ON TUESDAY, NOVEMBER 17TH, 2020.

TRUSTEE DAVID STOLLE WILL PARTICIPATE IN THE MEETING VIA VIDEO CONFERENCE CALL AS PERMITTED BY THE TEXAS OPEN MEETINGS ACT.

A QUORUM OF THE BOARD, INCLUDING THE PRESIDING OFFICER, IS PHYSICALLY PRESENT THIS EVENING AT THE LOCATION POSTED ON THE NOTICE OF THIS MEETING.

AND TWO WAY AUDIO AND VIDEO COMMUNICATION WITH TRUSTEE STOLLE WILL OCCUR DURING THE ENTIRE MEETING.

IN ACCORDANCE WITH THE TEXAS OPEN MEETINGS ACT TRUSTEE STOLLE WILL BE COUNTED AS PRESENT FOR THE MEETING FOR ALL PURPOSES.

ON THE BOARD'S BEHALF. I WISH TO EXTEND A WARM WELCOME TO ALL OUR VIEWERS AND TO THOSE WHO ARE PRESENT WITH US THIS EVENING.

DUE TO HEALTH CONCERNS AND IN LIGHT OF THE STATEWIDE DECLARATION OF EMERGENCY RELATED TO THE COVID-19 CORONAVIRUS, TONIGHT'S BOARD MEETING IS HELD IN THE BOARD ROOM WITH LIMITED SEATING CAPACITY AND OVERFLOW LOCATION IN THE LOBBY WITH LIVE STREAMING IS PROVIDED.

IN ACCORDANCE WITH THE GOVERNOR'S EXECUTIVE ORDER.

AND IN THE ABSENCE OF ANY OTHER CLEAR GUIDELINES FROM THE STATE REGARDING ATTENDANCE AT ANY IN-PERSON GOVERNMENTAL MEETINGS DURING THE DECLARATION OF EMERGENCY, ALL PERSONS IN ATTENDANCE MUST WEAR A FACE MASK AND PRACTICE SIX FEET SOCIAL DISTANCING.

ADDITIONALLY, IN ACCORDANCE WITH THE TEXAS EDUCATION AGENCY GUIDANCE FOR VISITS BY THE GENERAL PUBLIC, THE DISTRICT HAS SCREENED EVERYONE PRESENT THIS EVENING TO DETERMINE IF THEY HAVE COVID-19 SYMPTOMS OR TESTS CONFIRMED WITH COVID-19.

ENTRY TO THE BOARD ROOM. AND THE OVERFLOW LOCATION IN THE LOBBY IS ON A FIRST COME, FIRST SERVE BASIS. EVERYONE PHYSICALLY PRESENT MUST WEAR A FACE MASK AT ALL TIMES IN ACCORDANCE WITH THE TEXAS, IN ACCORDANCE WITH THE GOVERNOR'S EXECUTIVE ORDER.

SO TONIGHT WE BRING FORWARD OUR 2021 2022 SCHOOL YEAR CALENDARS, DRAFT CALENDARS, MS. LESLEY RANGE-STANTON, EXECUTIVE DIRECTOR FOR COMMUNICATIONS, WILL BE PRESENTING THE DISTRICT CALENDAR PLANNING PROCESS AND THEN PROVIDING AN OVERVIEW OF EACH CALENDAR.

SO IN YOUR FOLDERS THIS EVENING, WE'VE PLACED A COPY OF EACH DRAFT CALENDAR.

IF YOU WOULD LIKE TO GO AHEAD AND PULL THOSE OUT, THEY WILL COINCIDE WITH TONIGHT'S PRESENTATION. LESLEY? OK, THANK YOU, DR.

THE CALENDAR DRAFTS WERE DEVELOPED SOMETIME THIS SUMMER DURING OUR BUSY TIME.

THE CALENDAR.

THREE, FOUR VERSIONS OF THE CALENDAR WERE VETTED BY VARIOUS GROUPS, INCLUDING CABINET, THE PLANO LEADERSHIP EXECUTIVE COMMITTEE, AFFECTIONATELY CALLED PLEC, THE STUDENT ADVISORY COUNCIL, FACULTY ADVISORY COUNCIL, PRINCIPALS AND ASSISTANT PRINCIPALS.

SO TONIGHT, WE'RE BRINGING YOU SOME VERSIONS OF THE CALENDAR THAT HAVE BEEN SLIGHTLY FINE-TUNED AS A RESULT OF THAT FEEDBACK.

AND THEN HOPEFULLY NEXT MONTH AT NEXT MONTH'S MEETING WITH YOUR FEEDBACK TONIGHT, WE CAN BRING YOU SOME FINAL VERSIONS FOR APPROVAL TO ADOPT.

SO CONSIDERATIONS FOR THIS YEAR, WE USE LAST YEAR'S COMPREHENSIVE CALENDAR SURVEY THAT WAS THE ONE THAT WE DID INDEPENDENT OF LOOKING AT CALENDARS AND JUST PICKING ONE THAT YOU LIKE. BUT WE DID A VERY COMPREHENSIVE SURVEY LAST YEAR TO LEARN A LOT ABOUT COMMUNITY PREFERENCES. SOME OF OUR CONSIDERATIONS INCLUDE BALANCE SEMESTERS AS POSSIBLE, MAKING SURE THAT WE ADHERE TO THAT SEVENTY FIVE THOUSAND SIX HUNDRED INSTRUCTIONAL MINUTES, LOOKING AT THE EXAM AND TESTING CALENDAR FOR THE STATE AND THE DISTRICT, ALIGNMENT WITH DUAL CREDIT COURSES WITH COLLIN COLLEGE.

WITH COLLIN COLLEGE. JUST SO YOU KNOW, WE BASE IT ON THE PREVIOUS YEAR'S CALENDARS BECAUSE THEY'RE NOT IN THERE. THEY HAVEN'T FINALIZED THEIR CALENDAR YET.

