I'M HERE ON BEHALF OF MY FOURTH GRADER AND MY IMMUNE COMPROMISED KINDERGARTNER AND AS WELL AS SOME OF THE ROW OF PARENTS WHO STAND BEHIND US AS WE'VE BEEN WATCHING THE CASE COUNTS RISE AND DELTA CHANGING THE GAME.

WE'RE HERE TO ASK FOR YOUR SUPPORT.

AS WE SAT WAITING, A PEDIATRICIAN IN THE ROOM TOLD US THAT SHE'S SEEN THE CASES GO FROM

ONE PERCENT IN HER OFFICE TO 10 PERCENT IN THE LAST COUPLE OF WEEKS.

AND AS PARENTS, WE'RE OBVIOUSLY ANXIOUS.

WE KNOW YOUR HANDS ARE TIED ON MASKS AND WE'RE NOT HERE TO ASK YOU TO FIGHT THAT.

BUT WHAT WE ARE ASKING IS FOR OTHER MITIGATION STRATEGIES THAT WE KNOW WORK.

MANY OF THEM WERE SUCCESSFULLY IMPLEMENTED BY PLANO LAST YEAR AND WE'RE ASKING FOR THEM TO BE IMPLEMENTED AGAIN THIS YEAR.

THEY INCLUDE HAVING LUNCHES IN THEIR CLASSROOMS LIKE LAST YEAR TO AVOID THE ENTIRE GRADE SITTING MASK-LESS IN A CAFETERIA, EATING TOGETHER, AVOIDING ALL SCHOOLWIDE EVENTS LIKE ASSEMBLIES. WE KNOW OUR ELEMENTARY SCHOOL IS PLANNING ONE ON THE FIRST DAY AND ONE ON THE FIRST FRIDAY WE'RE BACK.

WE'RE ASKING TO WAIT AND GIVE US AN OPPORTUNITY TO SEE HOW CASES ARE HANDLED BEFORE WE EXPOSE OUR CHILDREN TO ALL 600 KIDS IN OUR ELEMENTARY SCHOOL IN ONE GYMNASIUM.

WE'RE ASKING TO COMMIT TO SENDING THE ENTIRE CLASS HOME WHEN THERE'S A POSITIVE CASE IN THAT CLASSROOM AND CONTACT TRACE WITH OUR NURSES RATHER THAN RELYING ON OUR OBVIOUSLY OVERWORKED HEALTH DEPARTMENT.

WE'RE ASKING FOR THE OPPORTUNITY IF WE CHOOSE TO SEND OUR CHILDREN HOME BECAUSE YOU CAN'T SEND THE ENTIRE CLASS HOME, THAT WORK WILL BE PROVIDED AND THE ABSENCES WILL BE EXCUSED.

THAT WAY, WE CAN MAKE A FAMILY DECISION ON WHAT'S BEST FOR OUR KIDS.

STATISTICALLY, WE KNOW THAT A PORTION OF OUR KIDS WILL GET SICK.

SOME MAY BE VERY SICK.

AND WHAT WE'RE ASKING IS THESE PRECAUTIONS BE TAKEN UNTIL OUR UNDER 12 KIDS HAVE THE OPPORTUNITY TO BE VACCINATED.

ONE OF THE THINGS I NOTICED IN THE GUIDELINES IS THEY DON'T DIFFERENTIATE BETWEEN ELEMENTARY SCHOOLS AND MIDDLE AND HIGH SCHOOLS.

AND THERE'S A BIG DIFFERENCE BETWEEN THE KIDS WHO HAD THE OPPORTUNITY TO BE VACCINATED AND OUR CHILDREN WHO HAVEN'T HAD THE CHANCE TO BE VACCINATED YET.

SO OUR KIDS HAVE SACRIFICED THE LAST YEAR TO PROTECT THE TEACHERS AND THE ADULTS IN THEIR LIVES. AND WE'RE ASKING YOU GUYS FOR SIX MORE MONTHS TO GIVE OUR KIDS A CHANCE TO BE VACCINATED, BUT GO SAFELY TO SCHOOL.

WE KNOW THEY NEED TO BE THERE IN PERSON, BUT WE HAVE TO DO IT IN A WAY THAT WORKS.

SO WE'RE ASKING FOR LAST YEAR'S MITIGATION STRATEGIES TO BE IN PLACE THIS YEAR WHEN WE KNOW THINGS ARE WORSE. MRS. JENNINGS, THANK YOU FOR YOUR COMMENTS.

MY FAMILY IS ABOUT TO ENTER THE PLANO SCHOOL DISTRICT AS MY FIVE YEAR OLD IS ABOUT TO BECOME A KINDERGARTNER AT STINSON ELEMENTARY.

