GOOD EVENING. MY NAME IS AINSLEY SEARS, AND I AM AN ARROW OF LIGHT CUB SCOUT WITH BSA PACK 200.

JOINING ME, ARE OTHER FIFTH GRADERS REPRESENTING GULLEDGE, HUFFMAN, JACKSON, MATTHEWS AND SAIGLING ELEMENTARY.

CUB SCOUT PACK 200 IS A FAMILY PACK THAT MEETS AT CHRIST UNITED METHODIST CHURCH.

WE WELCOME BOTH BOYS AND GIRLS FROM KINDERGARTEN TO FIFTH GRADE.

OUR PACK IS A PART OF THE CHISHOLM TRAIL DISTRICT IN CIRCLE TEN COUNCIL.

THIS YEAR, WE CHARTERED 84 CUB SCOUTS AND 30 TRAINED ADULT VOLUNTEERS FOR THE MAJORITY OF PACK 200 ATTEND SCHOOLS IN PLANO ISD.

WE ALSO HAVE CUB SCOUTS REPRESENTING FRISCO ISD, RICHARDSON ISD, WYLIE ISD AND SOME PRIVATE SCHOOLS.

THE MISSION OF BSA IS TO PREPARE YOUNG PEOPLE TO MAKE ETHICAL AND MORAL CHOICES OVER THEIR LIFETIMES BY INSTILLING IN THEM THE VALUES OF THE SCOUT OATH AND LAW.

THE AIMS OF SCOUTING INCLUDE CHARACTER, CITIZENSHIP, PERSONAL FITNESS AND LEADERSHIP, AND WE GET TO GO CAMPING, PARTICIPATE IN SHOOTING SPORTS AND MAKE FRIENDS WHILE DOING ALL THOSE IMPORTANT THINGS.

TRUSTEES, WELL, MY SON AUSTIN WAS IN PACK 200 AND HE WENT ON TO GET HIS EAGLE FROM TROOP 999 AND IS NOW JUST THE SPRING COMMISSIONED AS A SECOND LIEUTENANT IN THE UNITED STATES ARMY.

SO HIS LOVE OF SERVICE AND HIS ABILITY TO WORK WITH ALL THESE DIFFERENT THINGS, I THINK REALLY BEGAN IN PACK 200.

SO I'M REALLY EXCITED TO SEE YOU GUYS HERE AND LADIES HERE THAT'S EVEN MORE WONDERFUL TO SEE, AND THANK YOU ALL FOR ALL THAT YOU'RE DOING AND ALL THAT YOU'RE LEARNING AND HAVE FUN IS CALLED CROSSOVER, RIGHT? ISN'T THAT COMING UP SOON? SO Y'ALL HAVE A GREAT TIME WITH THAT EVENT.

SO WE ARE GOING TO WE HAVE SOME RECOGNITIONS THAT WE ARE DOING TONIGHT, AND AS YOU CAN SEE FROM THE SCROLLING PRESENTATION, WE HAVE MANY TALENTED STUDENTS WINNING AWARDS AT THE STATE AND THE NATIONAL LEVELS.

WE ARE PROUDLY CELEBRATING A NUMBER OF THEM.

PLANO ISD STUDENTS COMPETED IN THE ANNUAL TEXAS JUNIOR ACADEMY OF SCIENCE COMPETITION, HELD OCTOBER 13TH AND 14TH IN COLLEGE STATION, TEXAS.

49 PISD STUDENTS WERE ACCEPTED TO PRESENT AT THIS COMPETITION.

SEVEN STUDENTS EARNED FIRST PLACE CATEGORY AWARDS AND ADVANCED TO THE GRAND PRIZE ROUND, WHERE PISD CAPTURED THREE OF THE SIX GRAND PRIZES.

