DURING THIS PAST SCHOOL YEAR, WE HAD LOTS OF TRAINING THAT CONSISTED OF GOING TO SCHIMELPFENIG MIDDLE SCHOOL FOR A TRAINING WITH ALL OF THE OTHER PISD MIDDLE SCHOOL PALS PROGRAMS LED BY MR. TORY GANT. WE ALSO HAD THREE TRAININGS DURING OUR FOURTH PERIOD PALS CLASS TEACHING US ABOUT COMMUNITY KEEPERS, CONFLICT RESOLUTION AND UPSTANDERS LED BY MRS. DAPHNE WARREN. THE TRAINING AT SCHIMELPFENIG MIDDLE SCHOOL WAS A GREAT KICK START TO OUR YEAR.

WE HAD FUN AND GOT GOT TO CONNECT WITH OTHER SCHOOLS WHILE LEARNING VALUABLE LESSONS AND BUILDING A FOUNDATION OF TEAMWORK IN OUR PAL CLASS.

OUR THREE LESSONS WITH MRS. DAPHNE WARREN EARNED US A DIGITAL BADGE FOR PERSONAL CHARACTER DEVELOPMENT.

AS A PAL CLASS, WE COME TOGETHER AND ORGANIZE OUR SCHOOL SPIRIT BY DECORATING THE SCHOOL AND CREATING A FUN AND INVITING ENVIRONMENT FOR ALL STUDENTS.

IT WAS VERY FUN TO MAKE CONNECTIONS WITH OTHER PISD SCHOOLS.

HI, MY NAME IS BELLA SINGLETON AND IN PAL'S AS WE DO TEAM BUILDING ACTIVITIES TO HELP US COME TOGETHER AND GROW AS A GROUP AND DEVELOP OUR STRENGTHS AND WORK ON OUR WEAKNESSES AS A TEAM. HI, MY NAME IS BROOKE.

WE MENTOR STUDENTS AT OUR LOCAL ELEMENTARY SCHOOL, SHEPARD.

WITH OUR STUDENTS WE HAVE DONE GET TO KNOW YOU GAMES AND OTHER ACTIVITIES.

I THINK A LOT OF PEOPLE THAT ARE IN PALS WOULD LOVE TO DO THIS AGAIN IN 10TH AND 12TH GRADE, NOT ONLY BECAUSE IT'S FUN AND BUT BECAUSE IT'S A LEARNING EXPERIENCE AND YOU GET TO EXPERIENCE OTHER PEOPLE HAVING FUN WITH YOU AND IT'S JUST YOU GET TO DO SO MANY THINGS WITH SO MANY DIFFERENT PEOPLE AND IT JUST REALLY CONTRIBUTES TO YOUR LEARNING.

SO MY COMMENT IS THAT I HAVE TWO PLANO WEST GRADUATES WHO ARE PALS AT FRANKFORD AND AT SHEPTON AND AT WEST AND THEY LOVED IT.

AND SO I'M GOING TO ENCOURAGE YOU GUYS TO CONTINUE ON WITH THIS.

I THINK THIS IS A PHENOMENAL PROGRAM, AND I RECALL THAT I THINK IT WAS 10TH AND 12TH GRADE AS WELL THERE.

AND I SAID AT THE TIME, WELL, LET'S FIGURE OUT A WAY TO DO THIS IN 9TH AND 11TH AS WELL SO THAT WE CAN CONTINUE IT ON.

AND WE ARE PROUDLY CELEBRATING A GOOD NUMBER OF ACCOMPLISHMENTS.

FIRST, THE 2023 TEXAS SCIENCE AND ENGINEERING FAIR RESULTS.

THE TEXAS SCIENCE AND ENGINEERING FAIR ANNUAL STATE SCIENCE COMPETITION FOR STUDENTS IN GRADES 6 THROUGH 12 WAS HELD IN COLLEGE STATION ON MARCH 24TH THROUGH 26TH. OVER 1200 STUDENTS STATEWIDE COMPETED.

OF THOSE STUDENTS, 13 PLANO ISD SENIOR DIVISION HIGH SCHOOL AND SENIOR HIGH WINNERS PLACED FIRST, SECOND OR THIRD IN THEIR CATEGORY, WHILE THREE JUNIOR, WHICH IS MIDDLE SCHOOL DIVISION WINNERS PLACED FIRST IN THEIR CATEGORY.

TEN PLANO ISD STUDENTS WILL ADVANCE TO THE INTERNATIONAL SCIENCE AND ENGINEERING FAIR, WHICH WILL BE HELD HERE IN DALLAS IN MAY.

SO MAY 14TH THROUGH THE 19TH, WHICH I GUESS IS A COUPLE OF WEEKS AWAY.

AND SO WE WANT TO WISH BEST OF LUCK TO ALL OF THOSE QUALIFIERS.

THIS AWARD RECOGNIZES THREE SCHOOL DISTRICTS AND 80 SCHOOLS ACROSS 44 STATES FOR THE OUTSTANDING EFFORTS BY TEACHERS, ADMINISTRATORS, PARENTS, STUDENTS AND COMMUNITY LEADERS, AND FOR THEIR SUPPORT OF MUSIC EDUCATION AS PART OF A WELL ROUNDED EDUCATION FOR ALL CHILDREN.

23 CONSECUTIVE YEARS IS QUITE AN ACCOMPLISHMENT.

THIS TOURNAMENT HOSTED 626 TEAMS FROM THE USA, CANADA, MEXICO, TURKEY, ISRAEL, BRAZIL, CHINA, JAPAN AND MANY OTHER COUNTRIES.

ACCORDING TO FIRST, THE EVENT IS A CULMINATING INTERNATIONAL EVENT FOR OUR YOUTH ROBOTICS COMPETITION SEASON AND AN ANNUAL CELEBRATION OF SCIENCE, TECHNOLOGY, ENGINEERING AND MATH FOR OUR COMMUNITY AS WE PREPARE YOUNG PEOPLE FOR THE FUTURE.

THESE LEARNERS HAVE DEDICATED THOUSANDS OF HOURS COLLABORATING TO DESIGN, BUILD AND PROGRAM A ROBOT UNDER THE VERY SPECIFIC GUIDELINES SET FORTH FOR THE 22-23 CIRCUIT.