WE LOOK AT SPRING BREAK DATES FOR SURROUNDING DISTRICTS, PLACEMENT AND DURATION OF BREAKS THROUGHOUT THE YEAR AND STUDENT ACTIVITIES AND GRADUATION.

INSTRUCTIONAL MINUTES, THIS IS JUST A SUMMARY OF HOW WE GOT TO THOSE FINAL NUMBERS JUST TO CONFIRM THAT WE HAVE THE NUMBERS NEEDED THERE, SO I WON'T GO INTO DETAIL, BUT THIS DETAILS HOW WHERE THOSE SEVENTY FIVE THOUSAND SIX HUNDRED MINUTES, HOW THOSE ARE DERIVED.

AND LOOKING AT THE CALENDAR COMPARISON IN FRONT OF YOU, YOU'VE GOT SPECIFIC DATES, BUT THIS CHART GIVES YOU AN OVERALL SUMMARY OF THE NUMBER OF STUDENT AND TEACHER HOLIDAYS, A TOTAL OF THE TOTAL INSTRUCTIONAL DAYS FOR EACH SEMESTER AND THEN FOR THE YEAR.

WE DON'T HAVE THAT THERE, BUT WE'VE GOT ONE HUNDRED AND SEVENTY FIVE INSTRUCTIONAL DAYS ADDING UP TO THE APPROPRIATE NUMBER OF INSTRUCTIONAL MINUTES FOR STUDENTS AND THEN FOR STAFF. WE ARE AT ONE HUNDRED AND EIGHTY SEVEN DAYS.

SOME OF THE DATES THAT ARE FEATURED ON THE CALENDAR THAT YOU HAVE, WHERE YOU SEE A FEW DIFFERENCES WOULD BE THE FIRST DAY OF SCHOOL.

SO WE'VE GOT FIRST DAY OF SCHOOL ON WEDNESDAY, THE MIDWEEK START ON CALENDARS A AND B, YOU'VE GOT THE MONDAY START, I'M SORRY, THE A AND C AND THE MONDAY START ON CALENDAR B.

THE STAFF DEVELOPMENT WORK DAYS.

YOU CAN SEE THOSE THERE IN THE TABLE, STUDENT TEACHER HOLIDAYS.

THERE ARE A COUPLE OF EXTRA STUDENT TEACHER HOLIDAYS.

SO YOU CAN IMAGINE THAT OUR STUDENTS REALLY LIKED CALENDAR B AS A RESULT AND THAT IS DUE TO THE MONDAY START. SO YOU START A COUPLE OF DAYS EARLY.

SO THE OTHER DAYS ARE SPRINKLED THROUGHOUT.

TRADE DAYS ARE THE SAME, THANKSGIVING BREAK IS THE SAME.

WINTER BREAK YOU'VE GOT SOME, I THINK, CALENDARS A AND C GIVE YOU TWO FULL WEEKS WITH THOSE TWO FULL WEEKS AND THEN THE CALENDAR B STARTS KIND OF MIDWEEK.

SPRING BREAK. WE FLOATED THE DAYS THERE.

AND I'LL TALK TO YOU A LITTLE BIT MORE ABOUT SPRING BREAK, BUT SPRING BREAK FOR OUR SURROUNDING DISTRICTS. WE KIND OF POLLED THE SURROUNDING DISTRICTS AND LEARNED THAT, YOU KNOW, OUR DALLAS COUNTY SCHOOLS HAVE THEIRS LINED UP WITH DALLAS COMMUNITY COLLEGES.

SO THEIRS IS THE LATER WEEK.

OUR COLLIN COUNTY NEIGHBORS ALL LINE UP WITH COLLIN COLLEGE.

SO EVEN THOUGH THEY HAVEN'T FINALIZED THEIR CALENDARS AND THE DISTRICT SAID, YOU KNOW, WE CAN'T REALLY SHARE OUR CALENDARS UNTIL THEY'RE FINALIZED, BUT THEY LET US KNOW WHEN THEY'RE PLANNING SPRING BREAK.

AND THAT'S BASED ON COLLIN COLLEGE AND UNT FRISCO.

SO THAT'S THAT SUMMARY AND THEN FEEDBACK FROM OUR VETTING GROUPS THIS YEAR.

IT SOUNDS REALLY FAMILIAR FROM CALENDAR FEEDBACK WE'VE GOTTEN IN THE PAST.

SO STAFF MEMBERS CONTINUE TO EXPRESS A PREFERENCE FOR THE MIDWEEK START.

ALL GROUPS PREFER TWO FULL WEEKS FOR WINTER BREAK, WHICH INCLUDES THREE FULL WEEKENDS.

STUDENTS AND STAFF MEMBERS LIKE BREAKS THROUGHOUT THE YEAR, INCLUDING THE EXTENDED WEEKEND THAT CALENDAR B OFFERS IN OCTOBER.

TEACHERS LIKE HAVING PROFESSIONAL LEARNING SPACE THROUGHOUT THE YEAR, AND PREFERENCES ARE SHOWN ACROSS ALL AUDIENCES FOR THE LATER SPRING BREAK.

SO BUT AGAIN, IF WE'RE GOING TO MATCH COLLIN COLLEGE, THAT'S LIKELY TO BE THAT MARCH 7TH

BUT I DON'T KNOW. WE HAVE NOT EVER STRAYED FROM ALIGNING WITH COLLIN COLLEGE AND AND ALL OF OUR COLLIN COUNTY NEIGHBORS SO FAR SAID THEY WERE OBSERVING THE 7TH THROUGH THE 11TH.

SO THE END OF THE GRADING PERIOD KIND OF NATURALLY FALLS WITH THE BREAK.

OK, SO BALANCING IS ALWAYS REALLY IMPORTANT, BUT LAST YEAR WE HAD THE CONVERSATION.

SORRY. LAST YEAR, WE HAD A CONVERSATION ABOUT TESTING IN THE SPRING.

WHAT IS REMIND ME WHEN THE EARLIEST THERE'S A FIFTH GRADE TESTING THAT'S EARLY, IS THAT BEFORE IS THAT EVER BEFORE SPRING BREAK OR IS THAT ALWAYS.

