I THINK RIGHT NOW WE HAVE 310 TROOPS HERE WITH ABOUT 1700 GIRLS AND 1100 VOLUNTEERS IN PLANO ALONE.

AND AS OUR COUNCIL, YOU MAY KNOW OF OUR HIGHER AWARDS, WE'VE PUT IN OVER 16,000 SERVICE HOURS OVER THE PAST YEAR.

SO WE ARE DOING A LOT OF GREAT THINGS IN THE COMMUNITY, AND WE WOULD APPRECIATE YOU HELPING US GET THE WORD OUT THAT GIRL SCOUTS IS HERE FOR THEM TO HELP SERVE EVERY GIRL. THANK YOU SO MUCH.

IT'S AMAZING WHAT THESE GIRLS LEARN JUST BY DOING AND YOU KNOW, THEY GET TO LEAD IT.

IT'S GIRL LED, IT'S GIRL CENTRIC.

THEY HAVE AN ENVIRONMENT WHERE IT'S SAFE TO FAIL AND GET BACK UP.

THEY HAVE AN ENVIRONMENT WHERE THEY CAN TRY NEW THINGS AND THESE OPPORTUNITIES ARE PRESENTED TO THEM BASED ON REALLY ON A DAILY BASIS.

THERE ARE SO MANY THINGS THAT WE HAVE GOING ON.

WE HAVE MANY TALENTED STUDENTS WINNING AWARDS AT THE STATE AND NATIONAL LEVELS, AND WE'RE PROUD TO CELEBRATE ALL OF THEM.

SO TONIGHT WE'RE CELEBRATING SIX PLANO ISD MIDDLE SCHOOL STUDENTS REPRESENTING ALL THREE SENIOR HIGH FEEDERS WHO RECENTLY WHO WERE RECENTLY NAMED AS TOP 300 COMPETITORS IN THE 2022 BROADCOM MASTERS, THE NATION'S PREMIER STEM COMPETITION FOR MIDDLE SCHOOL STUDENTS.

THEY WERE SELECTED BY PLACING IN THE TOP 10% OF ALL PARTICIPANTS AT BROADCOM AND SOCIETY FOR SCIENCE AND THE PUBLIC AFFILIATED SCIENCE FAIRS.

SELECTED FROM OVER 1800 APPLICANTS HAILING FROM 35 STATES PLUS GUAM FROM THE TOP 300 OF THE TOP 330 FINALS WILL SOON BE SELECTED TO TRAVEL TO WASHINGTON, DC TO COMPETE FOR TOP AWARDS, INCLUDING A $25,000 GRAND PRIZE AND THEN AN ADDITIONAL STIPEND FOR STEM BASED SUMMER CAMPS. AND SO WE CONGRATULATE ALL OF THOSE STUDENTS AND BEST OF LUCK TO THEM.

WE ARE ALSO CELEBRATING TONIGHT 105 PLANO ISD SENIORS FROM ACROSS OUR DISTRICT.

WHO HAVE JUST BEEN NAMED NATIONAL MERIT SEMIFINALIST.

THIS DESIGNATION IS BASED ON THEIR 2021 PSAT SCORES FROM THEIR JUNIOR YEAR.

THE NATIONWIDE POOL OF SEMIFINALISTS REPRESENTS LESS THAN 1% OF US HIGH SCHOOL SENIORS AND INCLUDES THE HIGHEST SCORING ENTRANTS IN EACH STATE.

FINALIST SELECTIONS ARE EXPECTED IN FEBRUARY SO WE WANT TO WISH THESE STUDENTS THE VERY BEST OF LUCK.

CONGRATULATIONS TO ALL OF THESE HIGH ACHIEVING STUDENTS FOR A JOB WELL DONE.

[APPLAUSE] AND JUST AS A SIDEBAR ON THE THE NATIONAL MERIT SEMIFINALIST, WE HAVE HAD OVER 100 FOR FOR MANY NUMBER OF YEARS CONSECUTIVELY.

I DON'T KNOW IF WE'VE EVER FALLEN BELOW IT, BUT IT'S A PRETTY AMAZING STATISTIC.