IN ORDER TO QUALIFY FOR THE WORLD CHAMPIONSHIPS, THIS TEAM PARTICIPATED IN DISTRICT REGIONAL AND STATE CLUSTERED EVENTS WHERE ROBOTS COMPETED AGAINST ONE ANOTHER.

TO QUALIFY FOR WORLDS THIS AWARD WINNING TEAM COMPETED IN DALLAS AND IN FORT WORTH DISTRICT ROBOTICS EVENTS.

AT THE DALLAS EVENT, TITAN ROBOTICS FINISHED IN THIRD PLACE WHILE EARNING THE GRACIOUS PROFESSIONALISM AWARD.

IN FORT WORTH THE TEAM HAD A DEEP RUN IN THE TOURNAMENT, EVENTUALLY BEING KNOCKED OUT IN THE QUARTERFINALS WHILE ALSO EARNING THE TEAM SPIRIT AWARD.

AND I WAS SO LUCKY TO BE ABLE TO WALK AROUND AND NOT JUST SEE THE COMPETITION, WHICH SEEMED LIKE A LOT OF FUN, BUT ALSO SEEING THE TROUBLESHOOTING THAT EVERYBODY WAS DOING, WALKING AROUND BEHIND, EVERYBODY'S GOT THEIR KIND OF TEAM SET UP AND JUST HELPING EACH OTHER, BUT ALSO SEEING PEOPLE FROM OTHER TEAMS TALKING WITH THE OTHER ROBOTICS TEAMS AND THE CAMARADERIE.

AND SO THE CULTURE THAT EXISTS IN THE FIRST ROBOTICS IS REALLY UNIQUE AND VERY COOL, AND I WAS VERY LUCKY TO EXPERIENCE THAT.

AND I THINK ALL OF YOU ARE BENEFITING FROM BEING A PART OF THAT, AND IT SHOWS.

AND AS A NEW BOARD MEMBER AND THROUGHOUT THE PROCESS, IT WAS IT WAS DIFFICULT FOR ME TO BUY IN AT EVERY POINT.

AND I SAW IT WAS MUCH EASIER FOR THE TRUSTEES THAT WERE A PART OF IT.

AND SO, YOU KNOW, MY HOPE IS WHEN TWO MORE TRUSTEES ARE ON THE BOARD HERE, THAT THEY CAN GO THROUGH A SIMILAR PROCESS TO REALLY BUY INTO IT AND UNDERSTAND WHAT WENT THROUGH IT ALL AND BE ABLE TO BUY IN THE WAY THAT I THINK THE TRUSTEES THAT HAD THEIR HANDS ON THIS HAVE.

SO, YOU KNOW, I HOPE I HAVE FOR FUTURE TRUSTEES.

I APPRECIATE GREATLY BEING INCLUDED.

THE LAST TIME WE HAD A STRATEGIC PLAN PROCESS, IT WAS JUST THREE TRUSTEES WHO REALLY TOOK THE BULK OF THE LOAD AND IT WAS KIND OF PRESENTED.

AND SO THIS PROCESS DID CREATE A SENSE OF BELONGING.

BUT I ALSO REALLY APPRECIATE THE OPPORTUNITY FOR DOING ALL THE LISTENING WE WERE ABLE TO DO.

BEING ABLE TO BE PART OF THE COMMUNITY, YOU KNOW, ATTEND AS MANY OF THE MEETINGS AS WE COULD.

THAT WAS REALLY HELPFUL.

IT WAS REALLY NICE TO BE ABLE TO HAVE THAT CONNECTION WITH STAFF AND THE COMMUNITY.

I THINK WHAT WE'VE GOT IS SOMETHING REALLY SOLID AND SOMETHING WE WILL BE ABLE TO MOVE FORWARD TO AND BE ABLE TO DO SOME REALLY GREAT THINGS FOR KIDS AND FOR TEACHERS.

YOU DIDN'T JUST COME ONE TIME.

SOME OF YOU CAME ON SATURDAY, EARLY SATURDAY MORNINGS, AND LATE DURING THE WEEK AFTER YOU'VE BEEN TO EITHER WORK OR MULTIPLE THINGS ALL DAY LONG.

BUT WHEN THE TIMES GET TOUGH AND YOU CAN GO AND YOU CAN READ OUR MISSION STATEMENT AND THE EVERY STUDENT LIKE THAT, WE WE'LL WALK THROUGH THE FIRE FOR EVERY STUDENT AND OUR VISION STATEMENT THAT KEEPS US AS NOT ONLY AS STRONG PILLARS, BUT AS BUT THESE ARE THE THINGS THAT WE THINK ABOUT WHEN WE MAKE DECISIONS FOR FOR THE DISTRICT.

AND SO GRATEFUL FOR THAT.

SO A REMINDER THAT OUR GOAL FOR THIS YEAR WAS TO REVIEW CTE PROGRAMS OF STUDY AND RESEARCH POTENTIAL INNOVATIVE CTE PROGRAMS BASED ON WORKFORCE NEEDS, INCLUDING EXPLORING MIDDLE SCHOOL OPPORTUNITIES AND PROGRAMS FOR STUDENTS, AND ALIGNING, OF COURSE, OUR INDUSTRY BASED CERTIFICATIONS, WHICH WERE ADJUSTED THIS YEAR WITH TA BRINGING OUT A NEW LIST FOR US.

SO AS WE'VE DONE OUR WORK THIS YEAR, OUR TEAM HAS KIND OF ADOPTED THIS VISION THAT WE HAVE WORKED ON.

AND SO THROUGH LEARNING EXPERIENCES AND INNOVATIVE AND RIGOROUS CTE PROGRAMS OF STUDY.

PLANO ISD, CTE STUDENTS WILL BECOME LEADERS READY TO IMPACT THE GLOBAL WORKFORCE AND HIGH WAGE AND HIGH DEMAND CAREER PATHS.

AND SO THAT'S KIND OF THE VISION THAT WE TOOK FORWARD AND DID OUR WORK TO REALLY UNDERSTAND WHAT WE WERE DOING.

SO OUR FIRST MEETING, WE STARTED OFF WITH THESE QUESTIONS FOR OUR COMMITTEE.

