACE OF MIND AND THAT'S GOING TO WORK FOR PISD FOR A LONG WAY. OK. THANK YOU SO MUCH.

THANK YOU. [APPLAUSE] IS THAT IT? YES SIR THAT'S IT. OKAY. THANK YOU VERY MUCH  TO ALL THE SPEAKERS. WE WILL NOW ADDRESS THE CONSENT AGENDA WHICH

[8. CONSENT AGENDA]

CONSISTS OF ROUTINE ITEMS GROUPED TOGETHER FOR APPROVAL AS ONE ACTION ITEM AND LET'S REMOVE FROM THE CONSENT AGENDA THESE  ITEMS WILL BE ACTED ON AT ONE TIME WITH NO DISCUSSION. BOARD MEMBERS ARE THERE ANY REQUESTS TO REMOVE ITEMS FROM THE CONSENT AGENDA FOR FURTHER DISCUSSION? SEEING NONE.

APPLICATION FOR AN APPRAISED VALUE LIMITATION ON QUALIFIED PROPERTY PURSUANT TO CHAPTER 313 AT THE TEXAS PROPERTY TAX CODE AND AUTHORIZES THE SUPERINTENDENT OR HER DESIGNEE TO PROVIDE NOTICE OF SUCH EXTENSION. I SECOND. WHO SECONDED? NANCY. I HAVE A MOTION BY JERI CHAMBERS, A SECOND BY NANCY HUMPHREY THAT THE BOARD OF TRUSTEES APPROVES THE RESOLUTION AS PRESENTED EXTENDING THE TIME PERIOD TO APRIL 15 2019 TO CONSIDER AND TAKE ACTION ON TEXAS INSTRUMENTS INC. APPLICATION FOR AN APPRAISED VALUE LIMITATION ON QUALIFIED PROPERTY PURSUANT TO CHAPTER 313 OF THE TEXAS PROPERTY TAX CODE AND AUTHORIZES THE SUPERINTENDENT OR HER DESIGNEE TO PROVIDE NOTICE OF SUCH EXTENSION. WE WILL NOW PROCEED TO VOTE. ALL OF THOSE IN FAVOR RAISE YOUR HAND. MOTION PASSES UNANIMOUSLY 6 TO 0. NO YORAM I DID NOT PARTICIPATE. OH I'M SORRY. I ABSTAINED FROM THE VOTE. AND TO EXPLAIN DUE TO MY LONG AND DISTINGUISHED CAREER AT TEXAS INSTRUMENTS INCLUDING IN A NUMBER OF YEARS AS A VICE PRESIDENT I AM NOT PARTICIPATING IN THESE DELIBERATIONS. SO LET ME READ THAT AGAIN. THE MOTION PASSES 5 TO 0 WITH ONE ABSTENTION. THANK YOU FOR CORRECTING ME. WITH THIS WE WILL MOVE ON TO REPORTS. THE

[10. REPORTS]

BOARD WILL NOW HEAR REPORTS FOR INFORMATION AND DISCUSSION ONLY. OUR FIRST REPORT THIS EVENING ENSURES CONTINUED IMPROVEMENT IN STUDENT LEARNING WEBDESK PHASE 2 UPDATE NOW WITH DIGITAL BACKPACKS. DAN ARMSTRONG THE ASSISTANT SUPERINTENDENT FOR TECHNOLOGY SERVICES AND MATT FREY WHO'S TAKING HIS PLACE EXECUTIVE DIRECTOR FOR INSTRUCTIONAL TECHNOLOGY WILL PRESENT THIS REPORT. DAN. THANK YOU DR. SOLOMON. THIS EVENING WE WILL BE DISCUSSING OUR ADVANCEMENTS WITH WEBDESK CHROME BOOKS DIGITAL BACKPACKS AND OTHER INSTRUCTIONAL TECHNOLOGY USED WITHIN THE DISTRICT. MATT IS HERE TO GUIDE US THROUGH IT. SO TAKE IT AWAY MATT. THANK YOU DAN, DR. SOLOMON SUPERINTENDENT BONSER, MEMBERS OF THE BOARD. THE AGENDA DOES PROMISE YOU A STATUS REPORT RELATED TO AMONG OTHER THINGS THE USE OF DIGITAL BACKPACKS IN OUR SCHOOLS. BY GOLLY YOU'RE GONNA GET JUST SUCH A REPORT BUT NOT WITHOUT A DISCLAIMER FIRST. THIS PRESENTATION WILL INCLUDE BUT SHALL NOT BE LIMITED TO DIGITAL BACKPACK RELATED INFORMATION AND TAKING SORT OF FULL ADVANTAGE OF THE FREEDOM AFFORDED BY THAT DISCLAIMER I'D LIKE TO BEGIN BY CELEBRATING THIS DAY IN HISTORY WITH A TRIVIA QUESTION AND EVERYONE NEEDS TO PARTICIPATE. ON THIS DATE MARCH 5TH 1963 ONE OF THE FOLLOWING FOUR PRODUCTS RECEIVED A PATENT FROM THE U.S. PATENT AND TRADEMARK OFFICE. WAS IT A THE HULA HOOP, B THE FRISBEE, C THE JANSPORT NYLON BACKPACK OR D THE HACKY SACK. I'LL GIVE YOU JUST A FEW SECONDS TO MAKE THAT ALL IMPORTANT SELECTION IN YOUR HEAD. IT LOOKS LIKE IT'S LOCKED IN. HOW MANY OF YOU GUESSED C THE JANSPORT NYLON BACKPACK? HOW DELIGHTFULLY SERENDIPITOUS. RIGHT HERE I AM PRESENTING A REPORT ABOUT DIGITAL BACKPACKS IN PLANO ISD AND ON THE VERY SAME DAY IN HISTORY 44 YEARS AGO TODAY THE FIRST NYLON BACKPACK WAS PATENTED. I REALLY WANTED IT TO BE THE BACKPACK. SO IT'S WITH A TINGE OF REGRET THAT I CONFIRM THE CORRECT ANSWER CHOICE AS A THE HULA HOOP. COINCIDENTALLY THE SAME COMPANY WHAMMO IS RESPONSIBLE FOR EACH OF THE OTHER NON BACKPACK RELATED CHOICES. AND IT'S HARDLY A CONSOLATION AT ALL BUT THE FIRST NYLON BACKPACKS DID AT LEAST START