I'M NOT SURE, BUT.

IT'S ALWAYS AFTER. SO ALL THE TESTING HAPPENS IN THAT FOURTH NINE WEEKS, WHICH IS A JUSTIFICATION.

THAT WAS SO COOL.

YES, THAT IS PART OF THE CONVERSATION THAT WE HAD LAST YEAR AS WELL.

JUST WANT TO MAKE SURE THAT WAS.

DO YOU KNOW, LESLEY, FOR THE CALENDAR DRAFT C, AND IT SEEMS TO HIT CALENDAR DRAFT C IT SEEMED TO HIT WHAT MOST OF THE FEEDBACK FROM THE VETTING GROUP SEEMS TO LIKE.

RIGHT. AND THAT WE WERE ABLE TO DO MORE ON CALENDAR B BECAUSE THAT IS THE ONE THAT HAS THE MONDAY START. SO WE HAVE A COUPLE, WE GET A HEAD START.

SO WE HAVE TWO EXTRA DAYS THERE IN ORDER TO ALLOW THAT DURING THAT GRADING PERIOD.

OF COURSE THE COMPROMISE THERE IS YOU'RE HAVING THAT SORT OF STRANGE CHRISTMAS HOLIDAY OR WINTER HOLIDAY WHERE YOU HAVE TWO DAYS.

AND SO WHAT THAT DOES IS IT ENDS UP SPLITTING THE FINALS FOR THE KIDS TAKING FINALS.

SOME WILL BE TAKING THEM THURSDAY, FRIDAY.

SOME WILL BE TAKING THEIR COURSES MONDAY, TUESDAY.

ALSO, WHERE ARE YOU GOING TO HAVE A DECREASE IN ATTENDANCE WHERE FAMILIES ARE JUST GOING TO SAY, HEY, HOLIDAY STARTED.

I DON'T KNOW WHAT THIS MONDAY, TUESDAY THING IS.

SO THAT'S A GOOD THING TO CONSIDER.

AND ONE WAY YOU CAN ACTUALLY ACHIEVE THAT WOULD BE IS GIVING UP THAT SEPTEMBER 3RD AND THAT OCTOBER 8TH AND JUST MOVING THEM DOWN TO THE CHRISTMAS TIME OR THE HOLIDAY TIME PERIOD. YOU KNOW, WE'VE GOT STUDENTS WHO ARE IN ACTIVITIES AND STUDENTS WHO WOULD LIKE THE SUPPORT OF THEIR PEERS WHO OTHERWISE MIGHT JUST BE SKIPPING TOWN.

NO, I AGREE, BUT WHAT ALSO IT DOES IS THAT WE STILL ARE PROVIDING SOME TWO DAY TIME PERIODS WHERE KIDS, THE SENIORS AND JUNIORS CAN GO AND MAKE COLLEGE VISITS.

SO I PARTICULARLY LIKE THAT OCTOBER TIME PERIOD WHERE YOU'VE GOT AT LEAST A MONDAY AND A TUESDAY BECAUSE THEY CAN GO AND MAKE A VISIT AND GET BACK.

WHEN YOU DO THE FRIDAY, THE FRIDAY, MONDAY, AS DAVID SAYS, IT BLOWS OPPORTUNITIES FOR KIDS WHO HAVE UIL REQUIREMENTS.

AND IT'S HARD TO DO THE VISIT ON A MONDAY.

SO I'M REALLY PLEASED TO SEE AT LEAST THAT ONE INSTANCE IN OCTOBER WHERE A KID CAN MAKE A REALLY GOOD COLLEGE VISIT.

AND TO THE POINT ABOUT SEPTEMBER THE THIRD HAVING THAT DAY OFF, THAT'S ALSO A FOOTBALL WEEKEND AS WELL. SO EITHER THE THIRD OR WHATEVER, THE EIGHTH THAT'S IN THE CALENDAR B IS NOT IDEAL. HOW CAN WE DELIVER THAT SAME EXPERIENCE TO THOSE STUDENTS LEARNING AT HOME? ONE THING THAT WE WON'T BE DOING IS BRINGING PARENTS ONTO OUR CAMPUSES.

SO AT EVERY GRADE LEVEL, THERE'LL BE MULTIPLE OPPORTUNITIES FOR PARENTS TO ATTEND A VIRTUAL MEETING.

HEAR THE INFORMATION ABOUT COURSEWORK FOR THE NEXT YEAR, PLANNING, GOAL SETTING, COLLEGE APPLICATIONS OR WHATEVER IS THE KEY INFORMATION FOR THAT PARTICULAR GRADE LEVEL.

SO THAT'S TYPICALLY THE WAY WE OPERATE IN THAT IN THAT AREA.

SO JANUARY WE'LL BE HAVING A LOT OF VIRTUAL EXPERIENCES FOR STUDENTS.

WE ALSO ARE WORKING AND I SAY I NEED TO QUIT SAYING WE BECAUSE I AM NOT DOING THIS.

THEY'VE DONE AN AMAZING JOB OF CREATING PREMADE VIDEOS OR BRINGING IN SPEAKERS TO MEET WITH STUDENTS AT OUR MIDDLE SCHOOLS, VIRTUALLY SO.

AND NOW THEY'RE ACTUALLY KIND OF SHARING SOME VIDEOS SO THAT WE CAN GIVE KIDS MORE OPTIONS IN TERMS OF WHO THEY WANT TO HEAR MORE ABOUT.

SO THEY'VE DONE A GREAT JOB WITH THAT AS WELL, SO THAT WE CAN CONTINUE TO PROVIDE THOSE EXPERIENCES TO STUDENTS.

ONE THING THAT I THINK WENT AMAZINGLY WELL THIS FALL, IN SPITE OF OUR CIRCUMSTANCES, YOU KNOW, WE NORMALLY HAVE THREE TO FOUR THOUSAND PEOPLE AT OUR TWO BIG COLLEGE FAIRS IN THE FALL. SO THIS YEAR, BASICALLY OUR AREA COLLEGES PULL TOGETHER FINANCIALLY TO PROVIDE A VIRTUAL FORMAT.

