THIS EVENING, WE ARE HONORED TO RECOGNIZE MORGAN WALKER, MATH TEACHER AND HEAD COACH-- OR, YES, HEAD COACH OF PLANO WEST SENIOR HIGH TENNIS TEAM.

ALREADY ONE OF THE MOST SUCCESSFUL TENNIS COACHES IN STATE HISTORY.

EARLIER THIS FALL, COACH WALKER RECEIVED AN INCREDIBLE 500TH.

YES, I SAID THAT RIGHT FIVE HUNDREDTH CAREER WIN.

AT THIS TIME, I WOULD LIKE TO INVITE TO THE FRONT BOTH COACH WALKER AND PLANO ISD DIRECTOR OF ATHLETICS JEFF SMITH, WHO WILL TELL US MORE ABOUT THIS REMARKABLE MILESTONE.

I JUST WANTED TO, FIRST OF ALL, JUST THANK ALL OF YOU FOR YOUR SUPPORT.

WE COULDN'T DO WHAT WE DO WITHOUT YOU AND YOUR SUPPORT AND YOUR ENCOURAGEMENT.

THIS IS A SPECIAL NIGHT.

I KNOW WE'VE GOT SOME PARENTS IN THE CROWD.

WE'VE GOT PLANO WEST ADMIN, WE'VE GOT ASSISTANT COACHES AND AND A LOT OF OUTSTANDING STUDENT ATHLETES HERE TONIGHT TO RECOGNIZE-- REALLY, WHEN YOU WHEN YOU LOOK AT THE OUTSIDE. I KNOW ME BEING IN THIS AREA FOR MANY YEARS.

I'VE NOTICED FROM AFAR JUST THE REPUTATION THAT THIS PROGRAM HAS AS THE PLANO WEST TENNIS PROGRAM. IT GOES FAR BEYOND JUST PLANO, TEXAS.

IT'S VERY WELL RESPECTED IN THE STATE, AND COACH WALKER IS THE GUY TO TO REALLY THANK FOR THAT AND TO, YOU KNOW, HE 20 YEARS AGO, HE CAME TO PLANO AND AND HAD A VISION AND STARTED THIS PROGRAM AND TOOK IT AND DID SOMETHING THAT'S JUST BEEN REMARKABLE.

WHEN YOU'RE TALKING ABOUT 500 CAREER WINS.

IT'S JUST AN INCREDIBLE MILESTONE FOR ANY COACH.

AND THAT JUST SAYS A LOT ABOUT HIM, THE FANTASTIC PLAYERS AND PARENTS AND COMMUNITY, THE PLANO OF WEST COMMUNITY, THAT THAT'S BEHIND HIM FOR THIS REMARKABLE RUN.

BUT JUST JUST A COUPLE OF THINGS WHEN YOU LOOK AT A PROGRAM LIKE HIS THAT'S JUST TREMENDOUS. THE THINGS THAT YOU SEE IMMEDIATELY WHEN YOU GO AND WATCH THEM PLAY TENNIS IS AN INCREDIBLE EXPECTATION OF EXCELLENCE.

AND TO WIN, YOU KNOW, AND TO PLAY HARD AND JUST GREAT GRIT AND DETERMINATION, WATCHING THEM PLAY TENNIS IS AN AMAZING THING.

YOU ALSO JUST SEE AN INCREDIBLE CULTURE THE WAY THEY CARE ABOUT EACH OTHER, THE WAY THEY PULL FOR EACH OTHER, THE WAY THEY CHEER.

YOU ALSO SEE SOME AMAZING STUDENT ATHLETES THAT DON'T JUST TAKE THE TENNIS SERIOUSLY.

THEY'RE VERY, VERY GOOD STUDENTS AND SOME OF THE BEST THAT WE HAVE AT PLANO WEST.

AND SO ALL THOSE EXPECTATIONS ARE SET BY COACH WALKER AND HIS STAFF.

AND WE APPRECIATE COACH FOR DOING THAT.

I KNOW TONIGHT WE'RE HERE TO RECOGNIZE A COUPLE OF BIG THINGS.