ALL FIRST PLACE CATEGORY WINNERS HAVE BEEN INVITED TO ATTEND THE AMERICAN JUNIOR ACADEMY OF SCIENCE CONFERENCE, HELD IN CONJUNCTION WITH THE ANNUAL MEETING OF THE AMERICAN ASSOCIATION FOR THE ADVANCEMENT OF SCIENCE, WHERE THEY WILL INTERACT WITH OTHER STUDENTS FROM THE UNITED STATES, AS WELL AS PRESENT THEIR RESEARCH TO PROMINENT SCIENCE SCIENTISTS IN THE FIELD THROUGH BOTH ORAL AND POSTER PRESENTATIONS.

THE 2023 AGAAS CONFERENCE WILL TAKE PLACE ON MARCH 2ND THROUGH 5TH 2023 IN WASHINGTON, D.C.

SO LET'S CONGRATULATE ALL OF THOSE STUDENTS, ALL THESE HIGH ACHIEVING STUDENTS FOR A JOB WELL DONE.

[INAUDIBLE] COMPETED IN A CONTEST AND THE CONTEST IS SPONSORED EACH YEAR BY THE AMERICAN SCHOOL BUS COUNCIL, THE NATIONAL ASSOCIATION OF PUPIL TRANSPORTATION, THE NATIONAL ASSOCIATION OF STATE DIRECTORS OF PUPIL TRANSPORTATION SERVICES AND THE NATIONAL SCHOOL TRANSPORTATION ASSOCIATION.

EACH PARTICIPATING STATE SELECTS WINNERS IN EACH AGE CATEGORY, IN WHICH IN THIS CASE IS A DIVISION ONE FOR GRADES K TWO, AND WHAT A DISH HAS DONE IS HE ENTERED A POSTER CONTEST THAT PROMOTED SAFETY FOR TRANSPORTATION AND HE HIS DRAWING ACHIEVED AWARDS THAT MOVED ON TO DIFFERENT LEVELS THAT I'LL SHARE NOW. SO OUR THEME THIS YEAR WAS BUS PLUS BUS PLUS ONE BUS PLUS ONE DRIVER EQUALS A BIG IMPACT ON EDUCATION AND [INAUDIBLE] WON THE FOLLOWING.

SO WE HAVE SEVERAL.

SO HE FIRST WON THE PLANO ISD POSTER CONTEST TROPHY NUMBER ONE.

THEN HE MOVED ON TO OUR NTAPT POSTER CONTEST, WHICH HE WON ANOTHER TROPHY , AND FOR THE...

CAREFUL, MOM AND DAD. OKAY, AND THE FINAL BIG RECOGNITION WE'D LIKE TO SHARE IS HE'S THE 2022 DIVISION ONE, SECOND PLACE WINNER OF THE NATIONAL SCHOOL BUS SAFETY POSTER CONTEST HOSTED FOR US BY THE TEXAS ASSOCIATION OF PUPIL TRANSPORTATION.

RIGHT. SO YOU ALL HAVE SUCH A BIG IMPACT ON THE COMMUNITY, AND WHAT THIS YOUNG MAN HAS DONE HAS REALLY TAKEN, I THINK, A HUGE LEADERSHIP ROLE IN OUR COMMUNITY, IN OUR STATE, AND PORTRAYED THAT, AND I HOPE THAT, OF COURSE, TRANSPORTATION Y'ALL ARE THANKFUL TO HAVE STUDENTS WHO REALLY BELIEVE IN SUPPORT YOUR MISSION.

THIS IS ONE OF OUR MOST INSIGHTFUL GROUP OF FEEDBACK THAT WE RECEIVE, AND IT'S OUR STUDENT ADVISORY GROUP.

EACH YEAR WE HAVE 14 STUDENTS REPRESENTING ALL THREE SENIOR HIGH SCHOOLS AND ACADEMY HIGH SCHOOL.

THEY ARE RECOMMENDED BY THEIR PRINCIPAL TO PARTICIPATE IN THIS ADVISORY COMMITTEE, THIS OUTSTANDING GROUP OF JUNIORS AND SENIORS.

THEY MEET MONTHLY WITH ME AND MEMBERS OF MY LEADERSHIP TEAM TO SHARE ISSUES OF IMPORTANCE TO STUDENTS.

