TRUSTEE CODY WEAVER WILL PARTICIPATE IN THE MEETING BY VIDEO CONFERENCE AS PERMITTED BY THE TEXAS OPEN MEETINGS ACT.

A QUORUM OF THE BOARD, INCLUDING THE PRESIDING OFFICER, IS PHYSICALLY PRESENT AT THE LOCATION POSTED ON THE NOTICE OF THIS MEETING AND TO AUDIO AND VIDEO COMMUNICATION WITH TRUSTEE WEAVER WILL OCCUR DURING THE ENTIRE MEETING.

IN ALL STATE MUSICIANS.

WE HAVE TWENTY SIX BAND AND CHOIR, ALL STATE MUSICIANS JOINING 35 JAZZ AND STRING ALL STATE MUSICIANS ALREADY ANNOUNCED FOR A TOTAL OF 61 ALL STATE MUSICIANS THIS YEAR.

THAT IS QUITE AN ACCOMPLISHMENT, QUITE AN ACCOMPLISHMENT.

THE MUSIC THAT THOSE CHILDREN HAVE TO PAY OR SEEING IS AMONG THE TOUGHEST.

AND SO THAT'S QUITE A DEDICATION TO THEIR CRAFT.

WE HAVE TWO STUDENT ARTWORKS THAT HAVE BEEN SELECTED FOR THE NATIONAL ART HONOR SOCIETY JURIED EXHIBITION.

AND WE HAVE CLARK AND JASPER HIGH SCHOOLS THAT HAVE BOTH SPEECH AND DEBATE WINNERS.

AND IN SCIENCE, THE TWO SENIORS WHO RECEIVE THE TOP 300 STANDING IN THE REGENERON SCIENCE TALENT SEARCH HAVE NOW EARNED TOP 40 STANDING AND ARE ELIGIBLE TO COMPETE FOR THE TOP 10 WITH PRIZE AWARDS OF UP TO TWO HUNDRED AND FIFTY THOUSAND DOLLARS.

HOPEFULLY THEY'LL REMEMBER THE DISTRICT.

WE ALSO HAVE A VERY SPECIAL RECOGNITION THIS EVENING FOUR TALENTED ART STUDENTS WHO ARE JOINING US VIA ZOOM, ASSISTANT SUPERINTENDENT FOR ACADEMIC SERVICES, DR.

CONTEST HAS PROVIDED PLANO ISD STUDENTS WITH A WONDERFUL OPPORTUNITY TO EXHIBIT THEIR LIFE READY SKILLS TO HELP FOSTER A DISTRICT OF COMMUNITY OF CARE, COMPASSION AND INCLUSIVENESS.

THANK YOU, SHARON AND GOOD EVENING TO OUR SCHOOL BOARD AND PLANO ISD CABINET, AS WELL AS ALL OF OUR STUDENT ARTISTS AND FAMILIES WATCHING FROM HOME TONIGHT, WE ARE HONORED TO RECOGNIZE THESE TALENTED YOUNG ARTISTS THAT EXCELLED IN OUR ANNUAL DISTRICT KINDNESS CARD CONTEST. WE'RE THANKFUL TO BE PART OF A SCHOOL DISTRICT THAT FOCUSES ON DEVELOPING THE WHOLE CHILD AND THEIR SOCIAL EMOTIONAL LEARNING.

THE KINDNESS CARD CONTEST GREW OUT OF A COLLABORATION FROM FINE ARTS AND SEL, AS SHARON MENTIONED. AND IT WON'T BE OUR LAST.

WE HAVE MANY MORE IN THE WORKS.

THE ARTS AND SEL ARE INHERENTLY CONNECTED BECAUSE THE ARTS UTILIZE THE CREATIVE PROCESS AS A VEHICLE TO EXPLORE AND EXPRESS EMOTIONS IN A PRODUCTIVE AND MEANINGFUL WAY.

OUR VISUAL ART TEACHERS USE INQUIRY WITH STUDENTS TO INVESTIGATE BIG IDEAS WITHIN THE CURRICULUM THAT RELATE TO SOCIAL EMOTIONAL LEARNING SUCH AS EMPATHY, COMMUNITY AND KINDNESS. AND OUR DISTRICT KINDNESS CARDS ARE A WAY TO SHARE THIS WITH OUR COMMUNITY.

ORIGINALLY, THIS CONTEST WAS OPEN THE SPRING OF 2020 AS OUR SECOND ANNUAL CONTEST.

