THANK YOU SO MUCH FOR YOUR PARTNERSHIP WITH PLANO ISD.
[APPLAUSE] OK, SO BOARD MEMBERS, WOULD ANYBODY LIKE TO MAKE ANY COMMENTS? I'LL JUST SAY SOMETHING.
HI, I'M ANGELA POWELL AND I WANT TO THANK OUR COMMUNITY PARTNERS FOR SUPPORTING OUR DISTRICT AND SHOWING HOW BUSINESSES TAKE IMPACTFUL ACTIONS TO HELP OUR STUDENTS.
THANK YOU SO MUCH AND ESPECIALLY FOR BEING HERE TONIGHT.
WHAT YOU DO IN OUR COMMUNITY IS SO IMPACTFUL AND BEING ABLE TO GIVE BACK TO THE COMMUNITY WHERE YOUR EMPLOYEES LIVE IS SO WONDERFUL AND YOU'RE SPREADING JUST A GREAT CONNECTION TO EVERYONE HERE IN PLANO ISD.
SO WE'RE VERY THANKFUL FOR ALL OF THE WORK AND THE TIME AND THE OPPORTUNITIES YOU GIVE OUR STUDENTS. EVERYTHING YOU DO IS AMAZING, SO THANK YOU.
I'D LIKE TO SAY THANK YOU TO ALL OF YOU, TOO, AND JUST, YOU KNOW, AS THE SCIENTIST OF THE TEAM TO SAY THANK YOU TO PARTICULARLY THE SUPPORT FOR STEM, THE MENTORING FROM BOEING, AS SOMEONE WHO HAS WALKED THAT PATH THAT IS SO VALUABLE TO OUR STUDENTS.
[00:15:01]
AND YOU KNOW, THE SUPPORT FOR THE ACADEMY HIGH SCHOOL AND THE SUPPORT FOR ALL OF OUR STUDENTS AND OUR TEACHERS, BUT IN PARTICULAR THE STEM CAREERS.I'M A BIG BELIEVER THAT TO COMPETE IN A GLOBAL ECONOMY, WE'RE GOING TO HAVE TO HAVE MORE AND MORE STUDENTS WITH STEM SKILLS.
AND SO I'M JUST GOING TO DO MY DUTY AS THE TRUSTEE SCIENTIST AND SAY THANK YOU.
AND I GREATLY GREATLY APPRECIATE THAT EFFORT AND THAT IMPACT WITH THE MENTORING AND INTERNSHIPS, BECAUSE THAT IS ONE OF THE MOST VALUABLE THINGS YOU GUYS, AS COMMUNITY PARTNERS ARE DOING FOR OUR STUDENTS.
WELL, I HAVE TO ADD, AS THE COMMUNITY PERSON OF THE BOARD, I HAVE TO SAY THAT YOUR COMPANIES AND ORGANIZATIONS YOU REPRESENT ARE WONDERFUL.
HOWEVER, YOU ALL INDIVIDUALLY, IN FACT, THREE OF YOU, I'VE SERVED ON SOMETHING THAT HAD THE WORD LEADERSHIP INVOLVED IN IT AND THREE DIFFERENT THINGS.
YOU ALL ARE LEADERS IN OUR COMMUNITY.
YOU HAVE BROUGHT YOUR ORGANIZATIONS TO THE TABLE TO SUPPORT US.
WE ARE HONORED AND PRIVILEGED TO BE ABLE TO BE IN A COMMUNITY WITH THIS HIGH LEVEL OF LEADERSHIP, STEWARDING YOUR COMPANIES TO BE ABLE TO DO GREAT WORK.
AND SO WE ARE VERY AND PERSONALLY TO INDIVIDUALLY TO EACH OF YOU ALL.
THANK YOU FOR ALL THAT YOU DO.
WE REALLY APPRECIATE IT. WELL, AGAIN, I'D JUST LIKE TO THANK YOU ALL FOR BEING HERE TONIGHT, I'D LIKE TO THANK YOU FOR YOUR SUPPORT OF PLANO ISD.
WHEN I STARTED ON THIS BOARD 10 YEARS AGO, WE HAD AN EDUCATION FOUNDATION AND COMMUNITY SUPPORT WAS A COMPLETELY DIFFERENT ANIMAL THAN IT IS NOW AND PROVIDING MENTORSHIP, OPPORTUNITIES AND OPPORTUNITIES FOR KIDS TO COME IN AND SEE WHAT YOU ALL DO AND HEAR FROM PROFESSIONALS, HOW THEY CAN BECOME PROFESSIONALS IN YOUR FIELDS IS EQUALLY AS IMPORTANT AS ANYTHING ELSE THAT Y'ALL DO WITH US.
AND AGAIN, I WANT TO JUST SAY THANK YOU ALL.
WE FEEL BLESSED IN PLANO THAT WE HAVE GREAT CORPORATE COMMUNITY PARTNERS AND WE HOPE THAT YOU ALL FEEL THAT WE'RE PROVIDING THE WORKFORCE OF THE FUTURE THAT YOU ALL WILL NEED.
SO AGAIN, THANK YOU ALL FOR COMING.
[APPLAUSE] Y'ALL FEEL FREE TO ESCAPE.

DR. WILLIAMS, PLEASE CALL THE FIRST SPEAKER.
OUR FIRST SPEAKER THIS EVENING IS KOUSHIK [INAUDIBLE] TO SPEAK ON AGENDA ITEM SEVEN POINT SIX. AND AS YOU COME FORWARD, I WILL BE KEEPING THE TIME AND AT THE THREE MINUTE MARK, I WILL THANK YOU FOR YOUR COMMENTS.
THANK YOU. BEFORE I GET STARTED REAL QUICK, I HAVE ONE AGENDA ITEM WHICH MAY HAVE THE WRONG AGENDA ITEMS APOLOGIZE AND ONE NON AGENDA ITEM.
SO I JUST WANT TO KNOW IF I CAN COMBINE THOSE AS GETTING ONE SHOT OR DO YOU WANT ME TO HOLD BACK WITH A NON AGENDA ITEM? YEAH, YOU GET ONE THREE MINUTE TIME LIMIT TO SPEAK ABOUT YOUR AGENDA ITEM.
AND IF YOU WOULD LIKE TO INCLUDE YOUR NON AGENDA ITEM, NOW YOU CAN DO THAT.
I'LL ACTUALLY DO ONE THREE MINUTE INCLUDE BOTH, SO IT'S BEST TO USE UP OUR TIME.
JUST TO SET THE STAGE, THERE IS AN INCREASE IN COVID CASE.
IT'S NO SECRET AND IT'S HAPPENING PRETTY MUCH IN THE PISD SCHOOL DISTRICT AS WELL.
AND IT'S BEEN FROM THE TIME THAT THIS MEETING WAS HAPPENING AT THE BOARD FOR THE MASK MANDATE. FROM THAT TIME TO NOW, THERE HAS BEEN AN INCREASE OF ALMOST 200 PERCENT INCREASE. THE DATA DOESN'T LIE.
DATA IS OUT THERE FOR US TO INTERPRET.
THAT'S THE STAGE, AND THAT'S A SIGNIFICANT CONCERN FOR ALL OF US PARENTS, TEACHERS AND EVERYBODY, ESPECIALLY THE KIDS.
THE SOLUTION THAT PISD HAS COME AS PART OF THE VIRTUAL PILOT ACADEMY FALLS SHORT OF A REASONABLY INCLUSIVE SOLUTION FOR KIDS.
FOR TWO REASONS. THE FIRST REASON IS THE DURATION OF THE PROGRAM TO BE REQUIRED AS A ONE YEAR. IT REALLY TIES THE HANDS OF THE PARENTS, AND THAT'S SOMETHING THAT REALLY NEEDS TO BE REVISITED BY THIS BOARD.
THE SECOND ONE IS THE PROGRAM BEING LIMITED TO SYNCHRONOUS FOR JUST MATH AND READING, DR.
LAUREN POINTED OUT IT'S ALL ABOUT STEM, BUT I DON'T SEE STEM BEING SUPPORTED AS PART OF THE SYNCHRONOUS METHOD HERE.
SO OUR ASK TO YOU IS TO ELIMINATE THE ONE YEAR CRITERIA AND ALLOW FOR TRANSITION TO A NINE WEEK PERIOD OR SOMETHING LIKE THAT AND OR WHEN AN VACCINATION OCCURS SO THAT THE RULES ARE NOT SO STRINGENT THAT WE ARE TIED HANDS FOR THE ENTIRE ONE YEAR.
OUR ASK NUMBER TWO IS TO PROVIDE A SYNCHRONOUS PLATFORM IN A WAY THAT STEM ALSO GETS THE ENOUGH LOVE AND ATTENTION AND NOT JUST MATH AND READING.
AND WE DON'T WANT TO BE NECESSARILY HELD HOSTAGE FOR HAVING SIGNING UP FOR THE VIRTUAL PILOT ACADEMY AND NOT PROVIDING THE ENRICHMENT PROGRAM ON SCIENCE, AS WELL AS THE SOCIAL STUDY. SO OUR GENTLES ASKS IS TO KIND OF REVISIT SOME OF THE CRITERIA THAT YOU'VE LAID OUT FOR THE VIRTUAL PILOT ACADEMY.
AND I REALLY FEEL IT GOES A LONG WAY IN THE BENEFIT OF THE PARENTS AS WELL AS THE KIDS.
AGAIN, WE ARE GOING TO SERVE EVERYBODY HERE, SO WE REALLY APPRECIATE THAT FROM A SAFETY PERSPECTIVE. THE INCREASING TREND IN CASES REINFORCES THE REALLY NEED TO GO BACK AND REVISIT. I KNOW THERE ARE A LOT OF THINGS BEING DONE AT THE SCHOOL RIGHT NOW, BUT IF IT'S ALL DONE RIGHT AND EVERYBODY IS DOING THE RIGHT THING, THE CASES SHOULD BE ON THE DECREASING TREND. UNFORTUNATELY, IT'S NOT THE CASE, SO IT'S TIME FOR US TO, AS A TEAM, REVISIT AND BOLSTER THE SAFETY PROTOCOLS.
THIS COULD INCLUDE IMPROVED SOCIAL DISTANCING, IMPROVED VENTILATION JUST BEYOND THE THE COOL FILTERS THAT THAT'S ACTUALLY OUT THERE.
THERE HAS TO BE OTHER CREATIVE WAYS.
I UNDERSTAND SOCIAL DISTANCING MAY NOT BE EASY WITH A LOT OF ENROLLMENT, BUT I THINK WE ARE ALL REALLY SMART PEOPLE THAT WE CAN FIND SOLUTIONS CREATIVELY AND OUTSIDE THE BOX.
THAT'S WHAT WE ARE GOOD AT. THAT'S WHERE PLANO ISD REALLY SHINES.
SO WE REALLY WANT [INAUDIBLE] IS THE KIND OF TAKE THAT STEP TO REINFORCE SAFETY PROTOCOLS TO THE NEXT LEVEL.
THE LAST THING THAT WE NEED HERE IS PLANO ISD TO BE SHUT DOWN, LIKE MANY OF THE SCHOOL DISTRICTS AND ELEMENTARY SCHOOLS ARE GOING THROUGH.
ALSO HAVE A CONTINGENCY PLAN IN CASE THINGS GO HAYWIRE.
THANK YOU. OUR NEXT SPEAKER IS [INAUDIBLE] TO SPEAK ON AGENDA ITEM 7.18.
OKAY, SO JUST A HEADS UP, THAT IS THE BEST AGENDA ITEM I COULD FIND, BUT IT'S MORE
[00:25:03]
TOWARDS THE VIRTUAL EDUCATION THAT'S BEING PROVIDED.SO GOOD EVENING, BOARD MEMBERS.
I CANNOT TELL YOU HOW FRUSTRATED I AM TO ACTUALLY HAVE A CHILD IN PLANO ISD.
WE MOVE TO PLANO ISD TWO YEARS AGO BECAUSE PLANO WAS ONE OF THE BEST SCHOOLS HERE IN TEXAS. BUT TODAY I AM.
I REGRET MY DECISION TO COME TO PLANO FROM DAY ONE.
PARENTS HAVE BEEN COMING HERE REQUESTING YOU GUYS TO DO WHAT MAKES SENSE, YOU KNOW, TO PROVIDE SAFETY FOR THE SAFETY FOR THE KIDS WHO ARE GOING TO SCHOOL AND TO PROVIDE VIRTUAL EDUCATION AND ESPECIALLY THE UNVACCINATED CHILDREN.
AND YOU KEEP FAILING TO DO THAT.
YOU GAVE PARENTS A PARENT LED PROGRAM, AND I'M CHALLENGING EVERY SINGLE ONE OF YOU HERE TO GO THROUGH WHAT'S BEING GIVEN TO OUR TWO US PARENTS AND TRY TO MAKE SENSE OUT OF THAT.
I AM A MASTER'S IN ENGINEERING AND I CAN'T FIGURE THAT OUT, AND I DON'T KNOW IF I'M TEACHING MY KID THE RIGHT THING OR NOT.
AND YOU KNOW, I THOUGHT I WAS THE ONLY ONE.
I HAVE SO MANY PARENTS AND THEY FEEL THE SAME WAY.
PEOPLE ARE ACTUALLY WITHDRAWING THEIR KIDS BECAUSE THEY FEEL THIS IS SO OVERWHELMING.
THE PROGRAM THAT HAS BEEN PROVIDED, IT'S SO OVERWHELMING THAT, YOU KNOW, PEOPLE ARE JUST WITHDRAWING THEIR KID AND THEY'RE LIKE, OK, YOU KNOW WHAT? WE'LL TEACH THEM OUR WAY.
LIKE, IT'S IT'S BASICALLY IN TORTURING US PARENTS AND I FEEL LIKE, YOU KNOW, IT'S SHAMEFUL FOR EVERY ONE OF YOU GUYS WHO HAVE PUT THE PARENTS THROUGH WHAT THEY HAVE GONE THROUGH RIGHT NOW. BUT YOU DO HAVE A CHANCE TO FIX IT.
THE PROGRAM THAT YOU ARE PROVIDING, YOU HAVE A CHANCE TO FIX.
YOU HAVE TO PROVIDE A TEACHER WHO CAN TEACH OUR KIDS AND GUIDE US PARENTS THROUGH WHAT DO WE NEED? IT IS.
IT IS. IT'S JUST IMPOSSIBLE TO KIND OF LOOK AT A LOOK AT A PAPER AND SAY, OK, THIS IS WHAT YOU GUYS HAVE TO DO FOR YOUR TEACH FOR YOUR KIDS.
SO I'M TELLING YOU GUYS, YOU KNOW, WE DON'T NEED ANY EXCUSES.
WE NEED SOMETHING FROM YOU GUYS TO, YOU KNOW, WE'RE DOING OUR JOBS AT OUR WORK.
WE WANT YOU TO DO YOUR JOB AND PROVIDE GOOD EDUCATION AND GOOD SAFETY PROTOCOLS FOR OUR CHILDREN. THANK YOU.
FOLKS. PLEASE DON'T RESPOND EITHER POSITIVELY OR NEGATIVELY, THE SPEAKERS JUST LET THEM SPEAK SO THAT WE CAN MOVE ON TO THE NEXT SPEAKER.
THANK YOU. OUR NEXT SPEAKER IS BENJAMIN NAM FROM CHRISTIE ELEMENTARY.
HI, THANK YOU FOR LETTING ME SPEAK.
I AM HERE TO ASK THE BOARD OF TRUSTEES TO REVISIT THESE SO-CALLED MASK MANDATE VOTE.
AS OF LAST FRIDAY, WHICH I BELIEVE IS THE LAST NUMBERS THAT WE HAD BECAUSE THERE WAS NO SCHOOL TODAY. I DON'T KNOW IF THAT'S THE REAL, BUT PLANO WAS SITTING WITH CLOSED AND OPEN CASES WAS AT NINE EIGHTY SEVEN.
THAT NUMBER REFLECTS BOTH PRE MANDATE, AS WELL AS THE MANDATE VOTED ON BY THIS BOARD, WHICH INCLUDES PHILOSOPHICAL EXEMPTIONS, WHICH MAKES IT A MANDATE IN NAME ONLY.
BY COMPARISON, DALLAS ISD, A SCHOOL WITH 100000 MORE STUDENTS BUT WITH A TRUE MANDATE CAME IN AT IT WAS MORE.
THEY HAD A THOUSAND TWENTY SEVEN LISTENING TO GOVERNOR ABBOTT AND LIEUTENANT GOVERNOR PATRICK, AND SOME WHO SPOKE HERE TWO WEEKS AGO, INCLUDING PEOPLE WHO WERE LITERALLY AT THE INSURRECTION. THEY BLAMED PEOPLE.
THEY BLAMED ILLEGAL IMMIGRANTS.
THEY BLAMED AFRICAN-AMERICANS.
AND I DON'T KNOW WHAT THE CENSUS SAYS, BUT I'M PRETTY SURE THERE ARE MORE BOTH THOSE GROUPS OF PEOPLE IN DALLAS AND NOT PLANO.
I BELIEVE STATEMENTS LIKE THAT ARE STEEPED IN RACISM, JUST LIKE WHAT I HEARD PEOPLE YELLING TOWARDS THE MASK PEOPLE OUTSIDE TWO WEEKS AGO, IT'S SHAMEFUL.