FIRST ONE IS WHAT EXPERIENCES SHOULD A STUDENT LEAVE MIDDLE SCHOOL WITH? WHAT DO WE WANT MIDDLE SCHOOL TO PROVIDE STUDENTS THROUGH CTE AND KIND OF AS A WHOLE? SHOULD EIGHTH GRADE STUDENTS HAVE HIGH SCHOOL CREDIT CTE OPPORTUNITIES? DO WE FEEL LIKE THAT IS SOMETHING THAT'S BENEFICIAL AND THAT WOULD BE INTEREST OF STUDENTS AND FAMILIES? SHOULD WE CONSIDER CHANGES IN OUR COURSE OFFERINGS AT THE MIDDLE SCHOOL LEVEL THAT ALIGN TO HIGH WAGE AND HIGH DEMAND JOBS? AND THEN WHAT ARE THE LONG TERM INDUSTRY TRENDS AND NEEDS THAT WERE FORECASTED? AND WE REALLY KIND OF HAD SOME CONVERSATIONS AND LET OUR BUSINESS AND INDUSTRY FRIENDS KIND OF HAVE THAT PROVIDE US WITH THAT FEEDBACK OF WHAT ARE THEY SEEING NOW? BUT WHAT IS FORECASTING FOR THE FUTURE? BECAUSE WE KNOW THAT THAT IS CHANGING CONSTANTLY AND WE WANT TO MAKE SURE THAT OUR KIDS ARE PREPARED WITH WHATEVER WE DO.

SO WITH THAT, WE KIND OF CAME BACK AFTER THE MIDDLE SCHOOL RECOMMENDATION AND THE COMMITTEE FELT PRETTY STRONGLY ABOUT THIS, IS THAT WHEN WE WALK AWAY FROM OUR MIDDLE SCHOOL EXPERIENCE, WE WANT KIDS TO KIND OF HAVE THE TIME TO EXPLORE EVERY TIME WE TALK TO MIDDLE SCHOOL, THE CONVERSATION WAS KIDS NEED TO EXPLORE.

THEY NEED TO FIGURE OUT WHAT THEY WANT TO DO.

IT SHOULD BE CAREER FOCUSED AND IT SHOULD BE INCLUSIVE OF ALL STUDENTS.

SO SPECIAL ED 504 OUR EMERGENT BILINGUAL KIDS BECAUSE EVERY STUDENT HAS A PLACE IN CTE AND WE WANT TO WELCOME THEM THERE WITH OPEN ARMS. WE ALSO HAD CONVERSATIONS ABOUT WHAT WOULD IT LOOK LIKE IF WE TOOK SOME OF OUR PRINCIPLES COURSES.

SO IF YOU REMEMBER, PRINCIPLES COURSES ARE LEVEL ONE COURSES THAT WE OFFER KIDS.

WHAT WOULD THAT LOOK LIKE TO BRING THOSE COURSES DOWN INTO MIDDLE SCHOOL SO A STUDENT CAN START THAT EXPLORATORY PIECE PRIOR TO HIGH SCHOOL IN NINTH AND 10TH AND THEN REALLY START THAT PROGRAM OF STUDY BECAUSE WE KNOW DURING NINTH AND 10TH GRADE YEAR AND WE'RE WORKING ON THIS WITH SOME COMMUNICATION AND MARKETING, BUT WE SEE A LOT OF KIDS GO AND START GETTING THEIR THEIR REQUIRED GRADUATION COURSES OUT OUT OF THE WAY.

AND SO CAN WE GET STUDENTS INTERESTED? CAN WE EXPAND THAT LEARNING OPPORTUNITY FOR THAT PURPOSE?

BUT ALSO THE PURPOSE THAT BY THE TIME THEY GET TO SENIOR HIGH, THEY CAN GO OUT AND PARTNER WITH OUR COMMUNITY, BUSINESS AND INDUSTRY AND THEY CAN HAVE WORK BASED LEARNING OPPORTUNITIES. AND THAT'S REALLY WHERE THAT LEARNING OCCURS IS WHEN THEY'RE IN THAT JOB HAVING THAT EXPERIENCE.

ANOTHER PIECE THAT IS ON HERE THAT OUR COMMITTEE FELT PRETTY STRONGLY ABOUT, AND YOU MAY SAY, WELL, WHY IS THIS ON HERE? BECAUSE IT'S IT'S NOT NECESSARILY CTE IS PROFESSIONAL COMMUNICATIONS AND CTE.

ACTUALLY, PROFESSIONAL COMMUNICATIONS IS A CTE COURSE.

BUT HERE IN PLANO ISD, IT JUST HAPPENS TO LIVE UNDER FINE ARTS.

SO WHEN THEY WERE LOOKING AT OUR PROGRAMS OF STUDY, THEY SAW PROFESSIONAL COMMUNICATIONS AND THEY HAD QUESTIONS ABOUT THAT OF COULD WE MOVE THAT TO MIDDLE SCHOOL COURSE AS A MIDDLE SCHOOL COURSE IT COULD MAYBE GO WITH HEALTH OR IT COULD JUST BE ON THE OTHER SIDE OF A PRINCIPLES COURSE.

IF WE'RE LOOKING FOR A YEAR LONG OPPORTUNITY.

AND THEN OTHER CONSIDERATIONS WAS WHAT IS TECHNOLOGY AND CURRICULUM LOOK LIKE FOR THOSE STUDENTS? WHAT WOULD BE THE GPA IMPLICATION OF MOVING COURSES? THERE WAS SOME CONVERSATIONS ABOUT REVIEWING COURSE DESCRIPTIONS, WHICH OUR TEAM VERY MUCH HAS HAD ON THE RADAR AND WE WILL CONTINUE TO HAVE ON THE RADAR AND THEN CLUBS AND ORGANIZATIONS TO MAKE SURE THAT OUR KIDS HAVE WHAT WE LIKE TO CALL THAT OTHER EDUCATION, WHICH FOR US IN CTE IS REALLY IMPORTANT.

SO THEN OUR NEXT MEETING WE TALKED ABOUT AND IF YOU WERE ON ANY, YOU KNOW, WHEN YOU LOOK AT OUR STRATEGIC VISIONING, WE TALKED ABOUT ALL OF THESE QUESTIONS WAS WHAT PROGRAMS OF STUDY SHOULD WE EXPAND? WHAT SHOULD WE CONSIDER ADDING THAT WOULD BE NEW AND WHAT SHOULD WE CONSIDER ON? I HAVE REMOVING.