[00:55:04]

TO APPEAR ON STORE SHELVES DURING THE SAME DECADE AS THE HULA HOOP BUT JUST BARELY. IT WAS 1969 WHEN JAMES FORD INTRODUCED THE SKI AND HIKE DAYPACK. IT WAS MARKETED TO SPORTS AND OUTDOOR ENTHUSIASTS BUT STUDENTS AT THE UNIVERSITY OF WASHINGTON STARTED BUYING DAYPACKS TO PROTECT THEIR TEXTBOOKS FROM ALL THE RAIN THEY ENCOUNTERED WALKING TO AND FROM CLASSES IN THE PRECIPITOUS PACIFIC NORTHWEST. UP UNTIL THEN FOLKS WERE PROBABLY USING BOOK STRAPS TO CARRY THEIR STUFF AROUND AND IT WASN'T UNTIL THE MID 70S THAT BACKPACKS WERE DESIGNED SPECIFICALLY TO CARRY BOOKS. BY THE END OF THE 80S THOUGH BACKPACKS FOR BOOKS HAD TRANSITIONED ALL THE WAY FROM NOVELTY TO I GUESS NECESSITY. SEEMINGLY EVERY KID THAT YOU ENCOUNTERED HAD ONE. AND OVER THE YEARS THE EVOLUTION OF BACKPACKS HAS BEEN PRONOUNCED. WE'VE SEEN THEM GET BIGGER, MUCH BIGGER. WE'VE SEEN THEM ADORNED WITH WHEELS. SOME BACKPACKS FOR UNFORTUNATE REASONS THAT WE'RE ALL TOO FAMILIAR WITH BECAME SEE THROUGH, TRANSPARENT, RECENTLY. BUT EVEN MORE RECENTLY WE'VE OBSERVED BACKPACKS OUTFITTED WITH CUSHIONED POCKETS AND COMPARTMENTS TO ACCOMMODATE LAPTOPS AND TABLETS SORT OF THE DIGITAL ACCOUTREMENT OF CONTEMPORARY SCHOOL.

AND AS THE HEFT OF HARDBOUND TEXTBOOKS BEGINS TO GIVE WAY TO THE WEIGHTLESSNESS OF THEIR DIGITAL COUNTERPARTS THE BACKPACK IS BECOMING SMALLER ONCE AGAIN. IN EXTREME CASES WHAT WAS A PACK IS NOW MERELY A POUCH LIKE THE DIGITAL BURRITO OFFERED INTERESTINGLY BY JANSPORT THE SAME BACKPACK PIONEERS I MENTIONED EARLIER.