THEY ALWAYS GIVE US FEEDBACK OF WHAT'S HAPPENING AT THEIR CAMPUS AND WE OFTEN BRING THINGS FORWARD TO OUR STUDENTS, LIKE OUR CALENDAR AND RECEIVE FEEDBACK FROM STUDENTS FOR EITHER THEIR EXPERIENCE OR THINGS THAT THEY WOULD LIKE TO SEE HAPPENING AT THEIR CAMPUS.

THEY'RE ALWAYS DELIGHTFUL, INSIGHTFUL, WELL SPOKEN AND CLEARLY DEMONSTRATE THEIR LEADERSHIP.

WHEN THEY COME AND JOIN US AT THE TABLE.

I COULD SPEND HOURS AND I WISH THAT WE GOT TO SPEAK AND WITH THEM AND WE GOT TO MEET A LITTLE MORE OFTEN.

THEY'RE AN OUTSTANDING GROUP OF STUDENTS, AND SO I WOULD LOVE FOR EACH OF OUR STUDENTS TO INTRODUCE THEMSELVES IF YOU'LL GIVE US YOUR NAME THE SCHOOL THAT YOU REPRESENT, THE GRADE LEVEL AND THEN JUST SOMETHING ABOUT YOURSELF, MAYBE EITHER YOUR FAVORITE SCHOOL ACTIVITY OR WHAT YOUR PLANS ARE AFTER GRADUATION AND OR ANYTHING ELSE THAT YOU WANT TO SHARE WITH OUR BOARD OF TRUSTEES, AND LET'S START WITH PLANO EAST AND THEN WE'LL GO FROM THERE.

THE DISTINGUISHED PERFORMING ARTS LEADER AWARD WAS AWARDED TO MR. GREG ARP, PLANO ISD THEATER AND SPEECH COORDINATOR.

MR. ARP HAS LED PLANO ISD THEATER AND SPEECH PROGRAM STRATEGY FOR THE PAST EIGHT YEARS AND HAS BEEN A PROFESSIONAL EDUCATOR FOR ALMOST THREE DECADES.

MR. ARP BEGAN TEACHING IN PLANO ISD SYSTEM IN 1996 AT WILSON MIDDLE SCHOOL BEFORE MOVING ON TO VINES HIGH SCHOOL AND LATER PLANO SENIOR HIGH SCHOOL, WHERE HE WAS THE DIRECTOR OF THEATER AND PERFORMING ARTS CHAIRMAN.

HE WAS ALSO NAMED PLANO ISD TEACHER OF THE YEAR IN 2012, AND IN 2014 HE BEGAN HIS SERVICE AS PLANO ISD COORDINATOR FOR SPEECH AND THEATER.

MY NAME IS LISA SMITH AND I AM A PISD PARENT AND I'M HERE TO SPEAK ABOUT THE YOUTH AWARE OF MENTAL HEALTH [INAUDIBLE] PROGRAM.

MY CONCERN IS THAT I DO NOT WANT TO SEE THIS LEVEL OF MENTAL HEALTH CARE IN OUR SCHOOLS.

I FIND THIS AN OVERREACH.

MENTAL HEALTH RECORDS ARE PERSONAL AND PRIVATE INFORMATION THAT I DON'T WANT IN THE HANDS OF STAFF AND DISTRICT MEMBERS OF MY CHILD'S SCHOOL.

THERE ARE ETHICAL CONCERNS THERE.

SENDING TEACHERS AND STAFF MEMBERS TO A TRAINING.

CERTAINLY DOES NOT MAKE THEM AN EXPERT TO EXECUTE COUNSELING TECHNIQUES TO OUR CHILDREN.

THIS CONSTANT BOMBARDMENT OF SUICIDE AND DEPRESSION CAN HONESTLY HAVE THE OPPOSITE EFFECT ON STUDENTS, PEOPLE IN GENERAL, AND THAT THEY START TO BELIEVE THEY HAVE THE SYMPTOMS WHEN ACTUALLY THEY DO NOT.