AND TRADITIONALLY, I AGAIN, I DON'T KNOW WHAT THE NUMBERS ARE THIS YEAR, BUT WE HAVE HAD MORE IN OUR DISTRICT THAN ALL OF OUR NEIGHBORING DISTRICTS COMBINED.

AND SO THAT'S A PRETTY AMAZING ACCOMPLISHMENT FOR THOSE STUDENTS.

CONTINUING ON NOW THE BOARD AGAIN, NOW THAT I DIGRESS, SHARON IS LOOKING AT ME LIKE, GET BACK TO THIS.

THE BOARD IS VERY PLEASED TO HAVE AN OPPORTUNITY TO CELEBRATE MANY DISTRICT SUCCESSES THIS EVENING.

WE ARE VERY EXCITED TO HONOR OUR HUMAN RESOURCES DEPARTMENT.

FOR THOSE OF YOU WHO MAY NOT KNOW, GOVERNOR GREG ABBOTT HAS PROCLAIMED OCTOBER 12, 2022, AS TEXAS EDUCATION HUMAN RESOURCES DAY, A DAY SET ASIDE TO RECOGNIZE AND HONOR THE IMPORTANT CONTRIBUTIONS MADE BY SCHOOL STAFF WHO WORK IN HUMAN RESOURCES.

IN THE WORDS OF GOVERNOR ABBOTT, HE STATES, HUMAN RESOURCES PROFESSIONALS IN TEXAS SCHOOLS SET THE STAGE FOR EFFECTIVE EDUCATION BY EQUIPPING SCHOOLS WITH THE BEST POSSIBLE TEACHERS AND SUPPORT STAFF.

IN FACT, THOSE OF US SEATED UP HERE THIS EVENING BELIEVE IT'S EVEN MORE THAN THE CASE HERE IN THIS BUILDING.

AS WE KNOW, WE HAVE THE BEST OF THE BEST SOMEWHERE BACK THERE WHO WORKED TIRELESSLY TO RECRUIT AND RETAIN THE BEST OF THE BEST FOR OUR STUDENTS.

OUR HATS ARE OFF TO OUR HUMAN RESOURCES AND EMPLOYEE SERVICES TEAM FOR THEIR CONTINUED HARD WORK AND DEDICATION TO THE CHILDREN AND FAMILIES OF PLANO ISD, WE APPRECIATE YOU.

OUR TEAM WORKED TIRELESSLY OVER THE SUMMER AND OUR HUMAN RESOURCE DEPARTMENT IS VALUED AND RESPECTED AND SUSTAINING OUR DISTRICT'S MOST VALUABLE RESOURCE, AND THAT IS OUR STAFF.

AS WE CELEBRATE THIS HARD WORKING GROUP OF INDIVIDUALS, LET'S REMEMBER OUR H.R.

TEAM THAT HOW VITAL THEY ARE TO THE PRODUCTIVITY OF OUR DISTRICT'S WORKFORCE AND ULTIMATELY TO STUDENT GROWTH AND SUCCESS.

SO PAUSE, LET ME PAUSE HERE AND ASK MY FELLOW TRUSTEES IF YOU HAVE ANY WORDS IN THIS HONOR.

I THINK WE'VE ALL SAID WE'VE SAID IT ALL.

I'LL JUST SAY, YOU KNOW, IN MY CAREER, YOU KNOW, MY COMPANY INVESTS IN OTHER COMPANIES.

I WORK IN VENTURE CAPITAL AND WE MEET WITH OUR CEOS ON A REGULAR BASIS.

AND ONE OF THE THINGS THAT WE'VE HEARD FROM OUR CEOS ALL YEAR IS TALENT IS A PROBLEM, FINDING TALENT, RECRUITING TALENT, RETAINING TALENT THAT YOU KNOW, THE PRIVATE SECTOR IS HAVING A SIGNIFICANT PROBLEM WITH THIS.

AND IN THE WAY THAT YOU SEE IN THE NEWS THAT A LOT OF SCHOOL DISTRICTS ARE AND THERE WAS THIS MOMENT BEFORE SCHOOL STARTED WHERE I SAW A GRAPHIC OF THE HOUSTON AREA DISTRICTS.