THE DIGITAL BURRITO STORES AND ORGANIZES CORDS AND DONGLES AND POWER BRICKS AND THUMB DRIVES AND OTHER WHAT WE'D CONSIDER TO BE COMPUTING ESSENTIALS. AND I CAN'T WAIT TO ENCOUNTER ONE OF THESE BEAUTIES IN THE WILD ON ONE OF OUR CAMPUSES IN PISD BUT EVEN MORE LIGHTWEIGHT THAN THE DIGITAL BURRITO IS THE LINE COLOR DIGITAL BACKPACK THAT WE'VE GIFTED TO EVERY STUDENT ENROLLED IN OUR DISTRICT BEGINNING THIS YEAR, THIS PAST AUGUST. IT'S CONVENIENTLY LOCATED ON THE PISD WEBDESK HOME SCREEN AND OUR CUSTOM CONFIGURED BACKPACKS HAVE BEEN STUFFED WITH THE DIGITAL TEXTBOOKS AND SUPPLEMENTARY INSTRUCTIONAL MATERIALS THAT CORRESPOND EXACTLY TO STUDENTS SCHEDULES. HERE'S AN AUTHENTIC EXAMPLE OF A 4RTH GRADE STUDENT ATTENDING ALDRIDGE ELEMENTARY SCHOOL. WITHOUT HAVING TO LOG IN SEPARATELY HE HAS ONE CLICK ACCESS TO HIS MCGRAW-HILL CONNECTED READING BOOK, HIS PEARSON MATH AND SOCIAL STUDIES BOOKS, HIS DISCOVERY EDUCATION SCIENCE TECHBOOK AND SEVERAL OTHER CONTENT AND CURRICULUM SPECIFIC RESOURCES LIKE DREAMBOX MATH AND IMAGINE LEARNING AND BRAINPOP AND THINGS LIKE THAT. SAME BACKPACK APP ASSIGNED TO A SHEPTON HIGH SCHOOL STUDENT ACCORDING TO HER SPECIFIC SCHEDULE OFFERS ONE CLICK SINGLE SIGN ON ACCESS TO HER PRE CALC TEXTBOOK A DESMOS GRAPHING CALCULATOR, HER AP ENVIRONMENTAL SCIENCE TEXTBOOK AND HER CTE BUSINESS INFORMATION MANAGEMENT INSTRUCTIONAL MATERIALS. AND OF COURSE THOSE RESOURCES DON'T JUST SHOW UP AUTOMAGICALLY.

THERE'S A GOOD DEAL OF CONFIGURATION AND DATA MAPPING AND VENDOR COLLABORATION, ALL THAT STUFF THAT TAKES PLACE BEHIND THE SCENES. THE SPREADSHEET SHOWN HERE GIVES YOU A GLIMPSE INTO HOW ALL THAT SAUSAGE IS KIND OF MADE. WE'RE ABLE TO ASSIGN THOSE RESOURCES BASED ON SPECIFIC COURSE CODES THAT CORRESPOND TO STUDENTS' CLASS ENROLLMENTS. AND THERE'S A BIT MORE TO IT BUT I'LL SPARE YOU THE DETAILS AT THE EXPENSE OF AWKWARDLY EXTENDING THE SAUSAGE METAPHOR JUST FOR ANOTHER SECOND OR TWO.

IT'S ONE THING TO MAKE A BUNCH OF SAUSAGE. IT'S ANOTHER THING ALTOGETHER FOR PEOPLE TO ACTUALLY EAT IT. THE NEXT COUPLE  SLIDES ARE INTENDED TO SHOW WHAT KIND OF AN APPETITE PLANO ISD HAS FOR WEBDESK OUR SINGLE SIGN ON PLATFORM POWERED BY CLASSLINK AND WE'LL START BY LOOKING AT THE FIRST SIX MONTHS OF THE 2017 2018 SCHOOL YEAR. WE REACHED A HIGH WATERMARK IN THAT 6TH MONTH JANUARY 2018 WITH ALMOST 400,000 LOGINS. BUT OVER THE SAME SPAN OF TIME LOOK AT THE YEAR ON YEAR COMPARISON WITH 2018 2019 DATA. LOGINS HAVE MORE THAN DOUBLED IN EVERY SINGLE MONTH. AND WHILE WEBDESK LOGINS IS PERHAPS A KEY PERFORMANCE INDICATOR IN AND OF ITSELF I WOULD ARGUE THAT APPLICATION LAUNCHES REPRESENTS A MORE SIGNIFICANT DATA POINT FOR US. WE NOTCHED MORE THAN 630,000 APPLICATION LAUNCHES IN JANUARY 2018 WHICH IS OF COURSE NOTHING TO SNEEZE AT BUT IT PALES IN COMPARISON TO THE 1.2 MILLION APPLICATION LAUNCHES REGISTERED JUST ONE YEAR LATER IN JANUARY 2019. AND THERE IS EVIDENCE TO SUGGEST THAT OUR STUDENTS

[01:00:05]