AND IT WAS IT WAS USING A PROGRAM CALLED GO TO COLLEGE FAIRS.

SO IT WAS REALLY KIND OF AN AMAZING EXPERIENCE BECAUSE I WENT TO BOTH FAIRS FROM MY LIVING ROOM. BUT YOU COULD GO INTO A KIND OF A BROWSING EXPERIENCE AND MOVE AROUND A VIRTUAL ROOM, CONNECT WITH A COLLEGE REP THAT YOU WANTED TO ACTUALLY SPEAK WITH.

ALL YOU HAD TO DO WAS CLICK ENTER THE BOOTH AND THEN YOU COULD GO INTO THAT VIRTUAL ROOM WITH THAT REP. THEY ALSO WERE DOING PRESENTATIONS LIKE WE NORMALLY HAVE.

BUT, YOU KNOW, IT'S HARD TO IMAGINE SOMETIMES HOW WE CAN MAKE THESE THINGS HAPPEN.

BUT THANKS TO OUR UNIVERSITY PARTNERS, THAT WAS AN OUTSTANDING EVENT.

BUT AT THE SAME TIME, I THINK THERE ARE PEOPLE THAT HAVE EASIER ACCESS TO THOSE VIRTUAL MEETINGS. AND I THINK THAT'S ANOTHER THING TO CONSIDER MOVING FORWARD.

BUT OUR HIGHER EDUCATION PARTNERS REALLY HAVE STEPPED UP IN TERMS OF UNDERSTANDING THAT AND NOT MAKING THAT A REQUIREMENT.

AND I THINK KNOWING THAT THOSE OPPORTUNITIES ARE OUT THERE, THEY'RE NOT PROMOTED SUPER WIDELY. AND I'D LOVE FOR US TO BE A DISTRICT THAT OFFERS THAT.

I THINK THAT'S AN OUTSTANDING SUGGESTION.

I THINK WE COULD ABSOLUTELY PUT THAT IN PLACE THROUGH NAVIANCE, IN OUR WEBSITE.

SO YOU MAY HAVE SEEN IN THE NEWS THAT OUR STATE, LOCAL AND EDUCATION ENTITIES ARE BEING TARGETED FOR THE CYBER ATTACKS AND OUR MISSION HERE IN OUR DISTRICT IS TO PROVIDE OUR EDUCATORS AND STUDENTS WITH A SAFE AND EFFICIENT LEARNING ENVIRONMENT WHILE PROTECTING OUR CYBER INFRASTRUCTURE AGAINST CYBER ATTACKS AND OTHER CYBER INCIDENTS.

SO HOW DO WE DO THAT? INFORMATION SECURITY IS ABOUT RISK MANAGEMENT, SO WE ASSESS THE AREAS AND APPLY THE APPROPRIATE MEASURES EITHER TO MITIGATE THE RISK AND, IF POSSIBLE, ELIMINATE THE RISK.

SO WE DID THAT LAST YEAR AND WE WILL CONTINUE TO DO THAT ONCE A YEAR, EVERY YEAR.

AND OUR DIGITAL LEARNING TEAM HAS DONE A WONDERFUL JOB IN CREATING THE RESOURCES FOR OUR NOT JUST FOR THE EDUCATORS, BUT ALSO THE STUDENTS AND THE PARENTS, AND ALSO PROVIDE THE TRAINING AS NEEDED TO OUR EDUCATORS AND STUDENTS TO USE THE TOOLS AND TECHNOLOGIES IN A SECURE MANNER. AND THIS IS THE MOST IMPORTANT THING WE TRY TO BALANCE BETWEEN SECURITY AND PRODUCTIVITY, BECAUSE WHEN WE TURN ON THE SECURITY, NOW HIGH [INAUDIBLE] THE PRODUCTIVITY, BECAUSE IT CREATES A LOT OF HURDLES GETTING TO THE RESOURCES IN A TIMELY MANNER. SO WE TRY TO FIND A SWEET BALANCE, UNDERSTAND OUR RISK AND PROVIDE THE APPROPRIATE SECURITY MEASURES.

SO I WISH WE WERE BEFORE [INAUDIBLE], RIGHT, WHERE WE HAD ALL OF OUR ASSETS, OUR CHROMEBOOKS, OUR TABLETS, OUR IPADS, OUR USERS, EVERYONE WERE INSIDE OUR ENTERPRISE SECURITY PERIMETER. SO IT IS MORE MANAGEABLE.

AND ALL OF THE SUDDEN DURING THE PANDEMIC OVERNIGHT, VIRTUALLY ALL OF OUR DEVICES AND USERS WERE OUTSIDE OF OUR SECURITY PERIMETER.

THAT IS A SECURITY CHALLENGE.

BUT FORTUNATELY, DUE TO OUR TECHNOLOGY READINESS AND ALL THE TIRELESS EFFORTS OF OUR STAFF AND I WOULD LIKE TO THANK OUR EDUCATORS, THE STUDENTS AND THE COMMUNITY AND PARENTS, EVERYONE CAME TOGETHER TO HELP US GET THROUGH THIS HURDLE.

SO SINCE WE HAVE A LOT OF CHROMEBOOKS, I WOULD LIKE TO GO OVER THE, OUR CHROMEBOOK SECURITY. DID YOU KNOW THAT IN 2018, THAT IS TWO YEARS AGO, CHROMEBOOK MADE UP 60 PERCENT OF ALL THE LAPTOPS, TABLETS, PURCHASED FOR US K-12 CLASSROOMS? I TRIED TO FIND 2020 DATA I COULD NOT FIND, BUT I WOULD NOT BE SURPRISED IF SOMEONE COMES AND TELLS ME THAT IT IS NOW AT EIGHTY FIVE AND 90 PERCENT.