I'M FREE TO GIVE IT JUST LIKE THE FOLKS WHO WALKED UP TO THIS VERY PODIUM TO TELL YOU THAT THEY BELIEVE THAT MASKS CAUSE BRAIN DAMAGE.
IT'S A PLANDEMIC AND OTHER NONSENSE.
ONE DISTURBING THING THAT I TOOK AWAY FROM THAT MEETING TWO WEEKS AGO WAS LISTENING TO SOME OF THE MEMBERS ON THIS BOARD PARROTING THESE TALKING POINTS FROM THESE ANTI-MASK CRUSADERS.
INFORMATION THAT'S AT BEST ANECDOTAL AT WORST, FLAT WRONG.
I HEARD MEMBERS OF THIS BOARD WHO ALIGN THEMSELVES WITH ANTI MANDATE FOLKS, AS WELL AS FRINGE CONSERVATIVE GROUPS TALKING CDC DATA ABOUT OUR CHILDREN'S DEVELOPMENT HAS BEEN
[00:30:01]
AFFECTED DURING THE GLOBAL HEALTH CRISIS AND NATIONAL HEALTH EMERGENCY, ALL WHILE EXCLUDING THE FACT THAT THE CDC RECOMMENDS UNIVERSAL INDOOR MASKING FOR ALL TEACHERS, STUDENTS AND VISITORS TO K THROUGH 12 SCHOOLS, REGARDLESS OF VACCINATION STATUS.I BELIEVE THAT MEMBERS OF THIS BOARD DON'T ACTUALLY BUY INTO THAT STUFF, BUT THEY VOTE AS IF THEY DO.
I THINK WE DESERVE BETTER FROM THIS BOARD.
I THINK YOU WERE ELECTED TO PROVIDE OUR CHILDREN A SAFE AND EQUAL LEARNING ENVIRONMENT AND NOT TO PROVIDE A PLATFORM FOR YOURSELF TO STRIVE FOR HIGHER OFFICE AND OTHER POLITICAL AMBITIONS. THANK YOU.
OUR NEXT SPEAKER IS [INAUDIBLE]. PISD BOARD MEMBERS, THANKS FOR APPROVING MASK MANDATE TWO WEEKS AGO, AND THANKS FOR WEARING YOUR MASK TODAY.
PISD COVID DASHBOARD HAS SHOWN SOME IMPROVEMENT COMPARED TO OUR PEERS, SUCH AS FRISCO ISD WHERE MASK MANDATES ARE STILL PENDING AND NOW SUFFERING EXPONENTIAL COVID GROWTH. HOWEVER, WE CAN STILL HAVE A LOT TO DO, SUCH AS INCREASING SOCIAL DISTANCE FROM THREE FEET TO SIX FEET RECOMMENDED BY CDC.
WE HAVE A GOOD EXAMPLE AHEAD OF US.
THE STUDENT MEMBER OF DALLAS ISD IS ALMOST THREE TIMES PLANO ISD.
HOWEVER, THEIR COVID CASE IS ONLY ONE THIRD OF US.
THE SECRET IS SIMPLE THEY REQUIRE MASK MANDATE, SOCIAL DISTANCE AND CASE CHECKING ALL TOGETHER FROM DAY ONE.
WE ALSO KNOW THAT THE PROBABILITY OF GETTING INFECTED DEPENDS ON HOW YOU PROTECT YOURSELF AND HOW PEOPLE AROUND YOU TO PROTECT YOURSELF.
IT ALSO DEPENDS ON HOW BIG IS YOUR CIRCLE, FOR EXAMPLE, IN THE SPECIAL CLASSES OF ELEMENTARY SCHOOL, SUCH AS OUR MUSIC, PE AND RECESS KIDS ARE MIXED ALL ON GRADE LEVELS RATHER THAN CLASS LEVELS.
THIS WILL GREATLY INCREASE THE RISK OF KIDS TO BE EXPOSED BY THREE TIMES BECAUSE THEIR CIRCLE IS THREE TIMES LARGER.
PLEASE USE EVERYTHING IN YOUR TOOLBOX AND WE ARE STILL IN A PANDEMIC.
DON'T PRETEND TO GO BACK TO NORMAL ALREADY.
PLEASE USE STRICTER HEALTH PROTOCOLS AS LAST YEAR UNTIL TWO MONTHS AFTER VACCINE APPROVED FOR ELEMENTARY KIDS TO MAKE SURE THEY HAVE ONE EXTRA LAYER OF PROTECTION.
THANK YOU. OUR NEXT SPEAKER IS JEN [INAUDIBLE]. GOOD EVENING.
I WAS UTTERLY DISGUSTED WHEN I HEARD THAT PISD BOARD HELD AN EMERGENCY MEETING ON MONDAY 8/23 AT EIGHT A.M.
WHEN MOST ADULTS ARE TAKING THEIR KIDS TO SCHOOL OR HEADING INTO WORK, AND VOTED SIX TO ONE TO FORCE MASK MANDATES.
THIS IS NOT ONLY IN DIRECT VIOLATION OF GOVERNOR ABBOTT'S EXECUTIVE ORDER GA THIRTY EIGHT, BUT ALSO UNLAWFULLY VIOLATES THE TEXAS SUPREME COURT'S RULING AS AG PAXTON STATES, YOU NEED TO CEASE AND DESIST THIS UNLAWFUL FORCING OF MASKS IMMEDIATELY.
THE SIX OF YOU WHO VOTED TO FORCE MASKS ARE ENGAGING IN UNLAWFUL MANDATES.
THE SIX OF YOU NEED TO RESIGN.
THIS DECISION WAS NOT BASED ON THE FACTS ROOTED IN DATA.
IT WAS BASED ON EMOTIONS AND POLITICS.
WE HAVE OVER ONE AND A HALF YEARS WORTH OF DATA, AND DESPITE THE MARXIST MEDIA, BIG TECH AND GOVERNMENT REGIME'S UNENDING ATTEMPTS TO HIDE, CENSOR, CANCEL THE DATA, JUST A LITTLE BIT OF RESEARCH WILL PROVIDE THE TRUTH, WHICH I'VE EMAILED TO SOME OF IT TO YOU ALL.
THIS HAS A NINETY NINE POINT NINETY SEVEN PERCENT SURVIVABILITY RATE, EVEN HIGHER FOR KIDS. KIDS HAVE A GREATER CHANCE OF BEING STRUCK BY LIGHTNING.
USING A MASK TO STOP A VIRUS THAT'S ONE MICRONS IS LIKE TRYING TO STOP MOSQUITOES WITH A CHAIN LINK FENCE.
I'M QUOTING THEM NO REDUCTION IN VIRAL TRANSMISSION WITH THE USE OF FACE MASKS.
CHILD PSYCHIATRIST STATE FORCING KIDS TO WEAR MASKS IS A FORM OF CHILD ABUSE.
LAB RESULTS REVEAL IT EXPOSES THEM TO 11 DANGEROUS PATHOGENS.
[00:35:01]
THERE'S NO STATISTICAL DIFFERENCE BETWEEN SCHOOLS THAT FORCED MASKS VERSUS THOSE THAT DIDN'T BECAUSE OF THE OPPRESSIVE GOVERNMENT LOCKDOWNS, MASK MANDATES, FEAR MONGERING, ET CETERA. SUICIDES ARE UP, DRUG ABUSE IS UP, ALCOHOLISM IS UP, PHYSICAL ABUSE IS UP, DEPRESSION IS UP, ETC.BUT DESPITE ALL THE DATA WHICH SHOWS OTHERWISE, YOU PLOWED AHEAD WITH YOUR TYRANNICAL ORDER. STOP HIDING BEHIND THE SKIRTS OF THESE BUREAUCRATIC MEDICAL TYRANTS IN LAB COATS AT THE CDC AND THE NIH, ET CETERA, WHO'VE BEEN WRONG ABOUT EVERYTHING.
NEVER SEEN A PATIENT AND FLIP FLOP MORE THAN CAREER POLITICIANS.
THEY'RE A THOUSAND MILES AWAY.
THOSE OF YOU WHO ARE SO AFRAID TO BE AROUND OTHER PEOPLE, YOU HAVE THE FREEDOM TO STAY AT HOME. YOU HAVE THE FREEDOM TO WEAR MASKS, GLOVES, WHATEVER.
BUT DON'T USE YOUR FEAR TO MISUSE THE GOVERNMENT TO STEAL MY GOD GIVEN RIGHTS AND FREEDOMS. HOW DID WE GO FROM 15 DAYS TO SLOW THE SPREAD TO SHOW ME YOUR PAPERS AND FORCE KIDS TO WEAR MOIST PAPER BURKAS FOR EIGHT HOURS A DAY, AT LEAST THE TALIBAN ONLY MAKES THEIR GIRLS WEAR FACE COVERINGS.
OUR FINAL SPEAKER IS A [INAUDIBLE].
GOOD EVENING, THANK YOU FOR THE OPPORTUNITY TO SPEAK AT THIS BOARD MEETING.
I'D LIKE TO SHARE A SMALL PERSONAL STORY ABOUT MYSELF OR MY KIDS, MY KIDS, TWO OF MY KIDS GO TO WYATT ELEMENTARY.
ONE OF THEM IS SHE JUST STARTED KINDERGARTEN FOR THE LAST ONE AND A HALF YEARS.
SHE WAS SITTING AT HOME, BORED EVERY DAY.
SHE CANNOT MEET ANY OF HER FRIENDS.
SHE CANNOT PLAY. AND THE MOMENT SHE STARTED SCHOOL WITHIN 15 DAYS Y OU KNOW, WE WERE INFORMED THAT THERE WAS A KID ACTUALLY TWO KIDS IN HER CLASS THAT WERE EXPOSED TO THIS HORRIBLE VIRUS, AND LO AND BEHOLD, AS A CONCERNED PARENT, I PULLED HER OUT OF PULLED HER OUT OF THE CLASS AND THAT WAS ALLOWED TO ALL THE CLASS MEMBERS.
SO FOR THE NEXT 10 DAYS, SHE'S SITTING AT HOME AND ATTENDING THE VIRTUAL SCHOOL.
TALKING ABOUT THE VIRTUAL SCHOOL, I AM GOING TO BE REITERATING SOME OF THE SENTIMENTS MENTIONED BY SOME OF THE PREVIOUS SPEAKERS.
I'M ALSO A MASTERS IN ENGINEERING.
THEY ARE COMPLEX, EXTREMELY COMPLEX.
I'VE SIGNED UP, BUT I DON'T KNOW IF I WILL GET IF MY KIDS WILL GET THE VIRTUAL OPTION OR NOT. HAVING SAID THAT, YOU KNOW, ASSUMING THAT EVEN I GET THE OPTION TO SEND MY KIDS TO VIRTUAL SCHOOL. IT'S A ONE YEAR COMMITMENT, RIGHT? WE ARE TRYING TO REPLACE ONE PROBLEM, WHICH IS, HEY, LONG TERM EFFECTS OF THIS COVID EVEN IF IF ONE OF MY KIDS GOT COVID, BUT THEY DON'T GET IT LONG TERM EFFECTS OF SUCH A DISEASE IS NOT KNOWN.
IT'S BEEN LESS THAN WHAT, TWO YEARS SINCE WE HAVE CLOSE TO TWO YEARS SINCE WE HAVE HAD THIS DISEASE ALL OVER THE WORLD.
LONG TERM EFFECTS ARE UNKNOWN.
WE ARE GOING TO BE REPLACING ONE PROBLEM OF [INAUDIBLE] KIDS AND GETTING KIDS VACCINATED WITH THE VIRUS WITH ANOTHER PROBLEM.
THEY WILL NOT BE ABLE TO MEET THEIR FRIENDS OR HAVE THEIR IT MAY AFFECT THEM MENTALLY.
I REQUEST THE BOARD TO SERIOUSLY CONSIDER VIRTUAL OPTION FOR THE NEXT ONE SEMESTER, AT THE LEAST, OR AT LEAST TILL THE TIME THAT THE KIDS GET VACCINATED.
ONCE THEY ARE VACCINATED YOU KNOW, PARENTS SHOULD BE PROVIDED TO SEND THE KIDS BACK TO SCHOOL AND NOT BE FORCED TO SIT AT HOME AND, YOU KNOW, GO THROUGH THIS COMPLEX VIRTUAL OPTION, SERIOUSLY, RECONSIDER THE APPROACH FOR THIS VIRTUAL OPTION.
THANK YOU ALL. JUST TO BE CLEAR, WE HAD SIX SPEAKERS, WE HAD SEVEN CARDS, CORRECT, BECAUSE WE HAD ONE SPEAKER WHO SIGNED UP FOR BOTH AGENDA AND NON AGENDA.

[6. RECONVENE OPEN SESSION ]
SEPTEMBER 7TH. THE TIME IS 8:38 P.M..IF YOU ARE NOT WITH US EARLIER, YOU MISSED THE EXCITING APPROVAL OF THE CONSENT AGENDA.
SO WE'RE GOING TO SKIP OVER THAT AND GO DIRECTLY TO OUR DISCUSSION AND ACTION ITEMS.
[8.1. Consider All Matters Incident and Related to the Redemption of “Plano Independent School District Series 2012 and 2012A Bonds” Including Adopting a Resolution that Includes the Delegation of Certain Matters to Authorized Officials of the District ]
WE NOW ADDRESS DISCUSSION AND ACTION ITEM 8.1.CONSIDER ALL MATTERS INCIDENT AND RELATED TO THE REDEMPTION OF PLANO ISD SCHOOL DISTRICT SERIES 2012A BONDS, INCLUDING ADOPTING A RESOLUTION THAT INCLUDES THE DELEGATION OF CERTAIN MATTERS TO AUTHORIZED OFFICIALS OF THE DISTRICT.
RANDY MCDOWELL, CHIEF FINANCIAL OFFICER, WILL PRESENT RANDALL.
YES, THANK YOU, PRESIDENT STOLLE, MEMBERS OF THE BOARD.
WE DO HAVE A COUPLE OF OUR EXPERTS HERE.
THEY'RE ON THE SECOND ROW THIS EVENING, SO WE HAVE LAURA ALEXANDER ON THE OUTSIDE OUT THERE, AND SHE'S OUR LEAD FINANCIAL ADVISOR ON OUR BONDS AND SHE'S WITH HILLTOP SECURITIES. AND NEXT TO HER IS KRISTEN SAVANT WITH NORTON ROSE FULBRIGHT, AND SHE'S ONE OF OUR BOND ATTORNEYS, SO THEY'RE REALLY THE BRAINS BEHIND MOST OF THIS, BUT I'M THE ONE THAT GETS TO PRESENT IT.
AND SO WE'VE GOT A PRESENTATION CUED UP HERE.
AND SO THIS IS THE TWENTY TWENTY ONE BOND REDEMPTION.
I DID GET SOME QUESTIONS EARLIER.
[00:45:01]
WHAT IS A BOND REDEMPTION? AND SO I'M GOING TO TRY TO GIVE YOU A BRIEF SUMMARY OF WHAT THAT MEANS.SO BASICALLY, THAT MEANS THAT THESE BONDS ARE CALLABLE AND SO THEY'VE MET THEIR MATURITY TO WHERE THEY ARE TO CALL THEM A POINT.
SO ANY TIME THAT WE DO A REFUNDING, WE HAVE TO CALL THOSE BONDS OR WE DO A REDEMPTION ON THOSE BONDS AND THEN WE CAN DO A REFUNDING.
SO WE BASICALLY GO OUT AND WE REFINANCE THOSE BONDS.
IN THIS CASE, BECAUSE OF THE DEBT CAPACITY THAT WE HAVE AND SOME OF THE THINGS THAT WE'LL TALK ABOUT, WE'RE ACTUALLY ABLE TO CALL THOSE BONDS TO REDEEM THOSE BONDS, BUT WE'RE NOT GOING TO DO A REFUNDING.
SO WE'RE ACTUALLY GOING TO CALL THEM AND WE'RE GOING TO PAY THEM OFF IN EARLY.
AND SO JUST SO WE'RE ALL CLEAR ON ON THE STRATEGY THAT WE'RE GOING TO USE HERE.
SO WE HAVE TWO DIFFERENT SERIES THAT ARE ELIGIBLE.
THE FIRST OF THOSE IS SERIES 2012.
YOU CAN SEE THE OUTSTANDING DEBT BY FISCAL YEAR OR BY YEAR OF HOW THAT WOULD BE PAID OFF.
AND SO THE TOTAL OF SERIES 2012 ON THE OUTSTANDING THAT WOULD BE REDEEMED IS TWENTY FIVE MILLION FOUR HUNDRED AND FORTY THOUSAND AND AGAIN, THAT'S THE PRINCIPAL AMOUNT.
AND SO WHAT WOULD BE CALLED ARE THE THE OUTSTANDING AMOUNTS FROM 2023 THROUGH 2029.
AND THEN WHEN WE GO TO THE SECOND SERIES, THAT'S THE 2012 A.
AND SO AGAIN, IT'S THAT SAME TIME FRAME THE TOTAL PRINCIPAL ON THESE BONDS IS EIGHT MILLION SIX HUNDRED AND EIGHTY THOUSAND.
AND SO WHEN WE PUT THOSE TWO SERIES TOGETHER, IT'S A TOTAL OF THIRTY FOUR MILLION ONE HUNDRED AND TWENTY THOUSAND THAT WE CAN CALL AND REDEEM IN EARLY 22.