AND STAFF ARE ACCESSING DIGITAL RESOURCES OUTSIDE OF THE NORMAL SCHOOL DAY AS WELL AFTER HOURS AND ON WEEKENDS AND THEY'RE DOING IT AT A GREATER CLIP THAN THEY WERE A YEAR AGO. DURING THE FIRST SIX MONTHS OF LAST YEAR WE AVERAGED A LITTLE MORE THAN 29,000 LOGINS ON AVERAGE PER MONTH. THIS YEAR THE AVERAGE HAS JUMPED TO MORE THAN 76,000 LOGINS PER MONTH. AND I HAVE BEEN TOSSING AROUND A BUNCH OF BIG NUMBERS OVER THE PAST COUPLE MINUTES AND WE'LL DO SO FOR ANOTHER MINUTE OR TWO MORE BUT I WANT TO CHANGE THE CONTEXT A LITTLE BIT. I FIND THAT I APPRECIATE BIG NUMBERS LIKE THESE. I HAVE A GREATER NUMBER SENSE WHEN I CONSIDER THEM IN THE CONTEXT OF BIG SPORTS ARENAS. I CALL IT THE STADIUM PERSPECTIVE. FOR EXAMPLE GLOBE LIFE PARK HOLDS 49,000 FOR A SOLD OUT RANGER GAME AND A SOLD OUT AT&T STADIUM HAS CAPACITY FOR 100,000 ROWDY COWBOY FANS. AND WITH THAT IN MIND CONSIDER THAT IF EACH RECORDED PISD  WEBDESK LOGIN REPRESENTED A SINGLE BASEBALL FAN THEY WOULD COMBINE TO FILL GLOBE LIFE STADIUM TO CAPACITY AT LEAST ONCE EVERY 24 HOURS. AND IF APPLICATION LAUNCHES REPRESENTED OCCUPIED SEATS PISD WEBDESK USERS WOULD HAVE ALREADY FILLED AT&T STADIUM TO CAPACITY MORE THAN 72 TIMES IN THIS SCHOOL YEAR ALONE. GO COWBOYS. BUT OF COURSE OUR DIGITAL GAME PLAN ISN'T EXECUTED ON THOSE FIELDS. FOR US THE MAGIC IS HAPPENING ON EVERY CAMPUS ACROSS PISD. AND I STILL HAVE A WIDE EYED SENSE OF WONDER WHEN I SEE WHAT TEACHERS AND STUDENTS ARE ABLE TO ACCOMPLISH WITH THESE RESOURCES IS TO ME STILL VERY MUCH LIKE MAGIC. AND TO GIVE YOU A SENSE OF THE KINDS OF DIGITAL EXPERIENCES OUR STUDENTS AND TEACHERS ARE CONJURING UP TOGETHER MY AMAZING TEAM PULLED TOGETHER A FLIPGRID RIGHT OUT OF THEIR BAG OF TRICKS. FLIPGRID IS AN EASY TO USE SOCIAL LEARNING PLATFORM THAT ENCOURAGES STUDENTS TO RESPOND TO QUESTIONS USING VIDEO. IN THIS CASE WE ASKED FOLKS TO DESCRIBE THE DIFFERENT KINDS OF MAGIC HAPPENING ACROSS PISD WITH INSTRUCTIONAL TECHNOLOGY AND I WANT TO SHARE JUST A FEW OF THEIR RESPONSES WITH YOU NOW.

VERY GOOD.

THAT WAS JUST SOME OF LIKE 50 THAT WE COLLECTED IN A VERY SHORT AMOUNT OF TIME.

I WISH WE HAD TIME FOR ALL OF THEM. ALL OF IT VERY COOL. WE'RE ALMOST DONE. HOW'S THAT ROBERT FROST POEM GO? THE WOODS ARE LOVELY DARK AND DEEP BUT WE HAVE PROMISES TO KEEP AND SIX MORE BULLET POINTS BEFORE WE SLEEP. SOMETHING LIKE THAT. WITH OVER 48,000 STUDENT CHROME BOOKS ALREADY DELIVERED TO CAMPUSES WE'RE 92% PERCENT COMPLETE WITH OUR 1 TO WEB PROJECT. IN FACT 45 SCHOOLS ARE 100% DONE RIGHT NOW. THE FINAL BATCH WILL BE FINISHED IN EARLY FALL. AND WHILE WE'VE TAKEN GIANT LEAPS THIS YEAR WITH WEBDESK AND OUR COLLECTIVE ACCESS TO DIGITAL RESOURCES

[01:05:04]

THERE ARE STILL SOME HOLES IN OUR BACKPACK GAME THAT WE NEED TO KEEP WORKING ON. SOME OF THAT WORK FOCUSES ON GETTING PUBLISHERS ON BOARD WITH COMMON INTEROPERABILITY STANDARDS. ONEROSTER IS THE NAME OF THE STANDARD THAT WE'VE ADOPTED. IN OTHER CASES IT'S SIMPLY A MATTER OF WORKING WITH OUR COLLEAGUES IN ACADEMIC SERVICES TO BUILD A MORE COMPREHENSIVE CROSSWALK THAT CONNECTS STUDENTS TO THEIR TEXTBOOKS AND OTHER COMPELLING TOOLS AND RESOURCES. AND SO SORT OF CONCLUDES OUR PRESENTATION. WE HOPE YOU FIND ALL OF THIS AS MAGICAL AS WE DO AND WITH A QUICK NOD TO SESAME STREET'S AMAZING MUMFORD. YOU MAY REMEMBER A LA PEANUT BUTTER SANDWICHES. I CERTAINLY DO.