TO BE HONEST, AS I READ THROUGH THE PROPOSAL AND HAD OPPORTUNITY TO DISCUSS WITH MY WIFE AND MY FAMILY, YOU KNOW, THE REALITY IS I SEE WHAT'S HAPPENING AND I LOOK AND SAY, HEY, WE'RE PUTTING THE ONUS ON MY FIVE YEAR OLD TO BE ABLE TO MAKE REALLY GOOD DECISIONS ABOUT HER OWN PERSONAL HEALTH.

AND FRANKLY, I READ THROUGH THE CDC'S RECOMMENDATIONS, AS I'M SURE ALL OF YOU HAVE, THEY REPEATEDLY RECOMMENDED LAYERED STRATEGIES FOR PROTECTING OUR KIDS.

BUT WHAT WE HAVE OR WHAT APPEARS TO BE IN THE PROPOSAL THAT YOU GUYS HAVE IN FRONT OF YOU IS SHOES. ALL OF THE WISDOM THAT WE'VE LEARNED OVER THE LAST 18 MONTHS ABOUT HOW TO PROTECT OURSELVES AND HOW TO PROTECT THE WEAKEST AND THE MOST VULNERABLE AMONG US.

I'M WORRIED FOR MY CHILD.

I'M WORRIED FOR EVERY ONE OF OUR CHILDREN.

AND I KNOW THAT YOU ARE AS WELL.

AND AGAIN, I UNDERSTAND THIS IS A DIFFICULT SET OF DECISIONS, BUT THE REALITY HERE IS WE KNOW WE COULD TAKE REASONABLE STEPS TO IMPROVE THE SAFETY AND THE HEALTH OF OUR ENVIRONMENT. WHY ARE WE NOT DOING THAT? WHY ARE WE NOT ISOLATING GRADES AMONG THEMSELVES? WHY ARE THE KIDS NOT ALLOWED TO EAT SCHOOL LIKE LUNCH IN THEIR CLASSROOMS AS OPPOSED TO BEING IN WITH THE OTHER KIDS? WHY ARE WE ALLOWING INDOOR ALL SCHOOL EVENTS? MAYBE IT SHOULD BE DIFFERENT AS JULIE NOTED FOR MIDDLE SCHOOL OR HIGH SCHOOL.

BUT I CAN TELL YOU MY FIVE YEAR OLD CAN'T MAKE THAT DECISION.

SHE'S DEVELOPMENTALLY NOT CAPABLE.

AND I KNOW SHE WILL WEAR A MASK BECAUSE WE'LL ASK HER TO.

I HAVE SOME POINTS I WOULD LIKE TO [INAUDIBLE] HERE.

FOR CDC AND OTHER HEALTH EXPERTS GUIDELINES, THE CURRENT VARIANT IN CIRCULATION IS HIGHLY CONTAGIOUS, AND NONE OF THE ELEMENTARY GRADE STUDENTS ARE ELIGIBLE FOR VACCINATION AT THIS POINT OF TIME. AND, YOU KNOW, MASK UP, BECAUSE THE VIRAL LOADS ARE BASICALLY EQUALLY YOU KNOW, THEY HAVE THE EQUAL [INAUDIBLE]IN BOTH VACCINATED AND UNVACCINATED FOLKS.

IT IS MADE CLEAR BY THE CDC, IT WAS MADE CLEAR BY YOU GUYS LAST YEAR WITH THE SAFETY PROTOCOLS THAT WE HAD PUT IN PLACE.

AS SOMEBODY WHO WORKS IN POLITICS, I UNDERSTAND THE PRACTICALITIES OF THE REQUEST THAT WE HAVE MADE AND THE REQUEST THAT WE ARE GOING TO BE MAKING OF YOU, IT WON'T BE EASY AND IT CERTAINLY WON'T BE WITHOUT CONFLICT.

BUT SOME THINGS ARE MORE IMPORTANT THAN REELECTION.

PROTECTING THE LIVES OF PISD CHILDREN AND THEIR COMMUNITIES IS ONE OF THOSE THINGS.

YOU GUYS WERE GIVEN A BAD HAND YOU DID THE BEST THAT YOU COULD WITH IT.

AND I WAS REALLY PROUD OF THE WAY THAT YOU GUYS DID IT LAST YEAR AT THE END OF THE SCHOOL YEAR. I WAS VERY HOPEFUL; MY FAMILY WAS ABLE TO GET ON AN AIRPLANE AND GO ON A TRIP FOR THE FIRST TIME IN JUNE.

THE DAY THAT OUR PLANE TOOK OFF, THE SEVEN DAY ROLLING CASE COUNT HERE IN COLLIN COUNTY OF CORONAVIRUS CASES WAS ZERO.

ABSOLUTELY NOTHING.

WE HAD TWO PEOPLE DIE THAT WEEK THAT HAD HAD THE CASE FOR TWO MONTHS, AND THAT WAS IT.