AT PLANO ISD ALONE, WE HAVE SIXTY THOUSAND PLUS CHROMEBOOKS.

SO WHY IS THAT? CHROMEBOOK IS NOT JUST AFFORDABLE THREE HUNDRED DOLLARS DEVICE, IT IS AN ULTRA SECURE COMPUTER STRAIGHT OUT OF THE BOX, BECAUSE IT HAS A BUILT-IN SECURITY FEATURES SUCH AS PERIODIC OS UPDATES, SANDBOXING, VERIFIED BOOT, DATA ENCRYPTION.

I'M NOT GOING TO GO INTO THOSE DETAILS, BUT MY POINT IS THE DEVICE COMES WITH A SECURITY BUILT IN. ON THE TOP OF THAT, WHAT WE DO IS WE FURTHER HARDEN OUR CHROMEBOOKS VIA SOME OF THE POLICIES AND THE TOOLS THAT WE EMPLOY.

OUR POLICY FOLLOWS OUR USERS AND DEVICES.

WHAT I MEAN BY THAT IS.

WHEN WE PUSH OUT THE OS UPDATES, WHICH WE DO VERY CAREFULLY, BECAUSE WE HAVE LOTS OF THE CURRICULUM APPLICATION, WE TRY NOT TO BREAK OUR SYSTEM.

BECAUSE OVER THE COURSE OF LAST THREE YEARS, CHROMEBOOKS HAVE BEEN OUT THERE FOR THE LAST THREE OR FOUR YEARS. SO WE KNOW WHAT APPLICATIONS ARE BEING USED FOR THE INSTRUCTION.

SO WE TOOK THE LIST AND WHITE LISTED THOSE AND BLOCKED EVERYTHING ELSE.

YOU MAY ASK, WHY DIDN'T YOU DO THAT IN THE FIRST PLACE? SO AS A SECURITY PERSON, I WOULD LIKE TO DO THAT.

I MEAN, THOSE CHROMEBOOKS WERE INSIDE THE CLASSROOMS AND THEY WERE, THE TEACHERS COULD SEE THEY'RE BETTER CLASSROOM MANAGEMENT.

RIGHT. BUT WITH PANDEMIC, THINGS CHANGED AND WE HAD TO DO THIS.

BUT THIS IS A GOOD TIME.

I MEAN, WE WERE ABLE TO IDENTIFY HUNDREDS OF GOOD APPLICATIONS WHITE LIST IT AND BLOCK EVERYTHING ELSE. AND THIS IS ONE OF THE GREAT THING, BECAUSE AFTER THAT, I HAVE NOT SEEN ANY INCIDENT THAT WAS TIED TO SOME MALICIOUS PROGRAMS. AND ALSO WE HAVE INTERNET FILTERING IN PLACE BECAUSE WE HAVE TO COMPLY WITH THE CIPA CHILDREN'S INTERNET PROTECTION ACT AND ALSO FOR TO PROTECT OUR STUDENTS FROM ANY INAPPROPRIATE OR MALICIOUS WEBSITES.

WE BELIEVE CYBER SECURITY IS NOT JUST PUTTING ABOUT CONTROLS IN PLACE, IT IS ALSO ABOUT MAKING RESOURCE AVAILABLE, EFFICIENTLY AND INNOVATIVELY.

AND THESE PROGRAMS WOULD NOT NATIVELY RUN IN A CHROMEBOOK.

SO WHAT DO WE DO? DO WE BUY THOSE 2000 LAPTOPS, [INAUDIBLE] THOUSAND DOLLAR, TWO MILLION DOLLAR AND ALL THE LABOR AND EVERYTHING TO GET THOSE LAPTOPS READY? OH, YEAH, MAYBE WE COULD MAKE THAT INVESTMENT, BUT GIVEN THE PANDEMIC, WE WOULD NOT GET THOSE DEVICES UNTIL 2021.

SO WE HAD TO LOOK AT WHAT WE GOT.

WE GOT CHROMEBOOKS.

WE HAVE OUR TECHNOLOGY SOLUTIONS.

WE HAVE OUR SECURITY SOLUTIONS.

CAN WE PLUG IN SOMETHING TO OUR EXISTING CYBER INFRASTRUCTURE? SO WE LOOKED AT ACTUALLY WE HAVE BEEN LOOKING AT THE TOOL BEFORE THE PANDEMIC, WHICH IS AMAZON'S CLOUD [INAUDIBLE] TO DELIVER SOMETHING LIKE THIS.

SO IT WAS A PERFECT TIMING, WE PLUGGED IN THAT MODULE AND WE WERE ABLE TO DELIVER THESE ENGINEERING BUSINESS AND GRAPHIC DESIGN APPLICATIONS TO THE CHROMEBOOK.

MATTER OF FACT, ANY DEVICE, IPAD ACTUALLY DOES ANY DEVICE ANYTIME, ANYWHERE.

AND I LOOKED AT THE LAST MONTH BILL, IT WAS 50 TO 100 DOLLAR.

COMPARED TWO TO TWO AND A HALF MILLION DOLLAR FIFTY TO A HUNDRED DOLLAR, AND I SAW THAT ON AVERAGE, THE STUDENTS ARE USING AN HOUR OR SO ON THIS PLATFORM.

SO IT'S REALLY AMAZING TO SEE THAT THOSE APPLICATIONS ARE BEING USED.

SO I SURVEYED THE ASKING FOR THE TEACHERS TO PROVIDE SOME GOOD FEEDBACK, AND I AND I WILL READ ONE.

SO ALEX RITTER FROM JASPER HIGH SCHOOL SAID APPSTREAM HAS ALLOWED MY SCHOOL AT HOME AND ASYNCHRONOUS STUDENTS TO SEAMLESSLY ACCESS THEIR ADOBE CREATIVE CLOUD ACTIVITIES AND PROJECTS. AND ANY TIME YOU DO THAT KIND OF SPEED CHECK AND APPARENTLY IT'S DOING IT AUTOMATICALLY IN THE BACKGROUND THAT WILL LOWER YOUR OVERALL SPEED IN THE HOME AT THAT TIME.