OBVIOUSLY, COACH WALKER'S FIVE HUNDRED THAT HAPPENED OVER AT HEBRON HIGH SCHOOL EARLIER THIS YEAR, IT WAS PRETTY NEAT EVENING TO ATTEND, JUST KIND OF SEEING THE ANTICIPATION LEADING UP TO THAT LAST POINT TO SECURE THAT FIVE HUNDREDTH WIN, AND IT WAS PRETTY AWESOME. BUT ALSO JUST A LOT OF OLD FORMER FRIENDS THAT CAME AS FAMILY GOT TO COME.

JUST A PRETTY NEAT NIGHT.

AND THEN WE HAD SOME REFRESHMENTS AFTER AND GOT TO REALLY CELEBRATE.

BUT I JUST WANT TO SAY THIS REALLY QUICK.

SO AS I WAS REFLECTING ON YOUR ACCOMPLISHMENT THIS WEEK, I WAS THINKING ABOUT AN ARTICLE THAT I HAD READ WRITTEN BY ALEXIS OHANIAN, WHO IS THE CO-FOUNDER OF REDDIT AND HUSBAND OF ONE OF MY PERSONAL ROLE MODELS, THE GREAT SERENA WILLIAMS. AND THIS ARTICLE WAS INTERESTING BECAUSE HE OUTLINED IN DETAIL THE LEVEL OF COMMITMENT THAT IT TAKES TO PERFORM AT THAT LEVEL, RIGHT, AND EVERYTHING FROM EATING AND SLEEPING AND TRAINING AND AND THE SUPPORT TEAM THAT SHE HAS, INCLUDING HER FAMILY AND HER COACHES.

AND YOU COULD TELL, I MEAN, I CAN LOOK IT UP AND SEND IT TO YOU, MAYBE, BUT YOU CAN TELL HOW IT TAKES.

IT'S IT'S NOT JUST THE ATHLETE, IT TAKES THE ATHLETE'S COMMUNITY AND THAT COMMUNITY AT PLANO WEST STARTS WITH YOU.

AND IT JUST IMPRESSED UPON ME HOW DIFFICULT WHAT YOU'VE GUYS HAVE ACCOMPLISHED IS.

WHAT A FEAT IT IS.

AND I'M JUST SORT OF IN AWE WHAT YOU ALL HAVE BEEN ABLE TO DO.

SO THANK YOU, COACH WALKER.

AND I'LL JUST ADD IN ORDER TO ACHIEVE LEVELS OF SUCCESS LIKE THIS AND BECOME CHAMPIONS, IT DOES TAKE A CULTURE OF DEDICATION, OF DISCIPLINE, OF ACCOUNTABILITY AND ALSO LIFTING UP YOUR FELLOW TEAMMATES WHO YOU KNOW YOU BATTLE WITH AT SCHOOL, RIGHT? THE PEOPLE THAT ARE BY YOUR SIDE, THOSE ARE THE ONES THAT ARE GOING TO SHARPEN YOU.

YOU KNOW, IRON SHARPENS IRON AND, YOU KNOW, GETTING TO THIS POINT AND HAVING A TEACHER TO LEAD YOU AND A COACH TO LEAD YOU ALL THE WAY IS-- NOT EVERY SCHOOL AND NOT EVERY DISTRICT GETS TO SAY THEY HAVE THAT.

SO IT'S A HUGE ACCOMPLISHMENT AND THANK YOU SO MUCH FOR EVERYTHING YOU DO.

COACH WALKER, I JUST WANT TO SAY I'M JUST SO, SO INCREDIBLY HONORED TO FINALLY GET TO MEET YOU AND YOUR TEAM.

I HAVE READ THE NEWS FROM DALLAS MORNING NEWS FIRST.

I'M LIKE WHEN WE ALL GET TO SEE THE TEAM AND I'M SO GLAD YOU FINALLY, YOU ARE HERE AND WE ARE SO PROUD OF YOU AND YOUR TEAM.

BUT THE TEXAS HIGH SCHOOL TENNIS ASSOCIATION'S COACH OF THE YEAR, DID I GET THAT CORRECT? CLOSE ENOUGH, OK.

AND THEN IT'S JUST ONE ACCOMPLISHMENT AFTER ANOTHER AND THEN HAVING AN OPPORTUNITY TO GO TO STATE STUDENTS.

DEFINITELY, WE WANT TO RECOGNIZE YOU AS WELL.