HOWEVER, DUE TO REMOTE LEARNING, WE DELAYED THE CONTEST AND REOPENED IT VIRTUALLY THIS FALL TO GIVE BOTH OUR AT HOME LEARNERS AND OUR FACE TO FACE LEARNERS AN OPPORTUNITY TO SUBMIT THEIR ARTWORK. THE CONTEST WAS JURIED BY SUPERINTENDENT SARA BONSER, THE EXECUTIVE DIRECTOR FOR COMMUNICATIONS, LESLEY RANGE-STANTON AND DIRECTOR OF FAMILY AND STUDENT SERVICES SOCIAL SERVICES SHARON BRADLEY.

WE THANK THEM FOR TAKING TIME TO DILIGENTLY LOOK THROUGH ALL OF THE ARTWORK AND TAKE CAREFUL NOTES TO MAKE SURE THAT THEY CHOSE THE FINEST OF FINALISTS AND EVENTUALLY THE WINNER. THE FINALIST AND WINNER OF THIS YEAR'S KINDNESS CARD CONTESTS ARE WONDERFUL EXAMPLE OF THE BEAUTY OUR STUDENTS BRING INTO THE WORLD.

I REMEMBER EVERYTHING BECAUSE THE CHALLENGER EXPLODED AND IT WAS SUCH A TRAGIC MOMENT FOR

EDUCATORS AND CHILDREN WERE ROBBED OF AN INCREDIBLE TEACHING OPPORTUNITY.

I DON'T BUY THE EXCUSE THAT THEY WERE BEING PROTECTED BY ANY POTENTIAL TRAUMA.

IT DID NOT HAVE TO BE POLITICAL BUT THE SCHOOL BOARD OF ELECTED OFFICIALS MADE IT POLITICAL. OUR CHILDREN ARE SUPPOSED TO BE IN ONE OF THE TOP SCHOOL DISTRICTS IN THE COUNTRY, YET THEY WERE LEFT BEHIND.

THE SITE COORDINATORS RECEIVED TRAINING IN DECEMBER.

OUR HIGH SCHOOL AND SENIOR HIGHS ARE REALLY DOING A GOOD JOB WITH THIS.

EACH CAMPUS HAS PROVIDED US WITH THEIR SPRING TESTING DATES AND HAVE AT LEAST THREE CAMPUS EMPLOYEES SERVING AS TEST ADMINISTRATORS AS WELL.

MY TEAM'S RESPONSIBILITIES FOR THIS NEW INITIATIVE, BECAUSE WHEN YOU ROLL SOMETHING OUT NEW, YOU DON'T. ESPECIALLY IN A YEAR LIKE THIS, YOU WANT TO DO AS MUCH WORK ON THE FRONT END AS YOU CAN AND JUST GIVE THEM THE OPPORTUNITY TO BE THE TEST ADMINISTRATORS.

AND SO I CAN TELL YOU SOME OF THESE THINGS THAT WE WERE CONCERNED ABOUT MIGHT NOT BE QUITE AS MUCH ON THE RADAR AS THEY WERE A MONTH AGO.

BUT THIS ONE, FOR EXAMPLE, HOUSE BILL THREE, DID CHANGE THE BASIC ALLOTMENT AND IT CHANGED IT PRETTY SIGNIFICANTLY.

AND SO PREVIOUSLY, THE BASIC ALLOTMENT FOR ALL SCHOOL DISTRICTS WAS FIVE THOUSAND ONE HUNDRED AND FORTY DOLLARS.

THAT WAS ADJUSTED, THOUGH, PRIOR TO HOUSE BILL THREE BY THE COST OF EDUCATION INDEX ADJUSTMENT IN PLANO ISD HAD, BECAUSE IT'S NO LONGER THERE, PREVIOUSLY HAD A PRETTY SIGNIFICANT COST OF EDUCATION INDEX ADJUSTMENT.

AND THAT WAS AN ADJUSTMENT THAT WAS A FACTOR THAT SAID, IT DOESN'T COST THE SAME TO EDUCATE A STUDENT EVERYWHERE ACROSS THE STATE, THAT THERE'S SOME AREAS SUCH AS PLANO, AUSTIN, HOUSTON, YOU KNOW, THAT IT DOES COST MORE AND OBVIOUSLY MANY PLACES OTHER THAN THE ONES THAT I JUST NAMED.

