HE'S A RETIRED LAW LIEUTENANT FROM THE NEW YORK CITY POLICE DEPARTMENT.
HE WORKED IN THE CITY OF DALLAS PRIOR TO JOINING PLANO ISD IN 2019.
WE ARE EXCITED TO HAVE KEVIN LEAD THE DEPARTMENT HERE IN PLANO ISD.
TONIGHT HE IS JOINED BY HIS WIFE DIANA AND THEIR TWO BOYS, RYAN AND AUSTIN.
AND ALSO FROM THAT DIVISION MANDY MURPHY IS THE NEWEST ADDITION TO OUR SAFETY AND SECURITY TEAM AS THE DIRECTOR OF EMERGENCY MANAGEMENT AND SAFE SCHOOLS. SHE IS JOINING THE PLANO ISD TEAM FROM FORT WORTH ISD, WHERE SHE SERVED AS A PRINCIPAL IN BOTH ELEMENTARY AND SECONDARY SCHOOLS AND PRIOR TO FORT WORTH ISD MANDY SPENT 14 YEARS IN ARGYLE ISD AS A SPECIAL EDUCATION TEACHER, COACH, ASSISTANT PRINCIPAL AND PRINCIPAL.
SHE IS CURRENTLY PURSUING HER DOCTORATE IN EDUCATIONAL LEADERSHIP AT DALLAS BAPTIST UNIVERSITY.

KRISTEN ALSO SERVED SEVEN YEARS AS THE ASSISTANT DIRECTOR OF TEACHING AND LEARNING IN REGION TEN AND WORKED WITH A NETWORK WITH OVER 130 DISTRICT LEADERS FROM ACROSS THE STATE. PRIOR TO THAT, SHE SERVED AS A MIDDLE SCHOOL ASSISTANT PRINCIPAL AND PRINCIPAL IN TWO DIFFERENT DISTRICTS IN TEXAS, AND SHE WAS ALSO A MIDDLE SCHOOL TEACHER.
DR. HEBERT IS ALSO A PRODUCT OF PLANO ISD.
I KNOW SHE'S REALLY EXCITED TO COME HOME.
SHE IS FULL OF ENERGY AND EXCITEMENT THAT IS JUST INCREDIBLY CONTAGIOUS.

ON THAT NIGHT, WE GATHERED ON OUR PLANO ZONE COACH, TOM KIMBROUGH.
AS YOU LOOK BACK ON COACH KIMBROUGH'S CAREER, IT SPANS OVER SEVEN DECADES AND 55 TOTAL YEARS, WITH HIS FOCUS INTENTLY ON SERVING THE SCHOOL DISTRICT COMMUNITY AND THE YOUNG PEOPLE IN PLANO, TEXAS.
IT WOULD BE HARD TO EVEN MEASURE THIS AND NOT EVEN SURE THAT YOU CAN.
WHAT AN IMPACT TO GAIN A LITTLE DEEPER.
UNDERSTANDING THE TOP AND LEVEL OF COACH THAT TOM KIMBROUGH WAS DURING HIS CAREER.

COACH TOM KIMBROUGH WAS BORN IN VALLEY MILLS, TEXAS, AND ATTENDED ALL 12 GRADES IN VALLEY MILLS, GRADUATING IN 1963.HE CHOSE TCU FOR HIS COLLEGE FOOTBALL CAREER.
IT WAS THE LONGEST IN HISTORY, 36 GAMES AT THE TIME.
AND I WATCHED THE EAGLES AND I LOVED IT.
KIMBROUGH GRADUATED FROM TCU IN 1968 AND WAS HIRED BY THE PLANO INDEPENDENT SCHOOL DISTRICT.
THAT SAME YEAR. HE WAS HIRED BY THE LEGENDARY COACH AND ATHLETIC DIRECTOR JOHN CLARK, AND KIMBROUGH EVENTUALLY WORKED HIS WAY UP TO HEAD FOOTBALL COACH FOR THE WILDCATS BY 1976, COACH KIMBROUGH WAS PROMOTED TO ATHLETIC DIRECTOR FOR THE PLANO INDEPENDENT SCHOOL DISTRICT IN 1992, AND TO THIS DAY HE IS STILL EMPLOYED BY THE PLANO ISD AS AN ADVISOR.
AND I KNEW A LOT OF PEOPLE WHO REALLY WORKED HARD.
HIS RECORD AS HEAD COACH WAS AN INCREDIBLE 173, 28 AND FIVE.
PLANO HAD WON MORE FOOTBALL GAMES THAN ANY SCHOOL IN TEXAS HISTORY WHEN HE RETIRED IN 1991.