I HAVE NO PROBLEM WITH TEENS ACCESSING MENTAL HEALTH SERVICES AND CERTAINLY DON'T WANT TO MINIMIZE PROBLEMS WITH SUICIDE OR DEPRESSION.

IN FACT, I HAVE A BACHELOR'S AND A MASTER'S DEGREE IN PSYCHOLOGY, SO I CERTAINLY UNDERSTAND THE SERIOUSNESS OF SUICIDE AND DEPRESSION.

HOWEVER, NORMAL ADOLESCENTS ARE OFTENTIMES MOODY AND ARE FREQUENTLY OVERDIAGNOSED WITH MAJOR DEPRESSIVE DISORDERS, WHICH CAN LEAD TO INCREASED USE OF SELECTIVE SEROTONIN REUPTAKE INHIBITORS, SSRIS, SUCH AS PROZAC, WHICH HAVE BEEN LINKED TO AN INCREASED RISK OF SUICIDE IN AND OF ITSELF.

I BELIEVE THAT THIS CREATES THE RISK OF OUR STUDENTS BEING REFERRED INTO SOUTHWESTERN'S PSYCHIATRIC RESEARCH.

I ALSO SEE IT AS A SCREENING AND REFERRAL TOOL THAT COULD ULTIMATELY CAUSE MANY OF OUR TEENS TO BE PRESCRIBED PSYCHIATRIC DRUGS, WHICH IS NOT ALWAYS THE ANSWER AND CAN BE DANGEROUS. THE VERBIAGE IN THE MOU THAT PROTECTS THE UNIVERSITY AND ITS PERSONNEL FROM LIABILITY, I'M CONCERNED, LEAVES OUR SCHOOL DISTRICT OPEN TO PROBLEMS. AN INTERESTING FACT IS THAT THE RESULTS SHARED FROM STUDENTS WHO COMPLETED THE PROGRAM HAD NO SIGNIFICANT POSITIVE EFFECT, AS REFLECTED ON THE UTSW WEBSITE.

SO WHY EVEN USE THIS PROGRAM? AND FINALLY, I DO NOT BELIEVE THAT WE CAN AFFORD THE TIME IN THE SCHOOL DAY TO BE PRACTICING MENTAL HEALTH ROLE PLAYING WHEN OUR STUDENTS NEED TO BE CATCHING UP FROM THE EDUCATIONAL LOSS EXPERIENCED DURING THE LOCKDOWNS.

IN GENERAL, IT IS NOT THE SCHOOL'S PLACE TO BE CARRYING OUT MENTAL HEALTH CARE AT THIS LEVEL.

I WANT OUR SCHOOLS TO STICK TO TEACHING BASIC EDUCATION AND STAY AWAY FROM MENTAL HEALTH SCREENINGS AND THERAPEUTIC TECHNIQUES.

DUE TO HER SERVICE LEADERSHIP AND COUNSELING, SHE WAS AWARDED THE LONE STAR STATE SCHOOL COUNSELOR DISTRICT ADMINISTRATOR AWARD LAST NOVEMBER.

PRIOR TO COMING TO PLANO, SHE SERVED AS A COUNSELING FACILITATOR AND HIGH SCHOOL COUNSELOR IN GARLAND ISD, A LEAD HIGH SCHOOL COUNSELOR IN IRVING ISD AND A MIDDLE SCHOOL TEACHER AND COACH IN ROCKWALL ISD.

SHE EARNED HER BACHELOR OF ARTS AND EDUCATION FROM THE UNIVERSITY OF CENTRAL OKLAHOMA AND HER MASTER'S OF ARTS IN SCHOOL COUNSELING FROM AMBERTON UNIVERSITY.

FIRST IS IT WAS ACTUALLY THROUGH APPROVED LEGISLATION FROM OUR 76 TEXAS LEGISLATURE BACK IN 1999, AND IT WAS SENATE BILL 875 THAT REQUIRED OUR TEA COMMISSIONER IN CONSULTATION WITH THE COMPTROLLER OF PUBLIC ACCOUNTS TO DEVELOP A RATING SYSTEM FOR SCHOOL DISTRICT FINANCIAL ACCOUNTABILITY, AND THEN TWO YEARS DOWN THE

ROAD AND OUR 77TH LEGISLATURE IN 2001, THEY ACTUALLY THEN ADOPTED THAT AND IMPLEMENTED THAT ADMINISTRATION.