WE JUST ASK WHAT QUESTIONS DO YOU HAVE FOR DAN IN PARTICULAR? [LAUGHTER] TRUSTEES. SO THE QUESTION I HAD REALLY WAS REALLY RELATIVE TO THIS LAST SLIDE. HOW MUCH OF A PROBLEM ARE WE HAVING WITH PUBLISHERS BEING INTEGRATED INTO THE SYSTEM? WE'RE WORKING WITH THE PUBLISHERS. IT'S ON A ONE BY ONE BASIS.

WE'RE TRYING TO GET THE BIG ONES RIGHT NOW AND THE BIG ONES AS YOU SEE HAVE COME TO THE TABLE, THE MCGRAW HILL'S, THE PEARSON'S, THE MIFFLIN HARCOURT. THERE'S A NEWER STANDARD THAT WERE COALESCING AROUND RIGHT NOW CALLED THE ONEROSTER STANDARD AND THEY'RE COMING TO THE TABLE. BUT THIS IS A NEWER STANDARD THAT WE'RE STARTING TO ADOPT WHERE WE CAN ASSIGN RESOURCES THROUGHOUT, BE VERY AGNOSTIC TO ANY PLATFORM AND THEN STILL SURFACE ALL THE DIGITAL RESOURCES. BECAUSE WHAT YOU'RE SEEING RIGHT HERE WORKS AS YOU NOTICED. I DON'T KNOW IF YOU COULD SEE ON IPADS, ON CHROME BOOKS ON WINDOWS DEVICES. SO WE'RE HAVING REALLY GOOD SUCCESS WITH A LOT OF THE VENDORS. BUT I'LL TELL YOU A LOT OF SUCCESS HAPPENED OVER THE LAST YEAR AND A HALF. SO IT'S GETTING BETTER BUT WE'RE WE'RE NOT ALL THE WAY THERE YET. AND TO BE HONEST SO THAT IN AND BECAUSE WE HAVE SUCCESS WITH A GIVEN PUBLISHER DOESN'T MEAN THAT IT'S FOR ALL OF THEIR TITLES. IN PARTICULAR I THINK OF ONE OF THE BIG PUBLISHERS THAT OFFERS BOTH K12 RESOURCES BUT THEN FOR SOME OF OUR COLLEGE LEVEL COURSES. THEIR PRIMARY AUDIENCE OR SECONDARY OR HIGHER ED THEY DON'T PLAY THE SAME AND TYPICALLY IN THOSE CASES STUDENTS ALWAYS MAKE THEIR OWN CREDENTIALS. THEY MAKE THEIR OWN USER I.D., MAKE THEIR OWN PASSWORD. AND SO THAT'S THE AREA I WOULD SAY THAT WE'RE STRUGGLING WITH THE MOST ARE PROBABLY GETTING SOME OF THIS HIGHER ED TEXTBOOKS TO PLAY IN THIS VERY MUCH A K12 ENVIRONMENT. SO BUT WE'RE MAKING. WE CAN LEVERAGE OUR PEERS WHO AROUND THE STATE AND AROUND THE COUNTRY ARE INTERESTED IN THE SAME THINGS THAT WE ARE AND SO WE HELP EACH OTHER OUT IN THAT WAY. ARE YOU SEEING THAT MARKETPLACE GROW? I WOULD THINK WITH DUAL CREDIT AND AP AND THINGS LIKE THAT THAT YOU WOULD WANT TO HAVE THOSE PROVIDERS WOULD WANT AS MUCH ACCESS AS POSSIBLE TO THAT MARKET. I'M ASSUMING THAT MARKET IS GROWING AS RAPIDLY AS WE HOPE IT WOULD. WE'RE GETTING MORE YESES THAN WE GOT THREE YEARS AGO SO THAT'S [INAUDIBLE]. HOW ARE WE FINDING THE DURABILITY OF THE CHROME BOOKS? WHERE DID THAT COME FROM? I'M SORRY I HEARD THE VOICE. [LAUGHTER] LIKE AN ANGEL.

DURABILITY FINE. THE DURABILITY IS YOU KNOW WE'RE STILL EARLY IN THE PROCESS. WE AREN'T IF WE'RE REPLACING SOME I WOULD SAY THERE'S SOME WILLFUL NEGLIGENCE I THINK THAT OCCURS BUT WE'RE BUT WE'RE AT LESS THAN 5 PERCENT REPLACEMENT. WE HAVE A  COUPLE OF NEAT TOOLS TOO THAT TAKES. IT'S NOT SO MUCH THE DURABILITY BUT THE MISPLACING OF CHROME BOOKS AND WE HAVE TOOLS THAT HELP US TRACK. WHEN A CHROMEBOOK GOES MISSING WE HAVE SOFTWARE THAT CAN HELP US ALMOST GEO LOCATE WHERE THAT IS AND WHO IS THE LAST PERSON TO SIGN INTO IT AND IN FACT EVEN TAKE SCREENSHOTS. SO THOSE THINGS HELP US. WE'RE NOT RUSHING OUT TO REPLACE SOMETHING THAT'S JUST REPORTED LOST. WE'RE GENERALLY ABLE TO TRACK DOWN WHERE THAT THING IS. GOOD. SO WE'RE DOING A TEXTBOOK ADOPTION THIS YEAR.