I WAS IMPRESSED. BUT SIX WEEKS LATER, THE CASE COUNTS ARE GOING IN THE EXACT OPPOSITE DIRECTION. THE CASE COUNT, THE ROLLING CASE COUNT IN COLLIN COUNTY IS ALMOST 400 AS OF TODAY.

HOSPITALIZATIONS HAVE GONE FROM UNDER ONE PERCENT THE DAY THAT I WENT ON MY TRIP TO SIX AND A HALF PERCENT LAST WEEK TO ELEVEN AND A HALF PERCENT HERE IN DISTRICT D RIGHT NOW.

AND GOVERNOR ABBOTT'S ORDER, HE SPECIFICALLY CITED ORDER THIRTY FOUR, WHICH ENABLED YOU TO INSTITUTE A MASK ORDER IF THE HOSPITALIZATION RATE HIT 15 PERCENT IN THE HOSPITAL.

SO I'M ASKING YOU TO AMEND THE AGENDA ITEM THAT YOU'VE GOT THERE AND INSTITUTE A MASK MANDATE IN THE SCHOOLS IF WE HIT A SPECIFIC HOSPITALIZATION THRESHOLD, AS GOVERNOR ABBOTT PUT IN EXECUTIVE ORDER 34.

I CAME HERE TO TALK ABOUT WAYS TO KEEP THE STUDENTS AT PISD SAFER FROM THE SPREAD OF COVID-19, BOTH OF MY GRANDPARENTS RECENTLY PASSED AWAY WITHIN A MONTH OF EACH OTHER FROM COVID. AND I DON'T WANT TO HAVE TO DECIDE WHETHER MY EDUCATION AND FUTURE IS MORE IMPORTANT THAN THE SAFETY OF ME AND MY FAMILY TO BE A FRONT LINE LEARNER.

I DON'T WANT TO HEAR ABOUT SOMEONE'S PERSONAL FREEDOMS BECAUSE MY GRANDPARENTS DON'T HAVE ANY FREEDOMS ANYMORE AND I FEEL LIKE PISD IS NOT LISTENING TO THE STUDENTS, WE'RE TERRIFIED. ONLY 57 PERCENT OF COLLIN COUNTY RESIDENTS ARE FULLY VACCINATED, AND IN THE LAST SCHOOL YEAR, TWO THOUSAND EIGHT HUNDRED FIFTY PLUS STUDENTS AND STAFF CONTRACTED COVID. THAT BEING SAID, I WOULD LIKE TO ENCOURAGE THE BOARD TO CONSIDER FOUR THINGS, BECAUSE I KNOW THAT LEGALLY YOU CAN'T DO ANYTHING TO OVERTURN THE EXECUTIVE ORDER.

AND FIRSTLY, I WOULD ASK THE BOARD OF TRUSTEES TO PROVIDE MORE DISPOSABLE MASKS TO SCHOOLS THIS YEAR BECAUSE STUDENTS CAN BE FORGETFUL TO BRING THEM.

IT ALSO REDUCES THE AMOUNT OF MONEY THE TEACHERS HAVE TO SPEND BUYING MASKS FOR THEIR OWN STUDENTS. AND SECONDLY, I'M ASKING THE BOARD CHANGE THE LANGUAGE FROM RECOMMENDS ON THE DRAFT PROTOCOLS FOR FACE MASKS TO ENCOURAGES.

I THINK THAT SHOWS THAT THE BOARD SUPPORTS PROPER COVID SAFETY MEASURES FOR THE STUDENTS HEALTH WHILE NOT MANDATING IT.

AND I'D ALSO LIKE TO SEE AN INFORMATIONAL TRAINING SIMILAR TO THE UPSTANDER TRAINING SHOWING STUDENTS HOW TO PROPERLY WEAR A MASK AND PARENTS CAN OPT OUT, OF COURSE.

AND WHEN I WENT TO MY CAMPUS FOR SOME CLASSES, I WOULD OFTEN SEE THE STUDENTS MISUSING THE MASKS. AND LASTLY, I WOULD LIKE TO SEE HOW THE PARENTS AND STUDENTS FEEL ABOUT THIS DECISION THROUGH A PARENT STUDENT SURVEY.

WHEN THE GOVERNOR AND THEREFORE THE BOARD IS MAKING THIS DECISION, IT IS WITH LITTLE COMMUNICATION WITH THE PARENTS IN ENGLISH AND IN OTHER LANGUAGES.

AND I HAVE GATHERED A PETITION OF OVER 100 PEOPLE WHO DISAGREE, FRANKLY.

AND THEY STATED THAT THEY'RE NOT GOING TO BE SILENT.

IT IS NOT WHAT MY GRANDPARENTS WANT ME TO DO, TO BE SILENT.

AND MANY PEOPLE CANNOT AFFORD A HOSPITAL BILL.

LET'S NOT GIVE THEM ONE.

I TOOK THE RISK ANYWAY, I TOLD MYSELF THAT AT ANY POINT I FELT THEY WERE UNSAFE, I WOULD PULL THEM INTO VIRTUAL SCHOOLING.