I THINK PEOPLE ARE SAYING STRATEGIC ABANDONMENT.

MAYBE THAT SOUNDS A LITTLE BIT BETTER.

AND THEN WHAT DOES THE FEEDBACK ON INDUSTRY BASED CERTIFICATIONS AGAIN LOOK LIKE? AND SO AS WE WORK THROUGH THAT, THE RECOMMENDATIONS, WHICH AGAIN YOU HAVE SEEN THESE, IT'S INTERESTING, LIKE I SAID, TO SEE THESE COME UP AGAIN, BUT MAKE SURE THAT WE CAN EXPAND AUTOMOTIVE, CAN WE MAKE SURE THAT WE'RE NOT TURNING STUDENTS AWAY FROM THAT PROGRAM.

BUT IN ADDITION TO THAT, WE'RE HEARING FROM INDUSTRY PARTNERS THAT OUR KIDS NEED TO BE WORKING AND TURNING A WRENCH AND WORKING ON CARS PRIOR TO 11TH GRADE.

SO WHAT DOES THAT LOOK LIKE? BECAUSE THEY'RE MARKETABLE RIGHT NOW, BUT THEY WOULD BE SO MUCH MORE VALUABLE IF THEY HAD THAT EXPERIENCE PRIOR TO THAT TIME.

SO WE HAVE AUTOMOTIVE ARTS AND I'VE MOVING AWAY FROM A CLASSROOM IN A GREEN SCREEN THAT HANGS ON THE WALL AND HAVING A REAL ARTS AND I'VE PROGRAM.

WHAT DOES CONSTRUCTION MANAGEMENT LOOK LIKE WITH KIND OF COUPLED TOGETHER CARPENTRY, ELECTRICAL, HVAC AND PLUMBING WHERE WE DON'T NECESSARILY HAVE TRACKS FOR ALL OF THEM, BUT KIND OF SOMETHING THAT ENCOMPASSES AND GIVES THEM THAT OPPORTUNITY TO LEARN ALL OF THAT.

AS YOU REMEMBER, WE HAVE LIKE AN AG MECHANICS CLASS THAT'S IN THE DISTRICT, BUT WE DO NOT HAVE A FULL BLOWN WELDING PROGRAM THAT IS WITHIN OUR SCHOOLS AT THIS TIME. SO THOSE ARE THE PROGRAMS THAT WE LOOK TO EXPAND OR ADD AND THEN RECOMMENDATIONS TO SUNSET.

THESE ARE JUST TWO PROGRAMS OF STUDY THAT AGRIBUSINESS, IT'S UNDER OBVIOUSLY OUR AG UMBRELLA AND WE JUST HAVEN'T HAD THE INTEREST IN THAT PROGRAM THAT SO THERE'S JUST NOT A NEED AT THIS TIME TO CONTINUE TO OFFER THAT CLASSES.

AND THEN EARLY LEARNING, THE TEACHING AND TRAINING PROGRAM OF STUDY IS EXACTLY PRETTY MUCH IT MIRRORS EARLY LEARNING.

SO WE'RE JUST GOING TO KIND OF STICK TO THAT TEACHING OPPORTUNITY FOR THOSE KIDS.

AND THAT THE COURSE IS UNDER EARLY LEARNING WILL CONTINUE TO BE OFFERED TO KIDS.

WE JUST WON'T HAVE THAT AS AN OFFERING FOR THAT.

AND THEN TWO INDUSTRY BASED CERTIFICATIONS, LIKE I SAID, WE HAD A NEW LIST THAT WAS RELEASED THIS YEAR.

AND SO WE WILL LOOK AT THAT LIST AND CONTINUE TO EXAMINE SOME OF THE NEW CERTIFICATIONS THAT ARE OUT.

AND THEN ALSO TO IS REVIEWING CURRENT PROGRAMS OF STUDY.

SO WHEN WE GET THAT NEW CHANGE, WE WILL COME BACK AND LOOK AT THOSE PROGRAMS OF STUDY AGAIN.

WE'RE COLLABORATING RIGHT NOW WITH COUNSELING AND WE'RE LOOKING AT WHAT OUR DOCUMENTS LOOK LIKE, HOW DO WE GET OUT THERE AND COMMUNICATE FOR A SIX YEAR GRADUATION PLAN AND THAT WE'RE GETTING TO THESE STUDENTS AT AN EARLIER AGE AND REALLY KIND OF PROVIDE THEM WITH OPPORTUNITIES AND JUST KNOWLEDGE OF WHAT'S AVAILABLE. AND THEN AS WE WORK TOWARDS THE EXPANSION OF PROGRAMS AND ADDING THE PROGRAMS THAT OUR CTE CENTER.

WHAT IS THE FEEDBACK FROM OUR COMMITTEE ON THAT? BECAUSE WE LIKE TO MAKE SURE THAT WE ARE HEARING FROM EVERYONE AND KIND OF ON THERE.

WE RETAIN OUR STAFF HERE IN THE DISTRICT.

HERE IS WHAT WE HIRED LAST YEAR.

SO LAST YEAR WE HIRED 654 NEW TEACHERS, NURSES AND LIBRARIANS THROUGH THE DISTRICT.

WITH THE OVERWHELMING, OVERWHELMING MAJORITY OF NEW TEACHERS 0 TO 5 YEARS.

THAT IS VERY COMMON TREND ACROSS THE STATE.

SO THAT IS OUR DATA FROM THIS LAST YEAR ON OUR HIRING.

WHEN WE LOOK AT OUR CURRENT SALARY SCHEDULE COMPARED TO SOME OF OUR LOCAL COMPETITORS AND OUR BIGGEST COMPETITORS IN THE DFW AREA, AS YOU CAN SEE, PLANO IS RIGHT THERE IN THE MIDDLE OF THE PACK. AND THEN WE HIGHLIGHTED JUST A DIFFERENT NUMBERS OF DAYS BECAUSE OF COURSE NEXT YEAR WE ARE TRANSFERRING TO 186 DAYS.

SO THAT WILL ASSIST IN RAISING OUR DAILY RATE FOR OUR STAFF.