SO AGAIN, THAT'S THE PRINCIPAL AMOUNT OF THE REDEMPTION WE DO ALSO HAVE SOME ACCRUED INTEREST THAT WE WOULD HAVE TO PAY OFF, AND THAT'S ABOUT SEVEN HUNDRED AND THIRTEEN THOUSAND AND WE'VE GOT SOME ESTIMATED NUMBERS HERE, ABOUT $15000 ON A COST OF ISSUANCE.
SO THAT WOULD BE THE TOTAL COST WHEN YOU INCLUDE THE PRINCIPAL, THE ACCRUED AND THE COST AT ABOUT THIRTY FOUR MILLION EIGHT HUNDRED AND FORTY EIGHT THOUSAND.
THE PRIOR DEBT SERVICE IF WE DID PAY THE PRINCIPAL AND INTEREST AND WE PAID THAT ON OUT THROUGH 2029 WOULD BE ABOUT FORTY MILLION FIVE HUNDRED AND THIRTY ONE THOUSAND.
AND SO WE HAVE A NET CASH FLOW SAVINGS OF FIVE MILLION SIX HUNDRED AND EIGHTY TWO THOUSAND SIX HUNDRED AND FIFTY DOLLARS PROJECTED.
THAT IS WHAT OUR TAXPAYERS WOULD SAVE ON DEBT OVER THAT TIME PERIOD.
WE DO HAVE THE DEBT CAPACITY IN THE UPCOMING YEAR THAT WE CAN REFUND THESE AND WE CAN JUST PAY THEM ALL OFF WITHIN THIS NEXT BUDGET IN THE 21-22 FISCAL YEAR.
THE NEXT ITEM IS TO APPROVE THE TAX RATES, BUT WE CAN DO THAT AT THE TWENTY SIX POINT NINE CENT PROPOSED TAX RATE.
SO THE BOARD'S ALL SEEING HOW OUR DEBT SCHEDULE FALLS OFF, YOU KNOW, OUR PAYMENTS ARE GOING DOWN PRETTY SIGNIFICANTLY EVERY YEAR.
AND SO WE'RE ABLE TO LAYER THIRTY FOUR MILLION THIRTY ALMOST THIRTY FIVE MILLION MORE DOLLARS INTO INTO THIS YEAR'S DEBT PAYMENT BY PULLING THOSE BONDS UP AND PAYING THEM OFF THIS YEAR AND STILL OBTAIN OR SUSTAIN THAT SAME ON THIS TAX RATE THAT THE DISTRICT'S HAD FOR QUITE SOME TIME.
DOES THAT MAKE SENSE UP TO THIS POINT? OK. AND REALLY SO IN YOUR PACKAGE, YOU'VE ALSO GOT A RESOLUTION THAT KRISTEN SAVANT AND HER TEAM PUT TOGETHER, THAT IS THE LEGAL PART OF ALL OF THIS THAT SPELLS IT OUT.
AND I WON'T GO THROUGH ALL THIS UNLESS YOU HAVE QUESTIONS.
OR I'LL TURN THE MIKE OVER TO KRISTEN TO ANSWER THOSE QUESTIONS.
IT IS THE RECOMMENDATION THAT THE BOARD OF TRUSTEES APPROVED THAT RESOLUTION FOR THE REDEMPTION OF CERTAIN OUTSTANDING OBLIGATIONS OF THE DISTRICT AND RESOLVING OTHER MATTERS INCIDENT AND RELATED TO THE REDEMPTION OF THE SERIES 2012 AND 2012 A BONDS.
AND THEN IF YOU DO APPROVE THIS AND THERE ARE SOME PAPERS THAT KRISTEN BROUGHT OVER THAT WOULD HAVE TO BE SIGNED AFTER THE MEETING.
SO ANYBODY HAVE ANY QUESTIONS FOR RANDY? SO JUST HAVE WE DONE THIS BEFORE WHERE WE DID A REDEMPTION, WHERE WE ACTUALLY RETIRED THE BONDS IN THEIR ENTIRETY AS OPPOSED TO REFUNDING THOSE REFINANCING, ESSENTIALLY THAT'S TRADITIONALLY WHAT WE HAVE DONE.
YEAH. SO NORMALLY WE'VE REDEEMED THEM AND THEN WE'VE CALLED THEM, WE'VE REDEEMED THEM AND THEN WE'VE DONE A REFUNDING.
WE HAVEN'T DONE THIS SINCE I'VE BEEN HERE.
I DON'T KNOW IF EITHER ONE OF OUR EXPERTS OUT THERE CAN RECALL THEY WORK WITH A LOT OF ENTITIES AND A LOT OF SCHOOL DISTRICTS, BUT I'M NOT AWARE OF IT BEING DONE IN PLANO, BUT I CAN'T SAY THAT IT NEVER HAS BEEN.
CASH DEBT SERVICE FUND BALANCE IN CONJUNCTION WITH THE REFUNDING, SO IT'S SORT OF A
[00:50:07]
HYBRID, IF YOU WILL, SO YOU HAD EXTRA CASH.WE USED IT TO APPLY TOWARDS THE REFINANCING.
SO YOU HAVE SOLD LESS BONDS BECAUSE YOU HAD CASH ON HAND.
SO SORT OF A MIDDLE STEP KIND OF BETWEEN WHAT YOU'RE DOING RIGHT NOW, WHICH IS JUST A PURE REDEMPTION. YEAH, THAT I REMEMBER DOING THAT.
WE ACTUALLY I DON'T REMEMBER WHAT THE FUNDING MECHANISM WAS, BUT WE ACTUALLY SET UP A AN ESCROW FOR TO USE FOR DEBT IN PLACE OF DEBT.
YES. GOSH, THAT WAS ALMOST EIGHT NINE YEARS AGO.
WHAT WAS THAT? I JUST SAID, THANKS, LAURA.
MAY I HAVE A MOTION? I MOVE THAT THE BOARD OF TRUSTEES APPROVES THE RESOLUTION FOR THE REDEMPTION OF CERTAIN OUTSTANDING OBLIGATIONS OF THE DISTRICT AND RESOLVING OTHER MATTERS INCIDENT AND RELATED TO THE REDEMPTION OF SERIES 2012 AND 2012A BONDS.
I HAVE A MOTION BY ANGELA POWELL, SECOND BY NANCY HUMPHREY, THAT THE BOARD OF TRUSTEES APPROVES THE RESOLUTION FOR THE REDEMPTION OF CERTAIN OUTSTANDING OBLIGATIONS OF THE DISTRICT AND RESOLVING OTHER MATTERS [INAUDIBLE]RELATED TO THE REDEMPTION OF SERIES 2012 AND 2012A BONDS. IS THERE ANY FURTHER DISCUSSION? HEARING NONE, WE WILL NOW PROCEED TO VOTE ALL THOSE IN FAVOR, PLEASE RAISE YOUR HAND.
MOTION PASSES UNANIMOUSLY, SIX TO ZERO.
WE WILL NOW HEAR FROM RANDY AGAIN, PRESENTING DISCUSSION AND ACTION ITEM 8.2 APPROVAL OF
[8.2. Approval of the Resolution Adopting the 2021 - 2022 Tax Rate]
THE RESOLUTION ADOPTING THE 2021-22 TAX RATE RANDY.SO AS YOU KNOW, ON OUR BUDGET AND TAX RATE CALENDAR BACK ON JUNE 10TH, WE DID PUBLISH THE REQUIRED NOTICE ON BUDGET AND PROPOSED TAX RATE ON JUNE 22, WE HAD THE PUBLIC HEARING ON BUDGET AND PROPOSED TAX RATE.
AND AT THAT SAME MEETING WE ADOPTED THE BUDGET.
WE RECEIVED OUR CERTIFIED VALUES THIS YEAR ON JULY 22ND AND THEN WE'RE HERE TONIGHT FOR THE TAX RATE ADOPTION.
AND SO, SO CURRENTLY, OUR M&O TAX RATE IS 1.05475, AND OUR I&S RATE IS THE 26.9 CENTS THAT WE JUST TALKED ABOUT FOR A TOTAL TAX RATE OF A $1.32375.
THERE WAS STATEWIDE COMPRESSION THIS YEAR.
ACTUALLY, THE STATE AND THE BUDGET BOUGHT DOWN EVERYONE'S TAX RATE ON TIER ONE BY .003.
AND SO WHEN YOU LEAVE OUR TIER TWO THE SAME THAT IT PREVIOUSLY WAS, IN ESSENCE, IT BROUGHT DOWN OUR TOTAL M&O RATE DOWN BY THE .003 OR DOWN TO 1.05175.
WE ARE PROPOSING THAT WE MAINTAIN THE SAME I&S RATE, AND AGAIN, WE CAN USE THAT SURPLUS TO PAY OFF THESE BONDS EARLY, SO IT WON'T BE A SURPLUS WHEN WE DO THE REDEMPTION.
AND SO THAT WOULD TAKE OUR TOTAL PROPOSED RATE TO A 1.32075, WHICH AGAIN, IS THAT SLIGHT REDUCTION OF .003.
WHEN WE LOOK AT OUR WHEN WE LOOK AT OUR HISTORY.
WHEN WE LOOK AT OUR OUR HISTORY OF TOTAL TAX RATES, OF COURSE, YOU KNOW, A LOT OF THIS IS THE RESULT OF HOUSE BILL THREE AND THE TAX RATE BEING BOUGHT DOWN AT THE STATE LEVEL.
BUT YOU CAN ALSO SEE THE DOLLAR 1.321 IS THE LOWEST TAX RATE THAT WE'VE HAD IN THIS DISTRICT IN THE LAST 10 YEAR PERIOD.
THE I&S RATE HAS STAYED PRETTY STABLE, AS YOU CAN TELL IN THE RED, IT'S MATTER OF FACT IT'S BEEN 26.9 I BELIEVE, SINCE THE FISCAL YEAR 14.
AND IT'S REALLY BEEN THE M&O RATE THAT INCREASED AND THEN BEGAN TO DECREASE BACK DOWN AGAIN THROUGH HOUSE BILL 3.
TAXES ON THE AVERAGE RESIDENCE UNFORTUNATELY, THERE'S TWO FACTORS IN THE AMOUNT OF TAXES THAT SOMEONE PAYS. IT'S THE RATE TIMES THE AVERAGE VALUE AND OF COURSE, THE AVERAGE VALUES HAVE CONTINUED TO GROW UP ON HOMESTEADS.
BUT WE IN SO LAST YEAR, THE TAXES ON THE AVERAGE RESIDENCE WERE FOUR THOUSAND EIGHT HUNDRED AND THIRTY TWO DOLLARS.
THIS YEAR, THAT IS GOING UP TO FIVE THOUSAND SIXTY THREE, JUST EVEN WITH THE TAX RATE GOING DOWN AND THAT JUST BECAUSE OF THE RISE IN THE AVERAGE RESIDENCE.
AND SO WE KNOW THE MARKET HAS BEEN PRETTY HOT RECENTLY, AND SO THAT CONTINUES TO DRIVE UP HOME PRICES THAT WITH OTHER REASONS.
ALSO, OF COURSE, THE COMPARISON THAT WE MAKE EVERY YEAR ON PROPOSED TAX RATES WITH OTHER SCHOOL DISTRICTS THAT ARE IN COLLIN COUNTY, YOU CAN SEE THAT WORD THE SECOND LOWEST WHEN IT COMES TO TOTAL TAX RATE.
AND WE'LL TALK MORE ABOUT THAT HERE IN JUST A MINUTE.
[00:55:02]
WE DO HAVE THE LOWEST I&S RATE OF ANY OTHER DISTRICT, WHICH IS REALLY THE ONE THAT WE HAVE THE MOST CONTROL OVER, I GUESS, BECAUSE THAT'S TO PAY BONDED INDEBTEDNESS.FRISCO IS JUST ABOVE US AT TWENTY SEVEN CENTS.
THE WHEN WE GET TO M&O, AS YOU KNOW, HOUSE BILL THREE CONTROLS OUR TAX RATE COMPRESSION.
AND SO MOST OF OUR NEIGHBORING DISTRICTS HAVE HAVE GROWING PROPERTY VALUES BECAUSE THEY'RE GROWING DISTRICTS THAT CONTINUE TO ADD MORE HOUSES AND MORE INDUSTRY TO WHERE PLANO IS MORE BUILT OUT.
WE'RE NOT COMPLETELY BUILT OUT, BUT WE'RE MORE BUILT OUT.
AND SO OUR PROPERTY VALUE GROWTH HAS SLOWED DOWN QUITE SIGNIFICANTLY.
AND SO THIS YEAR OUR OUR GROWTH WASN'T MORE THAN THE TWO AND A HALF PERCENT THAT WAS REQUIRED FOR COMPRESSION, NOR WAS THE STATE MORE THAN TWO AND A HALF.
STAYED THE SAME AND IT WAS ONLY DECREASED BY THE .003.
WHEN YOU LOOK AT MANY OF THESE OTHER DISTRICTS THAT ARE VERY FAST GROWTH ON THEIR VALUES AND THEIR TAX RATE HAS BEEN COMPRESSED PROBABLY THE LAST TWO YEARS BECAUSE THEY'RE GROWING MORE THAN THE STATE'S GROWING AND ALSO THEY'RE GROWING ENOUGH THAT THEY'RE GETTING COMPRESSION.
I THINK I UNDERSTAND WHAT YOU'RE SAYING BECAUSE TRADITIONALLY FARMERSVILLE WAS THE ONLY DISTRICT BELOW US IN THE TAXES.
I MEAN, FOR EVERY YEAR I'VE EVER BEEN ON THE BOARD, FRISCO HAS DROPPED BELOW US BECAUSE THEY'RE GROWING SO MUCH AND THEIR PROPERTY VALUES ARE GROWING SO QUICKLY.
THEY'VE JUST BEEN COMPRESSED DOWN BELOW US.
THAT'S RIGHT. OKAY. YEAH, AND AS YOU'LL RECALL, IN THAT TAX RATE COMPRESSION.
SO IT'S IN A YEAR THAT YOU GROW MORE THAN TWO AND A HALF.
ANY GROWTH ABOVE TWO AND A HALF COMPRESSES YOUR TIER ONE RATE DOWN IF IT COMPRESSES IT DOWN EVEN THE NEXT YEAR.
IF YOUR VALUES WERE TO GO DOWN INSTEAD OF UP, YOU DON'T EVER UNCOMPRESSED.
SO WHEN YOU GET COMPRESSED, THEN YOU STAY THERE AND THEN THE NEXT YEAR YOU DO THE SAME PROCESS AGAIN. IF YOU GROW MORE THAN TWO AND A HALF, THEN YOU COMPRESS EVEN MORE.
THE MOST YOU CAN COMPRESS IN TIER ONE IS 90 PERCENT OF WHATEVER THE STATE TIER ONE RATE IS. SO RIGHT NOW IT'S .9134, SO YOU CAN COMPRESS DOWN TO 90 PERCENT OF THAT.
BUT THEN IT DOESN'T MATTER HOW MUCH YOU GROW AFTER YOU HIT THE FLOOR, THEN YOU'VE ALREADY HIT THE FLOOR SO YOU CAN'T COMPRESS ANYMORE.
BUT THERE'S NO GOING BACK ONCE YOU COMPRESS.
AND SO THAT'S REALLY WHY YOU'RE SEEING OUR M&O RATE IS HIGHER THAN ALL THE OTHER DISTRICTS IN COLLIN COUNTY, AS THEY'VE BEEN GROWING AT A RATE FASTER THAN WE HAVE AS FAR AS PROPERTY GROWTH.
SO IF YOU WANTED TO GET YOUR M&O HIGHER, YOU'D HAVE TO TAKE IT TO A VOTE TO THE COMMUNITY. THAT'S RIGHT.
OK, THAT WOULD BE THE ONLY WAY.
THAT'S THE ONLY WAY. AND THOSE WOULD BE THE TIER TWO PENNIES.
AND SO WE DO HAVE THREE POINT SOMETHING, TIER TWO PENNIES THAT WE COULD DO A TRE.
BUT OTHERWISE, THE MAIN THING DRIVING THIS IS MOST DISTRICTS ARE PRETTY SIMILAR ON TIER TWO, BUT THIS IS REALLY DRIVEN MORE BY THE COMPRESSION OF TIER ONE.
SO ON THIS SCHEDULE THAT SHOWED, LET'S SEE TRYING TO SEE WHERE I AM ON YOUR PRESENTATION.
THE ONE BEFORE IT SAYS TAXES ON AN AVERAGE RESIDENCE.
AND THE ONE BEFORE THAT, IT SEEMS LIKE IT SHOWED.
OH, I KNOW THE ONE AFTER THAT, SAYS TAXES ON A TWO HUNDRED AND FIFTY THOUSAND DOLLARS HOME. I DON'T WANT TO BE MISLEADING THAT WHAT IS THE AVERAGE RESIDENCE NOW? IT'S MORE THAN TWO HUNDRED AND FIFTY.
YOU WERE JUST SHOWING THAT FOR COMPARISON HERE.
RIGHT? YES. AND I WAS AFRAID YOU WERE GOING TO ASK ME WHAT IT WAS.
AND I WANT TO SAY IT'S IN THE 385 RANGE THIS YEAR.
OK, THAT WAS ON OUR TAX NOTICE, BUT I DIDN'T BRING THAT WITH ME.
THAT'S OK. I JUST WANTED TO MAKE SURE THAT WE'RE LOOKING AT THE PROPOSED TAX RATES IN COLLIN COUNTY, AND WE'RE JUST LOOKING AT PEER DISTRICTS WITH THAT VALUE HOME AND THAT'S NOT OUR AVERAGE HOME VALUE.