MY STOMACH SANK.

EVERY TIME I SAW THE SUBJECT LINE IN AN EMAIL FROM THE TEACHER THAT SAID POSITIVE COVID CASE CONFIRMATION.

I APPRECIATE EVERYTHING THIS BOARD AND THE SCHOOL DISTRICT TO PROTECT OUR CHILDREN LAST YEAR. ALONG WITH THE DEDICATION AND HARD WORK OF TEACHERS, STAFF AND PARENTS, I FEEL STRONGLY THAT ALL OF THE PROTOCOLS PUT INTO PLACE BY THE DISTRICT WERE EFFECTIVE AND KEPT THE VIRUS FROM SPREADING WITHIN THE SCHOOLS, INCLUDING UNIVERSAL MASKING, SOCIAL DISTANCING, CONTACT TRACING, EXPOSURE, QUARANTINING AND SANITIZING.

I KNOW IT WORKED BECAUSE MY DAUGHTER'S CLASSMATE AND BEST FRIEND GOT COVID AND MY DAUGHTER DIDN'T. NONE OF US IN OUR HOUSEHOLD HAVE HAD IT AND I'D LIKE TO KEEP IT THAT WAY. SINCE THESE PROTOCOLS WORKED TO SLOWING DOWN THE SPREAD LAST YEAR, WHY ARE YOU ELIMINATING THE MAJORITY OF THEM? WHY IS IT THAT WE HAVE PLEXIGLASSS AND SEPARATED LAST YEAR THAT ARE PAID FOR? CAN'T, AT LEAST, WE USE THEM THIS YEAR.

I KNOW THE SCHOOL DISTRICTS HAVE HAD THEIR HAND TIED WITH THE GOVERNOR [INAUDIBLE] OTHER SCHOOL DISTRICT IN THE STATE OF FIGURING IT OUT AND DOING WHAT IS RIGHT TO PROTECT OUR CHILDREN. LET'S CONTINUE TO SET THE EXAMPLE TO THE REST OF THE STATE AND THE COUNTRY BY DOING WHAT IS RIGHT THAT OUR CHILDREN'S LIVES ARE NOT FOR SALE.

WE BOUGHT OUR HOME IN PLANO SPECIFICALLY FOR THE SCHOOL DISTRICT.

AND I HOPE PARENT VOICES AND CONCERNS ARE TAKEN INTO CONSIDERATION TONIGHT.

FOR CHILDREN UNDER 12, THE COVID SITUATION HAS NOT IMPROVED FROM LAST FALL.

WITH THE HIGH TRANSMISSION OF DELTA VARIANT, OUR SCHOOL LEADERSHIP SHOULD BE WORKING TO FIND EVERY CREATIVE SOLUTION POSSIBLE TO KEEP STUDENTS IN SCHOOL AND FREE OF VIRAL INFECTION, ESPECIALLY THOSE WHO ARE UNABLE TO BE VACCINATED.

I KNOW THERE'S MUCH WE CANNOT DO, MUCH WE DON'T HAVE CONTROL OVER FOR THE UPCOMING SCHOOL YEAR, BUT THERE ARE THINGS WE CAN DO.

AND JUST LIKE WE TEACH OUR STUDENTS TO COME UP WITH CREATIVE SOLUTIONS TO CHALLENGES, THE ADMINISTRATORS AT THE DISTRICT AND THE SCHOOL LEVEL NEED TO STEP UP AND IMPLEMENT SOLUTIONS THAT WILL HELP PREVENT THE SPREAD OF COVID IN OUR SCHOOLS.

I OWE THIS CHILD, A FOURTH GRADER AT SIGLER.

HE HAS ASTHMA, PUTTING HIM AT A HIGHER RISK CATEGORY.

WE ARE LOOKING FOR CLASSROOM PODS, A CENTRAL TRACKING SYSTEM, ENCOURAGING MASKS FOR EVERYONE, ACCORDING TO CDC GUIDELINES, TO HELP MINIMIZE HIS CHANCE OF BECOMING INFECTED.

UPDATED REPORTS SHOW A DISTINCT POSSIBILITY OF HIGH VIRAL LOAD FOR THE DELTA VARIANT, EVEN IN VACCINATED INDIVIDUALS.

AND I EXPECT THAT THE DISTRICT GUIDELINES WOULD MATCH THE SEVERITY OF THE SITUATION WE FACE. AND TO FURTHER ENCOURAGE PROBLEM-SOLVING SCHOOL PRINCIPALS, ADMINISTRATORS AND TEACHERS NEED TO KNOW THAT THE DISTRICT WILL SUPPORT THEM WHEN THEY COME UP WITH NEW IDEAS FOR DISTANCING, MONITORING AND CREATING A CULTURE THAT PUT SAFETY FIRST.