SO JUST FOR A LITTLE BIT OF REFERENCE, YOU CAN TELL JUST RIGHT THERE IN THE MIDDLE OF THE PACK AND THIS DATA DOES NOT INCLUDE ANY OTHER RETENTION STIPENDS OR ANY OTHER SORT OF STIPENDS A DIFFERENT DISTRICT MIGHT HAVE.

THIS IS JUST STRICTLY THE STARTING SALARY FOR THE DISTRICT.

HERE'S SOME COMPARISON WITH JUST SOME ADDITIONAL STIPENDS THAT WE'RE ALSO PROPOSING HERE.

WE DID ADD THIS SPED STRUCTURED STIPEND IN THE SPED STIPEND.

SO BASED ON YOUR FEEDBACK FROM OUR LAST PRESENTATION THERE IN FEBRUARY, WE'VE ALWAYS OFFERED FOR THE LAST FEW YEARS A SPED STRUCTURED STIPEND.

WHAT WE'RE PROPOSING, IN ADDITION TO MOVING INTO 23-24 AS A SPECIAL EDUCATION STIPEND FOR OUR RESOURCE BASED TEACHERS, WHICH WE CURRENTLY DO NOT OFFER, BUT WE HAVE BEEN OFFERING A SPECIAL EDUCATION STRUCTURED STIPEND.

SO WE JUST PUT A PLACEHOLDER AS A 3% RAISE IF WE COMPARE OURSELVES TO OUR OTHER DISTRICTS, ASSUMING THEY ALSO DO A 3% RAISE WHERE WE WOULD APPROXIMATELY BE, AND THEN AGAIN, THAT WOULD BE IN THE MIDDLE OF THE PACK AS WELL IF WE CONTINUE WITH THAT 3% RAISE.

ALL RIGHT. SO WE ARE RECOMMENDING A 3% STRAIGHT RAISE TO OUR EMPLOYEES, WHICH WOULD BRING THAT STARTING SALARY TO $60,000 AND THEN CREATING THAT DELTA, WHICH THAT DELTA IS A STEP BETWEEN EACH YEAR OF EXPERIENCE, KEEPING THAT CONSISTENT TO MAINTAIN INTEGRITY IN OUR COMPENSATION PLAN ALL THE WAY THROUGH.

SO ZERO YEAR THROUGH 25 YEARS FOR ALL OF OUR OTHER EMPLOYEES.

SO THIS INCLUDES SUPPORT STAFF AND OTHER PROFESSIONAL STAFF, BUT 3% STRAIGHT RAISE FOR THOSE EMPLOYEES AS WELL.

THE SUPPORT STAFF WOULD BE RAISING THAT UP TO A $15 MINIMUM WAGE.

SO ANY EMPLOYEE THAT IS BELOW $15, THEY WOULD GET A MUCH GREATER PERCENTAGE OF RAISE TO AT LEAST GET THEM TO THAT $15.

AND THEN THAT THOSE EMPLOYEES THAT HAVE MULTIPLE YEARS OF EXPERIENCE IN THE DISTRICT, WE WILL CONTINUE THEIR DELTAS UP.

SO THEY WILL ALSO BE ABOVE $15 AS WELL.

THE AVERAGE OF THAT PROCESS THERE IS ROUGHLY ABOUT 8.2% FOR OUR EMPLOYEES IN THOSE SUPPORT STAFF.

THAT'S THAT'S THEIR AVERAGE OF RAISE FOR THAT GROUP OF EMPLOYEES.

SOME CONDITIONS, SOME ADDITIONAL CONSIDERATIONS, AGAIN, BASED ON Y'ALL'S FEEDBACK FROM FEBRUARY, WE HAVE INCREASED THAT SPECIAL EDUCATION TEACHER STIPEND TO $2,000.

SO WE'VE ALSO THE VICARIOUSLY WE WOULD HAVE TO ALSO WE ARE RECOMMENDING TO INCREASE THE SPED STRUCTURED STIPEND AS WELL, SINCE WE DO OFFER THAT.

BUT SINCE WE'RE TO AGAIN DIFFERENTIATE THOSE TWO DIFFERENT LEVELS TO INCREASE THAT TO 3500 AND THEN OUR BIS STAFF, SO OUR BEHAVIOR INSTRUCTIONAL SPECIALIST STAFF, WE WOULD INCREASE THAT STIPEND AS WELL BASED ON THAT DIFFERENTIATION IN THE SPECIAL EDUCATION STIPENDS.

AND THEN INCREASING THAT BILINGUAL STIPEND, IT'S CURRENTLY 4000, SO INCREASING THAT TO $5,000 A NEW STIPEND MOVING INTO NEXT YEAR WE'RE PROPOSING IS THE BILINGUAL ADMINISTRATOR'S STIPEND AND IS AGAIN A RECRUITMENT PIECE FOR OUR BILINGUAL CAMPUSES AND TO DIFFERENTIATE THAT COMPENSATION ON THOSE CAMPUSES.

AND WE HAVE 14 BILINGUAL CAMPUSES.

SO THAT'S JUST A ROUGH ESTIMATE OF WHAT THAT WOULD COST BASED ON OUR CURRENT ADMINISTRATORS AND INCREASING OUR BENEFITS CONTRIBUTION BY $15 TO A TOTAL OF $330 PER MONTH NEXT YEAR.

AND OUR NURSES, WITH JUST THE EXTREMELY COMPETITIVE MARKET IN THE PRIVATE INDUSTRY, INCREASING THEIR NURSE'S SALARY TO THE 830 PAY SCALE, WHICH IS ROUGHLY A $2,000 INCREASE FOR ANY NURSE THAT HAS A BACHELOR'S DEGREE THAT DOES NOT HAVE THAT MASTER'S DEGREE, THEN OUR SOCIAL WORKERS AS WELL, EXTREMELY COMPETITIVE MARKET WITH THAT SOCIAL EMOTIONAL HEALTH IN SOCIETY. AND NOWADAYS WE ARE RECOMMENDING TO INCREASE THEIR SALARY AS WELL BECAUSE WITH THAT PRIVATE MARKET IT IS EXTREMELY COMPETITIVE TO RECRUIT THEM AS WELL.

THAT TOTAL COST FOR ALL OF THOSE STIPENDS IS ROUGHLY 2.1 MILLION.