THAT'S NOT THE THIS IS JUST OUR AVERAGE HOME.
CORRECT. OK, I JUST WANT TO CLARIFY THAT.
OK, ANY OTHER QUESTIONS ON THE COMPARISON? OK, AND THEN, YOU KNOW, WE ALL WE LIKE TO TALK ABOUT THE STATE'S RECAPTURE TAX.
OK. AND SO THE NUMBER IN RED REPRESENTS THE AMOUNT OF M&O TAXES THAT WE'VE BEEN ABLE TO TO RETAIN HERE IN THE DISTRICT AFTER RECAPTURE.
AND THEN, OF COURSE, THE BLUE SIGNIFIES THE AMOUNT OF THE TAXES OR THE AMOUNT OF TAXES THAT WE'RE PAYING THAT ARE GOING FOR RECAPTURE THAT HAS GROWN.
SO AGAIN, HOUSE BILL THREE BOUGHT THAT NUMBER DOWN FROM ABOUT 211 MILLION, DOWN TO 166.
THIS PAST YEAR, THAT NUMBER IS FOR 2020-2021, IT CLIMBED UP TO 192 MILLION.
PART OF THAT WAS DUE, OR A BIG PART OF THAT WAS DUE TO COVID AND OUR LOWER ADA NUMBERS.
AND SO REMEMBER, WE DIDN'T REALLY GET HOLD HARMLESS.
WE GOT ESSER 2 MONEY THAT WE'RE SUPPOSED TO USE IN PLACE OR THAT REALLY IS OUR HOLD HARMLESS MONEY. SO OUR RECAPTURE WASN'T BOUGHT DOWN.
[01:00:03]
AND SO THAT'S WHEN WE SAW THAT SIGNIFICANT INCREASE IN RECAPTURE.IF OUR ESSER 2 MONEY WOULDN'T HAVE BEEN ENOUGH TO OFFSET THE AMOUNT OF OUR HOLD HARMLESS, THEN WE WOULD HAVE GOTTEN ADDITIONAL STATE AID.
BUT OUR TIER TWO WAS SO IT'S ABOUT 19 MILLION AND OUR HOLD HARMLESS WAS ABOUT 10 MILLION.
SO IT EXCEEDED IT. AND SO WE DID NOT GET ANY ADDITIONAL STATE AID OR DIDN'T GET ADA OR DIDN'T GET RECAPTURE REDUCED.
AND SO THEN WE'RE PROJECTING THAT INITIALLY WE WERE PROJECTING THAT AT ABOUT 188 MILLION FOR THIS YEAR, BUT AGAIN, OUR ENROLLMENT IN ADA IS DOWN AND SO WE'LL HAVE TO CONTINUE TO MONITOR THAT.
IF THOSE DON'T INCREASE BACK TO THE PROJECTED NUMBER, THEN WE WILL BE PAYING RECAPTURE THAT WILL BE GREATER THAN ONE HUNDRED AND EIGHTY EIGHT MILLION.
OK, AND THEN WE JUST HAVE A DIFFERENT GRAPH THAT SHOWS, AGAIN THE BLUE, SO YOU CAN SEE HOW THE AMOUNT WE RETAIN OVER THAT SIX, SEVEN YEAR PERIOD HAS STAYED ABOUT THE SAME.
BUT YOU CAN SEE HOW RECAPTURE REALLY ESCALATED.
IT WAS BOUGHT DOWN AND NOW WE SEE IT TAKING OFF AGAIN.
AND THEN ANOTHER GRAPH THAT WE SHOW IS JUST SHOWING HOW MUCH OF THAT TOTAL M&O RATE WE ACTUALLY KEEP IN THE DISTRICT AND HOW MUCH OF THAT GOES FOR RECAPTURE.
SO FOR EXAMPLE, FOR THIS COMING YEAR, WE'RE PROJECTING SEVENTY THREE CENTS OF THE DOLLAR FIVE WOULD BE RETAINED AND 32.2 CENTS OF THAT WOULD GO FOR RECAPTURE.
SO, AS YOU KNOW, THIS IS ALWAYS A CONFUSING TOPIC BECAUSE WE HAVE DIFFERENT TAX RATES THAT WE HAVE TO TALK ABOUT BASED ON DIFFERENT LEGISLATION.
AND SO THIS YEAR WE HAVE THE NO NEW REVENUE TAX RATE.
AND SO WHEN WE RUN THAT CALCULATION, I WILL TELL YOU AS AS MANY OF THESE CALCULATIONS ARE, THEY DON'T TAKE EVERYTHING INTO ACCOUNT IN THE CALCULATION, NOR DO I THINK IT'S INTENDED FOR THEM TO TAKE EVERYTHING INTO ACCOUNT.
BUT IT'S A WAY TO DO A CALCULATION THAT MAKES A SCHOOL LOOK BAD BECAUSE THEY'RE NOT LOWERING THEIR TAX RATE.
SO THE NO NEW REVENUE TAX RATE DOES NOT TAKE INTO ACCOUNT WHAT YOUR STUDENT POPULATION DOES. IT ALSO DOESN'T TAKE INTO ACCOUNT WHAT YOUR RECAPTURE DOES OR YOUR STATE FUNDING DOES. SO ALL IT IS IS A IS A TAX RATE THAT LOOKS AT WHAT HAPPENED TO YOUR PROPERTY VALUES AND THEN WHAT RATE WOULD IT TAKE TO GENERATE THE SAME AMOUNT OF LOCAL TAX COLLECTIONS.
AND SO BECAUSE BECAUSE OTHER THINGS CHANGE IN THAT IF YOUR ADA IS GOING DOWN, THEN YOUR RECAPTURE GOES UP.
AND SO IT'S REALLY NOT A FULL PICTURE OF NET REVENUE, AS YOU KNOW, THE TWO ARE TIED VERY CLOSELY TOGETHER.
AND SO SO WHEN WE CALCULATED THAT WHEN WE RAN IT THROUGH THAT CALCULATION, OUR TOTAL NO NEW REVENUE RATE IS 1.31817.
AND SO THERE'S ADDITIONAL LANGUAGE THAT WE HAVE TO PUT IN THE RESOLUTION BECAUSE WE'RE WE'RE RECOMMENDING TO ADOPT A RATE THAT'S HIGHER THAN THIS CALCULATED NO NEW TAX REVENUE RATES. OUR VOTER APPROVED RATE IS 1.32075.
AND SO THAT'S WHAT THE VOTERS HAVE APPROVED US THROUGH THE TRE.
AND THEN ALSO THROUGH OUR BONDED INDEBTEDNESS THAT WE CAN HAVE A TAX RATE OF A $1.3275.
THAT IS ALSO OUR SAME PROPOSED RATE OF THE 1.05175 M&O.
AND SO WE ARE CONSISTENT WITH THAT VOTER APPROVED TAX RATE, BUT WE ARE HIGHER THAN THE CALCULATED NO NEW TAX REVENUE RATE AS MOST SCHOOL DISTRICTS ARE.
I SEE THAT, BUT I DON'T LIKE BEING CONFUSED.
WHAT YOU'RE SAYING IN THE MOTION THAT WE'RE GETTING READY TO TALK ABOUT TALKS ABOUT AN INCREASE, BUT IN REALITY, COMPARED TO WHAT THE TAX RATE WAS THAT OUR TAXPAYERS PAID LAST YEAR. IT'S ACTUALLY A DECREASE.
IT'S A .003 DECREASE, BUT WE'RE HAVING TO DO A MOTION THAT EXPLAINS AN INCREASE BECAUSE OF THE NO NEW REVENUE TAX RATE.
YES, MA'AM. SO WE'RE GOING TO SAY A MOTION THAT SOUNDS BAD BECAUSE IT SAYS AN INCREASE TO TAXES, BUT IN REALITY, OUR CONSTITUENTS ARE PAYING LESS IN TAXES RATE WISE THAN WHAT THEY DID LAST YEAR.
IT IS, WELL SAID BECAUSE I REALLY FEEL LIKE I HAVE NO IDEA WHAT I JUST SAID.
SO THIS IS BEING THIS IS LIKE YOU SAID, I MEAN, I JUST WANT TO MAKE SURE IT'S VERY CLEAR BECAUSE SOMEONE WATCHING THIS IS GOING TO HEAR US SAY WE'RE INCREASING THEIR TAX RATE.
BUT IN REALITY, WE ARE DECREASING IT.
CORRECT. BUT WE ARE DECREASING THE RATE COMPARED TO WHAT IT WAS LAST YEAR.
I JUST WANT TO MAKE SURE THAT'S VERY CLEAR SINCE THIS ISN'T.
[01:05:03]
THAT IS 100 PERCENT CORRECT.OK. AND RANDY, IS IT ALSO CORRECT THAT THIS LANGUAGE IN THIS REQUIRED CALCULATION CAME FROM OUR FRIENDS IN AUSTIN? THIS WAS LEGISLATIVE ACTION THAT MADE [INAUDIBLE] SO YES, OUR FRIENDS IN AUSTIN WANT US TO MAKE IT SOUND LIKE WE ARE INCREASING TAXES ON OUR LOCAL CONSTITUENTS WHILE THEY CONTINUE TO RAPE AND PILLAGE THROUGH THE RECAPTURE.
I JUST WANT TO MAKE SURE WE'RE CLEAR ON THAT.
IF THAT WASN'T CLEAR, I DON'T KNOW WHAT IS, THAT'S EXACTLY WHAT THEY'RE DOING.
AND SO WE DO HAVE WE DO HAVE A RESOLUTION AND MR. STOLLE, WE PROBABLY NEED TO READ THIS RESOLUTION JUST BECAUSE IT HAS THE REQUIRED LANGUAGE IN IT. I KNOW WE DON'T READ ALL RESOLUTIONS.
BUT I THINK WE PROBABLY SHOULD ON THIS ONE.
SO WE NEED TO READ THE RESOLUTION PRIOR TO A MOTION OR FOLLOWING A MOTION.
I DON'T KNOW THAT WE HAD THAT SCRIPT AT THE END.
I THINK THAT THE SECRETARY'S JOB TO GET TO READ.
SO, OK, SO WE'RE GOING TO READ THE MOTION INTO THE RECORD NOW AND THEN.
OR I'M SORRY TO READ THE RESOLUTION INTO THE RECORD NOW AND THEN WE WILL HAVE A MOTION FOLLOWING THAT. IS THAT CORRECT, SHARON? OK. ARE YOU READY? I HAVE IT HERE, THAT'S WHY I'M ASKING THIS.
OK, HERE WE GO. WHEREAS ON JUNE 22, 2021, THE BOARD OF TRUSTEES OF THE PLANO INDEPENDENT SCHOOL DISTRICT MET IN AN OPEN SESSION TO HOLD A PUBLIC MEETING TO DISCUSS THE BUDGET AND PROPOSED TAX RATE FOR THE YEAR 2021-2022, AFTER WHICH THE BUDGET WAS ADOPTED.
AND WHEREAS A TAX RATE FOR THE YEAR 2021 IS REQUIRED BY THE PROVISIONS OF THE SECTION 26 .05 OF THE PROPERTY TAX CODE AND WHEREAS THE TOTAL TAX RATE CONSISTS OF TWO SEPARATE TAX RATES. DEBT SERVICE RATE AND A MAINTENANCE AND OPERATIONS RATE.
AND WHEREAS THE DISTRICT IS NEVERTHELESS REQUIRED BY SECTION 26.05 B OF THE PROPERTY TAX CODE TO STATE THAT THIS TAX RATE WILL RAISE MORE TAXES FOR MAINTENANCE AND OPERATIONS THAN LAST YEAR'S TAX RATE.
TAX RATE WILL EFFECTIVELY BE RAISED BY 0.196 PERCENT AND WILL RAISE TAXES.
AND WILL RAISE TAXES FOR MAINTENANCE AND OPERATIONS ON A ONE HUNDRED THOUSAND HOME BY APPROXIMATELY TWO DOLLARS.
IS HEREBY RESOLVED BY THE TRUSTEES OF THE PLANO INDEPENDENT SCHOOL DISTRICT OF THE TAX RATE OF THE YEAR 2021-22 TO BE SET AT A $1.32075 PER HUNDRED DOLLARS VALUATION PARENTHESES $1.05175 DESIGNATED TO MAINTENANCE AND OPERATIONS, AND .269 CENTS OF A DOLLAR, OR ZERO POINT TWO NINE SIX.
THAT'S SO HARD TO SAY OF A DOLLAR DESIGNATED TO DEBT SERVICE.
BEING LESS THAN THE PREVIOUS YEAR'S ACTUAL RATE AND FURTHER, THAT TAXES ARE HEREBY LEVIED ON ALL PROPERTIES NOW OR HEREINAFTER ON THE ROLLS OF SAID DISTRICT FOR THE YEAR 2021-22.
ADOPTED THIS SEVENTH DAY OF SEPTEMBER, 2021 BY THE BOARD OF TRUSTEES OF THE PLANO INDEPENDENT SCHOOL DISTRICT. OK, SO THANK YOU.
MAY HAVE A MOTION. I MOVE THAT THE BOARD OF TRUSTEE APPROVES THE RESOLUTION, ADOPTING THE 2021-2022 TAX RATES FURTHERMORE, I MOVE THAT THE PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATE OF $1.03275, WHICH IS EFFECTIVELY A .196 PERCENT INCREASE IN THE TAX RATE. WE ARE. WE STARTED THIS LAST YEAR.
WE'RE GOING TO SEE MORE FRUIT OF THE LABOR THIS YEAR, HOPEFULLY WITH THE KIDS BACK IN THE CLASSROOM. BUT WE WANT TO INCREASE OUR VIDEO FOOTPRINT BY WORKING WITH OUR CTE DEPARTMENT TO INVOLVE STUDENTS IN OUR DISTRICT VIDEO PRODUCTION AND IN RETURN, THE KIDS WILL GET THEIR HANDS ON EXPERIENCE IN THE CLASSROOM IN THE REAL WORLD.
THEY WILL INCREASE THEIR OWN PORTFOLIOS.
I THINK DEMO REEL IS THE BETTER WORD FOR THESE KIDS.
WE'LL BE ABLE TO HELP THEM DO THAT.
AND THEN WE ARE CONTRIBUTING TO OUR PORTRAIT OF A GRADUATE BY GIVING STUDENTS THAT REAL WORLD EXPERIENCE. SO WE ARE REALLY EXCITED ABOUT WHAT THAT'S GOING TO BEAR FOR US.
IF CONVOCATION HAD HAPPENED, THAT WOULD HAVE BEEN OUR FIRST FORAY INTO THAT, BUT WE DIDN'T HAVE IT LIVE.
WE FILMED IT, BUT WE DIDN'T NEED THE KIDS ON HAND ON THAT THE SUNDAY THAT WE FILMED.
CONTINUING WITH OUR WEBSITE, OUR WEBSITE REMAINS OUR BIGGEST COLLABORATION TOOL.
SO THE PLANO ISD WEBSITE I ALWAYS SAY THAT WE HAVE SHARED CUSTODY OF THE WEBSITE WITH OUR WONDERFUL INSTRUCTIONAL TECHNOLOGY DEPARTMENT, AND WE WORK VERY CLOSELY TOGETHER TO CONTINUOUSLY IMPROVE THE SITE.
SO EVERY ONCE IN A WHILE, WE'LL SNEAK IN SOMETHING NEW AND INTERESTING AND FOR FUN.
SOMETIMES WE PLAY A GAME WITH OUR NEW PRINCIPALS TO GO ON A SCAVENGER HUNT ON OUR WEBSITE TO SEE IF THEY CAN FIND ALL THE NEW STUFF.
AND THIS YEAR WE ARE CONTINUING IN ADDITION TO THE WEBSITE WE'RE IN ON THE WEBSITE, WE'RE CONTINUING OUR CENTRALIZED COMMUNICATION THAT WE STARTED DURING COVID.
SO WE'VE TRANSITIONED OUR COVID DAILY COMMUNICATION TO DISTRICT COMMUNICATIONS.
SO WE'RE GOING TO CONTINUE WORKING WITH DR.
WILLIAMS AND OUR SCHOOL LEADERSHIP AND INNOVATION DEPARTMENT TO HAVE THOSE DAILY COMMUNICATIONS TO PRINCIPALS, TO STAFF AND TO OUR FAMILIES.
THOSE ARE ALSO ARCHIVED ON THE WEBSITE.
SO IF ANYBODY MISSES AN UPDATE, THEY CAN ALWAYS GO TO PISD.EDU/DISTRICTUPDATES AND GET THE LATEST INFORMATION.
CONTINUING SO LAST YEAR, YOU MIGHT REMEMBER WE INTRODUCED THE SCHOOL PR LIAISON PROGRAM, AND THAT IS WHERE WE HAVE A PROFESSIONAL STAFF MEMBER WHO GETS A STIPEND TO HELP WITH SOCIAL MEDIA AND OTHER PR EFFORTS AT THE CAMPUS.
LAST YEAR, I THINK WE HAD SOMEWHERE IN THE SIXTIES.
WE'RE UP TO SEVENTY ONE THIS YEAR, SO THAT MEANS ALMOST EVERY CAMPUS HAS A SCHOOL PR LIAISON, SO WE'RE REALLY EXCITED TO SEE WHAT HAPPENS.