WHAT IS IT LANGUAGE ARTS? IS THAT RIGHT? SO HOW ARE THE METRICS CHANGING AS WE'RE NOW MAKING ADOPTION IN TERMS OF A RUBRIC AND IN MAKING THAT DECISION MAKING PROCESS? IS THE

[01:10:01]

WEIGHT OF THEIR ABILITY TO MEET OUR NEEDS IN THE TECHNOLOGY WORLD PART OF THAT DECISION AS WELL AS THE QUALITY OF THE CURRICULUM? YES AND WE HAVE THE COMMITTEE PROCESS IN PLACE TO TO EXAMINE ALL THOSE AND BRING FORWARD THE FEATURES OF THE ONES THAT THEY FEEL LIKE BEST FIT OUR NEEDS. BUT OVERALL ALL THE PUBLISHERS NOWADAYS ARE DOING MORE AND MORE DIGITAL ACCESS TO PRETTY MUCH ALL THAT THERE IS IN THE OFFERING. SO MATT ONE QUESTION: HOW DOES THAT CORRELATE TO THE WEIGHT OF THOSE BACKPACKS THAT WERE OBVIOUSLY NOT INVENTED ON MARCH 5TH? MUCH LIGHTER. ALL OF THIS IS MUCH LIGHTER. DO WE HAVE AN ESTIMATE OF HOW MANY BOOKS DOES IT SAVE? I MEAN I REMEMBER LAST YEAR I BROUGHT UP THAT ISSUE OF 28 POUNDS. I REMEMBER ACTUALLY WEIGHING SOME BOOKS RIGHT AROUND THE TIME OF THAT WORK SESSION AND I CAN'T RECALL AT ALL. IT'S  DEPENDING ON ON SCHEDULES BUT CERTAINLY THERE WERE BOOKS THAT WEIGHED BETWEEN 2 AND 4 AND 5 POUNDS TIMES 5 CLASSES CERTAINLY. SO IS THERE A WAY FOR US TO TRACK AND YOU KNOW COMPARED TO LAST YEAR THIS YEAR ESTIMATES FOR NEXT YEAR WHAT DO WE THINK THOSE BACKPACKS OR? LET'S INSTEAD OF CALLING IT THE BACKPACKS THE CONVERSION OF 4 POUND BOOKS INTO SOFTWARE. YES I'M SURE WE WE CAN DO THAT. AND I WOULD ONLY SAY THIS THAT COMPARING. SO I COUNT TEXTBOOKS LAUNCHES AS A GROWTH MEASURE. AND SO  WHEN WE TALK ABOUT TOP 10 APPLICATIONS TWO OF THOSE ARE BIG PUBLISHERS. SO PEARSON AND MCGRAW-HILL CONNECTED ARE  TWO SIGNIFICANT GONNA GET LOTS OF CLICKS. LOTS OF LAUNCHES NOT ONLY DURING THE SCHOOL DAY BUT THEY'RE AMONG THE HIGHEST OUTSIDE OF SCHOOL. SO I SEE THOSE NUMBERS INCREASING AND WOULD SUSPECT YOU KNOW I THINK RIGHTLY THAT. RIGHT. THAT ACCESS IS OCCURRING OUTSIDE NOT FROM A PHYSICAL BOOK. WELL NOW I ALSO WANT TO JUST  INTERJECT THAT AS THESE DIGITAL RESOURCES COME AVAILABLE IT'S NOT A 1 TO 1 CORRELATION OF ONE BOOK GOES AWAY AND YOU GET ONE DIGITAL RESOURCE. A GOOD EXAMPLE IS OUR MOST UTILIZED APPLICATION IN K6 LEVEL IS A PRODUCT CALLED DREAMBOX MATH AND IT'S NOT REALLY A TEXTBOOK REPLACEMENT AS MUCH AS THERE'S A LOT OF SUPPLEMENTAL TOOLS THAT HELP AUGMENT AND PROVIDE THESE RESOURCES TO ENHANCE THE LEARNING EXPERIENCE. SO I DON'T THINK IT'S GOING TO BE A 1 TO 1 CORRELATION AS A TEXTBOOK GOES AWAY BUT THERE WILL BE MORE AND MORE RESOURCES MADE AVAILABLE TO HELP SUPPLEMENT THIS. THANK YOU. ANYONE ELSE? SARA. NO? THANK YOU VERY MUCH MATT AND DAN. IS THERE A POSSIBILITY THAT WE HAVE A STANDING TECHNOLOGY ITEM THAT WILL BRING MATT? I WAS ABOUT TO SUGGEST THE SAME GUY. WE NEED HIM A LITTLE MORE OFTEN. MAKES BOARD MEETINGS FUN. NOT THAT THEY'RE NOT FUN OTHERWISE. [LAUGHTER] ALL THE TIME. ALL THE TIME. OK. SO WITH THAT WE WILL GO TO OUR SECOND AND FINAL REPORT THIS EVENING INSURES GOVERNANCE AND ADMINISTRATIVE SUPPORT OF DISTRICT GOAL ADVOCACY EFFORT REGARDING THE 86TH TEXAS LEGISLATIVE SESSION. AT EACH BOARD MEETING AND WORK SESSION DURING THE REGULAR SESSION OF THE TEXAS LEGISLATURE THE AGENDA SHALL INCLUDE AN ITEM TO ALLOW INDIVIDUAL BOARD MEMBERS TO REPORT THEIR ADVOCACY EFFORTS TO ALL OTHER BOARD MEMBERS. AND GIVEN THAT WE HAD PLANO LEGISLATIVE DAYS LAST WEEK I'M SURE THAT WE HAVE QUITE A FEW REPORTS SO WHO WOULD LIKE TO START? BOARD MEMBERS. NOT ALL AT ONCE. DEFER TO THE BOARD FIRST. WELL LET'S SEE. JERI AND I AND OF COURSE THERESA AND SARA AND CARLA AND DAVID. WHO ELSE? AND RANDY. MELISSA. AND MISSY. YEAH MISSY'S NOT HERE. WE ALL WENT TO AUSTIN AND WE HAD A REALLY GOOD CONVENING IF YOU WILL WITH PLANO DAYS AND THAT INCLUDED THE MAYOR AND THE CITY COUNCIL MEMBERS AND THE CHAMBER PRESIDENT AND MANY BUSINESS LEADERS IN PLANO COMING DOWN TO AUSTIN FOR PLANO LEGISLATIVE DAYS. AND IT'S VERY MEANINGFUL THAT WE COME TOGETHER AND REPRESENT PLANO DOWN IN AUSTIN BECAUSE I BELIEVE PLANO IS A LEADER IN BOTH BUSINESS AND EDUCATION SO IT'S VERY IMPORTANT THAT OUR VOICES ARE HEARD AND WE'RE FACE TO FACE WITH THE VARIOUS