AND WATCHING THE STUDENTS THE WAY THAT THEY LED ON AND OFF OF THE TENNIS COURT IS REMARKABLE. I WATCHED THEM WALK THE HALLS AT PLANO WEST, BUT AGAIN, JUST THAT LEVEL OF CULTURE. JUST ANOTHER KIND OF TESTAMENT TO COACH WALKER'S LEADERSHIP IS DURING THE YEAR WE SAW ANOTHER ONE OF OUR ATHLETIC TEAMS OUT ON THE COURT AND THEY WERE THERE AND JUST KIND OF WATCHING WHAT HAPPENS WITH THE TENNIS PLAYERS.

AND TODAY I WAS MEETING WITH ANOTHER ONE OF OUR HEAD COACHES AND I RECOMMENDED THAT THEY VISIT WITH COACH WALKER TO LEARN MORE ABOUT BUILDING THAT CULTURE ON A TEAM.

AND FINALLY, I WOULD JUST LIKE TO GIVE COACH WALKER JUST A QUICK OPPORTUNITY TO TALK A LITTLE BIT ABOUT WHAT THEY DO ON THE TENNIS TEAM AS FAR AS A CAUSE THAT IS NEAR AND DEAR TO COACH WALKER AND TO THE TEAM THAT HE HAS CARRIED FORWARD.

AND THAT'S ALL A PART OF THAT COMMUNITY OF CARING OUTSIDE OF THE TEAM AS WELL.

I MEAN, MY WIFE WILL TELL YOU IF I'M SITTING AROUND TOO LONG, I GET ANTSY.

I GOT TO BE BUSY DOING SOMETHING.

AND IT'S THE SAME THING ON THE TENNIS COURT.

IT'S THE SAME THING IN MY CLASSROOM.

I'M GOING TO ATTACK IT AND I'M GOING TO GET AFTER IT BECAUSE THAT'S THAT'S JUST ALL I KNOW. MY DAD WAS A COACH.

HE WAS AN ATHLETIC DIRECTOR.

HE WAS A PRINCIPAL. HE WAS A SUPERINTENDENT.

MY MOTHER WAS A TEACHER AS WELL.

SO I KIND OF GREW UP IN THIS ENVIRONMENT AND THAT'S JUST, YOU KNOW, THAT'S WHAT I'VE DONE, AND THAT'S WHAT I'LL CONTINUE TO DO AS FAR AS MY TEAM.

YOU'RE NOT GOING TO FIND A HARDER WORKING GROUP OF KIDS THAT HAVE ONE GOAL IN MIND, AND THAT'S TO BE SUCCESSFUL.

THEY'RE GOING TO BE SUCCESSFUL ON THE COURT.

THEY'RE GOING TO USE THEIR TIME TO GET BETTER EACH AND EVERY SINGLE DAY.

THEY'RE GOING TO BE SUCCESSFUL IN THE CLASSROOM.

THOSE ARE ALL EXPECTATIONS FOR ALL THE KIDS WHEN THEY COME ON TO THE TEAM.

SO AS A TEAM, PLANO WEST HAS BEEN OPEN FOR TWENTY THREE YEARS NOW.

THIS WAS OUR 19TH TRIP TO THE STATE TOURNAMENT, WHICH IS BASICALLY THE FINAL FOUR OF THE PLAYOFFS. THIS YEAR, WE WON OUR 22ND CONSECUTIVE DISTRICT CHAMPIONSHIP.

WE OBVIOUSLY, WE WON OUR STATE TITLE THAT WAS OUR SIXTH TITLE IN PROGRAM HISTORY.

AND THESE KIDS, LIKE I SAID, YOU KNOW, THEY THEY DESERVE SOME RESPECT AND SOME PATS ON THE BACK FOR ALL THE WORK THAT THEY PUT IN INSIDE THE CLASSROOM ON THE TENNIS COURT.

ALL THE WORK THEY DO OUTSIDE THAT PEOPLE DON'T EVEN SEE AND WE DO HAVE A CAUSE THAT WE DO SUPPORT EACH AND EVERY YEAR.

ABOUT TWELVE YEARS AGO OR SO, ONE OF MY STUDENT ATHLETES.