AND I JUST THAT'S SOMETHING I HEARD FROM MORE THAN ONE PARENT.

FOLLOW THAT UP WITH ACTUALLY ON THE SAME DAY, THE DAY NOVEMBER 10TH AND 11TH IS THAT WE COLLABORATE WITH OUR PARTNER SCHOOL DISTRICTS AROUND THE REGION ON LEGISLATIVE PRIORITIES AND PLANNING. IT TOOK A COUPLE YEARS TO GET INVITED.

THEY HAVE A GROUP THAT SAYS, YOU KNOW, WHERE DO WE HAVE REPRESENTATION BROADLY ACROSS REGIONS ACROSS THE STATE? AND, YOU KNOW, IT JUST HOW IT WORKS OUT.

AND THIS IS AN INDEPENDENT GROUP.

IT'S NOT NECESSARILY SOMETHING TIED TO THE STATE, BUT.

IT'S NOT TIED TO THE STATE.

ALLIANCE THAT THEY'VE DECIDED TO CREATE.

IT'S JUST A LARGE SCHOOL DISTRICTS THAT JOINED TOGETHER TO DISCUSS AND LEAD STAFF WORK TOGETHER EVERY MONTH ON THINGS LIKE ACCOUNTABILITY, CURRICULUM, SPECIAL ED, LEGISLATIVE.

I MEAN, IT'S JUST ALL KINDS OF THINGS.

AND SO CERTAIN TIMES OF THE MONTH, LEAD STAFF ARE MEETING VIRTUALLY NOW AND THEN OTHER TIMES IT'S THE SUPERINTENDENTS AND CHIEF OPERATING OFFICERS AND CHIEF FINANCIAL OFFICERS.

SO IT'S A IT'S A IT'S A PRETTY IT'S A PRETTY GOOD GROUP TO BE COLLABORATING WITH AT THE TABLE. YEAH.

SO NOW I WILL TURN THE TABLE OVER TO THE BOARD LEGISLATIVE SUBCOMMITTEE AND ANY OTHER BOARD MEMBERS WHO HAVE ADVOCACY INFORMATION OR NEWS TO SHARE WITH OUR COMMUNITY.

OR I WILL. JERI, DO YOU WANT TO START? OK, SO SOMETHING THAT'S TIMELY THAT I WANTED TO SHARE WITH YOU ALL AND THIS IS COMING FROM THE TEXAS ASSOCIATION OF SCHOOL BOARDS AND SEVERAL OF THE TRUSTEES WHO ARE INVOLVED IN THAT HAVE BEEN TALKING ABOUT THIS.

OUR TEXAS STATE BOARD OF EDUCATION MEETS THIS WEEK NOVEMBER 17TH THROUGH 20TH.

AND THERE IS AN ISSUE THAT HAS COME UP THAT HAS BEEN A CONCERN.

AND ONE OF THE AGENDA ITEMS IS TO APPROVE REVISIONS TO THE SCHOOL BOARD MEMBER TRAINING FRAMEWORK, A SCHOOL BOARD DEVELOPMENT.

AND SO I WANT TO JUST REPORT BACK TO YOU ALSO THAT YOU WERE AWARE THE 19TH, THE COMMITTEE FROM THAT GROUP ON SCHOOL INITIATIVES WILL RECEIVE TESTIMONY AND THEN ON THE 20TH, THEY WILL VOTE ON THE FRAMEWORK.

AND THE CONCERN IS THIS ONE, THAT THERE IS A DIMINISHED LOCAL CONTROL OF SCHOOL BOARDS DETERMINE WHAT TRAINING THAT TRUSTEES NEED.

SO THE AND THIS IS COMING FROM TEA THROUGH THE SBOE TO LIMIT OR PUT SOME LIMITATIONS THERE. AND THE SECOND ONE IS CHANGES TO DEFINING STUDENT OUTCOMES AS ONLY STAR MEASUREMENT. AND THE THIRD IS TO PLACE LIMITS ON COMMUNITY INPUT AS IT RELATES TO VISIONS AND GOALS. SO THROUGH TASB IN THE PAST, I BELIEVE THAT THERE HAS BEEN SOME CONSULTING ON TASB ON THIS BEFORE THIS FRAMEWORK IS FINALIZED.

AND SO TASB HAS PUT FORTH SEVERAL TRUSTEES OF THE MEETING ACROSS THE STATE AND TALKING WITH SBOE MEMBERS TO SHARE THEIR CONCERNS.

AND NANCY AND NANCY ATTENDED A STATEWIDE MEETING ON OCTOBER 21ST.

AND THEN SHE AND I, WITH A GROUP OF OTHER AREA TRUSTEES, MET WITH OUR REGION 12 SBOE MEMBER WHO IS PAM LITTLE.

SO IT WAS A VERY GOOD CONVERSATION AND PAM WAS VERY SUPPORTIVE.

SHE LOOKED AT THE TASB RECOMMENDATIONS AND BASICALLY THE THEME IS ABOUT LOCAL CONTROL AND SHE'S VERY SUPPORTIVE OF THAT.

AND SO MY CALL TO ACTION FOR THE REST OF YOU, ALL BOARD MEMBERS IS IF YOU HAPPEN TO KNOW, I DON'T KNOW HOW YOU WOULD. BUT IF YOU KNOW ANY OTHER STATE BOARD OF EDUCATION MEMBERS, YOU CAN LOOK THEM UP ON THE WEBSITE VERY EASILY AND SEE WHO THEY ARE AND ENCOURAGE YOU TO REACH OUT TO THEM. VERY CLEAR THAT WE WANT TO MAKE SURE THAT OUR TRAINING THAT WE GET IS WHAT WE ARE ABLE TO DECIDE VERSUS A LARGER ENTITY TELLING US WHAT WE WILL BE TRAINED ON.