WE'RE GOING TO SEE SOME ADDITIONS TO THE WEBSITE AS A RESULT, WHERE WE'RE GOING TO HAVE SOME MORE SCHOOL NEWS OUT THERE.
WE'RE GOING TO CONTINUE WITH THE SOCIAL MEDIA CAMPAIGNS THAT WE DID THE CELEBRATIONS, AS WELL AS SOME COLLABORATIONS WITH OTHER DEPARTMENTS LIKE OUR STUDENT FAMILY AND COMMUNITY SERVICES DEPARTMENT, WITH A CAMPAIGN THAT'S GOING TO HIGHLIGHT KIND OF A WE ARE PLANO ISD, WE BELONG SORT OF SEL CAMPAIGN.
SO WE'RE EXCITED TO SEE HOW WE'LL BE ABLE TO USE OUR SCHOOL PR LIAISONS IN THAT.
AND NEXT, YOU'VE HEARD US TALK A LOT ABOUT THIS PRODUCT, LET'S TALK, WE ARE IN THE PRE-LAUNCH PHASE OF THAT RIGHT NOW.
WE HAVE IDENTIFIED THE SUBJECT MATTER EXPERTS FROM VARIOUS DEPARTMENTS, AND SEVERAL HAVE BEEN TRAINED ALREADY. I THINK THE LAST OF OUR THREE INITIAL TRAININGS IS HAPPENING TOMORROW. SO WE'RE GOING TO CONTINUE WITH THE TRAINING ON THAT.
WE STILL PLAN TO LAUNCH IN THE FALL.
BUT AFTER WE'VE LAUNCHED, WHEN WE'RE ABLE TO USE IT AND GAIN SOME OF THE ANALYTICS THAT WE'RE HOPING TO GET FROM THIS PRODUCT WE'LL BRING MORE OF THAT BACK TO YOU NEXT TIME WE PRESENT. BUT WE ARE VERY EXCITED ABOUT THAT'S RIGHT THERE ON THE CUSP.
SO WE'RE GOING TO GET THAT LAUNCHED PRETTY SOON.
LAST YEAR WE LAUNCHED OUR VOLY VOLUNTEERS MODULE, AND I THINK WE TALKED ABOUT THE IRONY OF THE FACT THAT WE DID THAT IN A YEAR THAT WE COULDN'T HAVE VOLUNTEERS ON CAMPUS, BUT WE STILL GOT A LOT OF PEOPLE SIGNED UP LAST YEAR.
THIS YEAR, I THINK WE'VE GOTTEN UPWARDS OF 4000 FOLKS SIGNED UP SINCE WE RELAUNCHED IN JULY. TRAINING IS HAPPENING NEW THIS YEAR.
WE HAVE INVITED OUR PTA TO JOIN IN THE TRAINING SO THAT THEY CAN POST THEIR VOLUNTEER
[01:20:07]
EFFORTS. A LOT OF OUR VOLUNTEER HOURS COMES THROUGH PTA.SO IT'S GREAT THAT WE'RE GOING TO BE ABLE TO CAPTURE THAT NOW THROUGH VOLY.
AND SO WE'VE HAD SEVERAL TRAININGS WITH PTA'S.
I DON'T KNOW IF THE INFORMATION ON MY SHEET IS CORRECT BECAUSE IT WAS RIGHT THE LAST TIME AROUND, BUT SO FAR WE HAD HOSTED THREE VOLY TRAININGS.
I THINK IT'S BEEN A FEW MORE THAN THAT AND WE'RE DOING THAT BOTH IN PERSON AND ONLINE.
SO WE'RE GOING TO USE THE FEEDBACK FROM PTA'S, ANYTHING THAT WE LEARNED THIS YEAR AND SEE IF WE WOULD BE ABLE TO BRING IN OUR BOOSTERS NEXT YEAR.
FINGERS CROSSED THAT THAT'S GOING TO WORK.
WE ALREADY HAVE SOME BOOSTERS WHO WANT TO USE IT NOW, WHICH IS GREAT.
WE'RE WORKING WE CONTINUE TO WORK WITH OUR TECHNOLOGY DEPARTMENT AND SAFETY AND SECURITY ON VOLY BECAUSE THERE'S A LOT THAT BOTH OF THOSE DEPARTMENTS HAVE THAT HELP US.
SO WE'RE TAKING FEEDBACK FROM FOLKS AND CONTINUOUSLY IMPROVING.
HOPEFULLY, THE USER EXPERIENCE OF THAT PRODUCT AND PATRICK AND HIS TEAM HAS BEEN VERY ATTENTIVE TO OUR BEING ABLE TO ENHANCE THE TECHNOLOGY AND IMPROVE THAT FOR THE USERS.
THE SECOND PART OF THE VOLY LAUNCH IS THE VOLY'S PARTNERS MODULE, AND WE ARE REALLY EXCITED TO SEE WHAT THAT'S GOING TO BRING US.
I THINK WE TALKED ABOUT THIS LAST DECEMBER, BUT NOW WE ARE ACTUALLY MAKING IT HAPPEN.
SO WE'VE MADE A LOT OF PROGRESS TOWARD OFFICIALLY LAUNCHING THAT THIS FALL.
WE STILL PLAN TO LAUNCH IT IN THE FALL.
THEN THE PARTNERS MODULE WILL ALLOW US TO CONNECT COMMUNITY PARTNERS WITH DISTRICT NEEDS, AND IT SERVES AS A PLATFORM WHERE PARTNERS CAN LET THE DISTRICT KNOW WHAT THEY HAVE, WHERE THE DISTRICT CAN LET THE PARTNERS KNOW WHAT THEY NEED.
SO WE'RE HOPING TO MESH ALL THAT TOGETHER WITH THE VOLY PARTNERS.
SO WE'RE JUST GOING TO WE NEED TO TRAIN ON THAT AND RECRUIT PARTNERS SO WE'RE WORKING WITH THE EDUCATION FOUNDATION AS WELL SO THAT WE CAN GET SOME PARTNERS SIGNED UP.
IT'S ONLY AS EFFECTIVE AS THE PEOPLE USING IT, SO WE'RE GOING TO NEED PEOPLE TO BE READY TO PARTNER UP ON THAT.
AND THEN CONTINUING WITH OUR ENGAGEMENT EFFORTS, THE RED SHIRTS ARE BACK.
WE'RE EXCITED TO LAUNCH OUR RED SHIRT.
IT'S OUR DISTRICT SORT OF VOLUNTEER EFFORT.
WE'VE GOT MORE THAN TWO HUNDRED AND FORTY VOLUNTEERS WHO ARE GOING TO BE SERVING ACROSS SEVENTY FIVE SCHOOLS AND DISTRICT SITES.
AND, YOU KNOW, IF EVERYBODY WORKS THAT HOUR, THAT'S NEARLY TWENTY FIVE HUNDRED HOURS OF SERVICE TO SUPPORT PLANO ISD STUDENTS THIS SCHOOL YEAR.
SO WE'RE REALLY EXCITED ABOUT THAT.
AND I WANT TO SAY THANK YOU TO OUR SCHOOL BOARD MEMBERS OUR TRUSTEES WHO HAVE SIGNED UP.
I KNOW THAT SOME OF YOU ARE GOING TO BE PUTTING YOUR RED SHIRTS ON AS WELL AND BEING OUT THERE AT OUR CAMPUSES, SO THANK YOU FOR BEING A PART OF THAT.
AND THEN FINALLY, AND THIS IS KIND OF ALL OF THIS IS LIKE THE BEGINNING, SO WE'RE VERY EXCITED. NEXT MONDAY, WE ARE LAUNCHING OUR LEADERSHIP AND AMBASSADOR PROGRAM.
WE HAD ONE HUNDRED TWENTY APPLICANTS.
WE WERE ABLE TO SELECT TWENTY SIX FOLKS IN THAT CLASS.
SO WE ARE VERY EXCITED WHAT THE INAUGURAL CLASS WILL BRING ALL OF THE APPLICANTS WERE NOTIFIED OF THEIR STATUS AND ALL OF THEM ACCEPTED.
SO WE GOT A YES FROM EVERYONE WHO WAS OFFERED, SO WE'RE VERY EXCITED ABOUT THAT.
SO ON MONDAY THE 13TH, WE'RE GOING TO HAVE A DISTRICT OVERVIEW AND OPERATIONS OVERVIEW WITH THAT GROUP.
WE'VE GOT FOLKS WHO ARE GOING TO TALK ABOUT THE ROLE OF THE SCHOOL BOARD FROM OUR SCHOOL BOARD PRESIDENT. WE'RE GOING TO HEAR FROM OUR SUPERINTENDENT, OUR COO, AND WE'RE GOING TO HEAR FROM OUR NEW FAMILY SERVICES EMPLOYEE WHO IS A FORMER PTA PRESIDENT WHO'S GOING TO TALK ABOUT JUST KIND OF WHAT IT'S LIKE TO BE AT A SCHOOL BOARD MEETING FROM A CITIZEN POINT OF VIEW. SO WE'RE REALLY EXCITED.
I THINK WE'RE ALSO GOING TO HEAR FROM RANDY ON OUR SCHOOL FINANCE UPDATE.
SO, YOU KNOW, ALL OF THE BOARD ARE INVITED TO ATTEND AND BE INTRODUCED.
SO I HOPE THAT ALL OF YOU CAN BE THERE, BUT WE ARE SO EXCITED TO SEE THIS COME TO FRUITION. THEN OCTOBER 14TH IS NOT REALLY A REAL MEETING.
IT'S GOING TO BE OUR DISTRICT DASH DAY.
AND EVEN THOUGH OUR TEAM HAS SAID, DON'T CALL IT 3D, I CAN'T HELP IT BECAUSE IT'S DISTRICT DASH DAY, WE'RE GOING TO SEE THE DISTRICT IN 3D.
WE'RE GOING TO HAVE CLUES THAT THEY'RE GOING TO GO AROUND TO DIFFERENT FACILITIES IN THE DISTRICT AND LEARN MORE ABOUT PLANO ISD UP CLOSE AND PERSONAL.
SO WE'RE REALLY EXCITED ABOUT THAT.
AND LESLEY ON THIS, I MEAN, THAT'S A LOT OF GREAT INTEREST FOR PEOPLE TO APPLY AND FOR TWENTY SIX PEOPLE TO PARTICIPATE.
WE'RE GOING TO ENCOURAGE PEOPLE TO CONTINUE APPLYING YEAR AFTER YEAR.
I MEAN, JUST BECAUSE YOU DIDN'T GET IT THE FIRST TIME, RIGHT? WE EXPLAINED THAT.
WE DID. WE DID IN THE LETTER THAT WE SENT BACK.
SO WE EXPLAINED THAT WE ENCOURAGED PEOPLE TO APPLY AGAIN.
I HOPE THAT PEOPLE CONTINUE TO HAVE THAT LEVEL OF INTEREST.
AND WITH EVERY CLASS, I HOPE THAT THE INTEREST GENERATES MORE AND BUILDS.
AND I KNOW IT'S HARD TO IT'S HARD TO SAY NO TO FOLKS.
AND BUT IF PEOPLE COME BACK, I'M ONE OF THOSE PEOPLE WHO APPLIED FOR LEADERSHIP PLANO
[01:25:04]
TWICE THE FIRST YEAR I WAS AN ALTERNATE, THE SECOND YEAR I WAS IN THE CLASS.IF YOU DON'T GET IT THE FIRST TIME YOU TRY AGAIN, THE BEST CLASS EVER, RIGHT THE BEST CLASS EVER CLASS 30.
LESLEY, CAN I ASK A QUESTION? WAS THERE A RUBRIC THAT HAD BEEN USED FOR THE APPLICANTS? FOR ONE HUNDRED TWENTY APPLICANTS? WE HAD A RUBRIC YES.
SO YES, THERE'S A SELECTION RUBRIC THAT WAS USED.
OK, ARE WE GOING TO GIVE THAT NOTIFY PEOPLE NEXT TIME THAT WHAT OUR CRITERIA IS LIKE IF THEY WERE, YOU KNOW, TO DO SOME MORE COMMUNITY WORK OR SOMETHING LIKE THAT TO BE, YOU KNOW, PUT ON HIGHER ON THE LIST OR SOMETHING TO BE ACCEPTED? I'M NOT SURE. I DON'T KNOW IF SUPERINTENDENT BONSER, IF YOU HAVE ANYTHING TO ADD.
WE TALKED ABOUT, YOU KNOW, ENCOURAGING THEM.
AND IN THIS PARTICULAR CASE, WE HAVE PEOPLE OF ALL WALKS OF LIFE.
SO THE LEADERSHIP AND INVOLVEMENT IN THE COMMUNITY MAY NOT HAVE BEEN THE PRIORITY.
IT'S A GOOD SPAN OF IT'S A REALLY GOOD CROSS-SECTION OF FOLKS.
SO I DON'T KNOW IF YOU HAD ANYTHING TO ADD TO THAT.
WELL, AND WHAT WE TRIED TO DO WAS BALANCE BECAUSE WE WANTED REPRESENTATION FROM YOU KNOW YOU WANT ALL KINDS OF BALANCE WITHIN THE GROUP.
SO YOU WANT SOME WHO ARE MORE ACTIVELY INVOLVED AND MAYBE SOME WHO ARE NOT AS ACTIVELY INVOLVED. WE HAD COMMUNITY AND BUSINESS PEOPLE.
WE HAD PARENTS WE HAD WE ACTUALLY HAD A COUPLE OF EMPLOYEES, BUT THIS PROGRAM WAS NOT FOR THEM. AND SO WE PROBABLY HAVE TO GET CLEAR ABOUT THAT.
YOU KNOW, THAT THAT'S NOT AN OPPORTUNITY FOR OUR STAFF.
THIS IS AN OPPORTUNITY FOR PARENTS AND COMMUNITY MEMBERS TO ENGAGE IN WORKING WITH THE DISTRICT. AND I WOULD SAY KIND OF THE WAY THE RUBRIC FOLLOWED IS WE DID ASK FOR PEOPLE TO PROVIDE INFORMATION TO US BASED ON COMMUNITY ENGAGEMENT, WHY THEY WANTED TO BE INVOLVED AND A VARIETY OF DIFFERENT WAYS OF ASKING WHAT THEIR INTEREST IS AND WHAT THEY HAVE DONE IN THE COMMUNITY OR WHAT THEY WOULD LIKE TO DO.
AND SO THOSE APPLICATIONS VARIED GREATLY.
SOME GAVE MORE INFORMATION, MAYBE SOME GAVE A LITTLE LESS INFORMATION.
AND SO I WOULD GUESS I WOULD SAY PROBABLY ONE OF THE THINGS I WOULD WANT US TO MAKE SURE WE INCLUDE ON THE NEXT TIME IS TO BE THOROUGH.
BECAUSE IF YOU ONLY GIVE ONE SENTENCE AND MAYBE SOMEBODY ELSE GAVE A PARAGRAPH OR TWO AND ATTACHED, YOU KNOW, YOU JUST GET A DIFFERENT LEVEL OF INFORMATION WITH THE APPLICATION SO WE CAN ENCOURAGE PEOPLE TO BE THOROUGH, I THINK THAT WOULD PROBABLY BE HELPFUL.
OK, THANK YOU. GOOD QUESTION. I APPRECIATE WHAT YOU SAID BECAUSE GOING BACK TO THE STAFF PIECE, THE STAFF MEMBERS WHO OUR SCHOOL PR LIAISONS ARE GOING TO HAVE A REALLY GREAT TRAINING THEY'RE GOING TO DO AN AMBASSADOR TRAINING THIS YEAR.
AND WE INVITED THE STAFF MEMBERS WHO APPLIED TO COME AND JOIN US.
SO, YOU KNOW, EVEN THOUGH THEY'RE NOT THEIR SCHOOL PR LIAISON, THEY'LL GET THAT LEADERSHIP AND AMBASSADOR TRAINING FROM THE FRIENDS OF TEXAS PUBLIC SCHOOLS, I THINK, IS THE NAME OF THE GROUP. SO WE'RE REALLY EXCITED TO OFFER THAT.
AND THEN, YOU KNOW, THE CROSS SECTION AND THINKING ABOUT THAT, WE HAVE TWO OF WHO ARE VOLUNTEERS, PARENTS WHO ARE SPANISH LANGUAGE ONLY SPEAKERS, AND WE ARE REALLY LUCKY TO HAVE FOLKS IN THE DISTRICT WHO ARE HELPING US OUT WITH, YOU KNOW, THEY'RE GOING TO HAVE SOMEBODY WITH THEM ALL DAY WHO'S GOING TO HELP INTERPRET WHAT'S HAPPENING.
AND WE HAVE WE'RE TRYING TO GET OUR PRESENTATIONS AS FAR IN ADVANCE AS POSSIBLE.
THEY'RE GOING TO HAVE THEIR OWN DIGITAL DEVICE THAT WILL HAVE THE PRESENTATIONS AND THE WEBSITES THAT WE REFERENCE ALREADY IN SPANISH.
SO I'M REALLY EXCITED ABOUT THAT.
SO WE'LL BE ABLE TO TELL YOU MORE ABOUT HOW THAT WORKS OR YOU'LL BE ABLE TO MEET THEM YOURSELF ON MONDAY.
SO THANK YOU AND I WANT TO THANK THE BOARD, TOO FOR YOUR INPUT.
I KNOW THAT WHEN WE WERE BUILDING THE APPLICATION, YOU GUYS GAVE SOME PRETTY, SOME MORE THOROUGH THAN OTHERS INPUT ON THE ACTUAL APPLICATION ITSELF.