MAKING DECISIONS OUT OF FEAR OF POLITICAL RETRIBUTION IS NOT LEADERSHIP, AND I TRUST THAT THIS BOARD OF TRUSTEES WILL TAKE INTO ACCOUNT THE EVER CHANGING DATA AND MAKE BOLD DECISIONS THAT PRIORITIZE THE HEALTH OF STUDENTS, FAMILIES AND SCHOOL STAFF.

I ALSO FIND IT PROBLEMATIC THAT THE DRAFT HEALTH PROTOCOLS WERE NOT OFFERED IN ANY LANGUAGE BUT ENGLISH, ESPECIALLY SINCE HALF OF OUR ELEMENTARY SCHOOLS SPEAK SPANISH AS THEIR FIRST AND OFTEN ONLY LANGUAGE.

ALL PARENTS SHOULD HAVE ACCESS TO INFORMATION AND CHOICES ABOUT HOW THEY KEEP THEIR FAMILY SAFE AND RECEIVE PUBLIC EDUCATION FOR THEIR CHILDREN.

RIGHT. BUT IT'S BEEN THREE SCHOOL YEARS THAT WE HAVE DEALT WITH THE VIRUS.

AND SOME OF THE PARAMETERS, AS YOU REFERENCED IN YOUR COMMENTS FOR THE UPCOMING SCHOOL YEAR, HAVE HAD IMPLICATIONS ON OUR PROTOCOLS.

AND PART OF THAT IS AROUND THE AUTHORITY.

AND SO THE LANGUAGE IN OUR PROTOCOLS, AS YOU WILL SEE, DOES REFERENCE WHAT IS RECOMMENDED BY THE COLLIN COUNTY HEALTH DEPARTMENT, THE CDC AND THE AMERICAN ASSOCIATION OF PEDIATRICS. AND SO WE ARE RECOMMENDING FOR VACCINATE, VACCINATED.

AND THEN UNIVERSALLY, I'LL LET BETH TALK ABOUT THE DETAILS OF THE MASK LANGUAGE.

LAST YEAR, WE WERE REQUIRED TO OFFER A VIRTUAL OPTION TO OUR FAMILIES, CLEARLY THAT TEA REMOVED THE REQUIREMENT FOR US TO OFFER A VIRTUAL LEARNING.

AND NOR DID THE LEGISLATURE TAKE THIS UP ON THEIR AGENDA.

THAT MADE THE CUT, SO TO SPEAK, OF LEGISLATION THAT WOULD HAVE PROVIDED SCHOOL DISTRICTS OTHER THAN THE EIGHT OR NINE PROVIDERS THROUGH THE TEXAS VIRTUAL SCHOOL NETWORK TO OFFER VIRTUAL LEARNING WITH THE FUNDING ATTACHED TO IT.

LAST YEAR, WE WERE ALLOWED TO HAVE WAIVERS FOR ATTENDANCE TO ALLOW FOR ADDITIONAL SCHEDULING OPTIONS THAT WOULD HAVE ALLOWED DIFFERENT SOCIAL DISTANCING MEASURES.

AND THOSE WAIVERS, WE HAVE BEEN TOLD, WILL NOT BE GRANTED THIS YEAR.

LAST YEAR, WE DID THE CONTACT TRACING THAT WAS DELEGATED TO THE SCHOOL DISTRICT BY THE COLLIN COUNTY HEALTH DEPARTMENT THAT HAS BEEN TAKEN BACK OVER BY THE HEALTH DEPARTMENT.

AND SO WE NO LONGER HAVE THE CONTACT TRACING AUTHORITY GIVEN TO US.

AND ALSO LAST YEAR, WE WERE REQUIRED TO QUARANTINE CLOSE CONTACTS.

AND WE HAVE BEEN TOLD BY TEA THAT WE ARE NO LONGER ALLOWED TO DO THAT.

SO I JUST WANTED TO EXPLAIN, I'M NOT TRYING TO MAKE EXCUSES AND I'M NOT TRYING TO SAY THERE'S NOT PLENTY THAT WE CAN DO TO WORK ON THESE SAFETY PROTOCOLS FOR OUR SCHOOL DISTRICT, BUT TO HELP EVERYONE HAVE A CONCEPT OF UNDERSTANDING.

FIRST, THE GOVERNOR'S ORDER, I'VE ALREADY DISCUSSED THAT REQUIRING MASKS BE OPTIONAL DOES TAKE AWAY THE ABILITY TO MANDATE MASKING IN OUR SCHOOLS.

THEREFORE, YOU WILL HEAR OUR PROTOCOLS THIS EVENING AND HEAR THE LANGUAGE THAT WE ARE RECOMMENDING. THAT SAID, THERE ARE THINGS--ALREADY SAID THAT IN MY BEGINNING REMARKS.