AND, YOU KNOW, HIS WIN LOSS RECORD IS UNBELIEVABLE.

AND ONE DAY IN A SATURDAY, I WALKED INTO THE CLASSROOM.
THE PROFESSOR PUT AN ARTICLE IN FRONT OF US, AND IT WAS AN OLD BLACK AND WHITE NEWSPAPER CLIPPING.
AND HE SAID, YOUR SUPERINTENDENT'S TO BE.
THIS IS HOW YOU BUILD A CHAMPIONSHIP PROGRAM FOR EXTRACURRICULARS.
AND THE 1977 PLANO SENIOR WILDCAT TEAM IS THE EXAMPLE USED IN SUPERINTENDENT PREPARATION PROGRAMS FOR HOW TO BUILD SCHOLAR ATHLETES, HAVE STRONG ETHICAL, SUPPORTIVE LEADERSHIP, AND ENGAGE THE ENTIRE COMMUNITY IN DOING GREAT THINGS FOR KIDS THAT ALSO BUILD COMMUNITY.

HE WAS THE NATIONAL COACH OF THE YEAR IN 1987, AND HIS TEAM WAS NAMED NUMBER ONE IN THE NATION.

THE RECORD LASTED FOR 37 YEARS, AND IT'S STILL A STATE RECORD FOR SINGLE SITE GAMES SOME 45 YEARS LATER WHEN HE WON HIS THIRD STATE CHAMPIONSHIP IN 1987.

COACH KIMBROUGH HAS BEEN MARRIED TO LINDA KIMBROUGH, A RETIRED TEACHER, FOR 54 YEARS.

THE FIRST CALCULATION IS WHAT'S CALLED THE NO NEW REVENUE TAX RATE.
THAT'S WHAT WE ALL KNOW IS EFFECTIVE TAX RATE.
IT'S NOW CALLED NO NEW REVENUE TAX RATE.
THAT CALCULATION NOW MUST BE DONE.
IT'S IMPORTANT BECAUSE IT AFFECTS A LOT OF YOUR OTHER REPORTING REQUIREMENTS.
THAT IS SIMPLY WHAT THE THE MAXIMUM COMPRESSED RATE IS THE MAXIMUM COMPRESS RATE.
PLUS THE PRIOR YEAR TIER TWO PENNIES PLUS THE I&S REQUIREMENT, THAT IS THE MAX YOU CAN GO UP ON A TAX RATE WITHOUT TRIGGERING A VATR A VOTER APPROVAL TAX RATE ELECTION.

AND SO INFLATION HAS GONE UP EIGHT AND A HALF PERCENT.
SO YOUR COST SIDE HAS GONE UP EIGHT AND A HALF PERCENT.
BUT WHAT THE STATE IS SAYING IS, OH, NO, NO, YOU HAVE TO TELL THE VOTERS THAT YOU'RE YOU WANT A TAX RATE THAT GENERATES THE SAME AMOUNT OF MONEY AS LAST YEAR WITH LESS BUYING POWER. AND IF YOU WANT TO GENERATE MORE, MORE REVENUE, THEN YOU HAVE TO GO AND READ THIS DISINGENUOUS LANGUAGE.

SAY THAT SIX TIMES FAST PEOPLE NO NEW REVENUE TAX RATE.
IF WE ADOPTED THAT KIND OF TAX RATE, WOULD WE PAY LESS AND RECAPTURE WOULD WE ACTUALLY BE ABLE TO KEEP THE SAME AMOUNT OF MONEY TO TO DO RUN THE DISTRICT OR? THAT'S A GREAT QUESTION. SO BASICALLY WHAT WOULD HAPPEN IF YOU REMEMBER ON THE TIER TWO PENNIES, WE HAVE WE HAVE THOSE COPPER PENNIES, SO WE WOULD PAY LESS THAN RECAPTURE, BUT WE'D ALSO TAKE A PENALTY IN NET AMOUNTS THAT WE GET TO KEEP IN OUR IN OUR TIER TWO PENNIES, WHICH IS ABOUT FOR EVERY PENNY IT GOES DOWN.

OF COURSE, AFTER COVID, WHEN THOSE SAME STUDENTS TESTED AS THIRD GRADERS, THEY WERE AT 52% AND THEN COMING BACK AS FOURTH GRADERS WITH ANOTHER YEAR UNDER THEIR BELT AND CLOSING SOME GAPS.
YOU CAN SEE THEY WERE BACK UP TO 66%.