AND SO WE TOOK EVERYTHING TO HEART THAT YOU GUYS TOLD US AND PUT IT INTO THAT APPLICATION . LESLEY I HAVE ONE QUESTION.
WILL, THERE BE A POSSIBILITY IN THE FUTURE, LIKE EACH BOARD MEMBER CAN RECOMMEND ONE.
LIKE, WHAT WE DO WITH THE CITIZENS COMMITTEE? YEAH, I THINK THAT'S THE BOARD ADVISORY COMMITTEE AND MAYBE IT WORKS THERE.
I DON'T KNOW THAT THERE'S A PLAN THAT WOULDN'T BE UP TO ME NECESSARILY, BUT I DON'T THINK THAT'S PART OF THE PLAN RIGHT NOW THAT THERE WOULD BE A BOARD RECOMMENDATION.
I THINK THE SELECTION PROCESS WOULD CONTINUE TO BE SIMILAR.
YEAH, THERE WERE SEVERAL PEOPLE THAT ASKED ME TO DO A RECOMMENDATION LETTER FOR SOME PEOPLE SUBMITTED LETTERS OF RECOMMENDATION WITH IT.
[01:30:02]
THIS IS A PROCESS THAT'S BY APPLICATION, NOT BY APPOINTMENT, THAT I FEEL THERE AREN'T THINGS I SAY VERY OFTEN THAT I FEEL STRONGLY ABOUT.BUT PEOPLE SHOULD HAVE TO APPLY AND BE GIVEN EQUAL OPPORTUNITY AND WE APPOINT TO BOARD ADVISORY COMMITTEES. BUT THAT IS NOT WHAT THIS IS.
THIS IS AN ADMINISTRATIVE PROGRAM TO TEACH OUR COMMUNITY AND OUR PARENTS ABOUT THE SCHOOL DISTRICT. SO IT IS NOT AN APPOINTMENT.
OK, I UNDERSTAND THAT, AND LESLEY, I JUST WANTED TO SAY THANK YOU, I KNOW THIS HAS BEEN YEARS IN THE MAKING TO COME UP WITH THIS AND I'VE BEEN VERY EXCITED ABOUT IT.
I KNOW DAVID HAS TOO AND YOU KNOW, WE'RE JUST REALLY THRILLED TO SEE HOW THIS COMES OUT BECAUSE THERE'S SO MUCH INFORMATION THAT HAPPENS TO BE FLOATING THROUGH THE COMMUNITY, AND IF WE CAN GET IT INTO THE RIGHT HANDS AND DELIVERED IN THE RIGHT WAY, I THINK THIS IS A GREAT VEHICLE FOR THE POSITIVE MESSAGES, FOR WHAT WONDERFUL THINGS ARE HAPPENING IN THIS DISTRICT. SO THANK YOU FOR DOING THIS.
THANK YOU. AND THE CONVERSATION I HAD WITH SEVERAL OTHER PEOPLE FROM OTHER SCHOOL DISTRICTS, MANY OF THEM HAVE A PROGRAM THAT'S LIKE THIS.
BUT I THINK WE'VE LEAPED SEVERAL BARS AHEAD IN TERMS OF THE QUALITY, IT SOUNDS LIKE YOU'RE PUTTING TOGETHER FOR THIS.
WORK OUT ON THIS SO. [INAUDIBLE].
I JUST NOT ON THIS PROGRAM, ALTHOUGH A LITTLE BIT RELATED BUT I JUST WANTED TO SAY, GOING BACK TO THE BEGINNING OF THE PRESENTATION, I'M REALLY EXCITED TO SEE THESE OPPORTUNITIES FOR OUR STUDENTS TO WORK WITH THE VIDEO TEAM AND WORK WITH THE MEDIA TEAM AND BUILD A PORTFOLIO. BECAUSE SIMILARLY, LIKE WE WERE TALKING EARLIER WITH OUR CORPORATE PARTNERS, THE INTERNSHIPS AND THE MENTORSHIP IS SO IMPORTANT IN STEM.
BUT BEING ABLE TO BUILD A PORTFOLIO IS THAT A PIECE AND THE STEAM YOU KNOW, AND THAT'S REALLY CRITICAL TO THE SUCCESS OF THOSE STUDENTS.
AND I'M WONDERING WITH THIS LEADERSHIP AMBASSADOR PROGRAM IF THERE'S BEEN ANY CONTEMPLATION OF ACCEPTING A COUPLE OF SENIOR HIGH STUDENTS AND MAYBE HAVING SOME STUDENTS IN THIS GROUP? IF IT WOULDN'T INTERFERE WITH THEIR REGULAR CURRICULUM, OF COURSE.
YEAH. WE HAVE NOT THOUGHT ABOUT INCLUDING STUDENTS IN THIS.
WE HAVE THE SUPERINTENDENT STUDENT ADVISORY GROUP THAT HAS STUDENTS APPOINTED FROM EACH ONE OF THE SENIOR HIGH CAMPUSES THAT COMES TO VISIT WITH US MONTHLY AND WE SOLICIT INPUT FROM THEM ON A REGULAR BASIS ON THINGS THAT ARE HAPPENING IN THE DISTRICT.
EACH DEPARTMENT PRESENTS TO THAT GROUP, SO THEY GET A SLIGHTLY DIFFERENT VERSION, DOESN'T PULL THEM OUT OF SCHOOL QUITE SO MUCH TIME.
SO RIGHT NOW, WE HAVE NOT INCLUDED STUDENTS AND BASED ON THE NUMBER OF GROWNUPS THAT WERE INTERESTED. YOU KNOW, I WOULD THINK MY NEXT GUESS WOULD BE WHEN WE GO THROUGH WITH TWENTY SIX AND WE SEE HOW WE CAN ACCOMMODATE THAT NUMBER IS CAN WE TAKE MORE THAN TWENTY SIX GROWN UPS BEFORE WE START PULLING KIDS OFF CAMPUS? I JUST THINK WE WOULD CONSIDER THAT.
YEAH, WE HAVE TALKED ABOUT HAVING SOME SORT OF STUDENT COMPONENT IN EVERY GROUP, SO OR EVERY CLASS.
SO MAYBE OR SESSION, THAT'S THE RIGHT WORD.
BUT MAYBE THOSE STUDENT ADVISORY STUDENTS MIGHT BE ABLE TO, EVEN IF THEY ZOOMED IN AND PARTICIPATED IN SOME WAY.
BUT WE DO WANT TO HAVE STUDENTS STILL BE A PART OF EVERY.
I'M GOING TO TURN IT OVER TO DR.
GOBER. AND IF YOU DON'T MIND, CAN YOU BE THE CLICKER.
OH, WELL, SPEAKING OF WONDERFUL THINGS GOING ON IN THE DISTRICT, WE HAD OUR ANNUAL BACK TO SCHOOL FAIR ON AUGUST 3RD AT CLARK STADIUM.
I'M MENTIONING THAT BECAUSE IN THE YEARS PREVIOUS, WE HAD IT AT VARIOUS CAMPUSES, MOST NOTABLY LIKE AT WILLIAMS HIGH SCHOOL LAST YEAR, AND WE MESSED UP TRAFFIC ON THE EAST SIDE AND GOT IN TROUBLE WITH THE POLICE.
SO ANYWAYS, WE MOVED IT TO CLARK STADIUM AND IT WAS A MUCH BETTER VENUE, EASIER FOR TRAFFIC FLOW AND EVERYTHING ELSE.
AND I DO KNOW THAT MANY OF OUR BOARD MEMBERS WERE EITHER THERE VOLUNTEERING OR TRYING TO GET THERE, BUT YOU GOT SORT OF CAUGHT IN THE TRAFFIC AND SO WE'LL WORK ON GETTING SOME KIND OF FAST PASS FOR NEXT YEAR.
WE HAD TWENTY FIVE HUNDRED BACKPACKS, A THOUSAND BOXES OF FOOD THANKS TO MINNIES AND LOVEPACKS WE HAD TONS OF VOLUNTEERS, TONS OF JUST GREAT INTERACTION WITH OUR FAMILIES.
AND I WANT TO MAKE SURE WE GIVE SOME SHOUT OUTS TO EDUCATION FOUNDATION, T-MOBILE, OFFICE DEPOT AND, OF COURSE, MINNIES AND LOVEPACKS.
IT WAS SO FUN TO HAND STUFF OUT, AND A LOT OF THE PARENTS BROUGHT THEIR KIDS WITH THEM.
[01:35:02]
AND JUST BEING ABLE TO SEE THESE, LIKE SMILING KIDS EXCITED TO GET THEIR BACKPACKS WHICH IS JUST SORT OF A WONDERFUL EXPERIENCE.AND I'M SURE MY FELLOW TRUSTEES WHO WERE THERE WOULD ECHO THAT.
BUT SEEING THE SMILING KIDS WAS JUST A WONDERFUL EXPERIENCE IN AND OF ITSELF.
GOBER, THAT YOU HANDLED THE TRAFFIC VERY WELL BECAUSE THERE WAS A GREAT DEAL OF CARS THERE. AND SO YOU KNOW, THE PLANNING, YOU KNOW, THE COLLECTION OF ALL THE SUPPLIES, YOU KNOW, BACKPACKS AND EVERYTHING.
I THINK YOUR DEPARTMENT DID A REALLY GOOD JOB.
WELL, ON THAT NOTE, I WANT TO MAKE SURE WE GIVE PROPER CREDIT TO WHO IT'S DUE.
AND THAT'S SHARON BRADLEY AND JAMES THOMAS WORKING WITH EDUCATION FOUNDATION AND OUR SAFETY SECURITY TEAM AND THE PLANO POLICE DEPARTMENT AND EVERYBODY ELSE.
AND HERE ARE SOME PHOTOS FROM THAT EVENT.
TRUSTEE POWELL. WE GOT A PICTURE OF YOU THERE AND THE SEA OF BACKPACKS THERE BEHIND YOU, AND IT WAS JUST A GREAT EVENT FOR EVERYBODY.
THIS SUMMER WAS A BIG DEAL FOR AT LEAST THIS DEPARTMENT AND OUR REALLY OUR WHOLE SCHOOL DISTRICT BECAUSE WE BEGAN OUR FIRST WELCOME AND ENROLLMENT CENTER.
AS YOU KNOW, WE DID SOME CONVERSION OF OUR DAPS AND WITH THAT OPENED UP THE ENTIRE BIRD BUILDING AND WE TOOK PART OF THAT BUILDING THE NORTH SIDE OF THAT BUILDING AND TURNED IT INTO A WELCOME AND ENROLLMENT CENTER, OFFICIALLY OPENING ON JULY 26TH.
IMMEDIATELY WHEN WE OPENED, THE DOORS WERE THERE WERE LINES OUTSIDE THE DOOR AND WE REALLY WERE PEAKING AT ABOUT 170 FAMILIES PER DAY, WHICH WAS A LOT MORE THAN WE COULD HANDLE.
BUT IT SHOWED THE NEED, THOUGH.
SO THE ENROLLMENT CENTER, FIRST OF ALL, WE SERVICE FAMILIES AND THAT COME IN TO US, YOU KNOW, THROUGH THE DOOR, FACE TO FACE.
WE ALSO SERVICE THEM THROUGH EMAILS OR VOICEMAILS OR ANY KIND OF COMMUNICATION THAT WE GET TO OUR DISTRICT, THE TYPE OF SERVICES WE OFFER.
THERE ARE, OF COURSE, ANY AND ALL THINGS ASSOCIATED WITH ENROLLMENT TRANSFERS.
ANY KIND OF TRANSLATION NEEDS THAT THEY MAY HAVE ANY KIND OF WRAPAROUND SERVICES OR SUPPORT THAT THEY MAY NEED.
AND OF COURSE, WE HAVE OUR HOMELESS LIAISON SUPPORT AND SOCIAL WORKERS THERE TO HELP AS WELL. THIS YEAR WAS OUR FIRST YEAR USING ONLINE ENROLLMENT, SO IT WAS CHALLENGES FOR ALL, INCLUDING SOME OF US HERE ON THE DAIS.
BUT WE WORKED THROUGH IT AND TWEAKED SOME THINGS, AND WE'RE LOOKING FORWARD TO CONTINUING WITH THAT AS WE MOVE ON AND I'LL HAVE MR. TANNER GIVE US SOME UPDATES ON THE ONLINE SYSTEM.
AS COURTNEY SAID, WE SPENT THE BULK OF THE SUMMER WORKING TOWARDS SUPPORTING ALL OF OUR ONLINE ENROLLMENT SYSTEMS INTO PLAY.
THIS YEAR WAS THE FIRST YEAR THAT WE WERE ABLE TO DO EVERYONE FROM PRE-K THROUGH 12TH GRADE IN SOME TYPE OF ONLINE ENROLLMENT FASHION.
SO WE CONTINUED ON WITH A PREVIOUS PROGRAM THAT WE HAD WITH THE LASERFICHE ONLINE ENROLLMENT FOR OUR PRE-K STUDENTS.
THAT PROGRAM KICKED OFF BACK IN MARCH OF THIS YEAR, AND WE CONTINUED ON THROUGHOUT THE SUMMER WITH OUR ENROLLMENT PROCESSES.
ON JUNE 28TH, WE OPENED UP OUR TEAM'S ONLINE ENROLLMENT.
THIS IS THE FIRST YEAR FOR THAT, BEGINNING WITH OUR KINDERGARTNERS THROUGH 12TH GRADE.
THEY ALL COMPLETED THEIR ENROLLMENT THROUGH THE TEAM'S ONLINE ENROLLMENT SYSTEM.
AND THEN TOWARDS THE END OF JULY, WE OPENED UP OUR PARENT PORTAL, WHICH IS OUR REGISTRATION FORMAT FOR OUR RETURNING STUDENTS.
ALL OF THESE PLATFORMS PLAY INTO WHAT DR.
GOBER WAS JUST TALKING ABOUT WITH HIS ONLINE ENROLLMENT CENTER, AND ALL OF THIS PLAYED DIRECTLY INTO THE HEAVY LIFTING THAT THEY WERE RESPONSIBLE TO TRY AND PROCESS AND GET THESE STUDENTS ENROLLED IN TIME AND READY FOR THE START OF SCHOOL.
SO FROM THAT, WE HAVE SOME NUMBERS THAT ARE KIND OF TO COMPARE FROM LAST YEAR TO THIS YEAR WHAT OUR ENROLLMENT NUMBERS WERE LOOKING LIKE.
AS YOU CAN SEE FROM THE KINDERGARTEN ENROLLMENT UP JUST SLIGHTLY FROM THE 3212 WE HAD JUST A YEAR AGO, NEW AND ENROLLED TO PLANO ISD THIS YEAR WAS JUST SHORT OF 6500 STUDENTS COMING NEW INTO THE DISTRICT AND THEN RETURNING STUDENTS DROPPED JUST SLIGHTLY 1800 INTER-DISTRICT TRANSFERS.
AND THEN WE HAVE ABOUT JUST SHORT OF 2400 STUDENTS THAT HAVE PARTICIPATED IN OUR PARENT LED VIRTUAL OPTION, WHICH BRINGS OUR TOTAL ENROLLMENT TO 49,306.
[01:40:07]
WITH A LOT OF THESE, ALL OF THESE WERE PROCESSED OVER THE SUMMER AND INTO THE START OF THE SCHOOL YEAR THROUGH OUR ONLINE ENROLLMENT SYSTEMS, AND WE WILL CONTINUE TO INTEGRATE THESE SYSTEMS AS WE MOVE THROUGH THE SCHOOL YEAR.RIGHT NOW, OUR REGISTRATION IS STILL SEPARATE FROM THE ONLINE ENROLLMENT FORMAT, SO WE'RE LOOKING AT WAYS THAT WE CAN CONSOLIDATE THOSE TECHNOLOGIES AS WELL AND KIND OF JUST FULLY INTEGRATE OUR SYSTEMS AS WE MOVE FORWARD.
PATRICK, CAN I ASK A QUESTION? YES. WITH THE NEW ENROLLED PISD STUDENTS, DO WE TAKE A QUESTION IF THEY ENROLLED FROM THEY MOVED IN OR WHERE THEY COMING FROM PRIVATE SCHOOL, CHARTER SCHOOL OR HOME SCHOOL? DID WE FIND DID WE ASK SPECIFIC QUESTIONS LIKE THAT OF WHERE THEY CAME FROM, WHAT SCHOOL? I DON'T THINK WE HAVE THAT AS PART OF THE ENROLLMENT LOOKING FOR WHERE THOSE STUDENTS CAME FROM.
JUST THE STANDARD FORMS THAT WE HAVE FOR THAT ENROLLMENT PIECE.
OKAY. SO I'VE GOT A QUESTION ABOUT THE KINDERGARTEN ENROLLMENT NUMBERS BECAUSE THEY'RE PRETTY FLAT YEAR OVER YEAR.
AND I THINK WE ALL THOUGHT LAST YEAR WE WERE GOING TO HAVE LOWER NUMBERS BECAUSE WE ANTICIPATED PARENTS HOLDING THEIR KIDS BACK.
THE ENROLLMENT THIS YEAR DO WE HAVE AGES WHERE KIDS ARE MAYBE ACTUALLY A YEAR OLDER THAN THEY SHOULD BE STARTING KINDERGARTEN BECAUSE THOSE PARENTS DID HOLD THEM BACK? OR ARE WE SEEING KIND OF A JUST STANDARD YEAR OVER YEAR? AND IF Y'ALL? THAT'S PRETTY DEEP DIVE QUESTION.