HE WAS A FRESHMAN IN HIGH SCHOOL AND HIS DAD WAS DIAGNOSED WITH PANCREATIC CANCER.

AND I'M SURE THAT THERE ARE PEOPLE IN THIS ROOM THAT HAVE BEEN TOUCHED BY THAT, BY PEOPLE THEY KNOW, WHETHER IT'S FAMILY OR FRIENDS.

IT'S TYPICALLY, YOU KNOW, IT'S NOT GOOD.

TYPICALLY, WHEN IT'S DIAGNOSED, IT'S KIND OF LATE.

AND HIS HIS FATHER WAS DIAGNOSED WITH STAGE FOUR.

HE WAS GIVEN ABOUT SIX MONTHS TO LIVE, AND HE, YOU KNOW, HE FOUGHT THROUGH AND LIVES FOR ANOTHER 20 MONTHS.

AND SO THIS YOUNG MAN WAS A FRESHMAN.

HE WAS AN ONLY CHILD.

AND YOU CAN IMAGINE AN ONLY CHILD AT THAT AGE WHOSE UNDERSTANDING OF WHAT HIS DAD IS GOING THROUGH AND KIND OF WHAT THAT WAS PUTTING HIS FAMILY THROUGH.

AND NOW HERE IN PLANO ISD, SHE WORKS TIRELESSLY TO AUDIT EXISTING SYSTEMS, IDENTIFY PROGRAM STRENGTHS AND AREAS FOR IMPROVEMENT, CREATE STRATEGIC COMPREHENSIVE DISTRICT PLANS AND BUILD INTERNAL CAPACITY AND CONFIDENCE IN EACH OF OUR COUNSELORS.

OUR OFFICE RECEIVES ALMOST WEEKLY POSITIVE FEEDBACK FROM OUR COUNSELORS IN THE DISTRICT WHO PRAISED THE WORK SHE DOES.

COUNCIL'S EXPRESSED HOW THEY FEEL SUPPORTED BY LAURA AND ARE EXCITED ABOUT THE DIRECTION OUR DEPARTMENT IS TAKING AND IMPLEMENTING THE AMERICAN SCHOOL COUNSELOR ASSOCIATION NATIONAL MODEL.

THE VOICE OF COUNSELORS IS A TRUE LITMUS TEST WHEN IT COMES TO THE IMPACT OF A LEADER, AND LAURA IS MAKING A HUGE POSITIVE IMPACT.

CHAPTER 49 OF THE TEXAS EDUCATION CODE REQUIRES THAT SCHOOL DISTRICTS REDUCE THEIR PROPERTY WEALTH PER STUDENT TO A LEVEL THAT IS NOT GREATER THAN THE EQUALIZED WEALTH LEVEL, AS DETERMINED BY THE COMMISSIONER OF EDUCATION IN ACCORDANCE WITH STATE LAW.

THE LAW PROVIDES SEVERAL OPTIONS TO ACCOMPLISH THIS REDUCED PROPERTY WEALTH REDUCTION IN AN ELECTION HELD ALL THE WAY BACK IN 1993, THE DISTRICT VOTERS APPROVED THE USE OF OPTION THREE, WHICH IS THE PURCHASE OF A TENANT'S CREDITS FROM THE TEXAS EDUCATION AGENCY.

EACH YEAR, THE DISTRICT IS REQUIRED TO ENTER INTO A NEW AGREEMENT WITH TEA.

THE AGREEMENT IS FOR THE 2021-2022 SCHOOL YEAR AND IS ATTACHED.

THE BUDGET IMPACT FOR THE 21-22 PROJECTED RECAPTURE PAYMENT IS APPROXIMATELY $190 MILLION AND THAT PAYMENT WILL BE MADE ONCE A YEAR AND IT WILL BE MADE THE MIDDLE OF AUGUST.

THEY EXPECTED TO BE REINVESTED INTO THEIR COMMUNITY, INTO THEIR SCHOOLS TO SUPPORT THEIR STUDENTS, AND IF IT'S NOT BEING USED FOR THAT TO GO BACK INTO THEIR POCKET TO SUPPORT THEIR FAMILY. AND SO JUST TO NAME IT AND CALL IT EXCESS LOCAL REVENUE IS AN INSULT TO TAXPAYERS, BUT THAT'S WHAT THEY SEE IT AS.