LAST YEAR, AS YOU'RE AWARE, WE HANDLED THE CONTACT TRACING THROUGH OUR HEALTH SERVICES AND OUR DEPARTMENT AND OUR SCHOOL NURSES ON CAMPUSES, AND THAT CONTACT TRACING IS NOW IN THE AUTHORITY OF THE LOCAL HEALTH DEPARTMENT FOR US, WHICH IS THE COLLIN COUNTY DEPARTMENT OF HEALTH SERVICES.

LAST YEAR WE HAD TO QUARANTINE ALL CLOSE CONTACTS.

THIS YEAR WE CANNOT REQUIRE QUARANTINE OF CLOSE CONTACTS, PER TEA.

SO WHAT ARE OUR LEVELS OF RESPONSE WE HAVE NEEDED TO ADJUST THESE LEVELS OF RESPONSE ACCORDING TO THE LEGAL PARAMETERS THAT WE'RE WORKING WITHIN.

SOME THINGS WILL BE FAMILIAR AND OTHERS WILL BE ADJUSTED.

LEVEL ONE IS OUR PREVENTION.

ALL OF OUR FACILITIES ARE IN PREVENTION LEVEL ONE RIGHT NOW.

THESE ARE THINGS THAT WE'RE DOING ON AN ONGOING BASIS, WHETHER IT BE AN EMPHASIS ON COVERING COUGHS AND SNEEZES, CLEANING ROUTINE CLEANING, MORE IN-DEPTH CLEANING WHEN NECESSARY, WHEN THERE'S BEEN A POSITIVE CASE, AN EMPHASIS ON HAND WASHING, FREQUENT HAND WASHING AND HAND SANITIZER, USE AND AVAILABILITY LEVEL TO MITIGATION WILL OCCUR WHEN WE HAVE ONE OR MORE POSITIVE CASES ON CAMPUS.

WE'RE REQUIRED TO REPORT THAT TO THE COLLIN COUNTY HEALTH SERVICES DEPARTMENT AND THEN PROVIDE THEM WITH INFORMATION AS REQUIRED AND NEEDED FOR THEIR CONTACT TRACING EFFORTS, AS WELL AS INFORMING CAMPUS COMMUNITIES OR BUILDING COMMUNITIES OF A POSITIVE CASE.

LEVEL THREE IS MODIFIED OPERATIONS.

WHEN WE HIT TWO OR MORE CASES THAT THE HEALTH DEPARTMENT FEEL ARE LINKED, THEY'RE CONNECTED TO EACH OTHER, THEN THE HEALTH DEPARTMENT STARTS MORE ACTIVE MONITORING OF THE CAMPUS AND THE AND THE HEALTH OF THE INDIVIDUALS WITHIN IT.

THERE MAY BE SOME MODIFIED OPERATIONS FOR SOME STUDENTS OR STAFF ON THE CAMPUS.

THAT MAY BE ADJUSTMENT TO SOME SCHEDULES, SOME SPACING, SOME CHANGES TO ROUTINES.

AND THE COLLIN COUNTY HEALTH SERVICES DEPARTMENT ADVISES US WHEN THEY FEEL THAT WE NEED TO MODIFY OPERATIONS AND WE COLLABORATE WITH THEM ON WHAT THOSE MODIFICATIONS NEED TO BE.

LEVEL FOUR IS A FACILITY CLOSURE.

THIS IS WHEN WE HAVE TWO OR MORE LINKED CASES WITH A CONTINUED INCREASE OF CASES OR WHEN THE NUMBER OF TEACHERS OR STUDENTS THAT ARE TO HAVE TESTED POSITIVE IMPACTS, THE ABILITY OF THE CAMPUS TO CONTINUE NORMAL OPERATIONS.

THE COLLIN COUNTY HEALTH SERVICES DEPARTMENT AGAIN WILL ADVISE US OF THE NEED TO CLOSE A FACILITY, AND WE DO THAT UNDER THEIR REQUEST.

FINALLY, THE DISTRICT CLOSURE LEVEL FIVE IS ONLY ALLOWABLE WHEN AUTHORIZED AT FEDERAL, STATE OR LOCAL PUBLIC HEALTH DEPARTMENT LEVELS.

SO HOW DO WE MOVE FROM ONE LEVEL TO ANOTHER? SOME OF IT IS DRIVEN BY THE NUMBER OF CASES AND WHETHER OR NOT THEY'RE LINKED.

THIS WAS GREATLY INFLUENCED BY FEWER STUDENTS ON CAMPUS.

WE HAD THE EMPHASIS ON HAND WASHING HANDS SANITIZING, SANITIZER AVAILABLE THROUGHOUT THE BUILDING IN CLASSROOMS, REMINDERS FOR STUDENTS ENCOURAGEMENT, PERIODIC CLEANING AND DISINFECTION THROUGHOUT THE DAY REQUIRED DISTRICT SCREENING PRIOR TO BUILDING ENTRY AND ISOLATION AND QUARANTINE.