SO IN JUST OUR SUMMARY OF ALL THOSE.

SO AGAIN, OUR RECOMMENDATIONS IS ROUGHLY A TOTAL OF 15.5 MILLION.

WE ARE HAVE EFFICIENCIES IN THE DISTRICT BASED ON OUR LOWER STUDENT ENROLLMENT.

SO WE DO HAVE SOME EFFICIENCIES IN THE DISTRICT THAT WE WILL BE ABLE TO SAVINGS, WHICH THEN CREATES A TOTAL BUDGET IMPACT TO THE DISTRICT OF ROUGHLY 9.8 MILLION.

AND OF COURSE THIS IS PENDING ANY STATE LEGISLATION.

AS MR. REID AND MR. HILL STATED, WE HAVE A PRETTY CLEAR VIEW.

HOWEVER, AS WE KNOW, THE HOUSE AND THE SENATE DO HAVE DIFFERING BILLS.

SO PENDING WHATEVER LEGISLATION IS, WE WOULD WE, YOU KNOW, ADJUST BASED ON WHATEVER LEGISLATION IS PASSED BY THE STATE.

SO PROVIDE SOME.

SO IF I COULD PROVIDE SOME ADDITIONAL INFORMATION JUST TO FOCUS ON THE CONCEPT OF THE STRAIGHT RAYS VERSUS THE MIDPOINT RAYS.

HISTORICALLY, MOST SCHOOL DISTRICTS DO A MIDPOINT RAYS.

SO YOU ESTABLISH WHAT THE MIDPOINT OF THE SALARY SCHEDULE IS.

THOSE BELOW WOULD TYPICALLY RECEIVE A LARGER AMOUNT THAN THOSE ABOVE THE MIDPOINT BY DOING A STRAIGHT RAYS.

THAT'S BASED UPON THEIR CURRENT BASE SALARY AS YOU MOVE UP THE SALARY SCHEDULE.

THOSE WITH GREATER LEVELS OF EXPERIENCE AND GREATER SALARY WOULD RECEIVE A GREATER PERCENTAGE INCREASE.

THIS WILL BENEFIT OUR ESPECIALLY ON THE TEACHING SIDE, WILL BENEFIT OUR EXPERIENCED TEACHERS.

IT WILL ALLOW US TO PROVIDE A RECRUITMENT ASPECT BECAUSE IT WILL IMPACT THE RECRUITMENT SALARY SCHEDULE.

SO THAT WILL BE IMPACTED.

AND THEN OUR CURRENT STAFF.

THAT PERCENTAGE WILL BE BASED ON THEIR CURRENT YEAR SALARY.

135 BILLS HAVE PASSED OUT OF COMMITTEE, 107 OUT OF THE ORIGINATING CHAMBER, FOUR OUT OF THE COMMITTEE IN THE SECOND CHAMBER, AND THREE HAVE PASSED OUT OF SECOND CHAMBER.

AND SO WHAT THAT TELLS ME IS THERE WERE ABOUT 7000 BILLS FILED IN THIS SESSION.

HOUSE BILL THREE IS THE THE SCHOOL SAFETY BILL, AND IT'S DUSTIN BURROWS OUT OF LUBBOCK.

AND IT PROPOSES A $1.6 BILLION AMOUNT IN SAFETY MEASURES.

SO WHAT IT DOES IS IT ASKS FOR EVERY CAMPUS TO HAVE AN ARMED SECURITY OFFICER.

AND CURRENTLY WE HAVE ARMED ESSER SROS AT EVERY ONE OF OUR SECONDARY IF I COULD GET THE WORDS OUT OUR SECONDARY CAMPUSES, BUT THAT WOULD LEAVE US HIRING FOR ALL OF THE ELEMENTARY SCHOOLS IF IF THIS BILL PASSES.

NOW, THEY DO OFFER $100 PER ADR.

THAT'S AVERAGE DAILY ATTENDANCE.

SO THAT WOULD GENERATE ABOUT $4.9 MILLION TO THE DISTRICT.

BUT TO HIRE THE.

SECURITY OFFICERS THAT WOULD BE REQUIRED FOR THIS MEASURE.

AND IT'S GOT TO BE DONE BY AUGUST OF 2023.

SO THAT'S VERY QUICKLY.

IT WOULD COST THE DISTRICT SOMEWHERE IN THE NEIGHBORHOOD OF 4.2 MILLION JUST IN SALARIES.

THAT ISN'T TRAINING, THAT ISN'T ADMINISTRATIVE COSTS.

AND SO IT WOULD IT WOULD EAT UP A LOT OF THAT $100 PER ADA.

BUT I THINK THE THE BIGGEST QUESTION REALLY IS THE CAPACITY TO FIND THOSE ACTUAL EMPLOYEES THAT COULD TAKE THOSE POSITIONS. SO IT'S THIS BILL HAS A LOT.

A LOT OF CONCERN AS FAR AS JUST THERE'S NO RAMP UP PERIOD FOR THIS TO HAPPEN TO FIND 42 DULY TRAINED ARMED SECURITY OFFICERS FOR EVERY ELEMENTARY SCHOOL BY AUGUST OF 2023 IS A BIG HILL TO CLIMB.

NOW, THE BILL ALSO DOES HAVE $15,000 PER CAMPUS ALLOTMENT, AND THAT WOULD HELP ALSO PAY FOR THINGS LIKE WINDOW FILM OR DOORS OR ANY KIND OF HARDENING SUPPLIES THAT WE WOULD NEED TO PUT ONTO THE BUILDINGS.

BUT THIS ONE HAS PASSED OUT OF THE HOUSE AND IT'S BEEN RECEIVED BY THE SENATE.

SO WE KIND OF HAVE TO KEEP A CLOSE EYE ON IT ONLY BECAUSE IT REALLY PUTS THE SCHOOL DISTRICTS IN A TOUGH POSITION AS FAR AS HIRING GOES AND HAVING THIS GOING READY.

NOW, ONE OF THE THINGS THAT IT DOES HAVE IS A IT'S AN ALMOST VOUCHER, I THINK, BECAUSE IF A CAMPUS DOES NOT COMPLY WITH THE MEASURES THAT ARE IN THIS BILL, THEY THE STATE WILL PROVIDE A GRANT FOR THE STUDENTS ON THAT CAMPUS TO GO TO ANOTHER SCHOOL.