RIGHT. AND HOW MANY TEACHERS THEY WERE SHORT AND LIKE HOUSTON ISD WAS SHORT HUNDREDS OF TEACHERS.

AND KNOWING THAT OUR HUMAN RESOURCES DEPARTMENT WAS REALLY ON IT TO MAKE SURE THAT EVERY CLASSROOM WAS FILLED AND EVERY STUDENT HAD A TEACHER.

JUST A GREAT ACCOMPLISHMENT IN A TIME, AS YOU STATED, IS IS JUST REALLY DIFFICULT.

IT'S GREAT. THANK YOU.

YEAH. I CAN'T THINK OF A REALLY QUITE FRANKLY, A MORE DIFFICULT TIME IN MY PERIOD ON THE BOARD FOR HUMAN RESOURCES COMING OUT OF COVID AND ALL OF THE CHALLENGES THAT OCCURRED THERE AND TRANSITIONING FROM A TRADITIONAL SCHOOL ENVIRONMENT TO SOMETHING DIFFERENT BACK TO A TRADITIONAL SCHOOL ENVIRONMENT IS A REAL CHALLENGE THAT A LOT OF FOLKS DON'T REALIZE.

I DON'T THINK THEY REALIZE HOW STRESSFUL THAT IS, NOT JUST ON THE TEACHERS, BUT ALSO ON OUR STAFF WHO ARE TRYING TO FIND THE RIGHT TEACHER.

SO KUDOS TO OUR HR DEPARTMENT.

ALONG SIMILAR LINES, AS MANY OF YOU MAY LIKELY KNOW, EVERY OCTOBER IS DESIGNATED AS NATIONAL PRINCIPALS MONTH.

IN FACT, OUR GOVERNOR HAS LIKEWISE ISSUED A PROCLAMATION HONORING SCHOOL PRINCIPALS, WHICH READS, SOME OF WHICH READS AS FOLLOWS PRINCIPALS MAKE AN ENORMOUS IMPACT ON STUDENTS ALIKE ON A DAILY BASIS.

THE ROLE OF PRINCIPAL REQUIRES COMPETENCE AND COMPASSION IN EQUAL MEASURE, AND THE TASK OF EDUCATION DEMANDS BOTH AN IRON WILL AND HEART OF GOLD.

THEIR VITAL WORK CULTIVATES AN ENVIRONMENT IN WHICH STUDENTS CAN GROW AND THRIVE, AND IT MOLDS THE NEXT GENERATION OF LEADERS AS A RESULT.

OUR PLANO ISD PRINCIPLES REPRESENT THAT PERFECT BALANCE OF STRONG WILL AND CARING HEARTS AS THEY SHOW UP EVERY DAY FOR EVERYONE, CHILD AND ADULT ALIKE.

THEY ARE SOME OF THE VERY HARDEST WORKING, MOST DEDICATED, PASSIONATE AND COMPASSIONATE MEMBERS OF OUR DISTRICT FAMILY.

WORDS CANNOT EVEN EXPRESS HOW GRATEFUL WE ARE FOR ALL OF OUR PRINCIPALS.

THIS OCTOBER IS A PERFECT OPPORTUNITY FOR DISTRICT LEADERS, ELECTED OFFICIALS, PARENTS, STUDENTS, TEACHERS, STAFF, SCHOOL LEADERS AND COMMUNITIES TO CELEBRATE AND HONOR OUR INCREDIBLE PRINCIPALS FOR THEIR VISIONARY LEADERSHIP AND TIRELESS, TIRELESS PURSUIT OF SUCCESS FOR EACH STUDENT.

SO PLEASE JOIN US IN CELEBRATING OUR AMAZING PRINCIPALS THIS MONTH.

