I WOULD SIMPLY SAY THAT OBVIOUSLY WE HAVE GONE INTO A NEW PLATFORM FOR OUR ERP AND OUR SIS SYSTEMS, WHICH IS SIMPLY OUR STUDENT SYSTEMS AND OUR HR AND FINANCE SYSTEMS SOFTWARES.
ONE OF THE THINGS WE'D LIKE TO DO IS IF HOPEFULLY IF THE BOND PASSES IN NOVEMBER, WE WOULD LIKE TO TAKE THOSE MONIES AND REIMBURSE THE COST OF THESE SYSTEMS. IT'S NOW ALLOWABLE COST.
FOR THE FIRST YEAR, YEAR ONE ALONE IS ABOUT $2.8 MILLION.
SO THAT'S WHAT WE WOULD RECOMMEND THIS EVENING IS WE HAVE TWO NOW THAT WE'VE STARTED THE PROCESS OF GOING ACTUALLY OVER TO THE NEW PLATFORM, THE NEW SOFTWARE, BEFORE WE EXPENSE THOSE, WE HAVE TO HAVE A REIMBURSEMENT RESOLUTION TO ALLOW US THE ABILITY LATER ON TO REIMBURSE.

SO THAT'S WHAT WE'RE ASKING THE BOARD TO DO THIS EVENING.

THE BOARD OF TRUSTEES DELEGATES CONTRACTUAL AUTHORITY TO OBLIGATE THE SCHOOL DISTRICT UNDER TEXAS EDUCATION CODE TEC 11.1511C4 TO THE SUPERINTENDENT SOLELY FOR THE PURPOSE OF OBLIGATING THE DISTRICT UNDER TEC 48.257 AND TEC CHAPTER 49 SUB CHAPTERS A AND D AND THE RULE ADOPTED BY THE COMMISSIONER OF EDUCATION IS AUTHORIZED UNDER TEC 49.006.