SO AND NANCY, DID YOU WANT TO ADD ANYTHING TO THAT? OK, JERI, IF YOU COULD SEND THAT TO SARA FOR DISSEMINATION TO ALL OF US, ACTUALLY, AUDREY YOUNG, WHO WAS JUST ELECTED, WAS PART OF MY LEADERSHIP TASB CLASS.

YEAH, BUT SHE GETS WHAT? SHE DOESN'T START UNTIL JANUARY.

SO THAT'S A BIG CHALLENGE ABOUT THIS, IS THEY'RE MAKING SOME REALLY BIG DECISIONS AFTER PEOPLE HAVE JUST BEEN ELECTED AT THIS MEETING.

AND SO THAT'S ANOTHER INTERESTING DYNAMIC ABOUT THIS, IS THAT THERE WILL BE A CHANGEOVER IN SOME OF THESE SBOE MEMBERS WHO MIGHT THINK DIFFERENTLY THAN THE CURRENT ONES THAT ARE SITTING IN THOSE POSITIONS. IT'S UNFORTUNATE SINCE SHE [INAUDIBLE].

YEAH, YEAH. IT IS VERY UNFORTUNATE.

AND I WILL I HAVE WITH ME AND HARD COPIES OF STUFF IF ANYBODY WANTS TO HAVE THEM.

AND ONE OF THE CONCERNS WITH THE CHANGE IN FRAMEWORK IS THAT THE LAST TIME THERE WAS A CHANGE IN FRAMEWORK WAS 13 YEARS AGO.

AND FROM MY UNDERSTANDING, THE GOAL IS THAT THEY KEEP IT VAGUE TO A CERTAIN EXTENT.

SO THERE IS THAT LOCAL CONTROL WHERE YOU CAN DECIDE WHAT'S MOST IMPORTANT FOR YOUR TRUSTEES TO BE DOING THEIR CONTINUED EDUCATION TO SUPPORT THE MISSION, VISION AND GOALS OF YOUR DISTRICT. AND SO THE REVISIONS THAT ARE BEING REQUESTED BY TASB TO THE STATE BOARD OF EDUCATION TO ADOPT WITH THIS NEW FRAMEWORK WOULD MAINTAIN THE LOCAL CONTROL, TAKE AWAY SOME OF THE LANGUAGE THAT SEEMS TO BE KIND OF NOT JUST NEW LANGUAGE AND THAT IT'S NEW TO THE FRAMEWORK, BUT ALSO THAT IT COULD BE DATED LANGUAGE AND NOT SOMETHING THAT WE MIGHT USE IN FIVE OR 10 YEARS FROM NOW, AND THAT THEY WANT TO MAKE SURE THAT THIS FRAMEWORK IS SOMETHING THAT COULD LAST ANOTHER DECADE AND THAT WE'RE NOT GOING BACK EVERY YEAR OR TWO, CHANGING THE FRAMEWORK.

AND SO I BELIEVE AND I THINK JERI ALSO AGREES THAT THE CURRENT TASB RECOMMENDATIONS WOULD BE SUFFICIENT. AND HOPEFULLY, PAM LITTLE AND THE REST OF THE BOARD MEMBERS WILL SEE IT THAT WAY AS WELL. YOU KNOW, CODY, YOU MADE ME THINK OF SOMETHING, I'LL ELABORATE ON THAT LOCAL CONTROL, IT'S MORE THAN JUST LOCAL CONTROL.

IT'S ALSO LETTING OUR COMMUNITY HAVE A VOICE IN WHAT TRUSTEES ARE TRAINED ON SO THAT WE HAVE THE VISION OF OUR LOCAL COMMUNITY IN MIND.

SO IT'S MORE THAN JUST LOCAL CONTROL.

IT'S LOCAL VOICE OF OUR COMMUNITY WITHIN OUR SYSTEM OF EDUCATION.

AND US BEING A DISTRICT OF INNOVATION.

IT STANDS TO REASON THAT WE WOULD BE FOCUSED ON CERTAIN BOARD TRAINING THAT WOULD BE DIFFERENT FROM A DISTRICT THAT ISN'T DISTRICT OF INNOVATION.

SO IT'S VERY IMPORTANT THAT WE'RE NOT PIGEONHOLED BY A FRAMEWORK THAT SHOULDN'T NECESSARILY APPLY TO EVERY SCHOOL BOARD.

AND I JUST THINK IT'S REALLY IMPORTANT TO ACKNOWLEDGE THAT DIFFERENT BOARDS ARE AT DIFFERENT STAGES IN THEIR COALESCENT.

AS A GROUP, YOU HAVEN'T HAD LONG TERM EXPERIENCE BOARD MEMBERS.

THAT MAKES A VERY BIG DIFFERENCE VERSUS HAVING EXPERIENCED BOARD MEMBERS.

YOU KNOW, IT'S JUST EACH BOARD BRINGS TO THE TABLE THINGS AND THEY NEED TO BE ABLE TO SELF-AWARE TO KNOW WHAT TRAININGS THEY NEED TO BE ABLE TO BE MORE EFFICIENT TO SERVE STUDENTS AND TEACHERS. SO JUST I THINK THERE'S THREE MORE SLIDES AND THEN WE'RE DONE.

SO THIS WEEK ALSO, THIS DOES NOT HAVE TO DO WITH THE SLIDE, BUT WITH THE PREVIOUS SLIDE THIS WEEK ALSO SAW A LEVEL OF ADVOCACY RELATED TO THE HOLD HARMLESS.

IS WHILE WE'RE WAITING FOR THE SESSION TO START, THERE ARE STILL SOME IMPORTANT ADVOCACY WORK THAT IS HAPPENING ON BEHALF OF THE DISTRICT AS FAR AS THE HOLD HARMLESS FOR THE SPRING SEMESTER, AS YOU KNOW, THROUGH SUPERINTENDENT ADVOCACY.

AND IN EARLIER THIS YEAR, THERE WAS A MOVE TO EXTEND THE HOLD HARMLESS THROUGH THE END OF THE FIRST SEMESTER. THAT WILL END IN THREE WEEKS, FOUR WEEKS.