OUR PRINCIPALS CONTINUOUSLY EMBRACE CHALLENGES AND OPPORTUNITIES AS THEY HELP TO MEET THE NEEDS OF STUDENTS, SUPPORT THE GROWTH OF LEARNING AND SUPPORT ALL OF OUR TEACHERS AS WELL . THIS AWARD IS PRESENTED BY THE TEXAS ALLIANCE FOR GEOGRAPHIC EDUCATION, AND SHE SERVES AS A DEPARTMENT CHAIR FOR HER CAMPUS, HAS WRITTEN CURRICULUM FOR THE DISTRICT FOR MANY YEARS, AND SHE HAS ALSO SUPPORTED TEACHERS AROUND THE DISTRICT BY FACILITATING PROFESSIONAL LEARNING.

THE AWARD IS NAMED FOR VAL WILKIE JUNIOR, WHO SERVED AS THE HEAD OF THE SID RICHARDSON FOUNDATION IN FORT WORTH FOR MANY YEARS, AND HE'S KNOWN FOR HIS IMPACT IN EDUCATION AND SPECIFICALLY FOR GEOGRAPHY EDUCATION.

THE HARRINGTON HUSKIES STAYED COMMITTED TO REFLECTION, REFINEMENT AND IMPROVEMENT OF THEIR PRACTICES TO POSITIVELY IMPACT ALL STUDENT LEARNING AND GROWTH.

AND AND YOU'VE HAD SOME NEW DEVELOPMENT AND THE NEIGHBORHOOD I'M SURE IS TURNING OVER WITH YOUNG FAMILIES, AS PEOPLE LIKE MY PARENTS SELL THEIR HOUSE.

AND IT'S JUST IT'S SUCH A WONDERFUL OPPORTUNITY FOR OUR DISTRICT TO HAVE THESE PLC AWARDS.

HE'S A MEMBER OF THE CONSORTIUM OF SCHOOL NETWORKS, AN ORGANIZATION THAT'S DEDICATED TO BEING A VOICE FOR EDUCATIONAL TECHNOLOGY LEADERS, BOTH AT THE NATIONAL AND STATE LEVEL. BUT HE'S ALSO GOT A PASSION FOR SECURITY, WHICH IS ANOTHER BIG THING AS WELL.

IT WILL DEPLETE OUR FUND BALANCE AND WE'LL BE MAKING REALLY DIFFICULT DECISIONS.

SO IT'S VERY IMPORTANT FOR US TO ARTICULATE AND I'M VERY GLAD THAT CHAIRMAN DUTTON IS AMENABLE TO UNDERSTANDING THE EQUITY OF RECAPTURE.

BUT THE NEXT POINT THAT'S IN RED IS TO ALLOW LOCAL DISCRETION RATHER THAN STATE MANDATED MANDATED PROGRAM PERCENTAGES.

AND SO, FOR INSTANCE, THE PROGRAM ALLOTMENTS COULD BE COMPENSATORY EDUCATION FOR CATCHING KIDS UP OR DYSLEXIA, SERVICES, SPECIAL ED SERVICES, BILINGUAL SERVICES, CAREER AND TECHNICAL EDUCATION SERVICES, EARLY EDUCATION, GIFTED AND TALENTED, AND A BONUS FOR THOSE STUDENTS WHO HAVE ATTAINED THE CCMR CREDIT.

SO ALL WE'RE ASKING IS THAT WHEN THOSE PROGRAM ALLOTMENTS ARE AVAILABLE TO A SCHOOL DISTRICT, THAT WE HAVE A LITTLE DISCRETION ON HOW THOSE FUNDS ARE SPENT.

BECAUSE AGAIN, I TOLD YOU THIS BEFORE, THE SCHOOL DISTRICT KNOWS THE NEEDS OF THEIR STUDENT POPULATION AND ARE BEST ABLE TO DEPLOY THE FUNDING WHERE IT HAS THE MOST IMPACT ON STUDENT OUTCOMES.

SO NOT SO MUCH THAT WE DISAGREE THAT THE STATE HAS THAT ARTICULATION, BUT I THINK WE KNOW BETTER.

SO IF THEY COULD JUST GIVE US THE ALLOTMENTS AS THEY ARE EARNED BY THE DIFFERENT CATEGORIES THAT I JUST READ, IF WE COULD PUT THAT FUNDING WHERE WE NEED IT THE MOST, THAT'S WHAT WE'RE ASKING FOR IN THIS ALLOW LOCAL DISCRETION RATHER THAN STATE MANDATED PROGRAM PERCENTAGES.