AND, YOU KNOW, IT'S AN EXCESS.

SO, YOU KNOW, WE CAN JUST TAKE THAT OFF YOUR HANDS AND MAYBE IT'LL GET TO SOME SCHOOLS, AND MAYBE IT WILL JUST GET INTO THE STATE GENERAL FUND, YOU KNOW, WHO KNOWS? AND TO CALL IT EXCESS GENERAL, EXCESS LOCAL REVENUE, WHILE WE ALSO ARE LOOKING AT A THIRD YEAR OF A BUDGET DEFICIT.

IT'S REALLY INTERESTING TO SAY EXCESS LOCAL REVENUE WHEN WE ARE OPERATING ON A BUDGET DEFICIT, CUTTING EVERYTHING WE CAN WITHOUT CUTTING PROGRAMS AND FINDING EVERY EFFICIENCY POSSIBLE. AND STILL, THIS IS THE SITUATION WE FIND OURSELVES IN, NOT FROM ANY FAULT OF OUR OWN, BUT BECAUSE WE HAVE BEEN SET UP TO FAIL BY STATE LEGISLATORS AND THE CURRENT FINANCIAL. FORMULA FOR SCHOOL FINANCE, AND SO I WANTED TO POINT THAT OUT, AND I ALSO WANTED TO POINT OUT THE THE OTHER IRONY IS THAT OUT OF THE FIVE BAD OPTIONS WERE GIVEN IN THIS SITUATION, THE LEAST BAD OPTION IS TO PURCHASE CREDITS FROM THE STATE.

SO NOW THIS $190 MILLION OF EXCESS LOCAL REVENUE, WHAT WE'RE DOING IS WE'RE GOING TO PURCHASE CREDITS FROM THE STATE, THESE EDUCATION CREDITS AND GIVE THEM THIS.

AND THE ONLY THING I CAN THINK OF IT BEING IS WE'RE BUYING THESE TICKETS TO A CARNIVAL THAT'S ALREADY LEFT THE TOWN.

SO THANK YOU FOR THESE CREDITS.

HERE'S ALL OF OUR MONEY.

WE CAN'T USE THEM FOR ANYTHING.

WELL, CODY, I AGREE WITH YOU 100 PERCENT AND I THINK IT IS A TERRIBLE DISSERVICE TO OUR TAXPAYERS THAT THEY WRITE A CHECK THAT THEY THINK GOES TO PLANO ISD.

A THIRD OF OUR TAX BILL IS GOING TO ALTERNATE SOURCES AND I'M A FORMER AUDITOR, AND SO IT REALLY IRRITATES ME THAT WE CAN'T FOLLOW THE MONEY AND SEE WHERE IT GOES AND EVEN CONFIRM THAT IT IS SUPPORTING EDUCATION.

I THINK IT GOES TO THE GENERAL FUND AND WE DON'T KNOW NECESSARILY IF IT'S SUPPORTING EDUCATION, WHICH IS THE INTENT.

IN 1993, IT WAS TO HELP SCHOOL DISTRICTS THAT DID NOT HAVE THE ABILITY TO RAISE FUNDS ON THEIR PROPERTIES AS AT THE RATE THAT WE CAN IN THE AREA THAT WE LIVE IN.

AND SO IT WAS TO HELP THE LESS PROPERTY WEALTHY DISTRICTS PERFORM.

BUT WE'RE NOW OVER TWO BILLION DOLLARS IN IT.

WE ARE NUMBER TWO IN THE STATE AND I ALWAYS SAY THIS.

EVERYBODY KNOWS WHAT NUMBER TWO IS, BUT IT'S NOT FAIR TO OUR TAXPAYERS.

THE TRANSPARENCY IS NOT THERE AND I WISH THAT WE COULD GET THE LEGISLATURE TO OWN UP TO FUNDING PUBLIC EDUCATION IN A BETTER WAY.

BUT TAKING FROM PLANO ISD FOR SO MANY YEARS AND AUSTIN ISD AND HIGHLAND PARK AND NOT GIVING US ANY IDEA OF HOW THE MONEY IS BEING SPENT, THAT'S A REALLY TERRIBLE SITUATION TO BE IN. AND YOU MENTIONED CODY, IT WAS A DEFICIT BUDGET I JUST WANT TO REITERATE, WE'RE ANTICIPATING THAT DEFICIT TO BE THE NUMBER OF 19 MILLION.