BUT THE COST OF EDUCATION INDEX ADJUSTMENT PREVIOUSLY WAS BETWEEN A TWO PERCENT ADDITIONAL ADJUSTMENT AND A 20 PERCENT ADDITIONAL ADJUSTMENT.

SO AND JUST TO PUT IT ALL INTO PERSPECTIVE, ABOUT A 10 PERCENT CUT TO THE BASIC ALLOTMENT WOULD COST PLANO ISD ABOUT FORTY MILLION DOLLARS.

AND SO WHILE THAT MAY NOT SOUND BAD UNTIL YOU REALLY CARRY IT OUT AMONG, YOU KNOW, THE MANY ADA THAT WE HAVE, IT IT DOES BECOME QUITE SIGNIFICANT.

IT ALSO HELPS THIS TO LIMIT THE THE RECAPTURE FROM GROWING AT AN ASTRONOMICAL RATE IS GOING TO CONTINUE TO GROW.

OUR RECAPTURE IS GOING TO CONTINUE TO INCREASE IN ALL LIKELIHOOD, BUT THEN ALSO FOR PROPERTY POOR DISTRICTS, IT LIMITS THE AMOUNT WHERE THE STATE SHARE KEEPS DECLINING AND THE LOCAL SHARE KEEPS GROWING AT SUCH A FAST RATE.

SO WE FULLY SUPPORT THAT.

OUR POINT HERE WAS IF THERE DOES HAVE TO BE SOME SIGNIFICANT REDUCTIONS TO THE BASIC ALLOTMENT, TO OTHER FUNDING SOURCES THAN WE WERE ASKING OUR LEGISLATORS TO HOLD OFF ON TAX COMPRESSION OR SUSPEND THAT FOR WHATEVER TIME PERIOD IT NEEDED TO BE, BECAUSE TRYING TO TAKE CARE OF OUR STUDENTS AND NOT PENALIZE THEM BY CUTTING THE BUDGET AND THE THE TAX RATE COMPRESSION FOR EVERY PENNY COST ABOUT 300 MILLION DOLLARS TO THE STATE BUDGET.

AND SO JUST THE LAST YEAR, JUST COMING INTO THIS YEAR, THAT COST THE STATE ALMOST 900 MILLION DOLLARS JUST FOR THE TAX COMPRESSION AFTER THE FIRST YEAR OF IMPLEMENTATION.

AND SO, AGAIN, IF MONEY WAS TIGHT, WE WERE JUST ASKING OUR LEGISLATORS TO TAKE A HARD LOOK AT THAT BEFORE, SEE IF THEY COULD SUSPEND THE TAX COMPRESSION.

AND YOU CAN SEE THE IMPACT OF ALL OF THAT, THE LACK OF TAX COMPRESSION OVER THE PAST MULTIPLE YEARS THERE AS OUR RECAPTURE GREW AT A PRETTY ASTRONOMICAL RATE.

I DON'T KNOW IF THERE'S ANY QUESTIONS ON THOSE TWO SLIDES BEFORE WE MOVE ON REGARDING BASIC ALLOTMENT OR TAX COMPRESSION.

SO THERE WERE THERE WERE JUST A LOT OF TALK THAT WAS RAISING OUR CONCERN.

BUT THEY ALSO SAY WE DON'T WANT TO TAP INTO THE RAINY DAY FUND.

SO I DON'T KNOW HOW THEY'RE GOING TO BRIDGE THE GAP.

BUT IS THAT CORRECT? THEY DID SAY THEY DIDN'T WANT TO TOUCH THE BASIC ALLOTMENT.

YEAH, I BELIEVE BOTH THE HOUSE AND SENATE VERSIONS ARE SOMEWHAT TRYING NOT TO GO AFTER THE RAINY DAY FUND AND ALSO TRYING TO MAINTAIN THE FORMULAS THAT ARE IN THE HOUSE BILL THREE.

WELL, I THINK I THINK PART OF THE REASON THEY'RE ABLE TO MAKE THAT BUDGET IS BECAUSE OF THE FIVE POINT ONE BILLION DOLLAR INFUSION FROM THE FEDERAL GOVERNMENT.

YEAH. AND I WILL SAY ON THE SENATE BILL, WHEN WE MET AS TEXAS COALITION LAST WEEK, WHEN WE LOOKED AT THE SENATE BILL, PUBLIC EDUCATION WAS THE ONLY THE ONLY ONE THAT WAS NOT IN THE RED THAT THEY HAD PUT FULL FUNDING BEHIND.