IF YOU DON'T KNOW THE ANSWER TO THAT, I DON'T BLAME YOU.
BUT I JUST WAS CURIOUS ABOUT THAT BECAUSE I THINK WE ALL THOUGHT LAST YEAR KINDERGARTEN WOULD BE SMALLER BECAUSE PEOPLE WOULD KEEP THEIR KIDS AT HOME.
RIGHT? WE DID NOT LOOK AT THE DATA SPECIFICALLY FROM THAT STANDPOINT.
I'M SURE THAT'S SOMETHING WE CAN INVESTIGATE AND SEE WHAT THE COMPARISON IS, [INAUDIBLE].
NO, WE HAVEN'T DEEP DUG INTO THAT.
THAT IS, I MEAN, WE DID TALK ABOUT WE THOUGHT WE WERE GOING TO HAVE A REALLY LARGE KINDERGARTEN THIS YEAR.
I MEAN, JUST LIKE YOU STATED, BUT LET US SPEND SOME TIME DIGGING INTO THAT AND SEE IF THAT DID HAPPEN. YEAH.
YOU KNOW, I THINK WE'VE BEEN IN TERMS OF OUR ENROLLMENT NUMBERS.
WHAT WE'VE ANTICIPATED IS, YOU KNOW, OUR INCOMING CLASSES ARE SMALLER THAN OUR OUTGOING CLASSES, WHICH IS WHY OUR TOTAL NUMBER IS GOING DOWN.
BUT YEAR OVER YEAR, EVEN WITH A COVID YEAR AND WHAT WE ALL THOUGHT WAS A COME BACK TO SCHOOL FROM COVID, WE'RE STILL FAIRLY, YOU KNOW, STEADY AT THIRTY TWO HUNDRED AND CHANGE.
WHEN YOU LOOK AT THAT DATA, WOULD YOU ALSO LOOK AT THE SIZE OF KINDERGARTEN LAST YEAR TO THE SIZE OF FIRST GRADE THIS YEAR? THIS IS ACTUALLY THE AGE OF MY CHILD, AND A LOT OF HIS PRE-K FRIENDS STAYED IN PRIVATE KINDERGARTEN, BUT THEN MOVED TO PUBLIC FIRST GRADE BEGINNING THIS YEAR.
SO WHEN YOU LOOK AT THAT DATA, I'M CURIOUS ABOUT THAT GROUP ALSO IN TERMS OF IF WE'RE NOT SEEING PARENTS HAVING HELD THEIR KIDS BACK A YEAR, BUT WE'RE SEEING AN INCREASE IN THE FIRST GRADE CLASS.
GOOD. SO AS WE CONTINUE, WE JUST KIND OF PULL SOME OF THE REGISTRATION FACTS AS A RESULT OF IMPLEMENTING SOME OF THESE NEW SYSTEMS FOR THE START OF THIS SCHOOL YEAR.
LOOKING AT THE TOTAL NUMBER OF ONLINE APPLICATIONS PROCESSED FOR PRE-K WAS 2900 APPLICATIONS FOR THAT 5800 ONLINE APPLICATIONS PROCESSED FOR OUR NEW ENROLLED STUDENTS TO THE DISTRICT THIS YEAR.
AS WE LOOK AT THE NUMBERS FOR OUR RETURNING PARENTS AND HOW THEY WERE REGISTERING THEIR STUDENTS FOR THE START OF THE SCHOOL YEAR, WE COUNTED OVER 3100 PARENT PORTAL LOG INS TO CONDUCT BUSINESS OF SOME SORT WITH THE REGISTRATION PROCESS.
45,000 EMERGENCY CARDS COMPLETED AND OVER 13,000 CREDIT CARD TRANSACTIONS THAT EQUATED TO OVER 280,000 DOLLARS IN FEES AND OTHER BUSINESSES THAT WERE CONDUCTED THIS YEAR.
OK. GOING BACK TO WHAT DAVID ASKED A MINUTE AGO.
AND THAT'S A LIMITED PRE-K, RIGHT, I MEAN THAT PRE-K IS FOR [INAUDIBLE] AND THOSE WITH SPECIAL NEEDS, THAT'S NOT MUCH DIFFERENT FROM OUR KINDERGARTEN NUMBERS, SO DOES THAT MEAN WE CAN BE PROJECTING THE NEXT YEAR'S KINDERGARTEN? I MEAN, IS THERE SOMETHING THERE TO THINK ABOUT? THIS PRE-K APPLICATIONS PROCESS, DOES THAT MEAN IT'S THE SAME AS THOSE WHO WERE ACCEPTED INTO THE PROGRAM? BECAUSE THAT IS THE ELIGIBILITY, YOU KNOW, THROUGH LANGUAGE OR SPECIAL NEEDS OR
[01:45:04]
I DON'T KNOW THAT THAT'S RIGHT. OK. NOT NECESSARILY.ALL OF THOSE WERE MET THE CRITERIA.
THANK YOU. WOULD THIS INCLUDE PRE-K, THREE YEAR OLDS AND PRE-K FOUR YEAR OLDS IN THIS TOTAL? IS IT TWO YEAR OR ONE YEAR? MOST OF THEM ARE FOUR YEAR OLDS.
THERE ARE SOME THREE YEAR OLDS, AND WE CAN PUT THAT IN A FUTURE BOARD UPDATE.
AND THEN JUST KIND OF JUST TYPICAL.
AND USUALLY OUR KINDERGARTEN OR PRE-K STUDENTS END UP BEING ABOUT A THIRD OF OUR KINDERGARTEN CLASS OR SO.
THAT'S BEEN KIND OF THE TREND, BUT WE CAN CERTAINLY PUT THAT IN A FUTURE BOARD UPDATE OR BRING THAT IN A FEATURE PRESENTATION.
PATRICK, CAN YOU PASS THAT DOWN TO ME? OH, YOU GOT MORE? OKAY.
ANOTHER ITEM THAT WE SPENT A LOT OF TIME ON OVER THE SUMMER WAS COLLECTING BACK IN CHROMEBOOKS THAT WERE HANDED OUT OVER THE PREVIOUS YEAR AND PERFORMING MAINTENANCE ON THOSE DEVICES AND GETTING THEM READY.
FIRST OF ALL, FOR SUMMER SCHOOL AND THEN GETTING THEM READY FOR START OF SCHOOL THIS YEAR . AS PART OF THE ONLINE ENROLLMENT PROCESS, BOTH FOR ONLINE ENROLLMENTS AS WELL AS RETURNING STUDENTS THAT WERE REGISTERING.
YOU KNOW, WE WERE VERY CAREFUL TO ASK QUESTIONS ABOUT SPECIFICALLY WHAT TECHNOLOGIES PARENTS HAD ACCESS TO AT HOME AND WHETHER OR NOT THEY WOULD NEED ACCESS TO THAT TECHNOLOGY GOING INTO THE SCHOOL YEAR.
WITH THAT, WITH THOSE QUESTIONS BEING ASKED DURING ENROLLMENT AND REGISTRATION PROCESS, WE HAD 17,500 REQUESTS FOR CHROMEBOOKS AND THEN ANOTHER 3000 REQUESTS FOR HOTSPOTS . AT THE CURRENT TIME WE FOCUSED FIRST ON THOSE STUDENTS THAT WERE PARTICIPATING IN THE PARENT LED OPTION TO MAKE SURE THAT WE HAD DEVICES HANDED OUT TO THOSE.
AND THE CAMPUSES RIGHT NOW ARE CONTINUING TO DISTRIBUTE OUT THESE 17,000 DEVICES FOR REQUESTS AS THEY SCHEDULE PLACES AND TIMES FOR PICKUPS FOR THESE STUDENTS.
AND EVEN THOUGH WE ASKED THIS QUESTION SPECIFICALLY ABOUT WHO NEEDED ACCESS, ANYONE IS ALLOWED TO REQUEST AND CHECK OUT A DEVICE IF THEY SO CHOOSE TO DO SO BECAUSE THEY NEED ONE AT HOME. BUT THIS WAS THE RESPONSE SPECIFICALLY TO THE QUESTIONS WE ASKED DURING THE ENROLLMENT PROCESS.
AND DO WE, PATRICK, DO WE HAVE WITH OUR CHROMEBOOKS DID WE GET MOST OF OUR CHROMEBOOKS RETURN TO US FROM LAST YEAR? WE DID NOT WITHOUT SOME CASUALTIES ALONG THE WAY.
CERTAINLY A LOT OF DEVICES NEEDED TO BE REPAIRED OR REPLACED BECAUSE EITHER THEY WERE END OF LIFE OR JUST THE AGE OF IT.
IT WASN'T GOING TO BE A GOOD USER EXPERIENCE IF WE HANDED THOSE BACK OUT.
SO YES, BY AND LARGE, WE DID RECEIVE BACK OUR DEVICES.
A LOT OF THEM WE'VE ALREADY BEGUN TO PROCESS AND REPLACE THEM WITH NEW DEVICES.
I THINK WE ORDERED SOMEWHERE ALONG THE MAGNITUDE OF ABOUT 4000 ADDITIONAL DEVICES TO KIND OF HELP OUT WITH THAT PROCESS.
PATRICK, I REMEMBER WE DEBATED WHETHER WE'RE GOING TO BUY INSURANCE FOR THOSE DEVICES, SO WE DIDN'T IN THE END.
SO I JUST WONDERED, IS THAT A GOOD DECISION? LOOKING BACK.
GIVEN THE AGE OF THOSE DEVICES, I DON'T THINK IT WOULD HAVE BEEN A GOOD COST TO SPEND THE MONEY ON THE INSURANCE FOR IT.
THERE JUST WASN'T ENOUGH VALUE IN THE DEVICES THAT WE HAD TO JUSTIFY THAT COST FOR IT.
AND SO RIGHT NOW, A COUPLE OF THINGS THAT WE'VE DONE, WE DID HAVE FUNDS THAT WERE STILL AVAILABLE THAT WERE BOND FUNDS, THAT WE PURCHASED ADDITIONAL DEVICES.
ANOTHER THING THAT WE'RE ATTEMPTING TO DO RIGHT NOW IS UTILIZE EMERGENCY CONNECTIVITY FUNDS AS PART OF THAT PROGRAM.
WE'RE USING THE DATA THAT WE COLLECTED DURING THE ENROLLMENT PROCESS TO JUSTIFY THE NEED TO TAKE ADVANTAGE OF THAT PROGRAM.
THANK YOU. GOOD. SO, PATRICK, I JUST WANT TO COMMEND YOU BECAUSE WE HAD A CONVERSATION IN THIS BOARDROOM ABOUT FOUR MONTHS AGO AND YOU EXPLAINED WHAT HAD TO HAPPEN OVER THE SUMMER TO GET THESE DEVICES BACK, TO GET THEM CLEANED UP, TO GET THEM READY TO GO BACK OUT.
AND WHEN YOU WENT THROUGH THE PROCESS AND SAID THAT'S WHAT YOU WERE GOING TO DO OVER THE SUMMER, I ASKED WHAT ARMY WERE YOU GOING TO HIRE TO DO IT? BECAUSE I CAN'T BELIEVE THAT YOU WERE GOING TO DO IT AND YOU NOT ONLY WERE GOING TO YOU DID. AND IN AN UNFORESEEN REEMERGENCE OF A PANDEMIC, YOU WERE STILL ABLE TO GET THESE HOTSPOTS OUT, THESE CHROMEBOOK'S OUT, SO KUDOS TO YOU AND YOUR TEAM AND FOR
[01:50:01]
EVERYBODY ELSE IN COORDINATION FOR MAKING THIS HAPPEN IN SUCH A UNIQUE ENVIRONMENT.WELL, IT'S STILL A WORK IN PROGRESS, BUT WE'RE MAKING IT HAPPEN, SO WE APPRECIATE THAT.
ARE YOU SURE YOU DON'T WANT ANOTHER ONE? OH, NO, NO. [LAUGHTER] OK.
ALL RIGHT. SO NOW THAT STUDENTS ARE BACK AND IN PERSON, THEY'RE MAKING MUSIC AND THEY ARE PRODUCING SHOWS AND ATTENDING SPEECH TOURNAMENTS AND CREATING LOTS OF ART.
AND OUR PROGRAM DIRECTORS AND TEACHERS ARE REPORTING THAT KIDS ARE REALLY HAPPY TO BE BACK TOGETHER AND THAT THEY ARE DOING WHAT THEY LOVE.
SO AS YOU CAN SEE BY THE DATA, WE HAVE AN AMAZING AMOUNT OF STUDENTS ENGAGED IN OUR FINE ARTS CURRICULUM AROUND THE DISTRICT.
FROM 7TH TO 12TH GRADE, I PUT SEVENTH TO 12TH BECAUSE THEY CHOOSE THOSE YOU KNOW, IN 6TH GRADE, THEY ARE REQUIRED TO TAKE A MUSIC.
BUT WHEN THEY HIT 7TH GRADE, THEY GET TO MAKE SOME CHOICES.
AND SO IT'S PRETTY IMPRESSIVE THAT WE HAVE THE MAJORITY OF OUR SECONDARY STUDENTS CONTINUING TO ENGAGE IN FINE ARTS CURRICULUM ALL THE WAY THROUGH THEIR EDUCATION HERE IN PLANO. CAN YOU EXPLAIN QUICKLY ABOUT THE ART, THE NUMBER OF EIGHT THOUSAND SEVEN HUNDRED AND SEVENTY ONE? HOW DID YOU GET THAT NUMBER? THAT'S THE NUMBER OF STUDENTS ENROLLED IN AN ART COURSE IN 7TH THROUGH 12TH GRADE.
OK. AND IT'S NOT REQUIRED IT'S AN ELECTIVE.
OK. SO SOME OTHER HONORABLE MENTIONS IN FINE ARTS DEPARTMENT THAT WE CERTAINLY WANT TO CELEBRATE. WE HAVE TWO CHOIRS PLANO EAST CHAMBER CHOIR AND RENNER TREBLE CHOIR, WHO ARE GOING TO BE PERFORMING AT THE TMEA CONFERENCE THIS SCHOOL YEAR.
WE HAVE OUR PLANO WEST SENIOR HIGH JAZZ ENSEMBLE WHO'VE BEEN INVITED TO PERFORM AT THE JAZZ EDUCATORS NETWORK NATIONAL CONFERENCE IN DALLAS THIS FALL.
AND THEN, MOST RECENTLY, PLANO ISD WAS NAMED FOR THE SECOND YEAR IN A ROW AS A DISTRICT OF DISTINCTION BY THE TEXAS ART EDUCATORS ASSOCIATION.
GOT TO MENTION LAURA MCNARY, OUR PLANO SENIOR HIGH SCHOOL TECHNICAL DIRECTOR, WAS ALSO NAMED THE TEXAS ELEMENTARY MIDDLE SCHOOL EDUCATOR OF THE YEAR BY THE TEXAS EDUCATIONAL THEATER ASSOCIATION.
AND THESE ARE ALL HONORS THAT HAVE HAPPENED AND BEEN ANNOUNCED LATE IN THE SUMMER OR JUST AT THE BEGINNING OF THE SCHOOL YEAR.
SO IT'S REALLY PROMISING TO SEE WHAT OUR STUDENTS AND OUR TEACHERS ARE GOING TO ACCOMPLISH AS THE SCHOOL YEAR PROGRESSES.
SO ATHLETICS, OUR CAMPUSES AND ATHLETIC DEPARTMENTS HAVE ALSO HAD A LOT OF STUDENT PARTICIPATION IN OUR SPORTS THAT ARE CURRENTLY IN SEASON.
WE HAVE ONE THOUSAND SEVEN HUNDRED AND FIFTY TWO HIGH SCHOOL STUDENTS AT STUDENT ATHLETES AND ONE THOUSAND SEVEN HUNDRED AND FIFTY NINE MIDDLE SCHOOL STUDENT ATHLETES PARTICIPATING IN AN IN-SEASON SPORT RIGHT NOW.
FOOTBALL, TENNIS, VOLLEYBALL AND CROSS COUNTRY HAVE ALL JUST STARTED COMPETING, AND GOLF, SWIMMING AND DIVING WILL BEGIN THEIR TOURNAMENTS AND MEETS RESPECTIVELY LATER THIS MONTH.
OVERALL, OUR ATHLETES TOO ARE VERY HAPPY TO BE COMPETING AND TRAINING IN THE SPORT THAT THEY LOVE.
AND PLANO ISD FANS, INCLUDING ALL YOU GUYS UP HERE, HAVE A LOT OF OPPORTUNITIES AND WE CERTAINLY WELCOME YOU GUYS TO GET OUT THERE AND ATTEND SOME OF THESE EVENTS AND SEE ALL OF OUR STUDENTS IN ACTION.
SWITCHING GEARS TO SOME DISTRICT SERVICES, OUR FANS DEPARTMENT HAS BEEN VERY HARD AT WORK, MAKING SURE THAT OUR STUDENTS ARE FED BREAKFAST AND LUNCH WHILE THEY'RE AT SCHOOL FROM THE VERY FIRST DAY.
PLANO IS TAKING PART IN THE SUMMER SEAMLESS OPTION THAT WAS OFFERED THROUGH USDA, AND THAT PROVIDES FREE BREAKFAST AND LUNCH TO ALL STUDENTS, REGARDLESS OF THEIR SOCIOECONOMIC STATUS FOR THE ENTIRE 21 22 SCHOOL YEAR.