NOTHING ELSE IS DESCRIBED IN THERE AS FAR AS DOLLARS OR ANYTHING, BUT IT'S A I THINK IT'S A SLIP IN THE DOOR.

SO WE'RE WATCHING THIS BILL VERY CLOSELY.

SO I'LL MOVE ON TO HOUSE BILL 13.

AND THAT ALSO INCREASES SCHOOL SAFETY ALLOTMENT, AND THAT IS ANOTHER $100 PER ADA AVERAGE DAILY ATTENDANCE. THIS BILL DOES PRESERVE LOCAL CONTROL IN THE DISTRICT, AND SO THERE'S MORE DISCRETION ON HOW THOSE FUNDS ARE SPENT, BECAUSE I GUARANTEE YOU EVERY SCHOOL DISTRICT IN THE STATE OF TEXAS DOESN'T FIT A COOKIE CUTTER MOLD.

SO I'M GLAD THAT THEY'VE GIVEN US SOME LOCAL CONTROL ON THAT, THAT MEASURE.

AND IT WOULD GENERATE ABOUT $4.8 MILLION FOR PLANO ISD.

IT DOES REQUIRE.

IT REQUIRES MENTAL HEALTH FIRST AID TRAINING FOR STAFF WHO INTERACT WITH STUDENTS.

SO THERE THERE'S A LOT OF INTERESTING MEASURES THERE.

FENTANYL ABUSE, POISONING, AWARENESS, A LOT OF THINGS THAT ARE GOING ON RIGHT NOW AND THAT HAS PASSED 125 TO 21 OUT OF THE HOUSE AND IT'S GOING TO BE RECEIVED BY THE SENATE.

A LOT OF THESE THINGS I DON'T KNOW IF THEY'RE SCHEDULED FOR HEARING YET, BUT WE'RE WATCHING THOSE.

SO HOUSE BILL 13 IS A LITTLE BIT BETTER AS FAR AS LOCAL CONTROL ON THOSE SAFETY AND SECURITY MEASURES.

AND HOUSE BILL 100, THAT IS THE ONLY BILL THAT HAS BEEN FILED THAT WILL MAKE AN ADJUSTMENT, AN INCREASE TO THE BASIC ALLOTMENT. AND THE BASIC ALLOTMENT IS THE MEASURE BY WHICH SCHOOL DISTRICTS ARE FUNDED.

SO CURRENTLY WE RECEIVE OR GET TO KEEP OF OUR TAX LEVY $6,160 AND THIS BILL WILL INCREASE THAT OVER TWO YEARS.

IT'LL INCREASE IT $90 IN THE FIRST YEAR IN 2024, AND IT WILL GO ANOTHER $50 UP IN THE IN THE SUBSEQUENT YEAR, 2025. AND THAT WILL GET US TO A $6,300 BASIC ALLOTMENT.

AND THAT IS EQUIVALENT TO ABOUT $4.5 MILLION IN PLANO ISD.

IT DOES REQUIRE THAT THE 50% OF THOSE FUNDS BE USED FOR INCREASED COMPENSATION.

AND I THINK THAT I THINK WE'RE THERE.

WE'LL MEET THAT 50%.

WE JUST HAD A REPORT ABOUT THAT.

AND THEN IT DOES HAVE THIS IS A NICE FEATURE OF THIS BILL.

IT HAS AN INFLATION ADJUSTMENT GOING FORWARD AFTER THIS BIENNIUM.

IT'S NOT CONSISTENT WITH THIS BIENNIUM, THE TWO YEAR PERIOD OF THE BUDGET, BUT IN THE NEXT YEAR 25-26, THERE IS SUPPOSED TO BE AN ADJUSTMENT FOR TO INFLATION FOR THE BASIC ALLOTMENT.

AND THAT'S GOOD NEWS.

I THINK WE CAN WE CAN BE HAPPY THAT THEY'RE THINKING IN THAT TERM.

I THINK THAT WAS ONE OF OUR LEGISLATIVE PRIORITIES THIS YEAR WAS TO TIE THE BASIC ALLOTMENT TO INFLATION BECAUSE WE'VE BEEN REALLY HIT HARD WITH INFLATION AND WE'VE BEEN TALKING ABOUT THAT IN ALL OF OUR BUDGET UPDATES.

BUT IF YOU TRULY WERE TO HAVE TIED THE BASIC ALLOTMENT TO INFLATION FROM 2019 UNTIL THIS YEAR, IT WOULD HAVE RISEN TO $7,000.

SO HOUSE BILL THREE GETS US TO $6,300.

AND SO I THINK WHEN PEOPLE ARE SAYING.

YOU NEED TO FULLY FUND EDUCATION.

IF WE COULD GET THEM TO THAT $7,000 BASIC ALLOTMENT, THAT WOULD AT LEAST GET US TO, YOU KNOW, EQUIVALENT WITH INFLATION BECAUSE WE HAVE SO MANY OF OUR FIXED COSTS, FIXED COSTS THAT ARE TIED TO INFLATION.

A LOT OF OUR CONTRACTS.

AND SO IT'S REALLY HARD TO OPERATE A BUSINESS WHEN YOU HAVE FIXED REVENUE AND RISING COSTS.

ANOTHER GOOD PART OF THIS BILL IS IT INCREASES THE TRANSPORTATION ALLOTMENT TO $1.54 PER MILE FOR REGULAR TRANSPORTATION, AND IT'S $1.67 FOR SPECIAL EDUCATION TRANSPORTATION.

AND IT WAS INTERESTING BECAUSE WHEN THIS BILL WAS ORIGINALLY WRITTEN, THEIR SPECIAL ED TRANSPORTATION COST WAS ONLY $1.24.

AND IT DIDN'T MAKE SENSE.

SO I THINK THEY CORRECTED THAT IN THEIR SUBSTITUTE.

SO IT'S GOOD THAT WE'RE ALL WATCHING THAT.

THAT WILL PROVIDE AN EQUIVALENT AMOUNT FOR PLANO ISD 1.4 MILLION IN PLANO AND I DON'T KNOW IF THAT WILL COVER OUR FUEL COST INCREASE, BUT IT'S GOING TO GET US THERE.