[01:15:04]

LEGISLATORS AND THEY SEE US AND THEY KNOW. WE DEVELOP A RELATIONSHIP SO THAT THEY CAN REACH OUT WHEN THEY'RE CONSIDERING A BILL OR FILING A BILL. THEY KNOW THAT WE'RE A RESOURCE AND CAN BE REACHED OUT TO. SO IT WAS A REALLY INFORMATIVE SESSION.

WE ALSO ATTENDED THE TASA TASB CONFERENCE ON TUESDAY AND THEN ON WEDNESDAY AND THURSDAY WE DID THE LEGISLATIVE DAYS. I'LL LET YOU TAKE OVER DAVID. YEAH. AND THEN ACTUALLY AS SOON AS WE GET DONE HERE WHICH I WAS HOPING WAS GONNA BE LIKE AN HOUR AGO I'M GETTING IN THE CAR TO DRIVE TO AUSTIN AND WILL BE TESTIFYING TOMORROW MORNING IN FRONT OF THE HOUSE WAYS AND MEANS COMMITTEE IN SUPPORT OF THE TAXPARENCY BILL THAT WE FILED LAST TIME AND THEN HAVE HAD FILED AGAIN THIS TIME. AND SO I WOULD ASK IF YOU. REPRESENTATIVE SHAHEEN AND NOBLE ARE BOTH ON THAT COMMITTEE. AND SO IF YOU WANTED TO DROP THEM A NOTE IN SUPPORT OF OUR TAXPARENCY EFFORTS THAT MIGHT BE MEANINGFUL TO THEM. I THINK THEY BOTH SUPPORT OUR EFFORTS ALREADY. BUT I'LL BE IN AUSTIN AT 8:00 TOMORROW MORNING.