SO MANY OF OUR STUDENTS HAVE BEEN TAKING ADVANTAGE OF THAT OPTION, AND THE FANS DEPARTMENT SERVED OVER EIGHTY FIVE THOUSAND MEALS IN THE FIRST THREE DAYS OF SCHOOL.
AND THE NUMBERS OF THOSE MEALS THAT ARE BEING SERVED DAILY JUST KEEPS RISING AND GETTING STRONG. SO WE'RE VERY HAPPY ABOUT THAT.
WE DO CURRENTLY HAVE ONE HUNDRED AND FORTY NINE ACTIVE CAFETERIA SPECIALISTS, BUT WE ALSO
[01:55:02]
HAVE EIGHTY EIGHT VACANCIES LEFT TO FILL.AND SO WE'RE WORKING REALLY CLOSELY WITH THE HUMAN RESOURCES DEPARTMENT AND WE ARE GOING TO BE HOSTING TWO JOB FAIRS IN PERSON THIS MONTH.
BOTH WILL BE AT WILSON MIDDLE SCHOOL, LIKE I SAID, IN-PERSON FROM 4:30 TO 6:30 ON SEPTEMBER 9TH AND SEPTEMBER 23RD.
AND IT'S OUR HOPE THAT WE'RE GOING TO HAVE A NICE TURNOUT AND WE'RE GOING TO BE ABLE TO FILL SOME OF THOSE VACANCIES QUICKLY.
AS FAR AS OUR TRANSPORTATION DEPARTMENT, THEY ARE CURRENTLY RUNNING TWO HUNDRED AND THREE TOTAL ROUTES.
THAT'S ONE HUNDRED AND THIRTY ONE GENERAL EDUCATION AND SEVENTY TWO SPECIAL EDUCATION ROUTES. WE HAVE A TOTAL OF ELEVEN THOUSAND ONE HUNDRED AND FORTY NINE RIDERS THAT TAKE ADVANTAGE OF THIS SERVICE ON A DAILY BASIS.
CURRENTLY, WE HAVE TWO HUNDRED AND THREE ACTIVE BUS DRIVERS AND TWENTY TWO HIRES IN PROCESS. IF ALL OF THEM COMPLETE THEIR REQUIREMENTS TO BE HIRED, THAT WOULD LEAVE US WITH TWENTY THREE VACANT BUS DRIVER POSITIONS.
AND ADDITIONALLY, WE DO HAVE SIXTY EIGHT ACTIVE BUS ASSISTANTS AND THIRTY SIX VACANT BUS ASSISTANT JOBS.
NOW I HAVE TO TAKE A SECOND AND GIVE KUDOS TO THIS TRANSPORTATION DEPARTMENT, THE ENTIRE TRANSPORTATION DEPARTMENT, BECAUSE NO MATTER WHAT THEIR ROLE IS, WHETHER THEY'RE IN DISPATCH MOTOR POOL OR WORKING IN MAINTENANCE OR EVEN IN ONE OF THEIR LEADERSHIP POSITIONS IN THAT DEPARTMENT, MOST ALL OF THESE EMPLOYEES ARE EITHER DRIVING A BUS OR ACTING AS A BUS ASSISTANT, IN ADDITION TO THEIR DAILY JOB RESPONSIBILITIES FOR BOTH A.M.
AND P.M. ROUTES BECAUSE OF OUR SHORTAGE.
I'M GOING TO INTERRUPT RIGHT THERE.
ANDERSON HERSELF HAS BEEN ON THE BUS AS A BUS ASSISTANT ASSISTANT BRIGHT AND EARLY 5:00 A.M. IN THE MORNING TO HELP OUT.
WELL, AND THERE ARE OTHERS IN THE DISTRICT, TOO.
SOME SITTING IN THIS ROOM THAT ARE GETTING UP AND GOING AND PLAYING BUS ASSISTANT.
IT'S FUN. YOU GUYS WANT TO SIGN UP.
IT DOES MAKE FOR A REALLY LONG DAY FOR THIS DEPARTMENT WHEN THEY ARE THERE PULLING THIS TOGETHER AND WORKING AS ASSISTANTS OR DRIVERS ON BOTH AM AND PM ROUTES.
BUT THEY HAVE REALLY PULLED TOGETHER FOR THE KIDS AND THEY'RE MAKING IT HAPPEN.
SOMETIMES THEY HAVE TO COMBINE ROUTES, SOMETIMES THEY'RE LATE ROUTES, BUT THEY'RE WORKING THROUGH IT, EVEN WITH THOSE STAFF SHORTAGES.
I'M JUST REALLY GRATEFUL ALSO FOR OUR CAMPUSES AND FOR OUR FAMILIES WHO'VE BEEN REALLY FLEXIBLE WITH US.
AND UNDERSTANDING IS THAT WE'VE KIND OF WORKED THROUGH THOSE CHALLENGES.
WE DO. WE HAVE HAD JOB FAIRS FOR BUS DRIVERS, COMBINED WITH OUR FANS DEPARTMENT, BOTH IN PERSON AND VIRTUALLY IN THE PAST.
BUT ONCE AGAIN, WE'RE WORKING REALLY CLOSELY WITH HUMAN RESOURCES AS WELL AS COMMUNICATIONS TO POST THESE VACANCIES ON OUR WEBSITE AND ADVERTISE OUR NEED FOR DRIVERS ANY CHANCE WE GET.
SO IF ANY OF YOU HAVE A CDL, I WANT TO TALK TO YOU.
ALL RIGHT, I'M GOING TO CONTINUE ON IN THE NEW HIRE THEME THIS SUMMER, UP THROUGH LAST WEEK, WHEN WE LAST UPDATED THIS, THE HR TEAM HAD PROCESSED EIGHT HUNDRED AND FORTY NEW HIRES. FOUR HUNDRED AND SIXTY FIVE OF THOSE WERE TEACHERS, NURSES, LIBRARIANS.
AND THEN WE HAD ONE HUNDRED AND SIXTY EIGHT CAMPUS CLASSROOM AND CLERICAL PARAPROFESSIONALS, FOOD SERVICE STAFF, BUS DRIVERS, BUS ASSISTANTS, ALL, ALL KINDS OF NEW HIRES. YOU WANT A JOB? WE HAVE A JOB FOR YOU.
WE ALSO HAVE BEEN ACTIVELY RECRUITING FOR SUBSTITUTES.
WE HAVE ONE THOUSAND NINETY EIGHT ACTIVE SUBSTITUTES IN OUR IN OUR ROLES.
THAT INCLUDES THOSE WHO SERVE AS A SUBSTITUTE OR A GUEST TEACHER.
WHEN WHEN SOMEONE IS OUT, BUT ALSO INCLUDES OUR ARMY OF ADULT TEMPS THAT WILL WORK WITH CAMPUSES AND PROVIDING TUTORING FOR STUDENTS AND THOSE KINDS OF SERVICES.
WE ARE ALWAYS LOOKING FOR MORE SUBSTITUTES TO ADD TO OUR RANKS.
SO I'VE GOT THE WEBSITE UP THERE, THE LINK.
PLEASE, PLEASE CONSIDER APPLYING TO BE A SUBSTITUTE.
SO PROFESSIONAL LEARNING WE THE PROFESSIONAL LEARNING DEPARTMENT, IS EXTREMELY BUSY OVER
[02:00:04]
THE SUMMER MONTHS AND I JUST WANT TO HIT A COUPLE OF THE HIGHLIGHTS.YOU KNOW THIS THIS BOARD MEETING, WE TALKED ABOUT SOME OF OUR GREAT PARTNERS THAT WE'VE HAD BUSINESSES THAT HAVE PARTNERED WITH US.
WE ALSO ENJOY QUITE A BIT OF PARTNERSHIP WHEN WE GET TO OUR PROFESSIONAL LEARNING OPPORTUNITIES. DUE TO A GENEROUS GRANT FROM CAPITAL ONE, WE'VE BEEN ABLE TO SUPPORT FOUR HUNDRED AND SEVEN EDUCATORS IN EARNING THEIR GOOGLE CERTIFIED EDUCATOR CREDENTIALS SINCE LAST OCTOBER.
WE HAVE NOW GOT SIX CERTIFIED GOOGLE TRAINERS, AND EACH LEVEL REQUIRES OVER 15 HOURS OF WORK OR STUDY MODULES AND THEN A THREE HOUR EXAM.
WE FOUND A REAL BOOST IN OUR INTEREST WHEN TEACHERS WERE DOING SO MUCH WITHIN GOOGLE CLASSROOM LAST YEAR, AND THAT ALLOWED US TO INCREASE THESE RANKS OF OUR GOOGLE CERTIFIED EDUCATORS. THEY HAVE TO SHOW NOT JUST PROFICIENCY, BUT EXCEPTIONAL SKILL IN A VARIETY OF GOOGLE TOOLS SUCH AS CLASSROOM DRIVE DOCS AND EVEN MORE.
WE'VE ALSO HAD THIS SUMMER OUR SUMMER INSPIRED TEACHER CONFERENCE.
THIS IS A JOINT EFFORT BETWEEN PROFESSIONAL LEARNING AND ACADEMIC SERVICES.
THIS YEAR IT WAS A VIRTUAL CONFERENCE.
LEARN IN YOUR PAJAMAS, ON YOUR COUCH IN YOUR SHORTS AND T-SHIRT TYPE EVENT.
THIS IS OPEN TO TEACHERS AS WELL AS CAMPUS ADMINISTRATORS.
AS YOU CAN SEE, WE HAD A LARGE PARTICIPATION THIS YEAR AND THEY COULD CHOOSE HOW MANY COURSES THEY TOOK OVER THE FOUR DAYS, SO WE WERE VERY PLEASED WITH THE TURNOUT.
THEN, IN CONJUNCTION WITH THE STAFF, EXCUSE ME, THE STUDENT FAMILY COMMUNITY SERVICES GROUP MULTI-TIERED SYSTEMS OF SUPPORT TRAINING.
THERE WAS A SERIES OF THREE MULTI-DAY SESSIONS SO CAMPUS TEAMS NEEDED TO ATTEND TOGETHER, BUT COULD CHOOSE FROM A COUPLE OF SEVERAL DIFFERENT DATE OPTIONS AND WHAT WORKED WITH THEIR SCHEDULES. WE HAD A GREAT OFFICE PROFESSIONAL WELCOME AND LEARNING DAY.
THIS WAS FOR OUR OFFICE MANAGERS, BOTH AT THE CAMPUSES AND IN THE IN THE DISTRICT OFFICES. WE HAD GREAT SUPPORT FROM MARKET STREET AND WE HAD ONE HUNDRED AND FORTY FOUR SUPPORT STAFF INVOLVED IN A CONFERENCE THAT REALLY ELEVATED THEIR THEIR WORK AND THEIR FEELING OF WORTH AND VALUE BECAUSE THEY WERE TREATED SO WELL ON THAT DAY.
WE HAVE ONE HUNDRED AND NINE TEACHERS PARTICIPATING IN OUR INAUGURAL TEACHER LEADER ACADEMY. THIS IS ANOTHER STEP IN OUR LEADERSHIP PIPELINE DEVELOPMENT FOR THE DISTRICT.
THIS IS THE FIRST YEAR FOR THAT NEW REDESIGNED OPPORTUNITY.
IT WAS 13. IT'S NOW 12 AND A PROFESSIONAL LEARNING FACILITATOR AND TRAINING INVOLVED IN A TWO YEAR COHORT WITH OTHERS IN REGION 10 TO OBTAIN THEIR NATIONAL BOARD CERTIFICATION.
THIS IS IN CONJUNCTION WITH A GRANT WE RECEIVED FROM TEA LAST YEAR FOR TEACHER LEADERSHIP. WE HAD NEW ADMINISTRATOR BOOT CAMP.
THIS WAS OUR SECOND TIME TO DO THIS SECOND SUMMER, THE FIRST TIME WE WERE ABLE TO HAVE IT FACE TO FACE.
IT WAS FOR ALL OF OUR NEW PRINCIPALS AND ASSISTANT PRINCIPALS, AND IT'S HIGHLY DIFFERENTIATED. IT'S A LOT OF ONE ON ONE SESSIONS.
WE DIFFERENTIATE NEW ASSISTANT PRINCIPALS VERSUS NEW BUT NEW TO THE DISTRICT, BUT NOT TO THE ROLE. IT'S VERY DIFFERENTIATED.
AND THEN WE HAD OUR LEADERSHIP CONFERENCE TAKING A LESSON FROM LAST YEAR AND WHAT WAS SUCCESSFUL IN A COMPLETELY VIRTUAL LEADERSHIP CONFERENCE.
WE TOOK A COMBINATION OF FACE TO FACE AND VIRTUAL OPPORTUNITIES, SYNCHRONOUS OPPORTUNITIES, AS WELL AS ASYNCHRONOUS OPPORTUNITIES OVER A TWO WEEK PERIOD THAT ALLOWED OUR ADMINISTRATORS TO BE IN ABOUT FOUR FULL DAYS OF LEARNING BUT SPREAD OUT.
IT WAS A GREAT USE OF A VARIETY OF FORMATS AND DEADLINES AND ABILITY TO SEE THEM FACE TO FACE, WHICH WAS GREAT FOR EVERYBODY.
AND THEN ONE LAST PIECE, THE MENTOR TRAINING AND NEW TEACHER SUPPORT, WE HAD SEVENTY SEVEN RETURNING FIRST YEAR TEACHER MENTORS AND THIRTY FOUR NEW MENTORS THIS YEAR.
AND IF YOU WILL REMEMBER IN PLANO ISD, WE SUPPORT ZERO EXPERIENCE AND ONE YEAR OF EXPERIENCE NOVICE TEACHERS WITH A MENTOR ASSIGNMENT THAT IS ON THEIR CAMPUS.
[02:05:04]
MANY OF YOU PARTICIPATED IN FIRST TEACHER EVENT, FIRST YEAR TEACHER EVENT OR NEW TEACHER, WELCOME. WE HAD ONE HUNDRED AND THIRTY BEGINNING TEACHERS AS OF THAT DAY.BIG THANKS TO OUR TEACHER LEADERS AND STAFF VOLUNTEERS WHO PARTICIPATED THAT DAY AND MARKET STREET, WHO IS A GREAT PARTNER.
THAT NUMBER HAS GROWN, AS IT ALWAYS DOES BETWEEN THE FIRST YEAR TEACHER EVENT AND THE START OF SCHOOL. AND THEN OUR NEW TEACHER WELCOME FOUR HUNDRED AND FORTY EIGHT BRAND NEW TEACHERS. AGAIN, LOTS OF TEACHER LEADERS AND STAFF VOLUNTEERS.
RANDOLPH BROOKS FEDERAL CREDIT UNION WAS AN EXCELLENT PARTNER FOR US IN THAT EVENT, AND THAT NUMBER HAS ALSO GROWN SINCE THAT DAY.
WE'RE HAPPY TO ANSWER ANY QUESTIONS Y'ALL MAY HAVE AND A SPECIAL THANKS TO ALL OF OUR TEAMS FOR THE CONTINUED FOCUS AND HARD WORK.
IT TAKES ALL HANDS ON DECK AND YOU ALL HAVE DONE A PHENOMENAL JOB AND WE'RE JUST VERY, VERY PROUD OF THE WORK THAT YOU ALL CONTINUE TO DO.
DO WE WORK WITH TEXAS WORKFORCE AND BECAUSE TEXAS WORKFORCE, THEY OFFER OPPORTUNITIES FOR ADULTS WITH LEARNING DISABILITIES, THROUGH LIFEPATH AND OTHER ORGANIZATIONS TO WORK WITH A COMPANY OUR BUSINESS TO HELP TRAIN THEM INTO CERTAIN JOBS.
I'M NOT SURE THAT WE HAVE TO THIS POINT.
I DO KNOW THAT WE WORK SOME WITH THE ADULT TRANSITION CENTER, BUT WE'LL LOOK INTO THAT TEXAS WORKFORCE. OK, THANK YOU.
OTHER QUESTIONS. WELL, I'M JUST GOING TO I'M GOING TO PAUSE ONCE AGAIN AND JUST COMMEND YOU ALL FOR THE WORK.
FIVE WEEKS AGO, THIS WAS A DIFFERENT WORLD THAT WE ALL THOUGHT WE WERE STEPPING INTO.
AND SO FOR Y'ALL ALL TO COME THROUGH THE WORK OF THE SUMMER AND THEN PIVOT IMMEDIATELY FROM JUMPING ON BUS ROUTES TO HAVING TO FIND THE HIRES THAT WE NEED TO FILL THE VOIDS IT'S BEEN AFTER LAST YEAR, WE ALL THOUGHT IT WAS GOING TO BE A UNIQUE CHALLENGE THAT WE WOULD NEVER HAVE TO FACE AGAIN.
AND LO AND BEHOLD, WE'RE FACING IT ALL BRAND NEW AGAIN.
WHILE AT THE SAME TIME, CARRYING THE BURDENS OF DECISIONS THAT ARE MADE BY YOUR BOARD RELATIVE TO WEARING MASKS AND THINGS LIKE THAT, AND I WANT YOU ALL TO KNOW HOW MUCH I APPRECIATE EVERYTHING THAT YOU ALL DO FOR THE KIDS OF OUR DISTRICT.
IT'S VERY IMPORTANT THAT WE CONTINUE KEEPING FOCUSED ON WHAT'S REALLY IMPORTANT HERE.