NOW WE'RE GOING TO CONTINUE THE WORK WITH THE HAND WASHING AND THE SANITIZING OF HANDS CLEANING AND DISINFECTION DAILY AND AS NEEDED THROUGHOUT THE DAY, SELF SCREENING PRIOR TO BUILDING ENTRY FOR STUDENTS, STAFF AND VISITORS, AND THEN THE ISOLATION OR QUARANTINE OF POSITIVE AND SYMPTOMATIC INDIVIDUALS.

WE KNOW THAT WE CANNOT REQUIRE MASKS, BUT IT IS OUR RECOMMENDATION THAT INDIVIDUALS WHO ARE NOT FULLY VACCINATED CONTINUE TO WEAR AN APPROPRIATE FACE MASK WHEN AROUND OTHERS.

ADDITIONALLY, WE ARE RECOMMENDING UNIVERSAL INDOOR MASKING FOR ALL TEACHERS, STAFF, STUDENTS AND VISITORS TO ALL OF OUR SCHOOLS, REGARDLESS OF THEIR VACCINATION STATUS.

WE WILL CONTINUE TO TEACH AND REINFORCE HANDWASHING WITH SOAP AND WATER, YOU WILL SEE THAT NOT ONLY IN THE LEAD UP TO SCHOOL BEGINNING, BUT AS PART OF DAILY ROUTINES, ESPECIALLY AT THE ELEMENTARY LEVEL.

HAND SANITIZER WILL BE AVAILABLE IN EVERY CLASSROOM AS WELL AS IN BUILDING ENTRANCES AND IN COMMON AREAS SUCH AS CAFETERIAS.

AGAIN, ENCOURAGING AND TEACHING AROUND, COVERING COUGHS AND SNEEZES, AND WE WILL CONTINUE OUR DAILY CLEANING EFFORTS AND HAVE CLEAN AIR AVAILABLE WHEN IT IS NEEDED MORE OFTEN.

LAST YEAR, WE UPGRADED OUR AIR FILTERS TO MERV 11 FILTERS BASED ON THE RECOMMENDATIONS TO MOVE TO THE HIGHEST LEVEL OF FILTERS THAT OUR SYSTEMS COULD HANDLE.

WE ARE GOING TO CONTINUE THAT UPGRADED USE OF THE MERV 11 FILTERS.

SCREENING, PARENTS, WE ARE RELYING ON PARENTS TO SCREEN STUDENTS FOR SYMPTOMS EACH MORNING BEFORE THEY COME TO SCHOOL, STAFF AND VISITORS WILL BE REMINDED TO SELF SCREENED FOR SYMPTOMS BEFORE ENTERING A BUILDING OR A CAMPUS THROUGH THE APPROPRIATE DOOR SIGNAGE.

INDIVIDUALS WITH COVID SYMPTOMS SHOULD NOT ENTER A CAMPUS.

THEY NEED TO CONSULT WITH THEIR HEALTH PROFESSIONAL OR THE NURSE ON THAT CAMPUS BEFORE ENTERING THE CAMPUS, AND INDIVIDUALS WHO'VE TESTED POSITIVE FOR COVID MAY NOT ENTER A PISD BUILDING.

FINALLY, WHEN WE HAVE A CONFIRMED CASE ON CAMPUS, WE HAVE A PROTOCOL IN PLACE AND REQUIRED FORMS THAT WE USE TO REPORT TO THE COLLIN COUNTY HEALTH SERVICES DEPARTMENT.

WE ALSO WILL CONTINUE THE WEEKLY REPORTS TO THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES. WE WILL NOTIFY FAMILIES AND STAFF AND WE WILL CONTINUE TO MONITOR STUDENTS AND STAFF FOR ANY ADDITIONAL CASES, SYMPTOMS OR AN INCREASE IN ABSENCES.

WITH RECENCY, I DO SEE PLANO ISD HEADING IN A BETTER DIRECTION WHEN IT COMES TO ADDRESSING RACISM, BUT I THINK MORE NEEDS TO BE DONE.

I THINK HISTORY HAS SHOWN US THAT EVERY TIME WE'VE MADE PROGRESS ON RACE AS A COUNTRY, THERE'S BEEN A BACKLASH AND THE RECENT CRT ATTACKS IN RESPONSE TO THE GROWING MOVEMENT OF PEOPLE WHO WANT TO ADDRESS SYSTEMIC RACISM.

SO I THINK WITH THE CONCERNS THAT A LOT OF PEOPLE HAVE, THE DISTRICT SHOULD COME OUT AND PUBLICLY AND STRONGLY CONDEMN SYSTEMIC RACISM, RACIAL VIOLENCE, WHITE SUPREMACY, HATE SPEECH AND BIGOTRY IN ALL FORMS.