IT'LL HELP. SO $1.54 IS WHAT THE IRS REIMBURSES RIGHT NOW.

SO THEY'RE BRINGING US UP TO THAT LEVEL.

AND THIS IS THE ONE THIS WAS SO FUN TO WATCH THIS BILL GET PASSED ON THE FLOOR.

YOU KNOW, WHEN THEY'RE ON THE FLOOR DISCUSSING IT, IT'S ALREADY BEEN THROUGH COMMITTEE.

AND SO WHEN THEY HAVE MEMBERS OF THE HOUSE, THEY COME UP AND THEY OFFER US AN AMENDMENT.

AND ONE OF THE AMENDMENTS THAT I HAVE TO SAY, IT WASN'T REALLY A LOUD AMENDMENT, BUT IT GOT IN AND IT GOT VOTED.

AND WE WERE SO HAPPY BECAUSE IT'S ONE OF OUR LEGISLATIVE PRIORITIES AND IT CREATES AN EARLY PAYMENT CREDIT OF 4% FOR DISTRICTS THAT PAY RECAPTURE. AND SO IN PLANO ISD, THAT'S ABOUT AN $8 MILLION SAVINGS AND RECAPTURE.

OKAY. SO THAT DOESN'T AFFECT TAKE EFFECT IMMEDIATELY.

CROSS OUR FINGERS THAT IT STAYS RIGHT.

ANYWAY, A COUPLE OF THE ALLOTMENTS THAT SCHOOL DISTRICTS ARE FUNDED ON ARE GOING TO WHAT IS KNOWN AS ENROLLMENT BASED FUNDING. CURRENTLY, EVERYTHING WE GET, INCLUDING THE BASIC ALLOTMENT, IS BASED ON AVERAGE DAILY ATTENDANCE.

AND WHEN WE BUDGET FOR THE NEXT SCHOOL YEAR, WE'RE BASING THAT THE COST, YOU KNOW, STAFFING AND ALL OF THE OTHER SUPPLIES THAT WE HAVE TO PAY FOR BASED ON THE NUMBER OF STUDENTS WHO HAVE ENROLLED.

AND SO WHEN WE ARE REIMBURSED OR PAID ON AVERAGE DAILY ATTENDANCE, IT DOESN'T LINE UP WITH OUR TRUE COSTS.

SO MOVING SOME OF THESE CERTAIN ALLOTMENTS TO ENROLLMENT BASED FUNDING IS A VERY STRONG MOVE IN THE RIGHT DIRECTION.

IT DOES NOT TIE UP TO THE BASIC ALLOTMENT BECAUSE I THINK THAT'S JUST GOING TO BE TOO COSTLY FOR THE STATE THIS GO ROUND.

BUT IT'S A MOVE IN THE RIGHT DIRECTION.

TEXAS IS ONE OF ONLY SIX STATES IN THE UNITED STATES THAT STILL FUNDS BASED ON AN AVERAGE DAILY ATTENDANCE.

SO I THINK WE'RE GETTING THERE.

BUT YOU CAN SEE IN THE PARENTHESES IT'S BY BILINGUAL AND SPECIAL ED CAREER TECHNOLOGY, P-TECH AND NEW TECH.

IF WE HAD THAT WE DON'T PUBLIC EDUCATION GRANTS, FACILITY FUNDING PROGRAMS AND EARLY EDUCATION, THOSE WILL BE BASED ON ENROLLMENT RATHER THAN ATTENDANCE. AND SO I THINK THOSE ARE THE BIGGEST.

OH, YEAH. THE LAST ONE THAT WOULD REALLY MAKE SENSE FOR US HERE IN PLANO IS THEY ALLOW US SIX GOLDEN PENNY WITHOUT VOTER ELECTION.

MANY PARENTS DO NOT KNOW SEL IS TAUGHT DURING THE ADVISORY PERIOD AND SECONDARY SCHOOLS.

THE BEST REMEDY IS SPEEDY TRANSPARENCY AND GIVING CHOICE TO PARENTS.

I ASK THAT PLANO ISD REMEMBER TEXAS EDUCATION CODE, CHAPTER 26 PARENTAL RIGHTS AND RESPONSIBILITIES WHEN THEY ARE MAKING DISTRICT WIDE DECISIONS? IT'S BEST THAT PLANO ISD STICK TO ACADEMICS.

SO AS A PARENT, I'M JUST FRUSTRATED THAT THERE'S NOT MORE TRANSPARENCY ABOUT WHAT THIS CLASS ENTAILS AND WHAT IT'S GOING TO BE ABOUT AND HOW LIKE WHO GETS WHAT AND HOW THAT'S DECIDED. I WOULD IMAGINE THE TEACHERS ARE STRESSED BECAUSE THEY'RE SUPPOSED TO TEACH THIS NEXT YEAR AND THEY HAVE NO IDEA WHAT'S GOING ON WITH THIS CLASS EITHER.

SO I WANT TO MAKE IT KNOWN TO THE BOARD THAT THESE CHANGES TO THIS EIGHT PERIOD DAY AND WHATNOT WOULDN'T EVEN BE POSSIBLE IF THE SCHOOL DAY HADN'T BEEN EXTENDED BY THE TEN MINUTES.

IN ADDITION TO THE FIVE MINUTE EXTENSION IT GOT A FEW YEARS AGO.

WHILE SOME ORGANIZATIONS HAVE FOLLOWED THE MISLEADING GUIDANCE OF THE DEPARTMENT OF EDUCATION'S 2021 NOTICE OF INTERPRETATION FOLLOWING PRESIDENT BIDEN'S EXECUTIVE ORDER ON THE SUPREME COURT RULING IN BOSTOCK V CLAYTON COUNTY, BOTH HAVE BEEN SIGNIFICANTLY MISINTERPRETED AS IT WAS MADE CLEAR BY THE COURT THAT THE LATTER WAS A TITLE SEVEN ISSUE THAT DID NOT APPLY TO TITLE NINE OR ANY OTHER LAW.

THE SUPREME COURT IN BOSTIC EMPHASIZED THAT SEX BASED EMPLOYMENT DISCRIMINATION CONSISTENT WITH TITLE SEVEN WAS UNCONSTITUTIONAL, BUT IT EXPLICITLY REFRAINED FROM APPLYING THEIR RULING TO TITLE NINE.