I HAVE MY MIC ON, AMAZING.I THINK THAT THIS HAS TO DO WITH A WORD EVERYBODY KNOWS AS RECAPTURE, BUT THE LANGUAGE HAS BEEN CHANGED IN THE LAST LEGISLATIVE SESSION TO BE CALLED REVENUE IN EXCESS OF ENTITLEMENT.
AND SO I THINK IN 1993, WE STARTED THE RECAPTURE PROGRAM, WHICH IS NOW A DIFFERENT NAME TO TO PROVIDE EQUITY FOR THE DISTRICTS IN THE STATE.
AND I THINK NONE OF US ON THIS BOARD TABLE BELIEVE THAT THERE SHOULDN'T BE EQUITY IN FUNDING.
ACTUALLY, WHAT WE BELIEVE IS THERE SHOULD BE ADEQUACY IN FUNDING.
AND IT'S GOTTEN TO A POINT WHEN WHEN YOU SAY $247.9 MILLION, WHICH IS A QUARTER OF $1,000,000,000 AND IS PROBABLY MORE THAN MOST CITY BUDGETS IN TEXAS, EXCEPT FOR THE VERY LARGE CITIES.
WE OUR POSITION IS NOT EQUITABLE ANYMORE.
SO EQUITY HAS FLIPPED ON US AND WE HAVE LEGISLATIVE PRIORITIES FOR THIS UPCOMING 88TH SESSION.
AND I THINK BEYOND SOME OF THE OBVIOUS ONES, WHERE WE'RE GOING TO BE ASKING FOR SAFETY AND SECURITY FUNDING IN THE STATE, WE HAVE NUMEROUS AMOUNTS IN OUR PRIORITIES ABOUT RECAPTURE.
AND SO WE'RE ASKING THAT AT A MINIMUM, THEY PUT A CAP ON RECAPTURE SO THAT DISTRICTS ARE NOT FINDING THEMSELVES IN A BUDGET DEFICIT POSITION AS WE'RE FINDING OURSELVES WITH RECAPTURE.
AND THEN WE WANT TO MAKE SURE THAT THE MONEY THAT GOES INTO THIS EXCESS REVENUE OR REVENUE IN EXCESS OF ENTITLEMENT ACTUALLY GOES INTO THE BASIC ALLOTMENT.
BECAUSE WHAT WE HAVE FOUND IN A PREVIOUS BIENNIUM, MOST RECENTLY, THAT 23% OF THE DOLLARS THAT ARE RECAPTURED FROM DISTRICTS LIKE OURS, 23% OF THOSE ARE NOT PUT INTO PUBLIC EDUCATION.
THERE'S THEY'RE PUT INTO A SUPPLEMENTAL APPROPRIATIONS BILL AND SPENT SOMEWHERE ELSE.
AND WE HAVE NO TRANSPARENCY OF WHERE OUR DOLLARS ARE GOING.
AND WHEN WE WE PAY THESE OUT BASED ON THE ATTENDANCE CREDITS, WHICH WE ARE CONSIDERING APPROVING RIGHT NOW, WHICH IS THE WAY THAT PLANO ISD HAS ALWAYS REMITTED ITS RECAPTURE.
BUT WHAT ONE OF THE OTHER THINGS WE'RE ASKING FOR IS TRANSPARENCY, SO THAT OUR TAXPAYERS KNOW THIS AND HOW MUCH OF THEIR TAX BILL IS BEING RECAPTURED AND SENT BACK TO THE STATE.
IT NEEDS TO STAY IN PUBLIC ED SO THAT'S THAT'S MY HARP FROM THE HILL, BUT I KNOW WE'RE JUST CREATING A METHOD OF HOW WE REMIT THE FUNDS, BUT I JUST WANT OUR AUDIENCE AND OUR PUBLIC TO UNDERSTAND THE DILEMMA THAT PLANO ISD IS WITH REGARD TO A QUARTER OF $1,000,000,000 NEXT YEAR, PAYMENT OF RECAPTURE.
OTHER COMMENTS. I MEAN, I'D LIKE TO SEE WHAT WOULD HAPPEN IF WE DIDN'T SEND THAT MONEY.
ONE IS, WHY DON'T YOU JUST NOT APPROVE THIS? WELL, THE RESULT, HOUSTON TRIED THIS ALREADY, AND THE RESULT OF THAT IS THAT THE STATE COMES IN AND CHERRY PICKS WHAT PROPERTIES THEY WANT TO ASSESS TO TAKE THE MONEY FROM YOU.
THE STATE WILL COME IN AND THEY'LL GET THEIR POUND OF FLESH REGARDLESS.
HOW MANY YEARS HAS PLANO ISD BEEN PLAYING AND PAYING INTO RECAPTURE, SINCE DAY ONE? 1994. YEAH.
NOW, MY FIRST YEAR ON THE BOARD IN 2011 OR 12 I GUESS WAS THE FIRST TIME I HAD TO VOTE ON THIS.
OUR RECAPTURE PAYMENT WAS $24 MILLION, SO WE ARE TEN TIMES THAT AMOUNT NOW IN AN 11 YEAR TIME SPAN.
THE SECOND QUESTION I ALWAYS GET THIS TIME OF YEAR IS WHY ARE YOU APPROVING? WHY ARE YOU PAYING SO MUCH IN RECAPTURE WHEN YOU'RE RUNNING A BUDGET DEFICIT? THE REASON WE ARE RUNNING A BUDGET DEFICIT IS BECAUSE OF THE AMOUNT OF MONEY WE HAVE TO PAY AND RECAPTURE.
BUT THE BOTTOM LINE IS OUR SPENDABLE DOLLARS ARE A STRAIGHT LINE ACROSS THE BOARD.
INFLATION, OF COURSE, IS GOING UP, RIGHT? SO OUR COST OF DOING BUSINESS IS GOING UP, BUT OUR SPENDABLE DOLLARS IS THE EXACT SAME IN ANY ADDITIONAL DOLLARS THAT THE TAX BASE RAISE GOES TO

OUR STATE REPRESENTATIVES HAVE TO DO THEIR JOB AND REPRESENT THIS DISTRICT AND END THIS OR PUT A CAP ON IT OR GIVE US SOME SORT OF RELIEF, BECAUSE WHAT'S COMING DOWN THERE IS A MASSIVE CLIFF COMING UP FOR THIS SCHOOL DISTRICT.
WE HAVE DONE OUR BEST TO AVOID IT.
IT IS. IT'S ACCELERATING BIG TIME.
SO WE'RE ALMOST RIGHT AT $2.5 BILLION SINCE WE STARTED.