ACTUALLY I'LL BE IN AUSTIN ABOUT 12:30 AND AT 8:00 TOMORROW MORNING. I DON'T WANT TO PUT YOU ON THE SPOT. DO YOU KNOW THE NUMBER OF THAT BILL,  THE TAXPARENCY BILL SO THAT PEOPLE CAN SUPPORT IT? IT'S HOUSE BILL 539. HOUSE BILL 539. THANK YOU. HE JUST MADE IT UP. I'D LIKE JUST TO ADD THAT I WAS VERY IMPRESSED WITH THE SENSE OF URGENCY AND SUPPORT WE ALSO RECEIVED FROM REPRESENTATIVE JEFF LEACH. YOU MENTIONED THE OTHER TWO THAT WE MET WITH. BUT I WAS VERY IMPRESSED WITH HIS JUST CONCERN AND SUPPORT AND IT SEEMS LIKE HE'S REALLY GOING TO DO WHAT HE NEEDS TO DO ON OUR BEHALF. ANY OTHER COMMENTS? I'D LIKE TO MENTION ONE THING THAT THIS YEAR WE'VE TALKED A LOT ABOUT JOINT ADVOCACY FROM THE ENTITIES OF THE CHAMBER OF COMMERCE THE CITY OF PLANO AND PLANO ISD. AND ALTHOUGH MISSY ISN'T HERE TONIGHT SHE DID SERVE ON A SPEAKER'S PANEL AT ONE OF THE EVENTS AND THEN WE HAD OUR LOCAL DELEGATION COME UP AND SPEAK AFTERWARDS. BUT SHE WAS THERE WITH MAYOR HARRY AND FEDEX OFFICE REPRESENTATIVE AND ALSO. IT'S LISA SMITH AND SHE'S THE PLANO CHAMBER BOARD CHAIR ELECT. SO IT WAS VERY NICE TO BE INCLUDED IN THAT PANEL AS WELL. AND I DID WANT TO MENTION SO WE DID ALSO MEET WITH SENATOR ANGELA PAXTON. ALSO I DON'T THINK WE'VE MENTIONED HER NAME AND COMING UP AS A PART OF OUR LEGISLATIVE ADVOCACY COLLIN COUNTY DAYS. WE JUST HAD PLANO DAYS. BUT COLLIN COUNTY DAYS ARE MARCH 26TH AND AND 27TH SO MARK YOUR CALENDARS.

THAT'S HOUSE BILL 569 BY THE WAY NOT 539. [LAUGHTER] I TOLD YOU HE MADE IT UP. AND WE DID RIGHT. SAY IT AGAIN. 569? YEAH. HOUSE BILL 569. I WAMT TO JUST ALSO ADD TO WHAT KARLA SAID. IN MY NEWER EXPERIENCE ON THE BOARD I JUST THOUGHT IT WAS AN ASSUMPTION THAT ALL CITIES SCHOOL DISTRICTS AND CHAMBERS OF COMMERCE WORK TOGETHER HAND-IN-HAND. I THOUGHT THAT WAS JUST A GIVEN. IT'S VERY IMPRESSIVE HOW OUR THREE ENTITIES DO COME TOGETHER TO WORK VERY WELL TOGETHER. IT'S FOR THE BETTER OF OUR COMMUNITY AND I THINK IT'S IMPORTANT FOR US TO ALL BE AWARE AND RECOGNIZE THAT. SO ONE OF THE THINGS THAT WE HAD THE OPPORTUNITY TO DO IS WE DID GO MEET WITH EACH ONE OF OUR DELEGATES' OFFICES LAST WEEK IN AUSTIN AND TALKED WITH THEM ABOUT BILLS THAT WERE FILED AND WHAT THEY THOUGHT WAS COMING NEXT. AND SO I'M REALLY PLEASED TO SEE FOR EXAMPLE TODAY HOUSE BILL 3 WAS FILED WHICH IS THE SCHOOL FINANCE BILL. AND ALL THREE OF OUR HOUSE DELEGATES JEFF LEACH MATT SHAHEEN AND KENNY NOBLE ALL REACHED OUT TO ME LAST NIGHT OR TODAY TO TALK WITH ME ABOUT WHAT WAS COMING. SEE IF YOU KNOW WHEN WE READ THE BILL WHAT WHAT OUR THOUGHTS ARE TO GET OUR INPUT. WE OF COURSE UNDERSTAND THAT WHERE A BILL STARTS IS NOT TYPICALLY WHERE IT ENDS THAT THIS IS A PROCESS THAT WE'RE GOING THROUGH. BUT TRULY IT IS VERY ENCOURAGING. AND WE ARE VERY OPTIMISTIC THAT AUSTIN IS LISTENING AND THAT OUR DELEGATES ARE THINKING ABOUT PLANO ISD. AND SO I'VE REALLY APPRECIATED THAT AND THAT CONNECTION IS STRONG AND THEY'RE ASKING OUR OPINIONS AND  LISTENING. AND THAT'S AT THIS POINT IN THE GAME THAT'S A GOOD PLACE TO BE. SO WE APPRECIATE THAT. OK. ONE MORE THING FOR THE AUDIENCE HERE AND THE AUDIENCE WATCHING US. WE DO HAVE THE LEGISLATIVE REPORTS AND MINUTES OF THE LEGISLATIVE SUBCOMMITTEE OF THE BOARD ON OUR WEBSITE SO YOU CAN GET UPDATES CONSTANTLY AS WE'RE GETTING THEM.