SO WE DO HAVE UNIFORM INDICATORS.

SO ALL SCHOOL DISTRICTS HAVE THE SAME 20 INDICATORS TO MEASURE THEIR DISTRICT'S FINANCIAL MANAGEMENT PRACTICES, AND THE PRIMARY GOAL IS TO ACHIEVE QUALITY PERFORMANCE IN THE MANAGEMENT OF OUR SCHOOL DISTRICTS, FINANCIAL RESOURCES.

SO THE LEGISLATURE REALLY WAS LOOKING FOR A SYSTEM TO PUT THAT IN PLACE TO HELP ENSURE THAT SCHOOL DISTRICTS WERE ACCOUNTABLE FOR THEIR QUALITY OF THEIR FINANCIAL MANAGEMENT PRACTICES. WE DO HAVE SOME REQUIREMENTS UNDER SCHOOL FIRST.

ONE IS TO PREPARE OUR FIRST FINANCIAL MANAGEMENT REPORT.

SO WITHIN TWO MONTHS OF RECEIVING OUR RATING, WE'RE ACTUALLY REQUIRED TO DISTRIBUTE OUR FINANCIAL MANAGEMENT REPORT TO ALL ATTENDEES OR ANY ATTENDEES WITH THOSE REQUIRED DISCLOSURES AT A PUBLIC MEETING.

YOU'VE GOT RESTRICTED FUND BALANCES AND THAT IS BY THE, IT'S CONSTRAINED BY SPECIFIC EXTERNAL PARTY.

THEY'RE REQUIRED BY STATE CONSTITUTION TO HAVE A BALANCED BUDGET IN THE STATE.

SO SALES TAX MAKES UP THE MAJORITY OF THE OVERALL STATE'S BUDGET, OVER HALF OF IT.

SO IT'S REALLY CLOSELY TIED WITH THE ECONOMY.

ECONOMY IS GOING GOOD.

NO BIG DEAL. IF THE ECONOMY IS GOING BAD, IT'S A BIG DEAL BECAUSE THEY START LOOKING FOR WAYS TO CUT MONEY.

I THINK THAT WE'RE GOING TO BE OKAY IN THIS LEGISLATIVE SESSION.

THERE IS A THERE IS A SURPLUS, AND SO I'M NOT AS WORRIED THIS SESSION ABOUT FUND BALANCE , BUT WE STILL NEED TO BE DILIGENT ON IT BECAUSE EVERY TIME THE ECONOMY, WHICH IT ALWAYS WILL EVENTUALLY CUT BACK DOWN, WE HAVE A DEFICIT.

AND THIS IS ONE OF THE AREAS THAT THE LEGISLATORS CAN EASILY GO GO FOR.

IN OTHER WORDS, YOU HAD WHENEVER YOU HAD THESE INCREASES IN VALUE, THE DISTRICT WAS ABLE TO RECAPTURE THOSE TAXES FOR THAT ONE YEAR RECAPTURE WAS ALWAYS ONE YEARS IN ARREARS, AND I ALWAYS CALL IT RIDING THE WAVE, BUT YOU ACTUALLY HAD AN ADVANTAGE.

IT WAS LITERALLY ABLE TO GET MILLIONS OF DOLLARS AS A RESULT OF WHEN VALUES WERE GOING UP THAT YOU COULD ACTUALLY YOU GOT THE TAXES, THE HIGHER TAXES, BUT YOU'RE PAYING RECAPTURE ON THE LAST YEAR'S VALUES, AND SO WITH HOUSE BILL THREE, THAT WAS BUTTONED UP AND IT WAS YOU WENT TO STRICTLY CURRENT YOUR VALUES, AND SO THAT WENT AWAY US ACTUALLY BUILDING UP AND JUST HAVING THESE BIG FUND BALANCES.