IF THE SCHOOL DISTRICT CUTS THE M&O TAX RATE ON THEIR OWN ACCORD, THERE'S A PENALTY.
RIGHT. SO WE WOULD IF WE CUT OUR OWN TAX RATE, WE WOULD BE KEEPING FEWER DOLLARS IN OUR SCHOOLS.
IT'S ABOUT $3 MILLION PER PENNY.
YEAH. SO I KNOW THIS BOARD IN PREVIOUS BOARDS HAS OR HAVE SPENT A LOT OF TIME AND ENERGY TRYING TO EDUCATE THE PUBLIC AND WORK WITH OUR STATE LEGISLATORS TO FIX THIS PROBLEM AND NOT THROWING SHADE AT ALL OF THE HOURS AND HOURS AND HOURS OF WORK OF THAT.
BUT WE HAVEN'T SEEN MUCH MOVEMENT ON THIS.
DO WE WANT TO GO OFF THE CLIFF OR DO WE WANT THEM TO PUSH US? AND I THINK UNTIL SOMETHING HAPPENS IN OUR COMMUNITY, WHETHER IT'S TEA COMING IN AND DECIDING WHAT PROPERTY THEY'RE GOING TO ANNEX AND WAKING THE COMMUNITY UP TO HOW BROKEN AND CORRUPT THE SYSTEM IS, I DON'T THINK ANYBODY'S LISTENING.

MOVING ON TO OUR FINAL REPORT IS A 2022 PROFESSIONAL LEARNING SUMMER UPDATE AND WE HAVE IVAN CANTU, EXECUTIVE DIRECTOR FOR PROFESSIONAL LEARNING HERE TO PRESENT.TAKE HER AWAY. GOOD EVENING, MR. STOLLE, BOARD OF TRUSTEES.
ONE OF THE THINGS THAT WE REALLY TRY TO DO IS WORK COLLABORATIVELY, WITH OTHER DEPARTMENTS TO MAKE SURE THAT WE'RE SUPPORTING OUR TEACHERS IN THE RIGHT WAY AND THEN MAKING OURSELVES ACCOUNTABLE AND ACCESSIBLE TO THE TEACHERS.
IT WASN'T JUST A ONE AND DONE TYPE OF SITUATION.
WE KNEW WE WERE GOING TO HAVE TO PROVIDE CONTINUOUS SUPPORT FOR OUR TEACHERS.
AND IN LOOKING BACK AT WHAT HAPPENED THIS PAST SUMMER, I THINK THAT THEME KIND OF STUCK AROUND A LITTLE BIT AND NOT JUST THE WAY WE DELIVERED THE TRAINING, BUT HOW WE SUPPORTED OUR TEACHERS WITH THAT AS WELL.
SO TONIGHT'S REPORT IS GOING TO INCLUDE THE LEARNING THAT OCCURRED MAY 28TH THROUGH AUGUST 9TH, ALMOST 39000 HOURS OF PROFESSIONAL LEARNING. ALL RIGHT.
AND ALL TOGETHER, WE HAD 388 UNIQUE LEARNING OPPORTUNITIES.
I DO WANT TO POINT OUT THAT THE 38,759 SO SPECIFIC HOURS OF PL, ALTHOUGH A LOT OF THAT OCCURRED IN HOUSE, A BIG NUMBER OF THAT OCCURRED IN HOUSE, SOME OF THAT ALSO OCCURRED OUTSIDE OF PISD.

THE IDEA THERE IS THAT IF A TEACHER IS READY, A PARAPROFESSIONAL IS READY TO SEEK NEW OPPORTUNITIES AND GROWTH, THAT IS ONE WAY THAT WE SUPPORT THEM. THIS INCLUDES TEST PREP MATERIAL, PROVIDING SUPPORT AND GETTING READY FOR FOUR DIFFERENT EXAMS THIS PAST YEAR. WE ALSO PROVIDE THE OPPORTUNITY FOR TEACHERS TO APPLY FOR REIMBURSEMENT TOWARDS ONE OF THOSE TESTS.
SO THIS IS SOMETHING THAT [INAUDIBLE] IN HERE WORKED WITH [INAUDIBLE] SKINNER AND MULTILINGUAL SERVICES ON ORGANIZING AND GETTING FOLKS OUT THERE TO DO THIS. WE'RE KIND OF LOOKING AT THIS PROGRAM AGAIN.
THIS IS SOMETHING THAT WE COLLABORATED WITH HR ON AND MULTILINGUAL SERVICES.

AND THIS IS ONE OF THOSE AREAS WHERE WE TEACHERS WHO ARE INTERESTED IN THIS PROGRAM, MAYBE THEY JUST WANT TO STAY IN THE CLASSROOM, BUT THEY WANT TO FIND WAYS TO GROW AS TEACHERS, FIND WAYS TO SUPPORT PRINCIPALS OR OTHER ADMINISTRATIVE TEAMS AT THE CAMPUSES OR ACROSS THE DISTRICT OR THEY MIGHT CHOOSE.
BUT THIS IS JUST A HOW DO WE CAPTURE TEACHERS AND HOW DO WE PROVIDE THE A SIMILAR TYPE OF TRAINING THAT OUR PRINCIPALS ARE GOING THROUGH, BUT AT THE TEACHER LEVEL, SO THAT THEY CAN THEN SUPPORT THEIR PRINCIPALS IN THAT.
SO THIS IS THE TEACHER LEADER PROGRAM.
YOU HEARD A LITTLE BIT ABOUT THIS EARLIER NATIONAL BOARD COHORT.
SO WE'VE GOT A TOTAL OF 19 CANDIDATES AT THIS TIME.
EACH ONE OF THOSE IS A TWO YEAR GRANT, SO EACH COHORT WILL BE DOING TWO YEARS.
WE ARE DOING THIS IN COLLABORATION WITH REGION TEN.