I DO THINK THE DISTRICT NEEDS TO AFFIRM THE IMPORTANCE OF ANTI-RACIST EDUCATION AND ACCURATELY REPRESENT HISTORICALLY MARGINALIZED COMMUNITIES IN THE CURRICULUM.

THE DISTRICT SHOULD RECORD AND REPORT INCIDENTS OF RACISM AND IDENTITY BASED BULLYING OCCURRING WITHIN THE SCHOOLS AND HOLD THOSE PEOPLE ACCOUNTABLE.

WE DID ENJOY A BRIEF RESPITE FROM NEGATIVITY IN MARCH OF 2020 WHEN WE ACHIEVED HERO STATUS. BUT WE QUICKLY RESUMED OUR PLACE AS LIGHTENING ROD FOR THE CRITICISM AND BLAME FOR WHAT WAS GOING WRONG DURING COVID.

THIS WAS INCREDIBLY STRESSFUL, BUT EVERYONE IN THIS DISTRICT DID AN AMAZING AND IMPOSSIBLE THINGS, AND WE DID IT ALL WHILE BEING CALLED LAZY AND SELFISH.

NOW TEACHERS ARE UNDER ATTACK AGAIN.

AS WE APPROACH THIS NEW SCHOOL YEAR, UNFORTUNATELY, THIS TIME IT'S COMING FROM WITHIN.

TRUSTEE WEAVER HELD A COMMUNITY MEETING THAT IMPLICATED EDUCATORS IN A PLOT THAT WE TEACH CRITICAL RACE THEORY.

ADVICE WAS GIVEN ABOUT WHAT TO WATCH OUT FOR AND BEING WARY OF CERTAIN WORDS BEING USED IN CLASS. PROBLEM IS, WE DON'T DO THAT.

TEACHERS DO NOT HAVE TIME TO PLOT.

OUR DAY IS ALREADY OVERBOOKED.

NOW, IN ADDITION TO EVERYTHING WE HAVE TO DO, WE HAVE A NEW TARGET PLACED ON OUR BACK BY SOMEONE IN OUR OWN ORGANIZATION.

WE HAVE TO CONSTANTLY BE VIGILANT TO NEVER USE SOME OF THE BUZZWORDS THAT WERE MENTIONED LIKE DIVERSITY, INCLUSION, IDENTITY.

THOSE WORDS ARE COMMONPLACE IN THE PLANO ISD AND THE WORD DIVERSITY EVEN SHOWS UP IN THE LOTE TEKS. HOW DO I AVOID THAT AS A SPANISH TEACHER? HOW DO I HELP MY CLASSES FULL OF DIVERSE STUDENTS FEEL INCLUDED AND DISCOVER THEIR IDENTITY? THE BOTTOM LINE IS THIS: WE DO NOT TEACH CRITICAL RACE THEORY AND WE ARE NOT THE ENEMY. HIGH SCHOOL [INAUDIBLE] AWARENESS OF MENTAL HEALTH LIKE SUICIDE, BULLYING OR DEPRESSION, BUT IS RARELY TALKED ABOUT IN ELEMENTARY SCHOOLS.

KIDS SPEND A HUGE AMOUNT OF TIME AT SCHOOL, AND THEY SHOULD FEEL LIKE IT'S A SAFE PLACE WHERE THEY HAVE A TEACHER OR COUNSELOR THEY FEEL LIKE THEY CAN TALK TO IF THEY ARE FEELING DEPRESSED OR ANXIOUS.

RESEARCH SHOWS THAT MENTAL HEALTH CAN HAPPEN AS EARLY AS THREE YEARS OLD.

AND ACCORDING TO TEXAS EDUCATION AGENCY, ABOUT ONE IN SIX SCHOOL-AGED YOUTH EXPERIENCE IMPAIRMENTS IN LIFE FUNCTIONING ACTIVITIES, INCLUDING ACADEMIC ACHIEVEMENT DUE TO MENTAL ILLNESS, TEACHERS AND PARENTS SHOULD ALSO BE OFFERED MENTAL HEALTH AWARENESS EDUCATION CLASSES TO HELP ACKNOWLEDGE THE SIGNS AND KNOW THEIR STUDENT OR CHILD NEEDS HELP.

SINCE THE PANDEMIC, MORE THAN 20 PERCENT OF PARENTS WITH CHILDREN AGES BETWEEN 5 AND 12 REPORTED THAT THEIR CHILDREN EXPERIENCE WORSENED MENTAL HEALTH OR A MOTIONAL HEALTH.

I THINK THAT IF MENTAL HEALTH IS ADDRESSED AT THE ELEMENTARY SCHOOL LEVEL, IT WOULD HELP THE YOUTH TO DEAL WITH THEIR MENTAL HEALTH WHEN THEY GET OLDER AS IN HIGH SCHOOL, SO THEY WON'T LET THEIR MENTAL HEALTH AFFECT THEIR ACADEMICS OR EXTRACURRICULAR ACTIVITIES.