IS THAT WHAT WE'RE LOOKING AT? SO JUST I THINK IT'S IMPORTANT FOR THE PEOPLE WATCHING, FOR OUR COMMUNITY TO UNDERSTAND, I THINK. THANK YOU, CODY AND NANCY, FOR WHAT YOU HIT ON.

AND THEY'VE DONE THAT, THEY'VE MADE THAT COMMITMENT, BUT DISTRICTS WHO RECEIVE OUR TAX DOLLARS THROUGH RECAPTURE ARE NOT REQUIRED TO LEVY THE SAME BURDEN AS WE HAVE.

AND SO THEY'RE GETTING MONEY FROM US AND THEY HAVEN'T HAD TO CARRY THE SAME BURDEN AS US.

AND SO THERE'S SOME CONVERSATION THERE, PERHAPS FOR THE NEXT LEGISLATIVE SESSION AND THEN THE FINAL POINT.

PUT A PIN ON THIS ONE IS THAT THEY COLLECTED MORE IN RECAPTURE LAST YEAR THAN THEY NEEDED TO FUND PUBLIC EDUCATION, AND THEY DIDN'T GIVE US ANY MONEY BACK.

AND WHERE IS IT? BECAUSE IF IT'S SUPPOSED TO BE USED FOR EDUCATION AND IT WASN'T USED FOR EDUCATION, THEN OUR TAXPAYERS SHOULD GET THEIR MONEY BACK.

THERE'S A NUMBER TO IT.

ISN'T IT 1.5 BILLION.

IF SOME, YEAH, SOMETHING LIKE THIS.

YEAH, I THINK AS HAS BEEN EXPRESSED BY MY BOARD COLLEAGUES VERY CLEARLY.

THIS HONESTLY, THIS IS THREE YEARS IN A ROW OF DEFICIT BUDGETS FOR US.

EACH YEAR HAS BEEN PROGRESSIVELY HIGHER DEFICIT AND YET OUR RECAPTURE PAYMENT CONTINUES TO GROW BACK UP TO 190 MILLION DOLLARS, JUST TWO SESSIONS AFTER OUR STATE REPRESENTATIVES BENT OVER BACKWARDS TO PAT THEMSELVES ON THE BACK ABOUT WHAT A GREAT JOB THEY DID FOR THE NEW FUNDING SYSTEM THAT THEY CAME UP WITH FOR PUBLIC EDUCATION.

AND FROM MY PERSPECTIVE, THEY JUST SHIFTED FROM ONE SHELL GAME TO ANOTHER SHELL GAME.

AND SO WHAT IS IT WHEN YOU CAN'T FOLLOW THE MONEY AND FIGURE OUT WHERE IT GOES? THAT'S CALLED A SHELL GAME, AND THAT'S UNFORTUNATELY WHAT WE HAVE TO LIVE WITH.

AND AS CODY POINTED OUT, THIS IS THE LEAST WORST OPTION OF.

AND OBVIOUSLY WE KNOW THAT AS MANY 72 CAMPUSES WE HAVE UNIQUE, THE CAMPUSES ARE ALL UNIQUE IN THEIR OWN WAYS.

AND SO WE NEED TO MAKE SURE THAT THAT WE LOOK AT THE SPECIAL POPULATIONS AND WE GIVE ADDITIONAL FUNDING BASED ON THOSE.

AND STATES LIKE TEXAS DOES NOT NEED WOKE FEDERAL GOVERNMENT BUREAUCRATS TELLING US THAT BIOLOGICAL BOYS, DRESSED UP AS GIRLS, SHOULD BE ALLOWED IN GIRLS DRESSING ROOMS, GIRLS RESTROOMS AND THEN BE ALLOWED TO PARTICIPATE IN GIRLS ATHLETICS.

RECENTLY, WE'VE WITNESSED THE BIDEN ADMINISTRATION USE THE DEPARTMENT OF JUSTICE AND THE FBI TO INTIMIDATE AND SILENCE PARENTS.