SOME OF THE GRANT MONEY CAN BE USED TOWARDS SUBSTITUTE TIME AND WE ARE ALLOWING THESE TEACHERS SOME TIME TO WORK ON SOME OF THE REQUIREMENTS OF THIS PROGRAM DURING THIS TIME. WE EVEN HAD SOME OPEN LAB TIME THIS SUMMER WHERE THEY COULD JUST COME IN AND JUST WORK, KIND OF GET THIS WORK DONE.
CRAIG IS ALSO GIVING UP QUITE A FEW SATURDAYS AS HE'S LEADING THIS AWARD.
SO THIS IS SOMETHING THAT WE WANT TO CONTINUE.
THAT SUPPORT IS ENDING AFTER THIS SCHOOL YEAR BECAUSE IT IS A TWO YEAR GRANT FOR OUR LATEST COHORT.
WE'VE GOT THIS YEAR AND NEXT YEAR.
SO ONE OF OUR GOALS THIS YEAR IS TO LOOK AT HOW CAN WE CONTINUE THIS PROGRAM.
SO YOU ASKED ABOUT OUTSIDE PARTNERS AND WE'RE HOPING THAT'S ONE OF THE WAYS THAT WE CAN DO IT.

AND THEN COVID HAPPENED, RIGHT? BUT WE THOUGHT, NO, WE'RE NOT GOING TO LET THIS GO.
THAT'S THE WHOLE IDEA BEHIND SUMMER INSPIRE.
NOTHING IS NECESSARILY REQUIRED, BUT IT IS ALL CONNECTED TO WHAT WE'RE DOING IN PISD.

THESE WERE THE FOLKS THAT WERE JUST LIKE, YOU KNOW WHAT? MAYBE I CHOSE THE WRONG SESSION OR MAYBE THE SESSION WAS NOT FOR ME.
THE FEEDBACK, AGAIN, CONTINUES TO SAY, OFFER MORE VIRTUAL SESSIONS.
SO EVEN THIS YEAR, WHEN WE'RE LOOKING AT OTHER LEARNING OPTIONS LIKE TRADE LEARNING SATURDAY.
WE REALLY WANT FOLKS TO OFFER LEARNING, VIRTUAL LEARNING, IF THAT APPLIES TO THE TYPE OF LEARNING THEY WANT TO OFFER, THE TYPE OF PROFESSIONAL LEARNING THAT WE OFFER BECAUSE WE KNOW TEACHERS ARE GOING TO ATTEND.
WE KNOW THAT THEY DON'T HAVE TO FIND CHILDCARE.
WE KNOW THEY CAN WORK FROM HOME IN THEIR PAJAMAS IF THEY CHOOSE TO.
IT'S JUST, AGAIN, MAKING OURSELVES ACCESSIBLE TO OUR TEACHERS.

SO JUST IN THE SUMMER MONTHS ALONE, OVER 200 STAFF MEMBERS ATTENDED THE TRAINING.
AND WHEN YOU LOOK AT THAT NUMBER, THAT'S AN IMPRESSIVE NUMBER.
SO WE KNOW THAT THERE'S THAT FRONT LINE IMPLEMENTATION IS A BIT OF A PAUSE, BUT THAT DOESN'T, I THINK, TAKE AWAY FROM THE EFFORTS THAT TEAM MADE TO ENSURE THAT TEACHERS WERE TRAINED AND AND WERE WELL TRAINED THIS SUMMERTIME.
THERE WE GO. ATHLETICS DEPARTMENT IS ONE THAT WE DON'T ALWAYS THINK OF FOR LEARNING.
WE DON'T. WE HEAR A LOT OF CELEBRATIONS AND RECOGNITIONS, BUT NOW WHEN IT COMES TO PROFESSIONAL LEARNING, BUT I THINK JEFF SMITH HAS TAKEN, I THINK, A LOT OF STEPS TOWARDS THAT. AND YES, WE HAVE TO HAVE MEETINGS.