DOES THAT, IS THAT CLEAR? I MEAN, DID I EXPLAIN THAT WELL FOR YOU GUYS? OKAY. ALL RIGHT.

AND THEN HERE'S ONE THAT I THINK IS REALLY WORTHWHILE.

WE WANT TO FULLY FUND THE TEACHER RETIREMENT SYSTEM WITH ADJUSTMENTS FOR INFLATION.

AND I KNOW THAT CURRENTLY THE COMPTROLLER, GLEN HAGER, HAS ANNOUNCED THAT THERE'S A VERY LARGE SURPLUS IN THIS ONE YEAR.

A SURPLUS DOESN'T ALWAYS MEAN THAT IT'S GOING TO HAPPEN AGAIN AND AGAIN.

SO IT'S NOT SUSTAINABLE TO ASK FOR A SURPLUS TO FUND SOMETHING THAT'S RECURRING.

HOWEVER, I THINK BRINGING THE TRS SYSTEM UP TO WHERE IT SHOULD BE TO BE, WHAT'S THE WORD FULLY FUNDED, THEN THIS WOULD BE A GREAT USE FOR A SURPLUS BECAUSE IT'S A ONE TIMER AND IT'S A IT'S A GREAT OPPORTUNITY TO TAKE CARE OF THE TEACHERS OVER THE YEARS WHO HAVE REALLY GIVEN A LOT TO OUR SYSTEM OF EDUCATION.

THE LAST ONE IN THIS SECTION IS TO ENSURE ALIGNMENT BETWEEN ADVANCED PLACEMENT OR AP AND THE TWO YEAR COLLEGE COURSES AND FOUR YEAR UNIVERSITIES TO ENSURE STUDENTS CAN TRANSFER CREDITS.

SO IF A STUDENT IN PLANO ISD GRADUATES FROM PLANO ISD AND GOES TO COLLIN COLLEGE FOR, YOU KNOW, GETS THEIR ASSOCIATE'S DEGREE, WE WANT TO MAKE SURE THAT THAT CAN TRANSFER UP TO A FOUR YEAR UNIVERSITY.

AND I THINK THERE'S SOME MISALIGNMENT.

AND LISA, IF YOU HAVE MORE TO ELABORATE ON THAT I WELCOME THAT.

IT WOULD BE NICE IF THE SCHOOLS IN TEXAS WOULD RECOGNIZE THEM THE SAME.

I KNOW WE CAN'T NECESSARILY CONTROL ALL 50 STATES, BUT IT WOULD BE NICE IF THE STATES THE SCHOOLS IN TEXAS.

BUT THE TEA HAS ALREADY ALREADY HAS THE OPPORTUNITY TO MAKE THESE CHANGES, IS WHAT I'M SAYING.

WE'RE NOT ASKING FOR A CHANGE IN LAW.

SO THESE THINGS WILL BE PULLED OFF OF THAT PRIORITY LIST AND DEALT WITH WHEN WE TALK TO THE TEA.

OK, SO THE NEXT ONE IS TO MAKE MODIFICATIONS TO HOUSE BILL 4545 TO PRESERVE INTENT, BUT BETTER APPLY NECESSARY FLEXIBILITY BY FIRST DISTRICTS SHOULD HAVE THE ABILITY TO MONITOR STUDENT PROGRESS AND ADJUST INSTRUCTIONAL PLANS ACCORDINGLY, AND STUDENTS SHOULD OPTING OUT OF STAR TESTING SHOULD HAVE THE OPPORTUNITY TO BE REASSESSED AT THE BEGINNING OF THE YEAR TO DETERMINE HOUSE BILL 4545 NEEDS.

YOU SENT THAT IN THE TASA UPDATE AND FELT LIKE THAT SHOULD BE SOMETHING THAT WE ADVOCATE FOR.

AND SO IT SHOULDN'T BE JUST FOCUSED ON ONE DAY'S EFFORT OF A STUDENT TAKING A TEST.