AND I THINK YOU'LL SEE THAT HOLDS TRUE FOR US AS WELL.
WHILE WE STILL HAVE WORK TO DO, CERTAINLY IT'S WORTH NOTING THAT STUDENTS IN GRADES THREE THROUGH SIX ALL INCREASED IN PERFORMANCE FROM THE 21 STAAR TO THE 22 STAAR.
AND WHILE IT'S NOT AS FAR AS WE WOULD WANT, WE ARE ENCOURAGED BY THAT IN THE RIGHT DIRECTION.
SO LET'S TALK ABOUT THAT FOR JUST A MOMENT.
FOR THE FIRST TIME IN 21-22, OUR SEVENTH GRADE HONORS STUDENTS TOOK THE EIGHTH GRADE STAAR EXAM INSTEAD OF THE SEVENTH GRADE STAAR EXAM. SO THE NUMBER OF STUDENTS TAKING THE EXAM WAS SMALLER.
AND OBVIOUSLY THOSE WHO ARE HIGH PERFORMERS IN MATH WERE THOSE WHO WERE REMOVED FROM THE EQUATION.
SO IF YOU THINK ABOUT THE CLOSEST COMPARISON.
DASH AND I PUT OUR HEADS TOGETHER A LITTLE BIT, THE CLOSEST COMPARISON TO TRY TO SHARE WITH YOU SO THE STORY DOESN'T LOOK QUITE THAT HORRIFIC IS TO TAKE ALL GRADE SEVEN AND GRADE EIGHT MATH STAR TESTS AND AVERAGE AND COMBINE THOSE TOGETHER.
SO TO DO THAT, WHAT YOU'RE GOING TO SEE IS IN 21, 42% OF ALL SEVENTH AND EIGHTH GRADE STAAR EXAMS WERE AT THE MEETS GRADE LEVEL OR ABOVE.

WHEN YOU LOOK AT THAT SEVENTH GRADE MATH COHORTS, AGAIN, JUST VERY QUICKLY ON THE RIGHT, HAD SOME BRIGHT SPOTS AND YOU DEFINITELY CAN SEE WE ALSO HAVE SOME PLACES WHERE WE HAVE OUR WORK THAT IS DEFINED FOR US AND WHERE WE WANT TO GO NEXT.
I DO WANT TO GIVE YOU ONE MORE THING TO THINK ABOUT IN TERMS OF SEVENTH AND EIGHTH GRADE STAR EXAMS, BECAUSE EVEN WHEN I LOOK AT THIS REPORT AND WHILE THE 46 LOOKS BETTER, I STILL SAY TO MYSELF, BUT THAT DOESN'T LOOK VERY SIMILAR TO THE THIRD TO SIXTH GRADE.
BUT I DO WANT TO REMIND YOU THAT 1600 OF OUR EIGHTH GRADERS TAKE THE ALGEBRA EOS.
SO IF YOU PUT THAT NUMBER AND PUT IT BACK INTO THAT OVERALL, YOU'RE GETTING BACK WHERE THAT 22 REALLY BEGINS TO TAKE SOME SHAPE THAT YOU SEE THAT'S NOT AN APPLES TO APPLES COMPARISON.
ANY QUESTIONS ABOUT THAT I COMPLETELY CONFUSED? SO IS THERE A WAY FOR FUTURE GOAL SETTING THAT WE COULD BREAK THIS OUT TO BE MORE ACCURATE, BECAUSE I THINK IF WE HAVE THAT TOO GENERAL OF A GOAL, IT'S NOT CAPTURING THE NUANCE OF WHERE OUR STUDENTS ARE TESTING.