AND SO WE DID DRAFT A LETTER TO OUR DELEGATES TO ASK FOR THEIR HELP IN GETTING A DECISION MADE IN DECEMBER FOR THE SPRING THAT IT GETS EXTENDED THROUGH THE END OF THE SCHOOL YEAR BECAUSE OF ENROLLMENT DECLINE.

AND, YOU KNOW, WE'RE TRYING TO FIND EVERY STUDENT WE CAN.

BUT ACROSS THE STATE, THE AVERAGE DECLINING ENROLLMENT IS FOUR AND A HALF PERCENT, AND

THAT IS MILLIONS AND MILLIONS AND MILLIONS OF DOLLARS THAT SCHOOL DISTRICTS ARE GOING TO LOSE IN THE SPRING.

AND FOR US, IT WOULD BE TEN MILLION DOLLARS JUST GONE.

THAT MONEY, OBVIOUSLY, IT'S NOT COMING TO US AND.

YOU KNOW, WE DON'T HAVE THE STUDENTS YET THAT MONEY THAT THOSE TAXPAYER DOLLARS WERE SENT TO THE STATE, WHAT HAPPENS TO THAT MONEY? STAYS IN THE GENERAL FUND, IS THAT RIGHT, RANDY? GOOD POINT. SO JUST JUST INTERESTED TO SEE WHERE I MEAN, YEAH, I THINK IT'S SELF-EVIDENT.

DISTRICTS AROUND THE STATE ARE ALL ENGAGED IN THIS EFFORT.

I ALSO TALKED TO THE COUNCIL OF PTA'S ABOUT THIS TODAY TO LET THEM KNOW WHEN WE WERE ADVOCATING BEFORE THE SESSION ON THIS PARTICULAR ITEM, BECAUSE IT SHOULD BE OF GREAT IMPORTANCE TO ALL OF US.

ON THE NORTH TEXAS AREA ASSOCIATION OF SCHOOL BOARDS.

I KNOW A LOT OF OUR BOARD MEMBERS PARTICIPATE IN THESE EVENTS.

IT'S A VIRTUAL EVENT.

IT IS WILL BE HELD NOVEMBER 18TH IN THE EVENING.

AND THE TOPIC IS WHAT LEGISLATION IS IN THE PIPELINE FOR THE NEXT SESSION? AND THE GUEST SPEAKER IS CHAIRMAN DAN HUBERTY, WHO IS THE CURRENT CHAIR OF THE PUBLIC EDUCATION COMMITTEE.

AND I THINK THAT THAT'S SOMETHING WE REALLY NEED TO LOOK AT VERY ARDENTLY DURING THIS LEGISLATIVE SESSION, BECAUSE I DON'T THINK, AS JANA HANCOCK SAID, A LOT OF THE THINGS AREN'T GOING TO RETURN TO THE WAY WE USED TO DO THINGS.

AND HE CAME BACK AND WAS, YOU KNOW, AMAZINGLY RECOVERED AND CAME BACK TO SCHOOL AND GRADUATED, ACTUALLY WALKED THE STAGE.

BUT THAT'S A REALLY USEFUL OPPORTUNITY, USEFUL TOOL FOR THE VIRTUAL ONLINE.

BUT IT ALSO LETS US RECAP, RIGHT.

AND I'D LIKE TO BE ABLE TO PROVIDE THOSE ONLINE LEARNING OPPORTUNITIES FOR THE STUDENTS WITHIN OUR DISTRICT AND HAVE THAT LEVEL PLAYING FIELD BECAUSE I THINK WE'RE ONLY ALLOWED TO OFFER THREE.

IS THAT RIGHT? THREE ONLINE COURSES TO OUR STUDENTS.

SO FOR THE LAST TWO YEARS, I HAVE BEEN THE DELEGATE FROM OUR BOARD TO GO TO THE NATIONAL SCHOOL BOARD ASSOCIATION ADVOCACY INSTITUTE AND OF THOSE TWO YEARS ALSO WE HAVE APPLIED FOR SCHOLARSHIP MONEY. AND SO IT HAS BEEN WE HAVE NOT HAD TO PAY FOR THE INSTITUTE AND THAT THAT HAS HAPPENED AGAIN THIS YEAR.

AND IT IS NOT IS TRADITIONALLY BEEN HELD THE END OF JANUARY, THE BEGINNING OF FEBRUARY.

AND SURPRISE, IT HAS BEEN POSTPONED TO JUNE IN HOPES THAT THE SITUATION WILL BE SUCH THAT THEY CAN HAVE THAT ADVOCACY INSTITUTE.

AND IN THAT I BELIEVE VERY STRONGLY THAT IT'S IMPORTANT TO PASS THE TORCH AND MAKE SURE THAT ALL OF US WHO ARE INTERESTED AND GET TO PARTICIPATE.

SO CODY IS GOING TO ATTEND WITH ME IF WE ARE ABLE TO GO IN JUNE.

FINGERS CROSSED SO THAT THEN HE CAN TAKE THE TORCH FROM HERE AND GO FOR A COUPLE OF YEARS BY HIMSELF. THE FIRST YEAR I WENT, I WENT BY MYSELF AND I GOT GREAT TUTORING FROM NANCY HUMPHREY. BUT ALL THE TUTORING THE WORLD DOESN'T HELP WITH EXPERIENCE AND BEING ABLE TO KNOW HOW TO NAVIGATE THE CAPITOL, THE NATION'S CAPITAL, AND TO KNOW AND UNDERSTAND THE ISSUES. SO WE THOUGHT THIS IS A GOOD PLAN AND I'M HOPING THAT WE WERE ABLE TO DO THAT.

AND WE ARE ABLE TO FURTHER THE FEDERAL EDUCATION AGENDA THAT WE HOPEFULLY HAVE SOME OPPORTUNITY TO LEVERAGE AND INFLUENCE.