I THINK THAT'S A GREAT IDEA.AND I THINK THAT'S YOU KNOW, I APPRECIATE THE BOARD TAKING A LOOK AT A RESET GOAL ON HOUSE BILL THREE GOALS BECAUSE I THINK THAT IT WAS TRULY I MEAN, GOAL SHOULD BE REALISTIC.
AND SO I THINK THAT WAS A REALISTIC MEASURE THAT WAS SET.
AND THEN I THINK TAKING IT FURTHER, LOOK AT STUDENTS THAT ARE TAKING THAT ARE ACCELERATING AND LOOKING AT THEM AND NOT LUMPING THEM INTO JUST SEVENTH GRADE MATH OR EIGHTH GRADE MATH, BUT BREAKING IT DOWN FURTHER WOULD ALSO BE BENEFICIAL.
SO WHAT I WOULD SUGGEST TO YOU ALL WHEN YOU'RE THINKING ABOUT HOW TO SET THESE GOALS, THE BEST WAY TO DO IT IS TO DETERMINE WHETHER OR NOT THE DESIRED OUTCOME HERE IS TO LOOK AT A GRADE LEVEL OR A COHORT OF CLASS TAKERS.
AND SO, FOR EXAMPLE, YOU COULD SET THIS UP TO WHERE YOU'RE EIGHTH.
IT COULD BE, YOU KNOW, WHATEVER THE TEST IS.
SO ARE WE LOOKING AT HOW ARE OUR KIDS, ANY PARTICULAR GRADE LEVEL DOING OR ARE WE LOOKING AT HOW ARE ALL OF OUR KIDS WHO ARE TAKING THIS PARTICULAR TEST, EVEN THOUGH THEY MIGHT BE SOME MIGHT BE EIGHTH, SOME MIGHT BE NINTH GRADERS TRY TO FIGURE OUT OR DETERMINE WHAT'S MORE VALUABLE IN THAT ANALYSIS SO THAT WE CAN HAVE TRANSPARENCY TO THAT AS WELL AS, TO ME, JUST I'M JUST THROW MY $0.02 IN.
I WANT TO KNOW HOW OUR EIGHTH GRADERS ARE DOING IN MATH.
I DON'T REALLY IF OUR EIGHTH GRADERS ARE PERFORMING LIKE NINTH GRADERS, I DON'T THINK WE NEED A DING OUR EIGHTH GRADE MATH TEACHERS FOR BECAUSE THEY'RE NOT BEING COUNTED IN THEIR TEST RESULTS.
I WANT TO KNOW HOW ALL OF OUR EIGHTH GRADERS ARE DOING IN MATH, AND I APPRECIATE THAT YOU WANT TO DO THAT, BECAUSE IF YOU JUST TAKE THE STAAR REPORTS AS PRESENTED BY THE STATE, IT DOES LOOK LIKE THERE IS A DING IN EIGHTH GRADE AND SO AND NOW IN SEVENTH GRADE.
SO IT IS IMPORTANT FOR US TO PROVIDE ADDITIONAL CONTEXT.
SO JUST A FOLLOW UP ON THIS POINT AND YOU KIND OF ALREADY STARTED TO GO THERE, BUT UNDERSTANDING THE NUANCES THAT IMPACT OUR STATE ACCOUNTABILITY OR FEDERAL ACCOUNTABILITY SCORES, YOU KNOW, THAT WE MAY BE DISPROPORTIONATELY IMPACTED BY AS A DISTRICT.

AND THEN THE CLASS OF 20, THAT CLASS ABRUPTLY HALTED DUE TO COVID.
IT WAS ACTUALLY UP TO 97.3% AS A FIVE YEAR GRADUATION RATE.
AND THEN THE SIX YEAR GRADUATION FROM 19 IS UP TO 97.8.
SO REALLY GOOD NEWS ON GRADUATION RATES.
AND FINALLY, JUST TO PROVIDE YOU A FEW NOTES ABOUT ACCOUNTABILITY, AS YOU KNOW, THIS IS THE FIRST YEAR THE STATE HAS NOW FORMALLY RAIDED BOTH DISTRICTS AND EVERY CAMPUS WITH A LETTER GRADE.
AND EACH CAMPUS AND DISTRICT RECEIVES LETTER GRADES IN A MULTIPLE DOMAINS.
AND THEN THEY HAVE A BEST OF FORMULA THAT THEY USE TO PROVIDE AN OVERALL LETTER GRADE.
AND WHILE ELEMENTARY CAMPUS RATINGS ARE BASED ONLY ON STAAR SCORES, THOSE SENIOR HIGH SCHOOLS INCLUDE A RATIO OR A CALCULATION OF STAAR AND CCMR PIECES.
SO I ALSO WANT TO POINT OUT THAT IF A DISTRICT OR IF ANY CAMPUS IN THE DISTRICT RECEIVES EVEN A DOMAIN OR OVERALL RATING OF WHAT WOULD BE CALLED NOT RATED THIS YEAR BECAUSE ANYTHING BELOW A 70 WAS CONSIDERED NOT RATED, THAT DISTRICT IS NOT ALLOWED TO SCORE ANY HIGHER THAN AN 89.
SO EVEN THOUGH THE SCORES COULD BE HIGHER THAN AN 89, THE STATE WILL ROLL IT BACK TO AN 89.
